Why JKR General Contracting


JKR General Contracting is a privately owned business that was founded over 10 years ago.
Over that span of time, our company has garnered a reputation for providing quality work for our clients
while doing so in a professional and timely manner. We pride ourselves on not only meeting our clients
expectations but also exceeding them in any way possible.
Our company started out as a small operation with only the two owners managing every aspect of
the day-to-day operations. Since then, we have grown exceptionally over the years and have been able to
expand by adding additional talent that has the required experience and skillset to provide excellent and
quality service for our clients. JKR General Contractings core values are to be passionate about our
work, provide a quality product, and to motivate our workforce to their fullest potential.
Even though we are a smaller company, our dedication to improving the working environment
and attention to detail allows us to operate in an efficient and cost-saving manner. Our focus on quality is
engrained in all aspects of our day-to-day operations and it enables us to have an advantage when it
comes to saving money by eliminating processes and procedures that are a waste of time and cost
additional money. The savings we gain by being efficient is translated through to the competitive pricing
that we are able to offer to our clients.
Our experience in providing contracting services to other government agencies such as the
Defense Commissary Agency, homeland security, social security administration, has provided us with
relevant work experience in a government setting and has enabled us to realize the complexities needed
when working on such a project.

JKR Response to Point-by-Point Requirements


General Conditions and Requirements
A. For the purpose of this SOW, the term Contractor applies to all Contractor employees,
sub-contractor employees or any other person acting for or on behalf of the Contractor to
perform required work under this SOW.

JKR General Contracting Response:


Read and understood. Any person or individual hired by and contracted out by
JKR General Contracting will be deemed as a contractor and will be under the
sole direction of JKR General Contractors project manager.

B. The contractor shall provide all the necessary labor, supervision, equipment, tools,
materials, personal protective equipment (PPE), and any other items or services required
to furnish and install, office systems workstations and break-room furniture identified in
this SOW. Building 2001 is manned by DLA employees, from 0730-1700, Monday thru
Friday. During the execution of this contract, the Contractor shall develop and submit to
the Government Point of Contact (GPOC) a plan to minimize disruption and interference
of DLA employees.

JKR General Contracting Response:


JKR General Contractor is well equipped to supply the necessary labor, tools,
equipment, and materials required by this project. Our company will utilize one
project manager to oversee the work being done onsite. In addition to the project
manager, we will provide four additional crew members who will be responsible

for completing the work on this SOW. The workers will be dressed in mandated
company apparel and outfitted with the appropriate safety gear required for the
job. In addition, the project manager assigned to the project will develop and
submit an execution plan for work with the goal of minimizing interruptions and
interference to existing staff. Based off of our past experience doing this type of
work for other government agencies, we have determined that the best route is to
schedule for a room in advanced to be worked on each day. Staff members for
that office space set up portable computers in a temporary location and worked in
that location for a single day. Then our workers would move on to another office
each subsequent day until the job is finish. Even though this approach has
worked with us in the past, this is not the only solution that our company can
accommodate. Should JKR General Contractor be awarded this project, our
project manager will discuss specifics with the onsite contact and make any
necessary adjustments to schedule as deemed necessary. Our employees work
schedules are between the hours of 0800-1700 and will be able to work onsite
during the hours specified in the SOW. JKR General Contractor also has a
partnership with National Business Furniture, which is the supplier of all office
equipment and furniture for our company. We have been doing business with this
company since our inception and have been able to negotiate special pricing for
the furniture that we purchase through them.

C. Replacement of furniture in twelve break-room locations

JKR General Contracting Response:


Our company has read over the SOW and captured the required dimensions for all
desks required in each office, as well as additional office furniture such as chairs,
pedestals, and cabinets. We have already made initial contact with our furniture
supplier and confirmed that the required furniture needed by this SOW can be
provided without any delays from them. Our supplier will ship the furniture
directly to the onsite location of work to be performed. Once the furniture has
been shipped onsite, our Sr. General Contractor will confirm all furniture has been
received and work with the supplier should anything be deemed missing. Our
company will provide four laborers who will be responsible for constructing the
new office furniture and placement of overhead cabinets on the wall. The
employees will start with the office space furniture first, working on one
particular office space on a single day, and then moving to the other three office
spaces each subsequent day (this is dependent on the final scheduling plan
determined by the project manager and clients point of contact and may be subject
to change). Once all office spaces are completed, the focus will shift to the
completion of the break rooms. Each break room is estimated to take between 2-3
days to complete by our staff. Work will be done in a single break room until
each one is finished to minimize the effect on the employees.

D. The Government will be responsible for clearly identifying the modular systems and
stand-alone furniture to be disassembled and disposed of by the contractor. Contractor
shall dispose of furniture to a predetermine location on base.

JKR General Contracting Response:


Our laborers will work with the onsite contact to determine which modular
systems and stand-alone furniture needs to be disassembled and removed. The
equipment will be disassembled by our workers and then bubble wrapped to avoid
damage to the furniture. Once all furniture has been disassembled and bubble
wrapped, our laborers will move the equipment to the designation location by the
government. By ensuring that the furniture is not damaged during disassembly,
this will enable the government to resell the furniture or dispose of as necessary.

