Former Moorabool Mayor Paul Tatchell


has announced that he is the National
Party candidate for the seat of Ballarat in
the upcoming federal election.
Were starting out low-key, Mr
Tatchell said of Fridays announcement.
But were building up to a big finish.
Having served as Mayor for two
terms, and as the current Central Ward
Councillor, Mr Tatchell also has a long
history in business having owned a
Ballarat-based transport company for
the past 35 years, as well as a sports
centre in Cobden, and a newspaper
though he retired from active roles in all
before committing to his council role.

Although one thing that Mr Tatchell


hasnt done before, is be a member of a
political party.
Ultimately, we always try and find the
synergy between your own values, and
the party values - not the policies, but
the values.
The Nationals is a great fit.
Mr Tatchell said the electorate needs to
be represented from the ground up.
The Nationals have prided themselves
on putting locals first, and the next eight
weeks are about making sure that every
politician, every bureaucrat, from the
top down, knows exactly who and what
the Ballarat region is and what their
expectations are.

tough issue of making sure the electorate

Of the 15 new public schools being
built in regional Victoria, why are none
of them in the Ballarat electorate? If
were investing so heavily in education,
why is there no investment in the
Bacchus Marsh Primary School; they
have portables in the car park?
I will be leaving no stone unturned
to see that the largest region in the
peri-urban gets funding parity over the
marginal seats.

internet has finally been
switched on in Ballan.
Federal Minister for Communications Mitch Fifield
joined Liberal Candidate
for Ballarat Sarah Wade last
week to officially welcome
Ballan to NBNs new fibre-tothe-node network.
Ms Wade said it was an
exciting time for local residents, as from Friday May
20 they would be among the

first Victorians to use the


node-based fibre broadband.
It has been very pleasing
to see NBN construction
completed so quickly here in
Ballan and I know many residents are eager to connect to
the improved service as soon
as possible, she said.
Importantly, Ballan residents have been spared the
civil works damage and inconvenience that was a hallmark of the early stage NBN
rollout under Labor.
Under the Coalitions faster

rollout plan, the construction phase in Ballan has only


taken seven months from
start to finish.
Minister Fifield said the
superfast broadband would
be available to more than
1,300 Ballan homes and
businesses.
Ballan is the first town
in Western Victoria, of this
size, to have this particular
technology, it opens a lot of
windows, he said.
Ballan residents and businesses wishing to access

the new NBN service will


require a new modem from
a retailer that is compatible
with faster vectored VDSL
technology.
Depending on contractor
availability, it typically takes
around two weeks to connect to the NBN after placing
an order.

Mill history for all to see

History lovers in Ballan now


have the opportunity to take a
glimpse into the old Flour Mill.
An interpretive sign regarding
the significant landmark was
unveiled in mid April by
Moorabool Council Deputy
Mayor Paul Tatchell at Mill
Park, where the mill once
stood.
Erected by James Young and

his two brothers in 1856, the


steam driven flour-mill was
a three-storey cobbled stone
building with an attic and
landmark chimney stack.
The mill operated over a
period of 53-years until it was
destroyed in a fire on October
2, 1909.
The interpretive sign, which
was created by the Ballan Shire
Historical Society and funded
with a grant (Winter Grants

program) from Moorabool


Shire Council, features an
information panel and a
number of historic photos.
Cr Tatchell noted the many
local industries that were once
part of the local area, employing
people and contributing to the
small town character.
He said the display captured
the importance of recognising
local heritage.

left of the old flour mill.
Today all that remains of
this significant landmark from
the early days of Ballan, are
some bluestone foundations,
and traces of the water races
which channeled water from
the Werribee River to the flour
mill.

A residential facility for aged care patients, and


their mature-aged children with disabilities, is
envisioned for the outskirts of Bacchus Marsh.
Project Manager Mark Sutton explained that with
the conceptual plans done, he is currently putting
in a pre-planning application to Moorabool Shire
Council.
The project will include re-zoning applications
and until the project is progressed, no information
will be available on how many residences will be
built, or the budget for the development.
Were proposing to build a residential
subdivision; an aged care facility with access for
people providing for their mature-aged children
with a disability, Mr Sutton said.
So over time, when mum and dad are needing
aged care assistance, they can be in a family
home where the children can come and visit them
without the need of a car or anything else.
There is not yet a timeframe for when preplanning decisions will be made.
It is a standard residential subdivision, but what
were able to do is put families with children with
disabilities in with the families in the subdivision
so they can form relationships with the people
next door, the people over the back fence and
when mum and dad pass away, they still have that
infrastructure.
The development could be the first of its kind,
and alleged to have no government funding.
Im not claiming to be the first, but weve not
seen it anywhere else.

