The Semcac Board of Directors is required by federal law to have representation from three sectors: 1/3 represent consumers; 1/3 represent public officials; and 1/3 represent private, community organizations. Semcac will provide for effective communication between clients with limited English proficiency and Semcac staff by making appropriate language assistance services available when clients need these services. To operate all of these programs, resources are needed. The agency employs about 240 people in 11 counties and benefit from the generous service of over 3,800 volunteers. Semcac's annual expenses have averaged about $12.4 million over the past ten years. About 54 percent of the agency's revenue comes from federal grants; 16 percent comes from state grants; and 30 percent comes from private grants from United Way agencies and area foundations, local government grants and contracts, contributions from program participants, and donations from local businesses, churches, civic organizations and individualsincluding the agency's Board of Directors and employees. While some programs are primarily federally funded, other programs, such as the four food shelves, rely almost entirely on private donations in order to provide services for those struggling with poverty.
Today there are approximately 1,000 Community Action Agencies serving residents of 96 percent of the counties within the United States. These agencies can be either private, nonprofit corporations or public agencies. There are 28 Community Action Agencies in Minnesota, and all but one are private, non-profit corporations. The two other Community Action Agencies in Southeast Minnesota are Three Rivers Community Action, Inc., covering Goodhue, Rice and Wabasha counties, and Olmsted County Community Action Services, the only public organization in Minnesota and housed under the county's department of community services. Semcac Head Start is a high-quality preschool program serving six counties in Southeast Minnesota:
Dodge, Fillmore, Houston, Mower, Steele and Winona. Our staff is family-focused parents and teachers work together to plan activities that support each child's growth and well-being. Services are offered to meet the special needs of children with disabilities. Eligible families have children between the ages of 3 and 5 years of age. Our focus is to serve families with limited income based on federal guidelines. All interested families are encouraged to apply. Staff will work with each family to determine eligibility.

Children participate in a variety of educational activities that encourage a love of learning and lifelong healthy habits. Children receive medical and dental care, have healthy meals and snacks, and enjoy creative play in safe settings indoors and outdoors. Head Start helps all children succeed. As a result, children get along with others, solve problems, and are more confident. The children also improve their listening and speaking skills. With these skills children leave Head Start more prepared for kindergarten, excited about learning and ready to

We work as a full-service support and development program offering services in four areas, which make Head Start both unique and strong. Our program is ready to meet the needs of children and families who speak languages other than English. Classrooms use English to better prepare children for successful entry into kindergarten in an English-based school system. Using English also helps all children feel welcome. HELPING WITH HEATING COSTS AND HOME REPAIRS

The Energy Assistance Program is a federally funded program administered through the Minnesota Department of Commerce. The program provides financial assistance to help with a household's winter heating bills. Both homeowners and renters may apply. A household must complete the application process to determine eligibility and the amount of their utility assistance. Financial assistance payments are made directly to the household's utility company. Whether a household qualifies for the program and how much financial assistance a household receives is determined by the household's income, number of household members, and the amount of energy use of the home. Verification of the last three months of a household's income is needed to apply. Current income guidelines are show below.

