The purpose of this paper is to introduce and explain the developmental plans for Niagara
Frontier State College (NFSC), a new institution of higher education in the area of Western New
York. Niagara Frontier State College is a medium level Masters College (Masters M). As a
liberal arts institution and Balanced Arts & Sciences/Professions we offer an extensive
Baccalaureate program awarding 41-59 percent of undergraduate degrees in each domain and
will also award between 100-199 masters-level degrees in various fields of study.
In addition, we are considered an Other Special Focus Institution known for our strong
programs in environmental engineering and sciences, agriculture, and applied economics and
management. There will be some graduate coexistence (SGC) with undergraduate programs, but
fewer than half. Our college offers graduate training in Humanities, Social Sciences, Science,
Technology, Engineering, Medicine (STEM), and one or more professional fields, hence, it is
categorized as Postbaccalaureate comprehensive (PostBac-Comp). Our college is divided into
five schools: 1. Arts and Humanities 2. Management 3. Engineering 4. Natural and Social
Sciences 5. The Graduate School.
We have 8,500 undergraduate students and 1,000 graduate students. The enrollment
profile of Niagara Frontier State College is high undergraduate (HU) with more than 24 percent,
but fewer than 50 percent of our students are graduate students. In terms of the enrollment status
of our undergraduate profile, it is a MFT4: Medium full-time four-year with more than 60
percent but fewer than 80 percent of students at our four-year or higher institution are full-time.
In terms of our achievement characteristics/selectivity according to the SAT and ACT scores of
first-time first-year students, we are Selective (S). We are looking for students that had a 25

percentile ACT-equivalent score from 18 to 21. In looking at applications, not only do we look at
the standardized test scores, but we look at the other supplemental materials.
Control of the Institution
As part of the State University of New York (SUNY) system this is a public, not-forprofit institution. Planned funding includes State and Federal appropriations, student tuition, and
philanthropy. As part of the SUNY system, this allows for our tuition to be more affordable and
for our college to be less exclusive compared to a private or for-profit institution.
Academic Vision
At Niagara Frontier State College, academics are an exploration for the curious
individuals who are up for embarking on this intellectual journey. Our classrooms are discussionbased, talking about contemporary issues and classical questions, discovering new ideas and their
practical applications in our community and todays world. From history to business, our studies
in the liberal arts will prepare you to think, reason, and act compassionately, as well as, learn
life-long skills that will help in the workforce. We also encourage our students to have
experiential learning experiences to build self-esteem, improve critical thinking skills, and
develop a wide range of professional experience. It is required that all students complete a handson project, internships, or study abroad.
Here is what to expect from a Niagara Frontier State College education:

Majors: You will choose an academic field of study and thoroughly explore the basic
principles, methods of inquiry, and contemporary issues. Some majors include Business,
Engineering, Agricultural Sciences, Geography, History, Native American Studies,

Spanish, French, Chinese, Psychology, Sociology, Physical Therapy, Occupational


Therapy, Art, Theater, Music, Communications, Accounting, and more.

Minors: It is not required, but strongly encouraged to declare a minor and have an
additional concentration on another subject to complement your major. Some minors
include Education, Environment and Society, Ethics, Hospitality, Culinary, Fashion and
many others.

Hands-on and Applied Learning: From completing research with faculty, to internships,
to studying abroad, to service learning, you can expect your education at NFSC to be
active and participatory. Students will have the opportunity to work with their professors
that are conducting research to get experience in their field. Internships are required for
students to gain an insight on their future field. Study abroad counts toward a required
experiential learning experience to broaden your horizons with programs in over 3
continents: Europe, China, and Africa. Service-learning is the linkage between academics
and community service with a reflection element to enhance civil responsibility.
Mission Statement
Niagara Frontier State College aims to develop students to think critically and become

culturally aware individuals. Through academics and student life, the college fosters passionate,
educated, and driven individuals who work to enhance both the community and the world at
large.
Through community involvement and enriching out of classroom experiences, the college
promotes thought provoking and transformative educational opportunities. Together, with the
community, the college provides students with a holistic learning experience that teaches them to
think critically while preparing them for the professional world.

