APPENDIX 2: BATTLES INVOLVING BLACK SOLDIERS AND SAILORS
APPENDIX II
BATTLES INVOLVING BLACK SOLDIERS AND SAILORS
DURING THE CIVIL WAR
In 1956, Dudley Cornish published his doctoral thesis, This Sable Arm, in which he alleged
that Frederick Dyer, in his Compendium of the Union Army in the War of the Rebellion, stated
that Black soldiers were involved in 449 engagements during the American Civil War (pp.
26465). This statement has been accepted at face value although Blacks were not enlisted until
1863 and saw limited action during the war. Cornish was the first white historian to try to
catalog Black participation in the American Civil War, and This Sable Arm is a seminal work in
this field. However, Cornish’s failure to list the engagements is disheartening for those who
believe the contributions of African Americans to the defense of the Constitution and the nation
has been—and is being—discounted and belittled. A claim such as Cornish’s lends itself to
attack from Confederate apologists and sympathizers, and other racists, who use any discrepancy
or misstatement about the performance of Blacks to denigrate that participation, and, to attack
the source. As Cornish does not list the 449 engagements in which he claims Blacks
participated, it is difficult to give continued credence to this number. Remarkably, Cornish does
not list the major naval engagements of the two forces, since Blacks were a conspicuous part of
the Union navy from the onset of the war, and their contributions, including winning six Medals
of Honor, were well known in the 1950s.
The War of the Rebellion: The Official Records of the Union and Confederate Armies in
the War of the Rebellion. The Official Records of the Union and Confederate Armies in the
War of the Rebellion (O.R.A.) was authorized in 1874, permitting the publication of the official
records of the War of the Rebellion, both of the Union and Confederate Armies, to include all
reports, letters, telegrams, and general orders not then copied or printed, and properly arranged in
chronological order. This compilation was the first general publication of the military records of
the war, and embraced all official documents that could be obtained by the War Department, and
that appeared to be of any historical value.
The O.R.A. presented the records as follows:
Series 1 contained the formal reports, both Union and Confederate, of all military
operations in the field, with the correspondence, orders, and returns relating specially
thereto, accompanied by an Atlas. The reports are arranged according to the campaigns
and several theaters of operations (in the chronological order of the events), with the
Union reports of any event preceding the Confederate accounts. The correspondence,
orders, returns and other written material not covered in the Reports follow in
chronological order.
Series 2 contain the correspondence, orders, reports, and returns, Union and Confederate,
relating to prisoners of war, and to State or political prisoners if their imprisonment is

warrelated.
Series 3 contain the correspondence, orders, reports, and returns of the Union authorities
including their correspondence with the Confederate officials, not relating specially to the
subjects of the first and second series. The enlistment, organization, and deployment of
the United States Colored Troops service is contained in this series, as is the organization
of Invalid Corps, the Medical corps, and the Veteran Volunteer service.
Series 4 contains the correspondence, orders, reports, and returns of the Confederate
authorities, similar to that indicated for the Union officials of the third series, but
excluding the correspondence between the Union and Confederate authorities given in
that series.
The War of the Rebellion: The Official Records of the Union and Confederate Navies in
the War of the Rebellion (O.R.N.). Ten years after the War Department began compiling army
records, and just as the first of these records were printed and released in the opening volumes of
the O.R.A., the Navy Department was authorized to do the same with naval records. The
Department created the Office of Naval War Records, under the librarian of the Navy
Department as the first Superintendent. The reports of the Union naval commanders are full and
fairly complete; the Confederate records are sparse. A large part of the archives of the
Confederate Navy Department was burned at the close of the war. Therefore, the O.R.N., while
modelled on the O.R.A., are not nearly as comprehensive.
Series 1 contains the reports, orders, and correspondence, both Union and Confederate,
relating to all naval operations on the Atlantic and Gulf coasts and inland waters of the United
States during the war of the rebellion, together with the operations of vessels acting singly, either
as cruisers or privateers, in different parts of the world. These reports are accompanied by such
diagrams and maps as may be necessary. The papers are arranged according to squadrons and
flotillas, chronologically, and, as far as possible, the Union reports of any events are immediately
followed by the Confederate reports.
Series 2 contains the reports, orders, and correspondence of the Confederate Navy other
than reports, etc., related to engagements with Union vessels. The author does not refer to this
series.
Dyer’s Compendium. Frederick Dyer found the multiple series format of the Official
Records “wonderfully deficient in many particulars, and … practically impossible to use … To
remedy this, for one seeking information, to gather all relating to each subject … into a
connected and complete whole, to digest the voluminous history of the war, has been the object
of the compiler.” Dyer divided his compilation into three parts:1
Part I: Organization of the Armies and Departments, their commanding officers and
constituent units.
Part II: Records of campaigns, battles, engagements and other actions arranged