Semcac's Weatherization Assistance Program also helps with heating costs by providing home improvements to reduce energy consumption. Each home is inspected before and after work is done in order to ensure that homes are more energy efficient upon project completion. Homeowners are made aware of all areas of the home on which work will be completed. Improvements may include exterior wall and attic insulation, air infiltration and bypass sealing, and the testing, repair or replacement of the home's mechanical systems to ensure efficiency and safety. Homeowners and renters who apply and are eligible for the Energy Assistance
Program are automatically screened for participation in the Weatherization Assistance Program. Priority is given to households with at least one senior citizen, individual with a disability or child, or to households with the highest heating costs.
Through the American Recovery and Reinvestment Act of 2009, Semcac Weatherization has received an enormous boost in funding to complete nearly three times the number of housing units typically weatherized each yearfrom 300 to 850 homes and rental units for residents of Dodge, Fillmore, Freeborn, Houston, Mower, Olmsted, Steele and Winona counties. This expanded initiative will help to reduce fuel consumption in each dwelling by up to 30 percent depending on current usage and heating systems. To respond to the challenge of nearly tripling its output, Semcac's Weatherization Assistance Program has hired nine new employeesseven in the field and two to assist with program ad min istration. Licensed Minnesota contractors have also been contracted to perform the work needed to help keep up with the additional volume. Semcac's Family Planning Clinic offers affordable reproductive health services to people of all ages with or without health insurance. All fees are based on the annual household income of the patient and the number of persons supported by that income. (Quite often patients pay little to nothing.) We also offer programs to assist with the costs of exams and birth control. Confidentiality is our top priority as is providing a nonjudgmental atmosphere where questions and concerns can be addressed.
Services provided include:
• Annual exams that encompass
overall health with an emphasis on reproductive well ness (pelvic exams, pap smears, etc.)
• Pregnancy testing
• Screening for sexually transmitted infections
• Emergency contraception
·Numerous options for birth control.
Unsure of what type of appointment you need? Clinic staff will assist you by asking general questions to be sure your needs are met. The Family Planning Clinic also offers the HPV vaccine Gardasil, and we can assist with the cost of this series of three vaccinations.
Semcac also offers several Housing Rehab Loan Programs to assist homeowners and rental property owners to ensure safe, quality and affordable housing. In close partnership with local governments and housing & redevelopment authorities, Semcac is currently administering several Small Cities Development Program projects, which involve owner-occupied housing rehab, and in some cases rental property rehab, for qualified households in Albert Lea, Rushford and Ostrander. Semcac also administers two no- or low-interest loan programs for home owners and two low-interest loan programs for rental property owners.

Semcac's outreach staff is also providing special programs with funding from the American Recovery & Reinvestment Act. For a short time crisis financial assistance is available for newly unemployed or underemployed individuals and families that have an unexpected or emergent household expense that jeopardizes their stability during the transition to finding gainful employment. A new homeless prevention and rapid rehousing program is also available with limited-time stimulus funding; the program assists qualified homeless households or households at-risk of losing their rental housing with longer term financial assistance and case management.
Outreach staff in three counties offer Dollars and Sense Classes. These fun, free, 3-hour financial literacy classes cover budgeting, savings, debt reduction, credit repair, and identity theft. An evening meal is included. Classes fill up quickly, so call your local Semcac Contact Center to register.
Semcac:Transportation
currently has 151 volunteer drivers who donated 21,107 hours of service last year. Volunteer drivers are men and women willing to share their time and vehicle to help meet the needs of their community. They provide transportation for local trips and long distance trips mainly to Rochester and La Crosse.
Semcac has four food shelves that provide individuals and families with a variety of nutritious foods and the opportunity to stretch limited household budgets. Si todos nosotros no nos perdonaramos mutuamente, e[ peso seria tan terrible que no so porta ria mos.
Muchas veces me enoje por cosas tontas, otras veces por cosas serias, pero al final nunca me coste mucho pedir perdon porque me pongo a pensar: "Si no perdono hago la voluntad de satanas, y el no es mi duefio, mi duefio es Cristo, y el quiere que yo perdone!" y, tarnbien me doy cuenta, de que no puedo dormir si no arreglo mis pendientes antes de ir a la cama.
Creo que es un buen habito, antes no 10 hacia, cuando era mas joven crela que tenfa el rnundo en mis manos, me enojaba y creia que la responsabilidad de pedir perdon siempre era de los demas, CUEm equlvocada estaba yo. Cuando creef me di cuenta de que me siento muy bien cuando pido perdon y esa sensacion es "priceless".
Pide a Dios que te de la fortaleza para reconocer tus errores, curar tus heridas, sanar los dolores que te marcaron mucho en tu vida. Dios puede hacerlo! No cargues toda la vida las "bolsas" IIena de tus rencores, porque cada vez se haran mas pesadas.
Cuandola rabia y el enojo IIegan a tu corazon es muy facil que el orgullo se instale en tu vida. Y para eliminarlo, se hara mas diffcil,

He tenido, personalmente, la oportunidad de vivir ambos lados de la moneda, sufri malos tratos y rencor, y tam bien experimente perdonar y vivir en libertad.
La pregunta es: LCual es el peso de tu alma? ... ciertamente dependera de ti.
Dios no puede ser burlado, si no perdonamos, es mejor tener cuidado cuando usamos esa oraclon, porque aquf no estamos hablando sobre deuda financiera, sino de todo tipo de deudas, of ens as, malos tratos. Hagamos la voluntad de Dios y seamos felices.
Ponte a cuenta con Dios y con tus semejantes si lastimaste alguien 0 si fuiste lastimado, hay solucon desde que pises en el orgulJo.