Victoria to benefit from highspeed
fibre-to-the-node
technology.
Telstra will launch its FTTN
services on NBN this month,
offering the technology to
more than 1100 homes and
businesses
surrounding
Ballan.
Telstra Area General Manager Steve Tinker, who
visited Ballan last week to
explain the technology, said
the launch marked the beginning of a new area for
locals.
As NBN rolls out across
Ballan, a world of new opportunities open up: officelike Internet speeds at home,
endless entertainment options and countless ways to
connect with friends and
loved ones, he said.
With almost a quarter of
the local population school
aged, the reliable NBN connection and speeds will give
students a boost by ensuring
they can access resources
online and attend lectures
remotely, without having to

FTTN technology is composed of new fibre optic cables, which will connect to

The Council has considered a complaint by Anthony Wilson


about an article in the Moorabool News on 24 March 2015,
Report to reveal if dog attack court costs were paid. The
article reported on a meeting of the Moorabool Shire Council
at which councillors discussed legal action taken by the Shire
Council against the complainant following a dog attack.
The Council concluded that the article was both misleading
and unfair in saying the Shire Council was forced by State
Government legislation to spend $100,000 to deal with the
matter when the legislation offered a number of alternative
means for the Council to resolve it in a less expensive manner,
but the Shire Council chose not to do so. The reporting was
misleading and unfair in breach of General Principles 1 and

3 and the complaint was upheld in this respect.


The statements in the article that the costs had not been paid
as ordered were reported as statements of fact rather than
being attributed as a report of discussion during the Shire
Council meeting. As there was no time frame in the
court
order for the Wilson family to pay costs, it was not reasonable
to base the statement that the Wilson family did not pay
costs as ordered on Shire Councils 2013/14 report. The Press
Council considered that the publication should have made
additional enquiries prior to publication. Accordingly, the
Council upheld this aspect of the complaint.

The Council was not able to determine whether adequate


remedial action or opportunity for a reply was made
available in accordance with General Principles 2 and 4 and
no finding was made in relation to these aspects.

The history of popular Bacchus Marsh locations has been
brought to life.
A display created by the Bacchus Marsh Historical Society
for the National Trust Heritage Festival offers an insight into
the Then and Now of popular sites such as the Avenue of
Honour, Darley Firebrick Factory, The Royal Hotel and the
Magistrates Court.

Historical Society member, Chris Bronchinetti said the theme


for the annual festival was Discovery and Rediscoveries,
which perfectly fitted with the idea of the display.
We had been thinking of doing a project along the lines of
Then and Now for a very long time and the National Trust
Heritage theme fitted the bill perfectly, she said.

Moorabool Shire Council will offer a


storage solution to the Bacchus Marsh
branch of the Country Womens
Association.
East Ward Councillor John Spain put
forward a motion at the May council
meeting to provide a temporary
shipping container, to be located in
councils Main St vehicle compound,
within which the CWA can store its
belongings until a permanent home is
found.
The 20 or 40-foot waterproof shipping
container will cost approximately, up

to $3000, from the East Ward Reserve


Fund, and will be available to the
CWA for a maximum of two years.
The Moorabool News reported earlier
this month that the CWA had been left
Homeless, without a place to store
furniture and other large items, as
it had been promised a room at the
Darley Civic and Community Hub but
none has yet become available.
This motion is to provide temporary,

Acrofun members can now make the most


of competitions without the burden of travel
costs.
The Bacchus Marsh gymnastics club has
benefited from the latest round of the state
governments Athlete Pathway Travel Grants
Program, which has invested $248,000 into
supporting young athletes.
Member for Melton, Don Nardella said the
government understood that getting to and
from state and national competitions was a
challenge for emerging athletes.
Our star athletes have enough to worry
about, so were removing some of the
financial barriers to allow them to reach the
top of their game, he said.
Acrofun spokesperson, Bree Mort said the
club was very excited.
This will really help our national team
with their travels this year, as they take part
in competitions in Warrnambool, Stawell
and Horsham, she said.
This money will make it a little cheaper for
parents that have national level gymnasts
and will help to cover the costs of travel and
accommodation.
Acrofun will receive two grants of $750
each. Information regarding the Athlete
Pathway Travel Grants Program can be