E. The Contractor shall not be responsible for the movement of any hazardous materials or
hazardous substances in performance of the SOW.

JKR General Contracting Response:


JKR General Contracting understands that our employees shall not and will not be
responsible for the removal of hazardous materials or substances from the site.

F. The Contractor shall take the appropriate protective measures to ensure safe, damage-free
transport and placement of new furniture to building 2001. The Contractor shall use
protective procedures, as required, to prevent rubbing, scaring, breakage, or any other
type of damage to all government property and equipment, including but not limited to,

the furniture being moved as well as building 2001 floor finishes, wall finishes, lighting
fixtures, and any other facility structures.

JKR General Contracting Response:


Ensuring that our work is free of any damage and defects is a top objective for our
company. That is why we will be utilizing four laborers to complete the work on
this project. By having adequate staff onsite, this enables our workers to safely
lift and move heavy furniture as needed. Our staff is directed to lift all furniture
from the floor prior to moving instead of dragging furniture across the floors.
This technique will eliminate any potential for damaging the floors. In addition,
our laborers have been adequately trained on proper techniques for lifting heaving
furniture, moving furniture within a room, and navigating furniture out of
doorways and through hallways. This will ensure that there is no damage to the
clients surrounding area such as walls, lighting fixtures, and any other structures
already in place.

General Operating Conditions


A. The Government requires completion of all work identified in this SOW within 7 weeks
after the date of contract award. The Contractor shall develop a work plan that minimizes
disruptions to mission operations.

JKR General Contracting Response:


The initial plan calls for each of the four office spaces to be completed in a single
day. The break rooms will take 2-3 days to complete each. Based on this

schedule, the project is expected to take six weeks to complete. This time frame
will enable us to complete the project in the required time by the government and
also allow some flexibility in the event the government is shut down on an
unexpected day.
B. Federal Holidays generally observed by government personnel. In the event that an
Executive Order issued by the President of the United States declares Agencies of the
Federal Government closed for a regularly scheduled work day, the Contracting Officer
(KO), or GPOC, will determine and advise the Contractor whether services can be
performed or re-scheduled for another day.

JKR General Contracting Response:


JKR General Contracting has no objections to the federally recognized holidays
and will schedule its workforce around those days. In addition, our company is
fully aware that certain days may be deemed unworkable at the discretion of the
government. Our company asks that we be notified at least a day in advance of
any unexpected closings so that we may reallocate our labor as needed for those
days. All communication for unexpected closings will be handled by our project
manager. In the event that an unexpected does occur, the project manager will
work with the onsite contact to determine when we will be able to return onsite to
continue working.

C. The Contractor shall perform services required under this SOW between the hours of
6:30 AM and 5:00 PM, Monday through Friday.

JKR General Contracting Response:


The normal working ours for our company is between 0800-1700. However, our
normally working hours can be adjusted to an earlier time to accommodate the
schedule presented within the SOW.

D. Due to changing traffic requirements brought on by construction, changing missions,


weather, and security concerns within the host installation, access to the host installation
is subject to change, sometimes with little or no warning. Inbound and outbound traffic
restrictions exist.

JKR General Contracting Response:


JKR General Contracting understands that certain conditions may arise that
warrant restricted access to the facility and may warrant a change in schedule.
Our company will accommodate any scheduling changes necessary on this
project.

E. Project Manager. The Contractor shall designate a Project Manager/Supervisor who will
have full authority to act for the Contractor. The Project Manager/Supervisor shall be on
site while work is being performed under this SOW. The on-site Project
Manager/Supervisor supervisor/crew leader shall speak, write and understand English.
When requested by the Government, the Contractor shall meet with the GPOC to discuss
workload planning and status of work accomplished.

The main point of contact will be Jason Campbell. He will act as the project
manager for this project and will be onsite overseeing the completion of work.
This individual is a native English speaking person. He will also meet with the
government at any time to discuss the status of the work and the workload
planning as required by the SOW.

F. The Contractor shall provide the name, telephone numbers, to include cellular telephone
and pager, as applicable and email address of the Supervisor in writing. In the event of
the replacement of the Supervisor, the Contractor shall notify the GPOC, in writing, of
such replacement. The name, telephone number, to include cellular telephone and pager,
as applicable and email address of the replacement Supervisor shall be provided to the
GPOC at least 4 calendar days prior to a planned replacement and within 4 hours
following an unplanned replacement.

JKR General Contracting Response:


All requested information for the project manager will be provided at time of
project award. Should a new project manager be designated during the work on
this project, a written notice will be submitted to the GPOC identifying the new
project manager along will all relevant detail. This notice will be submitted at a
minimum four days prior to the change.

