CIRCULAR

Asset & Estate Management - Roles & Responsibilities

Engineering Services Dept. has been entrusted with additional responsibility of Asset
and Estate Management of all assets of the Port. Mr. Paresh Gohel will carry out this
function who will be assisted by a team. Roles and responsibilities of this section are
as follows:-

A New Creation & Modification of Asset inside the port complex:

1. Operational requirement of SBUs to be forwarded to Asset Mgmt section of Engg.


Services Dept.
2. Compilation of Technical inputs from ES Team - maintenance point of view.
3. Preparation of Preliminary proposal alongwith Scope Document duly approved by
the concerned SBU Heads and send to PMC for cost estimation.
4. Receipt of techno-commercial offer from PMC (Planning & Engg) with detailed
engineering, schedule and coordinates in master plan.
5. Site clearance to be given by Asset Mgmt under intimation to the concerned SBU
for execution after considering the site from the operation, maintenance and
safety (underground and overhead utilities) point of view.
6. Preparation of CAPEX Proposal as per promulgated format with due approval from
authority as per DOA and send to PMC for execution if costing above Rs. 1 crore.
7. Project monitoring and follow up for progress as per agreed execution schedule
and quality checks with ES Team.
8. Taking over of the asset from the project executing agency post due technical
inspection, commissioning of asset and documentation in hard & soft copies.
9. Incorporation of the asset in master plan alongwith the coordinates.
10. Uploading of the asset's data and documentation in SAP ( KMS and DMS).
11. Periodic inspection and audit of existing asset for its upkeep.
12. To initiate major repairs/ refurbishment of assets as and when deemed necessary.

B Administration of control on modification/ new construction of


utilities like power, water, fire fighting, product pipe line etc. and issue
NOC for execution of the work execution team for ensuring safety of
utilities:

1. Mapping of utilities with the help from PMC Planning Team Ahmedabad.
2. Any construction activity inside the port to be routed through Asset Mgmt Section
of Engg. Services Dept. for safety and security of existing underground and
overhead utilities.
3. To refer to the layout drawings and inspect the site prior to issue of NOC for
construction/ project execution.
4. The above procedure to be mapped in SAP for 'work permit' in due course.
