Strategic Plan for Caney Valley Public School Library

B. Mission Statement
Caney Valley Public Schools Library program works with the administration,
teachers, students, and community to provide an environment and the resources to
create a knowledgeable and an innovative resource program for the students in Pre-K
through 12th grade. The library will provide students with the foundational skills when
working with various types of materials. Students will hone their skills in working with
differing types of media such as print and digital materials. These skills will prepare the
students for future career readiness.
Vision Statement
The Caney Valley Public School library will be an integral part in meeting
informational, critical thinking, and creative needs of the student population. The library
staff will encourage and facilitate in meeting the academic needs of its students. The
librarys ability to foster the 21st Century learners standards and objectives will be a
strong mode of facilitating the students needs. As a central focal point in the academic

process, the library will encourage and assist in meeting the students developmental
and academic growth.
C. Period of Time That This Strategic Plan Will Cover
This strategic plan will cover a three year period of time. At the end of each year,
the committee members will reevaluate the strategic plan to make revisions as deemed
necessary. The committee may choose to edit and revise the plan in its current
condition. The revisions will be made in order to maximize the librarys ability to meet
the needs of the student population at Caney Valley Public School. At the end of the
three year period, the committee will amend the current strategic plan to establish a
plan which will continue to function as a document which fosters the mission statement,
vision statement, and goals and objectives for meeting the students needs in academic
development.
D. Planning Methodology
On April 4, 2016, the Caney Valley Public School librarian invited several
individuals to participate in the planning committee for the strategic planning process.
The committee members included the librarian, the library aide, the administrators of
the school (superintendent, elementary principal, middle school principal, and high
school principal), one teacher and one student from middle and high school, a school
board member, a parent representing the elementary student population, and a
community member.
During the first two weeks in April, the librarian and administrators completed a
S.W.O.T. (strength, weakness, opportunity, and threat) analysis survey to determine
areas which would need to be addressed in the strategic plan. The first committee

meeting was held on April 18, 2016. The committee members discussed the results of
the surveys findings. The representatives discussed the role of Caney Valleys library,
the informational needs of the students and teachers, as well as the 21st Century
learners standards. This discussion led to the specified criteria in establishing
S.M.A.R.T.E.R. (specific, measurable, acceptable, realistic, time-framed, extending, and
rewarding) goals and objectives for the library.
On April 25, 2016, the committee met to view and discuss the rough draft of the
strategic plan and make the needed revisions. The finalized product was agreed upon
by the committee members. It was agreed by the committee that the librarys strategic
plan would be implemented for the 2016-2019 school years.
E. Assessment of User Needs
The Caney Valley Public School system is a consolidated district which consists
for four small rural towns. The school district is comprised of the following towns:
Ochelata, Oglesby, Ramona, and Vera. The library has two sites available for student
use. The elementary campus which serves grades Pre-K through fifth grade is located
in Ochelata, Oklahoma. The middle school/high school library is housed in one
location, Ramona, Oklahoma. One certified librarian and one library aide consist of the
entire staff.
The school is comprised of 1,083 students with 56 full time certified teachers.
The ethnicity breakdown of the population of students includes:

Native American 40%

Caucasian 54%

African American 1%

Hispanic 3%

Other 2%

The student population of English Language Learners in the districts make up consists
of approximately 3%. Caney Valley Elementary is considered a Title I school. The
districts free and reduced lunch rate is 63%. The elementary schools free and reduced
rate is 69%. The graduation rate for the high schools senior class is 100%.
The elementary library currently offers the availability for 601 students to have
access to 13,324 books which are included in the Accelerated Reader program.
Students have weekly opportunities to use classroom sets of iPads. These iPads are
updated and managed by the librarian. Twice a year the elementary library conducts a
book fair to generate the reading interests in the students and to obtain new library
books through donations.
The middle/high school library facilitates 482 students and teachers with the
assigned research assignments and access to 10,277 books. The students have
access to the computer lab housed in the library. Students have access to 30
Chromebooks. These Chromebooks are managed by the librarian. Students are also
assisted by the librarian in completing college applications and scholarships. These
college preparedness skills are beneficial to all students, especially those who are
undecided on their future college plans. Book fairs are also available to the middle and
high school students. These book fairs help in bringing students to the library as well as
the donation of books for the library.
As a community, the school is trying to implement a school wide
reading/literature program which is consistent with all students. Currently, there are