WASTE MANAGEMENT & RESOURCE RECOVERY STRATEGY
Hopetoun Park Kerbside garbage collection
Under Moorabool Shire Councils Waste Management & Resource Recovery Strategy, which was
adopted on 3 September 2014, properties within a Low Density Residential planning zone
are included in a weekly kerbside garbage collection.
Hopetoun Park is within this classication and as such, the area will change to a weekly 120L
garbage service from the rst collection after 1 July 2016.
Residents in Hopetoun Park should have received a letter from Council advising of the change
and what is required of them prior to the above date.

DRAFT MOORABOOL RECREATION RESERVE MANAGEMENT FRAMEWORK
The Moorabool Shire Recreation and Leisure Strategy 2015-2021 recommends the development
of a Reserve Management Framework to ensure a coordinated, integrated, consistent approach
for Council and the community for the management and operation of recreation reserves and
facilities across Moorabool Shire.
The Draft Moorabool Recreation Reserve Management Framework and associated policies
are now available for Community Consultation until Wednesday 8 June. The documents can be

PREPARATION OF ANNUAL BUDGET FOR 2016/17


In accordance with Section 129 of the Local Government Act 1989 (the Act), Moorabool Shire
Council hereby gives public notice that at an Ordinary Meeting of Council on Wednesday
4 May 2016:
1. It has prepared an Annual Budget (the Budget) for the nancial year commencing 1 July
2016 and ending 30 June 2017 (the nancial year).
2. It intends at a Special Meeting of Council to be held at the Council Chamber, 15 Stead Street,
Ballan on Wednesday 29 June 2016 (time to be conrmed) to adopt the 2016/17
Annual Budget as prepared by Council and the following information is given:
a. the total amount borrowed as at 30 June 2016 is $15,042,714
b. the total amount proposed to be borrowed during the nancial year, other than borrowings
to renance existing loans, is $2,790,000
c. the total amount projected to be redeemed during the nancial year is $1,431,348
d. the projected total amount of borrowings as at 30 June 2017 is $16,401,366
e. the projected cost of servicing the borrowings during the nancial year is $906,341
f. the proposed rate for each type of rate to be levied is:

g. proposes that no municipal charge be declared


h. the proposed service charges be declared under Section 162 of the Act, for the collection
and disposal of refuse, are:
(i) $144 per annum for each property that is within the dened urban service area to
which a domestic waste collection service is available;
(ii) $144 per annum for each property that is within the dened rural service area to
which a domestic waste collection service is available;
(iii) $144 per annum for each property that is not within a dened service area, to which
a domestic waste collection service is provided;
(iv) $90 per annum, compulsory service charge, for all rateable properties including:
(a) each rateable land that is farm land within the meaning of Section 2(1) of the
Valuation of Land Act 1960 and is a single farm enterprise within the meaning of
Section 159(8) of the Local Government Act 1989; and
(b) each other rateable land, from which there is capable of being generated waste
which can be deposited by a ratepayer or resident at a landll or waste transfer
station or any other litter facility.
(v) $45 per annum, compulsory service charge, for all rateable properties, in relation to
the State Landll Levy, including:
(a) each rateable land that is farm land within the meaning of Section 2(1) of the
Valuation of Land Act 1960 and is a single farm enterprise within the meaning of
Section 159(8) of the Local Government Act 1989; and
(b) each other rateable land, from which there is capable of being generated waste
which can be deposited by a ratepayer or resident at a landll or waste transfer
station or any other litter facility.
(vi) $50 per annum (half year impact 2016/17) non-compulsory and optional charge
within the urban (residential and low density residential) areas of Bacchus Marsh and
Ballan for kerbside greenwaste collection service.
The Victorian Government has specied a rates cap of 2.5%. The cap applies to the average
annual increase of rates and charges. Council had made an application to the Essential Services
Commission and a higher rates cap of 3.5% applies. Council has complied with this cap.
The rates and charges for your property may have increased or decreased by a different
percentage amount for the following reasons
(i) The valuation of your property relative to the valuation of other properties in the municipal
district;
(ii) The application of any differential rate by Council;
(iii) The inclusion of other rates and charges not covered by the higher rates cap

