2. Detailed Narrative/ Specification of the 4X4 vehicle, requirement of USAID
Waiver:
Under this project, J/P HRO, will purchase a Ford Ranger 4x4, double cabin,
manual transmission, four cylinders, 2200 CC, turbo diesel intercooler Model
XL, 2015. The specifications will be as follows:
- 22L Turbo Diesel Intercooler
- Front and rear seats/cloth
- Hubs; front remote
- Steering, power
- Radio AM/FM/CD
- Power/windows/door locks/outer mirrors
- Differential, limited slip
- Defogger rear windo
- Tilt steering wheel

Cost: $37,850
Cost and specifications provided by Behrman Motors. A USAID waiver will be
required for this vehicle.

4. Detailed Narrative Regarding Specifications/ Contents of WASH Kits:


This project will involve the purchase of 25 WASH kits, at a cost of $450 each,
for a total of $11,250. Each kit will contain:
Two large trash cans (for the schoolyard and latrine areas), at a cost of
$20 each = $40
Six small trash cans for the classrooms, at a cost of $6 each = $36

Four containers of liquid chlorine, for cleaning the latrines, at a cost of


$9 each = $36
Three containers of detergent, for cleaning the latrines, at a cost of $7
each = $21
Three containers of mistolin (for cleaning the latrines), at a cost of $7
each = $21
Eight brooms, at a cost of $4 each = $32
Three dozen plastic gloves, at a cost of $24 per dozen = $72
Two boxes of cleaning masks at a cost of $10 each = $20
Two wheelbarrows, for cleaning campaigns at a cost of $44 each = $88
Four shovels at $12 each = $48
Three cases of soap for handwashing at a cost of $7 each = $21
Three cases of toilet paper at a cost of $5 each = $15

Total = $450 per kit.


5. Subcontractors Professional Contracted Services, Explanation of Basis of
Estimate ($15,000)
Professional contracted services was budgeted as a lump sum of $15,000,
under component 2 in the first year. This amount will cover:
$5,000 for the cost of the architectural review of the latrines. This
review is important because
$10,000 for the cost of latrine inspection.
Both of these costs are provided based on J/P HROs historical experience and
market research.
6. Subcontractors Desludging Existing School Facilities - $2,000 per School
A total of $20,000 was budgeted for desludging existing school facilities
($2,000 per school, for ten schools), under component two in year one. J/P
HRO estimated this cost using recent (2014/15) historic experience doing
vidange for similar-sized buildings in the same area.
7. Subcontractors Environmental Mitigation Plan and Report: J/P HRO budgeted
$10,000 for this item, which will be completed by an external consultant, in
collaboration with the organization (J/P HRO). The aim of the plan and report
will be to ensure WASH activities are in line with environmental protection
principles and to recommend mitigation measures and follow-up practices.
The amount budgeted was based on the organizations historical experience
with previous EMPRs.
8. Subcontractors Water System Provision:
The cost of water system provision is budgeted at $1,000 per school for ten
schools, under component two of year two. This amount was calculated
based on historic DINEPA pipe installation costs for an area inside Delmas 32
in 2015, and the current markets costs of water storage tanks and
equipment.

11.Basis of Vehicle Fuel and Maintenance Cost Estimate:
The cost of fuel and maintenance for a 4x4 vehicle is currently $8,280 per
year ($690 per month), based on the following:
Cost of Fuel:
Approximate yearly mileage covered by the program: 30000 km
Fuel consumption of vehicle: 25km/gallons
Price of 1 gallon of diesel: 157HTG or US$3.04 (US$1 =51.6HTG)
Indexation: 10% or 1.1
Yearly fuel Cost: (30000km/25kmg)*US$3.04*1.1 = US$4012.8
Repair and Maintenance (estimate provided by Behrman Motors):
- 5 regular service
- 1 complete service
- Suspension repair (unpaved roads)
- Turbo Vacuum
Dealer estimation US$4268/year = $355 per month
Therefore, the cost of both fuel and maintenance for the first year of the project will
be $8280 ($690 per month x 12). With an estimated inflation rate of 2.4%, in the
second year, this cost will rise to $707.25 per month, or $8,487 for one year. In the
third year, the cost per month will rise to $724.93 per month, or $4,349.58 for six
months. Thus, the total comes to $21,116.58 for the 30-month project.

Basis of Community Sensitization Campaigns Material Costs:
These costs will cover the material needs for five community sensitization
campaigns, as well as observing Global Handwashing Day (up to three times
during the course of the project, depending on start date) and World
Environment Day (up to three times during the course of the project,
depending on the start date. Costs are as follows:
