HART wants to reiterate ‘that the absence of a number of Key Personnel at this time fs unacceptable and inappropriate for a project ofthis magnitude. HART is concermed thatthe continued vacancies of Key Personnel and ‘other important positions are affecting the HRT's progress. Without immediate action to have these ‘personnel available in Honolulu, many on-going and future issues will not be addressed in a timely ‘manner, which wil further affect the Project's progress. 1. Communication Lead Engineer ‘Mr, Alfonso Buono is identified as the Communication Lead Engineer, but he has officially been reassigned toa diferent location to work on other assignments. Mr. Vincent Sibbet was proposed {8s an interim substitution for Mr. Buono, but he has recently let AHJV to join another firm. This is @ ‘major concern for HART due tothe late design progress and the recent challenges related to on-time: completion of the On-Board Communications Systems (OBS) design and the transfer of the Integrated Communication Control System (|CCS) work to T&T. In addition, there are a number of outstanding design issues that need to be resolved as soon as possible. AHIV must provide a competent senior communications engineer to lead the Commurications subsystem work here in Honolulu This is @ Key Personnel position specified in SP Section SP-4.8, 2. Traction Electrification Lead Engineer Mr. Mario Petrone has served as the ead Traction Electrification Engineer. He has left the Project ‘and is now residing fulltime in italy. Mr. Alessandro Acquaviva ls supporting the TES work, but he ‘does not have the requisite implementation experience to lead the traction electriftcation work as the Project transitions from design into assembly, testing, instalation and commissioning. itis imperative that AFUV fils this position with an experienced Lead Engineer to deal with many challenges ahead. This isa Key Personnel postion specified in SP Section SP-4.8, 3. Interface Manager HART hes been informed thatthe current Interface Manager will not be avalable to support the Construction phase. Interface isan on-going and critical activity throughout all phases ofthe Project. \ithout continued interface management by AHIV, HART is concerned about the rsks of interface Confcts and discrepancies which will eventually affect Project's completion. HART expects that AHUV will provide an Interface Manager during the Construction phase. This isa Key Personnel position specified in SP Section SP-4.8, 4. Pmlect Control Manager CCurrenty the Project Controls Manager (PCM) isnot on istand. Without the Project Controls Manager ‘onsite in Honolulu, HART is concerned regarding AHJV's abt to work with HART to address all the ‘on going issues withthe revision ofthe Baseline Project Schedule (BPS). This is especially critical given the PCM also serves as the Lead Scheduler. This is @ Key Personnel position specified in SP Section $P-4.8. 5. Field Supervisors (Site Engineers) Under Section 2.1.3.7 of AHJV Proposal ~ BAFO Il which Is a part of the Contract documents, AH ‘dentitid three (3) Site Engineers responsible for Communications, Automated Train Control (ATCYSCADA and Traction Electification (TE). These personnel are presented in AKIV'S Organization Chart Rev. 05~00, dated April 2015, as Filed Supervisors for each subsystem. The [ATC/SCADA and TE Field Supervisors are expected to be on-site in Honolulu by July 2%, 2015. In ‘addition. the Organization Chart shows that another key position. the Logistics Manager. isto be on- site by June 4", 2015 when materials are delivered. Without having these personnel during the Construction phase, which has already started, HART Is especially concerned regarding AHLV's ably to supervise and inspect equipment delivery and instalation, and ultimately project completion. HART wants to point out that selecting competent personnel for these positions is very citical and will take time since they have a major role in ensuring on time and quality delivery of equipment and installation work. AHIV has provided notice to HART that the fist TPSS has arrived at the Port of Honolulu and should be delivered tothe ROC in the coming days. HART is greatly concerned that the TE Field Supervisor isnot yet available onsite to support this activity. 6 Other Positions 6.4 Construction Manager ‘Based upon HART's on-going observation of construction activities being performed by the AHLV's Construction team, HART Is concerned regarding the progress being made inthis area. The Construction Management team, under the Constructien Manager leadership, 's responsible to manage the installation of all AHJV's equipment and construction work, oversee the: ‘Safety and Security aspect, coordinate schedule, monitor environmental compliance and interface with Fixed Faclities Contractors on turn-over and acceptance of Fixed Faciltes. These activities require detalled planning, precise execution and serious commitment from the CM leadership. HART requests that AHLV takes a more proactive approach working on construction issues. AKJV should have frequent communications withthe Fixed Facilities Contractors. AHJV's needs and requirements must be clearly identified and maintained. For AHUV's own work, Items such as building permits and drawings must be prepared in advance and ready for corstruction activites to ‘avoid delaying and wasting resources. These improvements can effectively be implemented by an experienced Construction Management team. Therefore, HART asks that AHLV considers bringing on board a Construction Management team with requisite experience and serious commitment to deal With the above deficiencies and upcoming challenges. 62 General System Lead Enginger Mr. Giovanni Russo has served as the lead General System Engineer. HART understands that he Is leaving the Project. Mr. Russo has been leading the system performance sinulation and operation analyses, developed and updated test plans, and worked on system integration activites. He was ‘proposed as a key person during the testing and commissioning phase. Given his current role on the Project, tis critical that AHUV provides a replacement as soon as possible. Inthe letter, HART emphasized that continued absence of many Key Personnel and many critical positions is ‘Uracceptable, Ithas been almost two months since HART provided notice to AHJV on this matter. Teday there is very litle progress made. HART has to reiterate that without immediate action to heve these personnel available in Honolulu as soon as possible, the Project's progress will be further impacted and any corrective actions, as a result, wil become more dfcut.