from 8.30am 5.00pm from Tuesday 10 May 2016 until and including Tuesday

I rst started in 1984 as a branch manager in


Bendigo in the hearing care industry.
This entailed the usual clinical aspects as well
as a management role. I was also required to
travel to a number of clinics throughout Country
Victoria.
In 1988 I was promoted to assistant state
manager and moved to Melbourne. I was later
promoted to State Manager.
My role was to improve overall protability
with six audiometrists and numerous branches.
This company was sold to Hearing Aid
Specialists in 1989.
After this I moved to Mildura and opened my
own business in hearing aids and allied services.
Due to family health reasons I was forced to
close this business in 1992 and move back to
Melbourne.
I then went back to work for Hearing Aid
Specialists managing the city ofce.
This company was taken over by Miracle Ear in
1994.
I completed the RMIT certicate of Audiometry
in 1993 and also became accredited with the
Ofce of Hearing Services.
After attending an Australian Hearing seminar
in 1995 I implemented infection controls using
AH guidelines.
In 1999 I was approached by Audioclinic and
offered the job of opening a new ofce in
Highpoint Shopping Centre, Maribyrnong,
Victoria.
I was required to appoint support staff and
manage all aspects of this business.
This ofce was very successful and as a result
another clinician was employed. During my
career in the hearing industry I have also been
responsible for administration and therefore
have obtained considerable business acumen.
I left this company in 2004 to start my own
business with a partner in Country Victoria.
This has been highly successful and my client
base grew daily.
We had a client base of over 3500 clients. In
December 2009 I sold this business to Widex
and I was employed by them under a ve year
contract.
In June 2015 I gave six months notice and
nished my contract with them.
I enjoy this industry and have now applied once
again to be a private provider in the Bacchus
Marsh and regions area.

Freedom of speech remains

Public Question Time is set to undergo a
range of changes with new controls being
proposed by Moorabool Shire Council at its
meetings.
Currently, residents can ask questions of
councillors at council meetings, without
notice, - however an initial proposed change
put before the May council meeting would
have removed Public Question Time from
meetings.
Members of the community who may wish
to pose a question to Council will continue
to be able to consult directly with their Ward
Councillor, or contact Council via social
media messaging, or via Councils online
request system or by contacting Council
on the phone or in person, read a report
tabled at the meeting which recommended
removing Public Question Time.
The report said, following a review into
Public Question Time, the majority of
the questions raised in Public Question
Time over the last 12 months could have
been addressed through other methods of
contacting the Council.
In some cases the matters raised in
question time had already been addressed
by Council staff.
Following discussions, a new motion was
proposed which sees Public Question Time
retained but with strict controls around
questions.
Residents will, however, be allowed to speak
at a special meeting of council being held on
Wednesday 22 June to hear public feedback
submissions in response to the proposal.
Submissions can be made until Tuesday 7
June.

A number of speakers addressed the May council meeting against removing public
question time.
I dont think it is fair to scrap this, one speaker told the meeting.
But it was her second comment - If you take away public question time, you take
away the transparency upon which East Ward Councillor Dave Edwards called
a point of Order.
Another speaker said that public question time is the best avenue to get any action
from council, adding that he had had results from it in the past.
I dont understand why you are taking this away, he told the meeting.
Resident John Kowowsky told the meeting that having residents submit written
questions instead of speaking will deter them from participating as they may not
have access to email, and may not be confident with the formal process of a written
submission, adding that public question time allows councillors to catch issues that
they otherwise may miss.
Some things need to be in the public forum, he told the meeting.

