STATEMENT OF WORK

INSTALLATION OF A MOTOROLA BASE STATION FOR THE DRILL SERGEANT


ACADEMY, FORT JACKSON, SOUTH CAROLINA
1. SCOPE: Contractor shall provide all labor, tools, and new supplies as described in this
Statement of Work (SOW).

1.1. BACKGROUND: This SOW applies to the installation of a Motorola APX Base Radio.
The purpose of this requirement is to phase out radios that have reached their life cycle.
2. WORK HOURS: The Drill Sergeant Academy regular work hours are from 8:30 am to
5:00pm local time Monday through Friday except Federal holidays. All on-post work shall be
performed during regular working hours, unless prior approval is obtained from the Contracting
Officer or designated representative. Emergency circumstances may occur which require the
contractor to perform actions outside of normal working hours.
Recognized Holidays: Contractor is not required to perform services on Federal holidays.

3. USDSA REQUIREMENTS:
3.1. Provide all authorizations to perform the installation services.
3.2. Obtain and provide all approvals, permits, and agreements as required at all sites and
locations.
3.3. Provide site access and escort as required, in a timely manner during normal work hours.
3.4. Provide adequate space for equipment to be installed.
3.5. Provide primary electrical power at site(s).
3.6. Provide connectivity and connections at the equipment location(s).
3.7. Provide Point of Contact to monitor and answer questions related to project.
3.8. Sign Installation Completion Form upon satisfactory completion of project.
3.9. Provide antenna and Polyphaser.

4. CONTRACTOR REQUIREMENTS:
4.1. The Contractors shall perform all work on-site at building 9574 located on Marion Ave, Fort
Jackson, South Carolina 29207.
4.1.1 Installation includes:

Perform the installation of an APX Base Radio which includes: Penetrate side of
the wall just below the roof near pole mount location to run antenna cable, install
standoff mount and pole to the side of the building, run 250 LMR cable from
antenna to Base Radio located in the Receptionist Room.

Install the antenna to the pole and the polyphaser just outside the wall penetration
to the antenna line. Install a ground wire from the polyphaser to the ground at the
base of the building. Ground wire will be connected to a ground rod and will
penetrate the soil at the base of the building for lightning protection.

3.

Supply 250 LMR Cable, connectors, mount, No 6 ground wire, grounding rod
and misc install parts.

4.

Perform testing of equipment.

5.

Administer safe work procedures for installation.

6.

Perform all work and tasks required to install the APX Base Station according to
manufacturers recommendations during installation. All antenna and polyphaser
connections are properly weather proofed.

7.

Ensure the proper disposal of all debris generated from installation activities.

4.2. The Contractor shall furnish all labor, supervision, tools, equipment and transportation,
unless otherwise stated, to perform the requirements contained in this work statement.

4.3. The Contractor shall be responsible for any malfunction resulting from failure to follow
manufacturer instructions which results in violation of the manufacturer warranty regarding
installation of radio equipment.
4.4. The Contractor shall provide a schematic diagram for the installation of wires from the base
station to the antenna mount.

4.5. The Contractor shall submit to the Contracting Officer a full report of any damage to
Government property and/or equipment by the Contractor Employees. All damage reports shall

be submitted within 24 hours after the occurrence. If any damage or loss of Government
furnished property in accordance with this statement is caused by the fault or neglect of the
contractor, the Contractor shall be responsible for the repair or replacement of the item, as
directed by the Contracting Officer. Any such repair, replacement, or payment of costs under this
paragraph shall be at the contractors expense.
4.6. In the event that the Contractor cannot complete the installation as required, the contractor
shall submit a written report to the Contracting Officer as to the reason the work could not be
completed.
4.7. Occupational Safety and Health: The Contractor shall comply with the Occupational Safety
and Health Act (OSHA). The Contractor shall be responsible for ensuring adherence to all
applicable installation, state of South Carolina, and federal rules and regulations. The contractor
shall maintain an accurate record of and shall report to the Contracting Officer at (803) 7516713, Installation Safety Office (803) 751-7553 and Military Police (803) 751-3113), by
telephone or in writing within two hours of occurrence, all accidents resulting in death, traumatic
injury, occupational disease, or damage to property, materials, supplies and equipment incident
to work performed under this contract.
4.8. Contractor and its employees entering Ft Jackson will be required to provide a valid driver
license, vehicle registration and proof of insurance at the Fort Jacksons security entrance
point/gate.
4.9. No weapons are allowed on Fort Jackson. No hand held cell phones will be used while
operating a vehicle on Fort Jackson, unless the phone is used with a Bluetooth or other type of
ear piece.
5. Warranty:
5.1. The installation of the base radio station and its components, antenna, polyphaser, antenna
mounting base, grounding cable, grounding rod, any and all hardware included with the
installation shall be under warranty for 1 year. The warranty shall cover all cost associated to
repair the radios to include on site parts, labor and manufacturer devices.
6. Completion:
6.1. Completion shall be 30 days after receipt of order. Installation should take no more than
48 hours.
