Concept Note and SCHEDULE for Community and Key person


engagement activities in Wakiso district March- April 2015
As part of the A4T activity plan for public awareness and PETS findings follow-up, it was agreed
in the last two Steering Committee meetings, it was envisaged that TIU and UMDF will work
together to engage key actors in running of schools and health centres as well as citizen in Wakiso
to enable them to better track budget allocations, monitor and report any anomalies on the A4T
app/website.
We have recently held a series of meetings (TIU and UMDF) to agree on the schedule for the
community outreaches where we shall also go with partner media houses (Bukedde, Kfm, Prime
Radio and CBS and others who will get reporting grants) so they can witness and cover issues
relating to our activities, efforts to monitor public funds, situation of health centres and schools in
Wakiso, as well as peoples views on issues relating to budget allocations.
We shall during these out reaches carry out Independent monitoring of at least 50 Schools and all
health facilities in the District; identify success stories and or best practices by community
members, A4T representatives in tackling concern of suspected or confirmed corruption or misuse
of public funds in the different areas of Wakiso, to further advocate to relevant authorities.
Follow-up on cases/incidents from our A4T representatives in various sub counties to ascertain
further evidence of issues raised which will further forwarded to relevant authorities for action
We are holding the community engagement activities together with A4T representatives and Wakiso
district education and health department officials who submitted to us their planned activities
intended at ensuring public funds are being put to right use. They will facilitate the engagement
with health unit and school management committees.
We shall also conduct community engagement meetings and trainings in each sub-county (joining
two where appropriate). The plan is to go out every Tuesday and Thursday as per the schedule
below, do observations and interviews together with media practitioners, and in the afternoon,
engage with school and health management committee members of a particular area (sub-county or
division)/ training facilitated by officials from the district Education and Health Department while
the A4T team will encourage reporting and show how to use the app/website to monitor funds
allocated to health centers and schools in their locality.

Our object is to hold fourteen days of outreaches including media tour and issue tracking and a
training/ engagement of school management committees and health unit management committees
in each sub-country.
It has been agreed that UMDF and TIU will co-fund the budget below for Media engagements,
transport, drinks/meal and allowances for journalists, participants and A4T team as applicable.
Below is the proposed schedule of community meetings and media engagements to be organised
together with the Waksio district Health and Education department, as well as A4T representatives
in each of the sub-countries/ town councils.