* All questions and answers must be as brief as possible


* All questions must be received in writing or provided verbally to a
Councillor on behalf of the constituent on the prescribed form as outlined
on the Councils website, and state the name and address of the person
submitting the question
* All questions must be received by the Chief Executive Officer or other
person authorised for this purpose by the Chief Executive Officer no later
than 5.00pm the day before the Council Meeting
* A person must not submit more than two individual questions at a meeting,
inclusive of all parts and variants as interpreted by the Chairperson or
other person authorised for this purpose by the Chairperson
* A question will only be read to the meeting if the Chairperson or other
person authorised for this purpose by the Chairperson has determined
that the person directing the question is present in the gallery; the
question does not relate to a matter of the type described in section
89(2) of the Act (for confidential matters); the question does not relate
to a matter in respect of which Council has no power to act; the question
is not defamatory, abusive or objectionable in language or substance;
the question is not a repetition of a question already asked or answered
(whether at the same or an earlier meeting); and the question is not asked
to embarrass a Councillor, member of Council staff or member of the
public
* If the person submitting a question is not present in the gallery, the
question will be held over to next meeting only
* If the Chairperson or other person authorised for this purpose by the
Chairperson has determined that the question shall not be read to the
meeting, then the Chairperson must advise the meeting accordingly
* The Chief Executive Officer or delegate must read to the meeting the
name of the person who has submitted a question
* The Chief Executive Officer or delegate must read the text of the question
and the Chairperson will then direct that question to be answered by a
nominated Councillor or member of Council staff
* A Councillor or Council officer may immediately answer the question
asked; or elect to have the question taken on notice until the next Ordinary
meeting of Council; at which time the question must be answered and
incorporated in the Agenda of the meeting under Public Question Time; or
elect to submit a written answer to the person asking the question within
10 working days.

What the Councillors Said


East Ward Councillor Tonia Dudzik said the amended motion would retain public
question time but would see residents fill out a form about their question before it
is heard, and require the person to be in the public gallery at the meeting.
If officers had a day to answer the question, then maybe we would have a better
outcome, Cr Dudzik said.
West Ward Councillor Tom Sullivan said filling out a form would bring more structure
to public question time.
The current process is not functioning wellits quite simple to put a question in
writing, and they must be in the gallery or it is held over, Cr Sullivan said.
Central Ward Councillor Paul Tatchell pointed out the problem with a form is that
not everyone has the internet to email it in, not everyone can write well, and elderly
people would have difficulty attending the meeting.
The chamber belongs to the people we just need to do this with respect, Cr
Tatchell said.
Woodlands Ward Councillor Pat Toohey said public question time has lost respect.
Some people do not ask a question, some use it to slander and abuse councillors
and officers. There is a process for customer requests we have emails, phone
numbers for all of the councillors, Have Your Say, we have the ability for people to
contact council, Cr Toohey said.

this year a newborn baby.
The Darley resident gave
birth to her son Blake at the
Bacchus Marsh Hospital on
Sunday May 8.
Carly and her husband Eugene said they were overjoyed at the early arrival of
their baby and delighted by
the level of care and atten-

tion received by the hospital.


Baby Blake arrived two
weeks early and from the
moment I stepped into the
Bacchus Marsh Hospital,
everyone was so kind and
accommodating,
Carly
said.
I was extremely lucky to be
able to have my baby so close
to home with the assistance
of such an experienced medical team. As well as caring
for me, the team at Bacchus

Marsh really made an effort


to include and support Eugene, my mum Glenda and
sister Emily.
It was a real family affair
and a Mothers day birth
surrounded by my family
was extra special.
A total of 552 babies have
been delivered at Bacchus
Marsh and Melton Regional
hospital between July 2015
and April 2016.

A grim future ahead





It has just been announced


that Cape Grim here in Tasmania has recorded 400ppm
of carbon dioxide in the
atmosphere. This confirms
what has been found in
other parts of the world. The
first time Cape Grim (ironic
name in light of the findings)
started recording, in the 70s,
it was 300ppm. This rate of
increase is really frightening. We are in the process of
killing ourselves.
In light of this sad news I
thought it would be good to
draw up a checklist for the
upcoming election. What are
our politicians saying about
this recent frightening news?
You are welcome to use this
checklist as you come to decide which party you will
vote for. You might even like

Reports in the Moorabool
News on 11/8/2015 and
12/1/2016, highlighting the
disgraceful mess caused by
the large tree falling across
the Werribee River at the
Rupert Vance Moon Reserve
in Bacchus Marsh, appear
to have finally caused
action from the Authorities
(whoever they may be).
The once clear waterway
finally became so blocked
with rubbish and leaves
that the actual river itself
(at the site) was reduced to a
very narrow strip of water.
So small was this flow, that
the total width of the river
could have been easily

cleared with a reasonable


jump.
Today 11/5/2016 (9 months
after our first report), five
workers were on site with
chain saws, attempting to
clear the waterway and
allow the river to flow
unrestricted again.
You will notice in the
attached
photos,
that
the workers are actually
standing on ground that
was previously the river.
Now maybe the very
popular site will be restored
to the place it should be.
This is a win for the locals.