External Environment
After great consideration it is believed that Niagara Falls, New York offers the ideal
environment for Niagara Frontier State College. If we are to fulfill our mission to encourage
students and community to partner, educate and grow we must first find a location that is in both
need of partnership and growth. There are four main environmental areas of consideration:
community, location, transportation and international culture.
Community
Niagara Falls, New York offers a unique situation in that it is an internationally recognized
landmark and tourist destination based in a community that struggles with low population, crime,
unemployment and poverty. The once thriving city has been left for decades to deteriorate.
According to the United States Census Bureau the current poverty rate in Niagara Falls is 24.9%
with the national poverty rate at 14.5 %. This community is in desperate need of a partner.
NFSC will bring jobs, students, community partnerships, philanthropists, revitalization, and life
in general back to the city of Niagara Falls. Murdock (1999) shows that due to the United States
population growth, an increase in immigration since 1960 and the low socioeconomic status
currently held by many of those with racial-ethnic backgrounds the American college student
demographic is changing. By the year 2050 the American college student population will be
older, more ethnically diverse, and poorer. We feel that Niagara Falls, New York is an ideal
community to serve and accommodate the inevitable changes in the higher education student
population.
Location

Located in downtown Niagara Falls, New York, Niagara Frontier State College is in a
position to offer quality education at a SUNY price to thousands of Niagara County and Niagara
Frontier residents. Niagara Falls is located in a corner position of the Niagara Frontier region.
The Niagara Frontier region of Western New York includes five counties: Niagara, Erie,
Genesee, Orleans, and Wyoming. These five counties account for over 1.3 million residents.
With a population of more than 219,000 Niagara County is the third largest county in Western
New York. With 27 cities, towns, villages, census-related areas and two Indian reservations
Niagara County is in need of its own State Higher Education institution. Current higher
education options consist of Niagara County Community College (NCCC) a two-year associates
degree granting school, Niagara University a private Catholic University with a $28,000
freshman tuition rate, or in some areas over an hour commute to a Buffalo area school.
Transportation
The NFSC campus in Niagara Falls offers students who choose to commute a convenient
location directly off of the New York State thruway system. In addition to private transportation
the campus is in direct route of the NFTA-Metro bus line which will bring students in from North
Tonawanda, Lockport, Lewiston, and Sanborn. Transfer students from Niagara County
Community College who currently use public transportation can be confident that the same bus
will bring them to our campus upon their graduation and transfer to NFSC.
International Culture
NFSC campus is located minutes from the Canadian border. Canadian students will be
recruited to the NFSC campus to add to the culture and diversity of the school. Even with
Canadian tuition rates being lower than American rates we believe that with our low state tuition,

work study programs and benefit of an American education many Canadian students will choose
NFSC just as they choose to attend Niagara University with a $28,000 plus tuition rate.
With estimates close to 10 million visitors per year to the New York side of the falls, there
is no question that the falls itself is well recognized around the world for its beauty. We intend to
capitalize on that beauty and name to attract students to Niagara Frontier State College adding to
the diversity of the campus and campus culture.
Defining the Institutional Vision
Since the creation of the first college over 200 years ago, the purpose of college has been
debatable. The overarching goal of a higher education institution is to create prepared minds,
holistically develop students for the duration of their academic career and inspire to make a
difference in society. As a board with the mission to create a college, the first discussion was the
location of the school and the needs of that area. Western New York County has a wide range of
possibilities for locations and types of schools. In order for a place to be finalized, further
research had to be done on the counties to look for the fewest schools in their area. Niagara
County was an ideal location because it is only known for two colleges, Niagara University and
Niagara County Community College, and our university would be a great addition to the county.
With the consideration of the colleges in the area and what they have to offer, Niagara Frontier
State College had to stand out from the rest.
In order to determine why Niagara County needed a new college, we first examined the
other two schools. Founded in 1856, Niagara University (NU) is a private, not-for-profit, fouryear Catholic Liberal Arts University. It offers more than fifty degree programs through its four
academic divisions. They include the colleges of Arts and Sciences, Business, Education and

