Rationale

II.

The Pre-Employment Assistance Fund (PEAF) is a capacity building grant given to eligible SLP
participants to finance their preparation for employment. It provides the participants assistance in
acquiring the necessary documents and / or physical materials, tools, and supplies to enter gainful
employment, which should provide a stable source of income.
Through the process of community consultation, the participants identified the need for initial
financial support to enter their eventual employment as Room Attendant (Alta Vista de Boracay).
III.

Objectives
By the end of the project, the following objectives should be met.
General Objective: To improve the socio-economic capacity of the program participants through the
provision of pre-employment assistance fund for employment facilitation
Specific Objectives:
- To provide financial assistance necessary for the acquisition of employment requirements
necessary for employment (financial capital)
- To provide financial assistance necessary for the acquisition of uniforms / appropriate
clothing and / or accessories necessary for employment (financial capital)

To allow the participants to acquire the necessary

documents and / or physical materials, tools, and
supplies for their chosen work, pre-employment
assistance fund shall be provided.
Attached to this Project Proposal is PEAF.1 Grant
Coverage and Commitment, discussing the
particulars of the uses of the individual grants.

The DSWD and Primepower Manpower Services

shall assist the participants in entering employment,
ensuring that the pre-employment assistance fund is
utilized for its intended purpose.
Attached to this Project Proposal is EF.2
Employment Plan, discussing the particulars of the
available employment opportunities.

Requirements

The DSWD and Primepower Manpower Services

shall assist the participants in preparing / acquiring
the necessary job application requirements, such as,
but not limited to, an application letter, a biodata
sheet / resume / curriculum vitae, an NBI / police
clearance, and a medical / health clearance.
Likewise, the acquisition of uniforms / appropriate
clothing and / or accessories may also be facilitated.

Mentoring

The DSWD Primepower Manpower Services shall

provide guidance to the participants for the duration
of their employment, especially on basic work
ethics, career development, and linkage to other
institutions and organizations that can provide
additional support to the participants.

Monitoring,
Reporting, and
Evaluation

DSWD and
Primepower
Manpower Services

The DSWD and Primepower Manpower Services

shall conduct periodic monitoring of the project
participants and their employment, in accordance
with the existing monitoring and reporting system
and guidelines of the Sustainable Livelihood
Program. Key findings shall serve as basis for the
coaching and mentoring provided to the participants.

VII.

Recommendation
This proposal recommends for the approval of the PRE-EMPLOYMENT ASSISTANCE amounting
to FIVE THOUSAND PESOS ONLY (5,000.00), wherein FIVE THOUSAND PESOS ONLY
(5,000.00) will be sourced from DSWD funds.
