4. The main entrance gate to the school and the
entrance wherethe SPEDbusesgetdroppedoff
do not have an ADA compliantgate (2 Wireless
Push Plate Activators$1,400). The bus dropoff
area also does nothavearampwithinfeetofthe
drop off area, leaving staff to lift thechairs onto
thecurb.($100).

Doyouseethatthefacilityisareflectionofhowweuseourfiscalandhumanresource?

WhileimprovementsarebeingmadeattheNMHScampusataratherslowplace,fiscal
andhumanresourcesarestillscarceandareutilizedonimmediateconcernsanddaily
maintenance.Morelongtermupgradesandconcernsareoftendeferredinordertodealwith
immediateneedssuchasleakingroofsorbrokenthermostats.Lastyear,thestudentswere
extremelyfrustratedbythefoulsmelling,inneedofrenovation,undercleanedandundersupplied
bathrooms.Agroupofseniorstudentswrotealetterofcomplainttotheadministrationreferencing
thepossiblefundsfromtherecentpassingofMeasureG.NUSDBondMeasureG,ledbydistrict
officials,promisedtaxeswouldbeutilizedtorenovateneededareasatallschoolsinNewark.The
taxcollectioncouldgenerateabudgetof63milliondollars.Thestudentsfeltthatthebathrooms
wereanimmediateareaofconcernthatcouldbetakencareofbythenewmeasure.Ofcourse
thefundsdontworkthatfast,buttheywereinhopesthatthedistrictwouldaddressthisconcern.
Thisyear,nochangeshavebeenmadetotherestroomsandtheadministrationsentoutabulletin
thatthestudentshaveapartinmaintainingtheircleanliness.

Doyouperceiveanyissuesregardingequalopportunitytolearn,tobeinasafeand
welcomingenvironment,etc.,withinyourschool,district,community,andtheregion?

Eachoftheitemslistedinmyreportaffectstudentslearningoraccesstoasafea
welcomingclassroom.Classroomswithoutdatedtechnologydonotsupportstudents
multimoduleswaysoflearningoraccesstobettercurriculum.Classroomswithleakyroofsor
evidenceofpreviousmoldprovideunsafelearningenvironmentsforstudents.Smellyoldcarpets,
bathroomsthatstudentsdeemunusable,evidenceofrodentsandinsects,condemned
classroomsaredisruptivetolearning.Theseareallissuesinregardtoprovidingequalopportunity
forALLstudentslearning,buttheADAconcernsareahinderancetostudentsandstaffwith
disabilities.Thesearenotjustconcernsbuttheschoolisoutofcompliance.

Whilethedistricthasaproceduresinplacetogetthisdone,thetimeandstaffingto
completetheseprojectsarenotinplace.Overtimeasthebudgetincreasesfromthecurrent
passingofMeasureG,staffandstudentswillseetheseareasofconcernimprove.

Whatsurprisesdidyouhavewhencompletingthisactivity?

ThemainsurpriseIfoundwasthelackofworkorderswrittenforsomeoftheareasI
addressed.Beingfromaspecialeducationbackground,IdidfindanumberofADAconcernsthat
Ibroughttotheattentionofbothadministrators(SitePrincipalandDistrictSpecialEducation
Director).Onlyoneoftheseconcernshasalongstandingworkorderonfileandnodateinplace
forittobetendedto.Neitheradministratorknewoftheotherfacilitydeficitspriortomy
conversationswiththem.

Iwasalsosurprisedathowmanystaffmembersareactuallyhiredorhaveapermanent
positiontocompletethesemaintenancejobs.Tomyknowledge,thedistricthasonepainter,one
locksmith,threegroundskeepers,andtwostaffmemberstoworkontechnology.Oftentimes,the
districthiresconstructioncompaniesorspecialtycompaniestofixlargerareasofconcernwhen
theneedisimmediate.
