CIRCUMSTANCES OF ARREST:
June 21; 2016 an unknown female called 911 stating that an autistic 25 year old feriale was unconscious
inside an RV located in the west RV trailer parking lot of the Tropicana Express Hotel. The Tropicana Express
is located at 2121 S. Casino Dr. Laughlin, NV 89029. The caller also reported thal the female victim's lips
were blue and that CPR had been slarted. CCFD engine 76 and AMR-12 responded to the scene.
Oificer W. Hemingway Pit 7635 and CCFD were the firs to arrive. Rodger Killam, hereinaiter identified as,
Roger, was conducting CPR on Tamara Killam, hereinafter identified as Tamara, when Officer
Hemmingway arrived. The victim Tammara DOB [INMIMMMIwas deceased on the floor of the bathroom and
entry way of the RV bearing AZ) belonging to Rodger DO8 I The RV has no air conditioning
* onboard or water that was in working condition or hooked to any outside source.
Brooke Killam DOB [IIE hereinalter identified as Brook, initially reported to Officer Hemingway that her
and her sister Tammara were being punished for going through Shannen Oulicky's, hereinafer identilied as
‘Shannen stuff. Brooke reported that they were only fed bread and water for the last week. Brooke went on to
say that she and Tammara went to bed at about 1900 Hrs. on 06-20-16 inside the RV that had no air
conditioning but the windows were open. Brooke said that Rodger and Shannen lett about 2000 Hrs.. Brooke
‘said that Rodger returned to check on them about 2100 Hrs... Brooke said about 0900 Hrs. on 06-21-16 that
‘Tammara was passed out on the floor in the RV but that Brooke did not have any minutes on her phone to call
forhelp. Brooke said thal Rodger and Shannen came back around 1030 Hrs... Brooke and Tamara are
autistic and Brooke appeared to be of diminished mental capacity.
Rodger and Shannen said that they were at the Pioneer Hotel for the night with the dog they own. It was
confirmed by Holder, Cliff, Security at the Pioneer that Rodger and Shannen had checked into room 648 on 06-
19-16 due to check out on 06-21-16.
UJ. Healy, Sgt. M. Brock were advised and responded to the scene. Abuse Neglect Sgt. Milton and
Detectives B. Bruno and Grivas were notified and responded to the scene. |.D. Tech C. King P# 14372
responded and processed the scene. Coroner Investigator N. Dahl responded to the scene,

Detectives Bruno and Grivas arrived and learned that Brook had been transported to the Arizona Medical
Facility due to severe dehydration. She was followed by her father Roger who was reported as having difficulty
breathing and was medically evaluated, along with Shannen,
A digitally recorded Forensic interview was conducted with Brook. The transcription will be made available
Upon request. Br00k, who displayed a lack of reasoning and full knowledge of caring for herself, was unable to
comprehend the death of her twin sister in stating that her sister was sick but would be okay later. Brook was
limited in her ability to describe her living conditions or how ong she had been living in the RV. Brook said she
last bathed approximately two weeks prior. Brook would not repeat what she reported earlier to Officers who
‘conducted the first interview which consisted of the discipline previously described.
Brook was admitted for further medical evaluation and had a social worker assigned to her due to father Roger
failing to provide medical insurance details prior to departing the hospital. Noted was that Roger never made
any attempts to contact the hospital in regards to Brooke.
‘An interview was then conducted with Roger, this interview was digitally recorded and transcription will be
made available upon request. The folowing is a summary and not verbatim. Roger was advised of his Miranda
fights per LVMPD Miranda card (148 REV 2-16). Roger reported that he takes good care of his daughters.
Roger reported that he and Shannen wanted some private time so they rented a room at the Pioneer Casino
the prior night, further claiming the rented room was for one night only. It was later discovered that the room
was actually rented from June 19-21. Roger said he was able to shower and had an air conditioned room,
fresh bed and then ate breaktast prior to returning to the RV. He was asked if his daughters had any means to
communicate with him in the event of an emergency. Roger said his daughters have cell phones and know
hhow to dial 911. During the line of questioning, Roger lashed out asking if “this is a witch hunt” during the
interview. it was presented that he and Shannen had an accommodating hotel room for the night, leaving
mentally challenged daughters behind.
‘An interview was conducted with Shannen, this interview was digitally recorded and transcript will be made
available upon request. Shannen described that she is a friend of Roger's and has known him for one year and
that they have ail lived on the Tropicana property in the RV for approximately one year. Shannen said she and
Roger are “iriends with benefits’ and that she has been the sole provider for Roger and the twins. Shannen
said she works for a taxi cab service in the Laughiin area when she met Roger who was new to town from
California. Shannen said she has paid for rooms so that all involved could shower periodically including
‘Tammara and Brook. On the date of the incident, Shannen confirmed that she paid for a room for her and
Roger, leaving the girls at the RV for he night. Shannen confirmed that the RV was not hooked up to water or
electric and that a generator was used for power when they had gas for it. Shennen reported that she is not
able to pull start the generator and does not believe Tammara or Brook would be able to start the generator as
well
Telephonic Search Warrant was drafted for the recovery of the body and items of evidentiary value. t was
iscovered that lav was not functioning in the Rv, power was not operating due to the generator gas tank being
empty, no water or power hook up and what appeared to be a five gallon bucket half fled with human feces
interior the RV.
CSA King responded to conducted over all photos.
Coroner Dahl responded and recorded temperature readings. Exterior of the RV 122 Fahrenheit
Interior of the RV 108 Fahrenheit and body temperature of the deceased, 105 Fahrenheit
Autopsy was conducted at the Clark County Medical Examiner's office June 22. The findings in the preliminary
exam performed by DR. Gavin, showed no outward signs of abuse. The decedents hands and feet were fthy,
appeared as though she had not bathed for several weeks, poor personal hygiene and the bladder was found
to be completely empty.

Brooke and was still in search of group home facility.

Based on the facts and circumstances surrounding this investigation, Roger Killam being the biological father
of Tammara and Brook, willfully caused his daughters to suffer unjustifiable physical pain or mental suftering
resulting in the death of Tammara Kiam.
Roger accommmadated his own personal needs in renting a room with running water, climate controlled air
Conditioned room, clean bedding and ate 2 hot meal all while his adult autistic twin daughters were left to fend
for themselves in uninhabitable living conditions.