Hospitality, and Tourism Management. The University enrolls approximately 3,300


undergraduate students with a tuition rate of $29,260 per year. NCCC is a two-year SUNY public
community college. With over 6,500 undergraduate students, there are over seventy certificate
and Associate Degree programs offered. One year of tuition at NCCC is estimated to be around
$4,040.
It is important to fill a role in the community that is not currently being met by the
established institutions already there. Being driven by social improvement, a vision of bridging
together education and community development was created. Understanding the needs of the
soon to be new college student population and meeting those needs on the ground level is the
only way to ensure the growth of higher education in a changing world and a struggling
community. Students will be looking to attend college with less cultural capital and financial
backing. Along with meeting the needs of its future students, the vision of Niagara Frontier State
College is also to improve upon the community in which it is housed. Along with community
partnerships and service, physical development of neglected neighborhoods and buildings, and
an economic boost from growth to the area the NFSC will also look to improve the
understanding of Niagaras vast agricultural environments.
With Niagara County being known for such a rural environment, NFSC will offer strong
environmental programs focusing more so on agricultural sciences, applied economics and
management, and engineering. In doing so, we wanted to appeal to the community surrounding
us and help the Niagara County region make advancements toward the future of agricultural
development, given that the majority of our students will most likely be commuters.
Market Analysis

Given our mission statement of growth and development and with the interest of
encouraging higher education, NFSC will offer not only programs that are focused specifically
towards the area, but also partner with NCCC in a dual-admissions program to encourage
students to move past the Associates degree towards Bachelors and Masters degrees. Conferring
to the US Census, Niagara County has a high school graduation rate or higher of 89.9%
compared to the 85.2% in New York. However, from 2009-2013, only 22.2% of the population
received a Bachelors degree or higher, even though in New York 33.2% received said degree or
higher (US Census). We believe that this variation in statistics may be due to a lack of affordable
four-year colleges in the Niagara area especially since they are ten thousand dollars below New
Yorks median income (US Census). Niagara Frontier State College is important to the Niagara
County community in both development and cost of education. It is important to analyze the
market in order to better focus the mission of the school and to project growth for the future.
Understanding the higher education industry, competition, community politics, and identifying
the target market are all essential to project the success of Niagara Frontier State College.
Higher Education Industry.
The industry that will be analyzed consists of public and private four-year colleges and
universities that award Masters and Bachelors degrees. In hopes of improvements of the recent
downturn in the economy, the projection in the next five years presents the educational industry
to have an improvement in the labor markets. Many individuals will be able to find jobs,
meanwhile the rate of high school students will cause the industry to make continued
improvements. By the year 2020, the industry is expected to reach and become a $517.2 billion
industry. Much contribution to the added growth of this industry is due in part to the accessibility

of education. Not only are more students in the United States pursuing college degrees, the
access to online education is creating a new pathway for students to pursue degrees contributing
to the overall revenue that colleges and universities receive. Online education is a leader in
international studies allowing students abroad to take courses offered in the United States. Over
the next five years, the pursuance of U.S. degrees by international students is expected to
increase and would be beneficial to U.S. higher education because colleges and universities are
able to accept students without having to expand the physical infrastructure, such as physical
buildings and other capital improvements (IBIS World, 2015).
Barriers to entry into the higher education industry.
With the declining financial state support across the nation, many existing campuses will
have a difficult time maintaining their business. In essence, it will be tough for any new entrant
into the market to start up (enter) the industry, given the lack of financial support that states will
provide and the expensive cost of infrastructure. Specific to the State University System of New
York, the Board of Trustees has recently approved a $300 tuition increase to take effect for the
academic year of 2015-2016. The fees would be invested into providing student success
initiatives on campus as well as an increase in salaries (Democrat and Chronicle, 2014).
It is apparent that the lack of state support is being off-set by a tuition hike that students
will then have to pay for. Also in relation to funding, creating an endowment or receiving
donations from sponsors, alumni, or outside donors is going to be difficult given that there are
many competitors and that the university will need to gain a reputable history before such
contributions are made. Despite the lack of funding that would result in creating a new
university, another barrier to entry would be obtaining an accreditation. It will be difficult for