numerous programs being implemented within the district. The district hopes to develop
a program which builds upon each years instruction. This type of curriculum will foster
the vocabulary and expectations across the differing grade levels. The library can
facilitate these needs by offering resources which develop the academic growth in the
students.
The Bartlesville Public Library is approximately 17 miles from Caney Valley
Public Schools main campus. The library does have a long range plan developed and
implemented which includes areas to meet students needs. The Bartlesville Public
Librarys current three year plan is viable through the 2014-2017 years. This long range
plan has two additional pieces added to it; these include a technology plan which is
reviewed yearly and a literacy services plan. Each of these plans includes services
available to area students which also includes the Caney Valley students. The services
offered include: library skills classes, resources for homework help, tutor on duty during
after school hours, and storytime for preschool children. The technology plan also
provides technology readiness support to area public school students by offering access
to computer, iPads, online computer homework assistance, and test preparation
software.
The local colleges, in approximate location to the Caney Valley Library, include
Rogers State University and Oklahoma Wesleyan University. Each of the universities
libraries includes services in their strategic/long range plans which benefit the students
of Caney Valley Public School. Rogers State University does have a library strategic
plan in place. It is currently being revised and awaiting approval. The RSU library has
implemented within its strategic plan to assist high school seniors in recruitment, tours,

and freshman orientation through the use of library staff members. Oklahoma
Wesleyan University has three different long range plans which covers three, five, and
ten years. The Dean of Libraries has included a specific section in the plans pertaining
to Community Relationships. This area allows for any age level from five years of age
and beyond to have access to the library services offered by OWU. These services
include access to the research databases, personal instruction related to library
services, and interlibrary loan. These areas were constructed to be very broad in their
descriptions; this was to ensure the librarys ability to serve the community as much as
possible.
F. Multi-year Goals, Objectives, and Actions
Broad Category for Goal: Collections
Specific Goal: To develop and maintain a large variety of genres in both library sites.
Objective:

The library user will have access to different genres which meet the needs
of the learners and teachers to adequately meet the schools and states
standards.

Action 1:

The librarian will annually assess the collection to determine if the


collection meets the users needs.

Action 2:

The librarian will meet with the teachers quarterly to analyze materials
currently available.

Action 3:

The librarian will determine through annual surveys if and/or what


additional material is required to meet the desired curriculum objectives for
the district.

Broad Category for Goal: Literature Program


Specific Goal: To develop a consistent district literature program.
Objective:

The library user (student and teacher) will have accessibility to material
(print and digital) which reflects a commonality in the curriculum.

Action 1:

The librarian will develop curriculum as needed to share with the user
which is engaging, interactive, innovative, and developmentally
appropriate.

Action 2:

The librarian will include technology programs throughout the year which
foster the districts curriculum program.

Broad Category for Goal: Library Opportunities


Specific Goal: To expand the programs offered to the user by the librarian.
Objective:

The librarian will develop services which highlight the resources available
to the user.

Action 1:

The librarian will conduct monthly storytellings with the elementary aged
student.

Action 2:

The librarian will conduct monthly booktalks with the middle/high school
students.

Action 3:

The librarian will create makerspace events each semester for all levels of
students.

Broad Category for Goal: English Language Learner and Learning Disabled
Specific Goal: To create an atmosphere which fosters the learning of students who
have been identified as an English Language Learner or a student with a
learning disability.

Objective:

The librarian will construct programs which enhance language skills.

Action 1:

The librarian will integrate technology programs throughout the year into
the available literature resources which includes multiple reading levels as
well as differing languages.

Action 2:

The librarian will develop weekly opportunities for students to obtain peer
tutoring and guidance.

G. Authorized Party to Approve the Strategic Plan


The superintendent of the Caney Valley School district will approve the strategic
plan when presented for approval and implementation.