The Mystery Flight


Have you ever headed off
on a journey, not knowing the destination? When
I woke up Friday morning
as the National Party candidate, I looked across at my
wife and she said really; I
knew my traditional black
coffee at 5am needed to be a
little stronger than normal.
I couldnt count how many
words I have written over
the years on the Canberra
Big Top and, more directly,
on the clowns that perform in the centre ring; so
as I reached out for my red
nose and costume to hit the
campaign trail, I came to the
realisation that what can be
written about others can be
written about ones self; now
theres a daunting prospect.
It reminds me of a truckdriver many years ago who
came into my office and, in
jest, said thanks for the job,
last week I couldnt spell
Kenworth, and now I drive
one; now there is a subtle
reminder that its easy to be
critical from the cheap seats.
To put things in some form
of perspective, if I was

writing about my-self in the


third person, I would probably write, We have a candidate running in the Ballarat
electorate that has never
been a member of a political
Party, running a first time
campaign for a Party that
hasnt ran in the Federal electorate for close on 30 years;
if he was a Melbourne Cup
runner and you drew him
out of a sweep, you would
buy another ticket.
Its not like we travel
through life and not do new
things, but, when I was shaving the well worn face of the
bloke I barely recognise anymore, I came to yet another
realisation; if not now, I am
running out of whens!
As I did the rounds of the

policies, you can influence

When the major parties


were playing the blame
game over the $33 million
of funding for roadworks
in Bacchus Marsh, which
magically disappeared off
the Vicroads budget after
the State election. A chance
meeting with Senator Bridget McKenzie, from Northern
Victoria, led to a one on one
with Warren Truss, then the
deputy Prime Minister, and
$12.3 million was allocated
to the Halletts Way by-pass,
along with a further $2.2
million for bridgeworks at
the Southern end.
Now it would be fair to
suggest that thats their job;
I make the point that there
were no votes in this for
Bridget McKenzie, or Warren Truss, as he was retiring.
On the day of the announcement, whilst everyone was
jumping over each other to
take the credit and get the
photo shoot, neither of the
real players in solving the
dispute were there, and that
speaks volumes.
There is still $25 million
missing from the project and

the State Government are


still to commit, evidenced
in the recent State Budget;
its a sad indictment of local
representation and evidence
of non-marginal seat neglect.
The National Party didnt
want nor take credit; it was
needs based, not political.
All of the balloons, coloured
t-shirts and slogans may be
trappings of an election,
but when the big-top comes
down, its about representation; they dont call it the
House of Representatives for
nothing! Although based on
form..
This election over all elections is an opportunity to
reset the political agenda; regardless of who gets the nod
in seven weeks, Red, Blue or
Green, Government or Opposition, the bare essence of
representation needs to be
reflected on the ground, not
in the photo opportunity.
Its about dealing with the
tough local issues that are
not always politically popular, the black and white photos of reality over the glossy
prints of political perfection.

Real life and idealism will


never meet, when the future
is based on three year cycles
of mindless debate.
Stability, purpose and a
dash of common sense may
not be politically palatable,
but realism is about build
the future, not imagining
one. Country people have
always managed to do more
with less, but its unsustainable; electorates like ours
cant keep begging for their
supper, whilst the marginal
seats polish the silverware.
It cant remain an all care
and no responsibility genre,
just because it comes under
the label Federal; the invisible fences that offer an excuse of convenience in the
blame game when its not
delivered on the ground
need to be torn down.
The States have been using
Federal funding to either
prop up dodgy budgets, or
enhance their own election
prospects, rather than delivering on a needs basis; there
is no more evident place
than this electorate. Representation is about fighting

for your region, not blaming


someone else when it doesnt
happen.

Over the next 7 weeks I will


be unapologetic in putting
local issues on the National
agenda, using the putting
locals first mantra of the
National Party as catalyst
for change and holding it to
account.
Im not a factory production
model politician, I wont be
getting the Henna red out
and getting my teeth capped,
what you see is what you get;
this election wont be about
me, it will be about us.
The Country tax dollar has
the same value as the city
dollar and with a third of
Australians living in the
bush, its time we got a fair
go; its not about the sales
pitch, its about the scoreboard and we are ten goals
down kicking into the wind.