colleges and universities to compete on a national and global level amongst different institutions
if their courses, programs, and degrees have no weight or value in contrast to an institution that is
more reputable (U.S. Department of Education, 2015).
Higher Education industry life cycle.
There are four stages to an industries life cycle: the introduction stage, the growth stage,
maturity stage, and the decline stage. The Higher Education Industry is categorized in the mature
stage, meaning that growth is very stagnant. During this stage, there is a lot of competition from
other higher education institutions. Another component as to why this industry is mature is
because of its stability and demand for education. Consumers of this industry, as well as society,
understand the importance of higher education and its effects on the community. This means that
there is a very strong indicator that there will not be a decline within the industry (Investopedia,
2015).
Given the industry data that higher education institutions have been shown to increase the
job market and with the accessible education that NFSC will offer, we can project that Niagara
County and the Niagara Frontier region will continue to benefit from the growth of Niagara
Frontier State College.
Community Politics
Currently, the city of Niagara Falls has a strong mayor-council form of government. The
government includes a mayor, professional city administrator, and a city council. The current
mayor of the city is democrat Paul Dyster. Dyster has helped to revitalize the city of Niagara
Falls and is working to bring an end to years of corruption in the city. He is working on

redeveloping and marketing Niagaras tourist attractions as well as redeveloping the downtown
area.
Niagara Falls has struggled for many years economically and politically. Many residents
and politicians blame the declining economy on the New York Power Authority, which has been
charging the city high electric bills when the city once had the option to draw very cheap power.
The State government established the USA Niagara Development Corporation which has focused
on facilitating development in downtown Niagara Falls and capitalizing on the beautiful natural
landmarks. Currently the city is working to revitalize vacant and dilapidated buildings in the
downtown area, which is one of the reasons building Niagara Frontier State College downtown
would be an amazing partnership for the city. The college would be able to use some of the old
but beautiful buildings as part of the campus which would not only create space for the school
but provide a rich cultural significance and history to the campus.
The city of Niagara Falls school district has a close partnership and working relationship
with the two colleges that are located in the area. Former superintendent of the K-12 school
district Carmin Granto stated that:
The Niagara Falls City School District wholeheartedly supports ongoing work that
Niagara University is doing within the Education Leadership Program. This is truly a
partnership where knowledge and expertise are shared. Niagara Falls City School District
personnel open their classrooms and school buildings to the Niagara University student
interns and bring their personal skills as instructors on the Niagara University campus.
Niagara University and the Niagara Falls City School District are truly a viable

partnership in the highest sense of the word. Their coexistence continues to be a mutual
and rewarding benefit."
This statement paints a clear picture of the school districts commitment to fostering educational
growth and creating strong partnerships between the K-12 students in the community and the
local colleges. Since Niagara Frontier is an affordable public school the leaders of education at
the primary school level would welcome a partner that could offer a much more affordable
education than Niagara University, especially for low income students. A close political bond
between the educational leaders of the K-12 district and the leaders of Niagara Frontier State
would not only help the economy by educating more students, but also create a strong focus on
education, which could put it at the top of the political agenda.
The director of community development in Niagara Falls, Seth Piccirillo has created a
plan the help students pay down their college loans. Under the plan graduates of associates,
bachelor, and graduate programs can apply for 3,500 dollars a year for two years to go towards
loan payments. This would be a wonderful incentive for students of Niagara Frontier State
College to take advantage of, and it also shows the political leaders of Niagara Falls commitment
to promoting education and revitalizing the downtown area. The plan Seth Piccirillo proposed
could be a huge selling point for admissions when advertising the school to students, including
local, national, and international students.
Target Market
The target markets and demographics NFSC is looking to target are of course currently
similar to those of Buffalo State College and the University at Buffalo. We believe we are
setting up NFSC to be a prime destination for the future older, less financially secure, racial-

