THE INFLUENCE OF THE ROLE CLARIFFICATION AND WORK


MOTIVATION ON THE EFFECTIVENESS OF ASSIGNMENT
IMPLEMENTATION OF HEAD OF SUB DIVISION IN THE CIRCLE OF
REGIONAL SECRETARIAT OF THE EAST JAVA PROVINCE

It is not realized yet that the change of organizational units should certainly
make the whole basic changes in the organizations, either towards the personnel,
finance, or in the implementation of basic assignments and functions. The first result is
the frequent overlapping or which is usually stated as uncertainty of the role in
performing the duty which has been given in conformity with the authority and right.
While the second result is that in order to reach the effective aim of the organization, it
require a unification between the need of organization and the need of the personnel so
that a conflict does not arise. This unification of the need is usually mentioned as
motivation. From the above – mentioned results, there is an indication that the
ineffectiveness of assignment performance is mostly caused by the non-existence of
clarification concerning the role and work motivation.
This research is a type of explanatory or confirmation research, because this
research is intended to explain the causal relationship among variables by hypothetical
test which has been formulated beforehand. The population of this research is the
Head of Sub Division in the circle of Regional Secretariat of the East Java Province
with a number of 90 (ninety) persons.
The collection of data is performed by using questionnaires. The measurement of
variables is simplified into the statement items which refer is the Likert scale, with
the score between 1 – 5. the variables in the research are independent variables of role
clarification (X1) and work motivation (X2), whereas the dependent variables are the
effectiveness of job-description implementation (Y). The data are analyzed by using
multiple regression.
The result of the research proves that there is an influence of role clarification
and together with work motivation gives influence on the effectiveness of the
implementation of job-description. This can be seen from the result of the which the
value Fcounting amounting to 40,715, whereas the value Ftable = F(2; 77 ; 0,05) = 3,115, with
the significance level of 0,000.
