SUMMARY
This staff report is about a matter that Etobicoke York Community Council has delegated
authority from City Council to make a final decision.
The purpose of this report is to request Etobicoke York Community Council's approval
for the Humber Bay Shores Condominium Association's proposal to install and maintain
one community identification sign at the south-east corner of the intersection of Lake
Shore Boulevard West, Marine Parade Drive and Park Lawn Road.
The Toronto Transit Commission (TTC) operates a transit service on both Lake Shore
Boulevard West and Marine Parade Drive. They were advised of this proposal and do not
have any objections subject to adjustments to the sign location to avoid conflict with their
proposed street car loop at the south-east corner of Lake Shore Boulevard West and
Marine Parade Drive.

RECOMMENDATIONS
Transportation Services recommends that Etobicoke York Community Council:
1.

Approve the request from the Humber Bay Shores Condominium Association to
install a community identification sign identifying the "Humber Bay Shores"
community at the south-east corner of the Lake Shore Boulevard West, Park
Lawn Road and Marine Parade Drive intersection; subject to the following
conditions:

(a)

This sign is to be designed, located and installed to the satisfaction of the


Director, Transportation Services; Etobicoke York District, and the
Toronto Transit Commission;

(b)

The Humber Bay Shores Condominium Association shall pay an


application fee of $75.00;

(c)

The Humber Bay Shores Condominium Association shall be financially


responsible for all future costs associated with sign maintenance;

(d)

The Humber Bay Shores Condominium Association, at no cost to the City,


shall enter into an encroachment agreement with the City for the location
and maintenance of the proposed sign.

Financial Impact
There are no financial implications resulting from adopting this report.
DECISION HISTORY
At its meeting of April 17, 2012, Etobicoke York Community Council adopted the
following motion from Councillor Mark Grimes:
1.

Requested the Director, Transportation Services, Etobicoke York District, in


consultation with staff from the City's Public Realm Section, to report to the
Etobicoke York Community Council, on the installation of a community sign
within the public road allowance to identify the Humber Bay Shores
community.

ISSUE BACKGROUND
The Humber Bay Shores area is located on the north shore of Lake Ontario between the
Humber River and Mimico Creek. This waterfront community is sometimes referred to as
the Etobicoke "Motel Strip" or the "Western Beaches," and consists predominantly of
new condominium apartment buildings, waterfront parks and trails.
The Humber Bay Shores Condominium Association requests permission to install a
community identification sign recognizing the area. They propose to install the sign
within the boulevard area at the south-east corner of the intersection of Lake Shore
Boulevard West, Marine Parade Drive, and Park Lawn Road. Attachments 1 and 2 show
the sign design and location.
Since the proposed sign is to be located within public road allowance, it is subject to the
"Identification and Directional Road Signage Policy" that was adopted by City Council at
its meeting of April 14-16, 2003. All signage requests within public rights-of-way that
are made pursuant to this policy require Community Council approval.

In addition, signs on public property proposed within the limits of the former City of
Etobicoke are subject to the minor variance process described in the "Signs on Public
Property" section of Chapter 215 "Signs" of the Etobicoke Municipal Code. Chapter 215
requires that applicants pay an application fee of $75.00. In all other respects; however,
the City of Toronto 2003 policy, regarding community signage within public rights-ofway is more restrictive than the applicable sections of Chapter 215; therefore, this
application is being processed according to the 2003 policy.
COMMENTS
The "Identification and Directional Road Signage Policy" requires that applicants satisfy
a number of conditions before the municipality will approve community identification
signs within public rights-of-way. Briefly, requests for signage such as this current
proposal from the Humber Bay Shores Condominium Association, must:
be made by organizations that are registered and/or incorporated;
identify a community or neighbourhood that has a historic context that is
confirmed by the Economic Development, Culture and Tourism Department;
be subject to an encroachment agreement;
comply with the location and sign structure criteria described in Appendix "A"
of the policy; and,
notify adjoining property owners before installing the signs.
The Humber Bay Shores Condominium Association is a registered organization. Their
proposed sign measures 3.8 square metres in area and will read "Humber Bay Shores."
Transportation Services Public Realm Unit will fund manufacturing and installing the
sign, with the Humber Bay Shores Condominium Association financially responsible for
the cost of both maintaining the sign, and obtaining an encroachment agreement with the
City.
The TTC confirms that the proposed sign location will require relocation at least 1.5m
east of the existing Lake Shore Boulevard West curb line to preclude conflict with their
proposed street car loop at the south-east corner of Lake Shore Boulevard West and
Marine Parade Drive. The TTC requests that we forward the final design to them for
approval.
In view of the foregoing, approval of this application is considered appropriate, subject to
the recommended conditions.