ethnic student population.

Since our college offers an affordable alternative to Niagara

Universities and more advanced degrees than NCCC, we would be looking to target students
who may have graduated from the area who want a four-year education, but dont want to or
cannot afford the price tag of Niagara University. We would also be looking to take in a
population of transfer students from Niagara County Community College who are interested in
furthering their education by pursuing their bachelors and/or masters. The target age of students
we would be interested in attracting is 18-22 years old, a typical college-aged student. We are
open to all financial circumstances; however we would be targeting lower to mid-level income
students who may not have the means to attend a private school. Not only does Niagara Frontier
target students in the WNY area, but we want students from all over the nation and all over the
world starting with the closest country, Canada.
Competition
Niagara University.
Founded in 1856, Niagara University (NU) is a private, not-for-profit, four-year Catholic
Liberal Arts University. According to Carnegie classifications, its type of institution is masters
colleges and universities (larger programs).

Location. Niagara University is located on the northern limits of the city of Niagara Falls.
The 160-acre main campus adjacent to the international border between the United States
and Canada.

Program. Niagara University offers more than 50 degree programs through its four
academic divisions. They include the colleges of Arts and Sciences, Business, Education

and Hospitality and Tourism Management. NUs first and only one Ph.D. program was
launched in 2011.

Enrollment. The undergraduate enrollment is approximately 3,300. More than 850 (or
950) students are enrolled in the graduate division. 75% of NUs students come from
New York state, with nearly half of that number from Niagara and Erie counties (48%).
About 6% from out of state and 18% are from Canada and other foreign countries. The
College of Education has a large Canadian enrollment in its graduate programs. About
1,500 students live on the NU campus.

Cost. NUs estimated undergraduate tuition and fees (Academic Year 2014-2015) is
$29,260.
As the only four year liberal arts private university in Niagara County, Niagara University

is one of competitors of Niagara Frontier State College. Currently 75% of NUs students come
from New York state, especially Niagara and Erie counties. However, they need to pay more
tuition and fees than enrolling in a public university. A public four-year university also located in
the downtown Niagara Falls is an economical choice for them. NFSC is also a good option for
Canadian commuters and international students. NU does not have any programs in agriculture
or engineering, which limits students career choices. As a comprehensive university, NFSC
offers a wide range programs including agriculture and engineering, aims to provide more
opportunities for students to explore their career paths and support the economy development of
local community. Moreover, compared to the NUs Catholic affiliation, NFSC offers a more
diverse institutional version with no religious affiliation.
Niagara County Community College.

Niagara County Community College (NCCC) was created in 1962, sponsored by the
County of Niagara and SUNY. It is a public, not-for-profit, community college with no religious
affiliation. According to Carnegie Classification, it belongs to the category of Associates
Public Suburban-serving Single Campus.

Location. NCCCs 250-acre campus is located in Sanborn, N.Y., which is about 10 miles
east of Niagara Falls, 15 miles north of Buffalo.

Program. NCCC offers approximately 70 programs including certificate programs and


Associate degree programs. The NCCCs dual admissions programs facilitate transfer to
four-year colleges upon completion of the two-year programs.

Enrollment. The NCCC has over 6,500 students; 10% are minority students. About 99%
student come from New York state; the other 1% are international students. The oncampus housing could only accommodate almost 350 students.

