The Author in dissertation discusses the fact that existing help and
protection for victims of war crimes in Bosnia and Herzegovina is not
comprehensive and in intention to amend and change certain legal
solutions considered incomplete and inadequate but with goal to form
appropriate state, regional and even international bodies that would
have a basic task to protect victims and witnesses of criminal acts
Crime against humanity. In work we see that the help and protection
of above stated categories is only superficial, insufficient and not
comprehensive. In accordance with this the author consolidated the
work in nine chapters, and used the tenth chapter to give a resume of
analysis results, giving there some suggestions de lege ferenda .
In first chapter author presents introductory considerations, discussing
about war, atrocities that war brings along, but also rules of
engagement in war trough epochs, while in second chapter he writes

about historical aspect of protection of war participants and civilian


population, starting with ancient times period, trough middle ages and
new age and about period in previous century. After that, in third
chapter, author writes about historical, and especially criminal law
aspect of criminal acts of genocide, crime against humanity and war
crimes, considering the statutes of International criminal courts,
International conventions, national regulations etc. Further on in
chapter four author writes about the term victim, as from
Criminalistics and criminal law aspect, also from lingual, and after
that in fifth chapter about the consequences or material damage,
physical injuries, psychological reaction and social and practical
consequences. In chapter six writes about right of victims and
witnesses in criminal procedure, where next to conceptual specifics he
points to certain international standards and experiences (international
and national) on plan of support and protection of victims and
witnesses in criminal procedure, followed by, in chapter seven, special
attention to reports, recommendations and assessments of protection
of victims and witnesses state in domestic criminal judiciary
legislative.
Development of the theme culminates in chapter nine where author
point out to certain inadequacies in procedure for protection of victims
and witnesses. Namely, he writes about available measures of
protection, problem caused by lack of detailed investigation on alleged
treats to victims and witnesses, failing to apply measures of protection
or its inappropriate application, non existing support to the witnesses
during the main hearing, violation of victims and witnesses rights due
to multiple taking of the statements, and omitting to provide adequate
compensation and integral reparation to victims of violence during the
war.
