Types of BS configuration of 1X in PLM
S1/1/1,S2/2/2,S3/3/3,S4/4/4,S5/5/5,O3
The coverage of some carriers is larger than the ones of others
Carrier 1, carrier 2 and carrier 3 work as the basis coverage
carrier. Carrier 4 and carrier 5 work as superimposed carrier.
MS only resides in the basis coverage carrier in idle state.

PS: -These are the right commands to be run in order to set up the 4th and 5th
Carrier as superimposed carrier. If the other commands are run but these
ones are not, then these carriers will never carry any traffic (this has
happened in SFA BSC Cut Over).
-The threshold is only based on power load now.