Cost. NCCCs estimated undergraduate tuition and fees (Academic Year 2014-2015) is
$4,040.

A four-year university offers a better, continuously college atmosphere than community colleges.
Compared to community college such as NCCC, NFSC has a lively social scene campus for
students. Academic programs and curriculum in NFSC are more comprehensive and various than
NCCC too. Moreover, the accommodation in NCCC is very limited, which limits the enrollment
of students who lives far away or want to be actively involved in the campus life. The campus of
NCCC is also lack of diversity. In the meantime, NFSC also offers dual admissions programs
with NCCC and other community colleges for students from low-income families.

Buffalo State, the State University of New York.


Buffalo State, State University of New York (Buffalo State) was founded in 1871. It is a
public, not-for-profit, four-year college with no religious affiliation. According to Carnegie
classifications, its type of institution is masters colleges and universities (larger programs).

Location. Buffalo States 125-acre campus is located in the downtown of Buffalo.

Program. Buffalo State offers more than 170 undergraduate programs and 61
postbaccalaureate programs, including masters programs and certificate programs. It has
five schools: School of Arts and Humanities, School of Education, School of Natural and
Social Science, School of the Professionals and the Graduate School.

Enrollment. The Buffalo States enrollment of fall 2013 is 10,655, including 9,338
undergraduate students and 1,327 graduate students. 63% undergraduate are white
American; 97% undergraduate are New York state residents.

Cost. Buffalo States estimated undergraduate tuition and fees (Academic Year 20142015) is $7,347.

From the type of institution, Buffalo State is similar with NFSC expect it has a little higher
enrollment. Because it is located in downtown Buffalo, it is far away for Niagara county students
to commute between home and college. NFSC could charm more international students by being
located in a tourist attraction area.
University at Buffalo, the State University of New York.
Founded in 1846, University at Buffalo, the State University of New York (University at
Buffalo) is a public, not-for-profit university with no religious affiliation. It is a Research

University (very high research activity) according to Carnegie Classification. It is the flagship
institution in the SUNY system, and also a member of the Association of American Universities.

Location. University at Buffalo is spread across three campuses: North Campus


(suburban Amherst), South Campus (North Buffalo), and Downtown Campus (downtown
Buffalo).

Program. University at Buffalo offers more than 100 undergraduate degrees and nearly
300 graduate and professional programs in 13 schools and colleges.

Enrollment. As of fall 2014, University at Buffalo enrolls 29,850 students including


19,831 undergraduate and 10,019 graduate and professional. About half of undergraduate
are white American (49%). 82% undergraduate students are New York state resident. 14%
undergraduate students are international students.

Cost. University at Buffalos estimated undergraduate tuition and fees (Academic Year
2014-2015) is $8,870.

As the flagship institution of SUNY system, University at Buffalo attracts college students from
all states and other countries. But as a research university, the university focuses on research as
well as teaching. Many undergraduate courses are instructed in large classes and by teaching
assistants rather than professors. Involving in large campus, it may be hard to focus on
individuals development. NFSC offers small classes and focuses on undergraduates instruction
and their development. Also, like Buffalo State, the location of University at Buffalo is too far
for Niagara commuter students.

By offering physical access due to precise location and financial access due to the
affordable tuition, Niagara Frontier State College stands ahead of its competition. By thoroughly
understanding the targeted community and population, NFSC can offer a partnership to Niagara
County. The mutually beneficial relationship will add community service, economic growth,
structural improvement and development and most importantly accessible higher education to
not only the city of Niagara Falls but also to the 1.3 million residents of the Niagara Frontier
region. The mission of the school to help students gain a better appreciation and understanding
of the world around them, add to the culture of Niagara Falls, and enhance the learning
experience for each and every student. This market and community are ripe for the opportunity
NFSC will afford, but the greater reward lies in the opportunity to educate the previously
unrepresented, to support the previously unsupported, and to grow the currently underdeveloped.