G. All Contractor personnel working under this contract shall be identified by a distinctive
name plate, emblem or patch attached in a prominent place on an outer garment. Outer

garment personnel identification shall not be substituted for the Department of Defense
(DoD) required passes or badges.

JKR General Contracting Response:


All staff by JKR General Contracting will be outfitted with standard company
uniforms that specifically shows company emblem and required name badges
supplied by the company. It is understood by all employees of JKR General
Contracting that they shall not show up to a job site without wearing proper
company apparel.

H. Contractor personnel shall be physically capable of performing work under all climatic
conditions.

JKR General Contracting Response:


All personnel hired by JKR General Contracting is physically capable of working
under climatic conditions.

I. Contractor personnel shall be appropriately dressed including individual protective


clothing and equipment for the work to be done.

JKR General Contracting Response:


All personnel is supplied with a company uniform and appropriate safety gear,
such as gloves, knee pads, and steel toe boots.

J. The Contractor shall not allow any personnel having possession of, or under the influence
of, alcohol or controlled substances, to perform work. Government rules, regulations,
laws, directives, and requirements which are in place or issued during the contract term

relating to law and order, installation administration, and security on the installation shall
be applicable to all Contractor personnel or representatives who enter the installation.
Violations of such rules, regulations, laws, directives, or requirements shall be grounds
for removal (permanently or temporarily as the Government determines) from the work
site.

JKR General Contracting Response:


It is against company policy for workers to consume alcohol prior to working or
while on the job. In addition, all applicants must pass a drug screening prior to
employment. Once employed, all applicants are subjected to random drug testing
as deemed appropriate by JKR General Contracting. Any employee that does not
adhere to our drug and alcohol policy is grounds for immediate dismissal by our
company.

K. The Contractor shall be knowledgeable of, and fully comply with, all Federal, State,
Local and host installation environmental laws and regulations.

JKR General Contracting keeps abreast of all local, state, and federal regulations
regarding environment safety.

Multilevel Building Reconstruction
JKR General Contracting was awarded the project from the Defense Commissary
Agency to remodel an existing multilevel office building. The Defense Commissary
Agency needed to make several changes to their existing building which included adding
additional offices on the third floor of their building, installation of a second
kitchen/break room area, and removal of offices on their main floor to make enough
room to setup an exercise area for their employees. The project was completed on time
and within the expected budget.

b) Social Security Administration

JKR General Contracting was hired by the social security administration to break
down the wall between two offices and expand it for a conference room. In addition, our
company installed new office furniture in six office locations. The old furniture was
dissembled for our laborers and removed for disposal. All work was completed to the
clients satisfaction. We were able to finish the job ahead of schedule and saved the
client $3,000 on the projected price of the project.

c) Homeland Security

Two-Level Complex Office Reconstruction and Office Furniture Replacement
JKR General Contracting was hired by Homeland security to make several
changes to their existing facility due to expansion. Homeland Security needed offices
removed from the second floor of their office space to open the entire area so that office
cubicles could be installed. Our company completely renovated the top floor, removing
all offices and setting up space for 50 office cubicles. To cover the losses of the office
space on the first floor, we built five additional offices on the main floor of the facility.
After the office spaces were built, our company assembled new office furniture and
overhead cabinets. In addition to the new office spaces, an additional conference room
was setup on the main floor. Our staff assembled the new conference room furniture and
removed all old furniture for disposal.
The final part of the project involved setting up a small area on the main floor that
was used as a break/recreational area for their employees. A new counter was installed
with overhead cabinetry. A small circular table was assembled with four chairs. The
project was completed on time and the work performed exceeded our clients
expectations.

JKS General Contracting will not be using any outside contractors to complete the work
on this SOW. All workers being supplied for this project are employed by JKS General
Contracting Company. JKS General Contracting does have an established partnership with
National Business Furniture to supply all necessary office furniture and equipment for our
business. We have been in a partnership with National Business Furniture since our company
started 10 years ago.
National Business Furniture is a large office equipment supplier located in Milwaukee,
Wisconsin. The company has been in business for over 40 years and currently has multiple
satellite office throughout the United States, including one in Philadelphia, PA which is the
office located that handles our account. The company started out specializing in supplying
quality office furniture to corporate offices and government agencies. Since then, they have
expanded their operations to include schools, churches, home office, and healthcare markets.

has generated a reputation for providing quality work at a reasonable price. Our company is a
jack-of-all-trades when it comes to the construction business. Our diverse workforce is capable
of handling all phases of a construction project, installation of electrical wiring, roofing, floor
tiling, plumbing, and office furniture assembly/disassembly.
The talented individuals that work for our company not only provide quality
craftsmanship in their work but they are also just as meticulous in their planning of each project
in regards to labor and cost management. JKR General Contracting has been able to complete all
projects that they have been awarded on time and within budget or below budget.

furniture. The company started out providing furniture to large corporations and government

The company also employs design experts which we utilize to help us with selecting
proper furniture for our clients. The company is headquartered in Milwaukee, WI but has
several satellite office across the United States.
