1. Most Mexicans believe that the responsibility for drug traffic between the countries falls
on the existence of the multi-billion dollar market in the U.S.
2. The first theory is draconian. Draconian is widespread repression or legalization.
Americans would never accept the costly, repressive, and intrusive operations that are a
drastic crackdown on drug consumption would entail. Secondly, they cannot legalize
drugs because of the disproportional weight of the drug blight on the black community.
3. Mexico has tried to campaign to stop drug use and trafficking. This led the Mexican
mafia to move down the coast and branch out, causing a problem. The enforcement
dropped off and contributed to the increase in Mexican marijuana and heroin exports.
4. 18 tons of cocaine was consumed in 1976. By 1985, consumption had increased to 100
tons. The use of the drug started with the upper-income people, and then spread to nearly
every corner of the social edifice. Mexico wasnt part of the problem because of the fact
that they do not produce cocaine.
5. Now that Mexico had to stop homegrown crops from being cultivated or exported to the
U.S., they had to prevent the entry of goods from abroad in Mexico. This was an issue
because the northern border was known to have better military.
6. It is dangerous to hold drugs in Mexico because of the exposure to drugs and narcotics, it
has led to many Mexican citizens to be drawn toward drugs.
7. Drug lords in Mexico are viewed as modern day Robin Hoods because they bring
prosperity to their communities while getting back at the gringos.
8. The only way to bring a substantial drop in drug exports is by committing the armed
forces to drug enforcement. This implies expanding their operations from burning
marijuana fields, intelligence activities, interdiction, and arrests.
9. The only thing that could make a major difference in aid would be major changes in its
terms of engagement. This will come at an acceptable political cost. This will not
work because the U.S. and Mexico do not cooperate together and it puts many citizens
lives in danger.

10. According to Mexico, the United States has the drug problem.
11. Drug trafficking is like a large maquiladora because it is assembling a product for the
demand and then exporting it to the U.S. A maquiladora assembles goods in factories
unlike drug trafficking which are illegal products. Both export exclusively to the U.S.
though.
12. The estimate is several BILLIONS of dollars.