As a non-career politician,
I will only be out of my
depth when I cant touch the
bottom.

Court in action

Asbestos and the potential


dangers of handling it without care
was the focus at the Bacchus Marsh
Magistrate Court this week.
A company pleaded guilty to
charges relating to handling
asbestos without a license,
maintaining that although they
had in fact acted wrongly, they
simply did not know that there was
asbestos in the house they were
renovating.
The incident is alleged to have
occurred on February 17, 2015
when WorkSafe Victoria inspectors
visited a property in Bacchus
Marsh.
A prohibition notice was served
by the WorkSafe inspector after the
site was found to contain asbestos.
The property was being renovated
by a sub-contracted firm with work
at the site ceasing immediately.
A licensed asbestos removal crew
was then employed and cleared
what was estimated to be over 10
metres of the highly dangerous
material.
The material was sent off for
analysis with tests proving positive
for asbestos on their return.
The court heard since, the

company sent, at their own


expense, 12 contractors to undergo
asbestos training for ease of future
identification.
The defence argued they werent
trying to hurry or to do the job
cheaply, and as a result of the
offence no injuries have occurred.
In his sentencing, Magistrate
Robinson took into consideration
the defendant had no prior
convictions, as well as taking into
account the numerous positive
references presented.
The company were put on an
adjourned undertaking for six
months and ordered to pay $5000
to the CFA as well as $1500 in court
fees.

An unusual breach of an Intervention Order was heard in a sympathetic way in the Bacchus Marsh
Magistrate Court last Friday.
Barry Hollis pleaded guilty to
charges relating to him contacting
his daughter via the internet, after an indefinite order was placed
against him in April of 2013.
The alleged incidents occurred in
August and December of last year
after Hollis daughter contacted her
father online after it was claimed
by his defence, that she was just
missing her dad.

It was also claimed that his daughter sent him messages such as, I
just want you as part of my life,
and that Mr Hollis was only acting
like any father would in a situation
like that.
When deliberating about the case
Magistrate Caroline Gwynn said,
This is an unusual set of circumstances for a daughter to reach
out, and it sounds like a cry for
help from a daughter to her dad.
In her sentencing Magistrate Gwynn took into consideration that
Mr Hollis did not actively seek to
break the Intervention Order and
sentenced him to 50 hours of community work with $400 worth of
fines. Magistrate Gwynn concluded, Youve got a lot of stuff to sort
out or else youll be back here.

Melissa Imberger was found
guilty of driving whilst suspended
and careless driving after an incident on November 7 last year,
crashing into a fence on the wrong
side of the road on the Western
Highway. She was ordered to pay a
$1750 fine with conviction.

A Myrniong reservoir was


searched this week as part of an investigation into the murder of Melbourne underworld figure Graham
Kinniburgh.
The Kew resident was fatally shot
on December 13, 2003 in the driveway of his home.
A 55-year-old Anakie man was
charged with one count of murder
last year.
Following an extensive investigation, information had been received
that the firearm and other evidence
used in the murder may be located
at Pykes Creek Reservoir.
However, an extensive search
at the reservoir near GreendaleMyrniong Road on Monday (May
9) revealed nothing of value. A
spokesperson for Victoria Police
told The Moorabool News that
there was no intention on searching any further out there at this
stage.
Purana Taskforce Detective Inspector, Andrew Gustke said the
case had been the longest murder
investigation ever conducted by the
taskforce.

friends of the victim of any crime
to investigate fully and to do our

very best to bring justice for them.

Local police are appealing for witnesses after a collision in Balliang


on Wednesday (May 11).
It is believed that a black Holden
sedan performed a U-turn and collided with a grey Ford F100 on Bacchus Marsh Road at around 7:15pm.
The driver of the Holden, a
31-year-old man, received non-life
threatening injuries and was taken
to hospital. His 19-year-old male
passenger received minor injuries
and was treated at the scene by
paramedics.
Police believe there was also a
woman in a car that may have left
the area in a champagne-coloured
BMW.
The female driver and sole occupant of the grey Ford stopped at
the scene and spoke with police.
She was not injured in the collision.

New REIV data shows continuing buyer demand for


space has boosted the price
of three and four-bedroom
homes in multiple regional
towns.
The data is contained in
bedroom median information published quarterly by
the REIV to inform those involved in buying and selling
homes across the state.
In the 12 months to March
31, the Geelong suburb of
Belmont recorded the states
largest price increase for
four-bedroom homes with
the median house price rising more than 25 per cent
over the year to $495,000.
This was followed by Geelong West where the median
for the same-sized property
rose more than 20 per cent
to $630,000 over the year
an increase of more than
$100,000 on March 2015
figures.
Double-digit
annual
growth for four-bedroom
homes was also recorded in
Traralgon, up 16.4 per cent
to a median of $390,000;
Grovedale, up 13.4 per cent

to $448,000; Lara, up 12.5 per


cent to $450,000; Gisborne,
up 12.1 per cent to $639,000;
and Warragul, up 10.8 per
cent to $410,000.
Multiple regional towns
across the state also experienced significant capital
growth for three-bedroom
homes.
Daylesford, north west of
Melbourne, recorded the
states largest annual growth
for three-bedroom homes.
House price for this property type increased 26 per cent
in the year to March 31 to a
median of $515,000.
Horsham in the states west
also experienced similar
growth for three-bedroom
homes with the median increasing to $220,000. This
was up from a median of
$175,000 for the same period
last year.
Other towns recording
significant price growth for
three-bedroom homes include Romsey, up 17 per cent
to a median of $420,000; Ballarat North, up 12.9 per cent
to $320,000; Barwon Heads,
up 12.5 per cent to $720,000;
and Canadian, up 10.8 per
cent to $338,000.
Growth for two-bedroom
homes was also recorded in
towns within commuting
distance of the city. These
included Geelong West and
Ballarat East, where the

property type rose 8.8 and

Last Saturdays Cross Country meet was held at Lady


Northcote Camp, Rowsley. Renowned as a quick course,
many of the athletes recorded fast times over distances from
500 to 3000 metres. 48 athletes raced in beautiful sunny
conditions throughout the YMCA camp grounds.
Bacchus Marsh will once again be sending a large contingent
of competitors to the Benalla Cross Country Open Day on the
Queens Birthday weekend, Sunday 12th June. Enter via the

Entries are now open for the Western Metro Region Cross
Country Championships to be held on Saturday 25th June
at Geelong Baptist College, Lovely Banks. Early Bird entries

Last weekend the G B Forestry Cobras welcomed Ballarat


to Maddingley Park where it was a very successful day for the
footballers but not so for the netballers. In football the seniors with
an inspiring team effort led by Denham, Del Papa, Burton, Shea,
Bolton and another 10 goal haul by Cupido had a very strong win
running out victors by 131 points. The reserves also displayed a
great team effort and ran out victors by 59 points and the U18s
again started the trend of victories where Doug Hawkins has them
playing some outstanding football and eventually running out
victorious by 102 points.
Unfortunately in the Netball, again the girls came up against
some pretty tough opposition and unfortunately each of the teams
though playing well, had a loss on the day. The girls fought very
hard in each game however for little return. The A graders lost by
13 goals, the B graders lost by 12 goals, the C graders lost by 16
goals, the D graders lost by 23 goals and the 19 and Unders lost
their game by 27 goals.
In the Womans Football they had the weekend off due to a bye.

A week is a long time in
football with the tide certainly turning for the Blues.
In ideal conditions the Blues
were in their element and at
the main break had a two
goal lead and looked to be
right in the challenge. It
was a tight tussle that was
certainly played in the best
spirits of the game but as
the game progressed the
Blues accuracy up forward
again became obvious. Jason McNamara gave a great
effort for the entire match
with Zac Peoples collecting four goals for the day.
Kenny was at his best in
the backline and Sam Sims
turned back the clock. But
in the final quarter the Blues
could only manage one-goal
four points with Daylesford
kicking seven majors to seal
the deal. A winnable game
that slipped away. The Blues
must now regroup for a key
tussle against Springbank in
a fortnight.

hand started very slowly

it worked a treat. From that

and David Bell got his eye in
up forward. Jack Shaw gave
a committed effort all day
and whilst dented in the first
half he was on fire on the
way home.

complete control in the centre to help record a resounding win.