alphabetically, and alphabetically and chronologically by states.
Part III: Regimental histories of Union forces.
Dyer relied on sources in addition the Official Records, such as state adjutant generals’
reports, published military registers, regimental histories, and federal and state military records.
This introduced the problem of inaccuracies since many regiments and commanders claimed
participation in battles in which they did not participate, or participated only with a detachment
or detail, or merely by being held in reserve and never committed to combat. This problem is
why the Army Register was created in the first place, to officially designate which regiment
participated in which battle and is therefore entitled to carry a battle streamer citing that battle on
its regimental colors. As Dyer did not cite his sources for each battle and its participants, the
author has used the Compendium to ascertain which Black regiments were present at certain
engagements in which they are cited in the Official Records only as “the colored regiment(s).”
Where there is a conflict between Dyer and the Official Records, the author relies solely on the
Official Records.
Dyer, relying on the characterization of engagements as listed in the Official Records, lists
a total of 10,455 military actions from skirmishes to battles to campaigns for the entire Union
side. Only 76 of these actions are rated as battles, while 310 are rated as engagments (Part II, p.
582). Given that the Official Records are heavily edited so that engagements by favored
generals, such as Grant and Meade, were given greater significance than engagements by
disfavored generals such as Benjamin F. Butler or disfavored armies such as the Army of the
James, which were part of the same overall engagement, the classification of such any
engagement as a battle as opposed to an action or a skirmish or an engagement is highly
debatable.
It is impossible to determine where Cornish derives his 449 engagements involving Black
soldiers, unless he counted each action listed by Dyer to which Dyer listed a Black regiment as a
participant. If so, this would give a false number since, for example, Dyer listed Black soldiers
at the Battle of Cold Harbor as part of “Baldy” Smith’s command, when the Official Records do
not support this either directly, or by inference as Smith was a racist with no use for Blacks as
anything but menials and manual laborers. A thorough review of the Official Records reveals the
racism of Union commanders such as Nathaniel Banks, William T. Sherman, Smith, and many
others precluded Black regiments from being involved in many of the battles for which they are
now praised, or, that their participation was much less than folklore and legend now claims.
The National Park Service (NPS) created its own system of rating battle sites that are part
of the National Park Service, or which it desires to acquire, the Civil War Sites Advisory
Commission’s Report on the Nation’s Civil War Battlefields (CWSAC). Technical Volume II:
Battle Summaries, lists 384 conflicts as battles that occurred between 18611865. When the
battles involving Native Americans, principally the Sioux Wars in Minnesota and the Dakotas in
186364, are removed, that number becomes 377. Of these 377, Black regiments were involved

APPENDIX 2: BATTLES INVOLVING BLACK SOLDIERS AND SAILORS
in approximately 56 (15%), often marginally as fatigue regiments or as unused reserves.
The Commission rates these battles as:
Class A: This class contains battles the Commission believes had a decisive influence on
a campaign and a direct impact on the course of the war. There are 45 battle sites (12%)
in this classification. Black regiments were involved in 9 (20%) of these battles.
Class B: This class contains battles the Commission believes had a direct and decisive
influence on the campaign of which it was a part. There were 104 battle sites (27%) in
this classification. Black regiments were involved in 18 (17%) of these battles.
Class C: This class contains battles the Commission believes had an observable
influence on the outcome of the campaign of which it was a part. There were 128 battle
sites (33%) in this classification. Black regiments were involved in 20 (16%) of these
battles.
Class D: This class contains battles the Commission believes had a limited influence on
the outcome of the campaign of which it was a part, but achieved or affected important
local objectives. There were 107 battle sites (28%) in this classification. Black
regiments were involved in 10 (9%) of these battles.
Since the CWSAC is only concerned with principal battles at sites which are under the
National Park Service, or which the NPS wishes to acquire, most of the armed conflicts
involving Black soldiers are not part of its report or determination of a preserveworthy battle
site. The Commission does not attempt to preserve naval battle sites, although most of them
occurred on inland waters, and some operations, such as Ft. Henry, Ft. Donelson, Memphis, St.
Charles, Ft. Bisland, Arkansas Post, Chickasaw Bluffs, Alexandria, and Ft. Wagner, among
others, were joint ArmyNavy operations. The report does list certain joint navalarmy
operations such as Chickasaw Bluffs, Arkansas Post, Memphis, and Charleston harbor, among
others.
Below I have listed every engagement involving Black soldiers and sailors that can be
verified through The War of the Rebellion: The Official Records of the Union and Confederate
Armies (O.R.A.) and The War of the Rebellion: The Official Records of the Union and
Confederate Navies (O.R.N.). I have decided not to follow the methods of the Official Records
and Dyer that treat each engagement as a separate action, but have listed campaigns as
continuous battles, with the engagements which occurred during the campaign as part of that
battle. To follow the O.R.A./Dyer protocol is like calling each of the beaches at Normandy (D
Day, June 6, 1944) during World War II a separate battle.
The exceptions to this approach are the sieges of Charleston harbor and Petersburg
Richmond. Both of these sieges were of such long duration that several engagements of major
importance occurred during the course of each siege. In these two cases, I have addressed the
siege as a continuous battle, and the particular engagements such as Ft. Wagner or The Crater
also as a battle. I have also listed some battles contained in the Compendium that are not in the

O.R.A. since the nature of these citations are credible. One action—East Pascagoula, April 9,
1863—I have included although there is no reference in either the O.R.A. or the O.R.N. because
it is cited in most works on African American soldiers during the Civil War.
I have also included engagements from the O.R.N. which both Dyer and Cornish omitted.
While it can be argued that every major naval engagement involved Black sailors on the Union
side, I have limited their inclusion to those reports which mention the race of the Black sailors,
or, ships with an established Black complement before the battle, thus removing all doubt as to
whether Black sailors were involved. Combining the two Official Records has produced just
under 200 verified engagements by Black sailors and soldiers. While less than half of Cornish’s
claim, they reveal that African Americans not only served ably and admirably, but that they were
as responsible for Union victory—and their own liberation—as the Union armies and naval
squadrons were. In the words inscribed on the Butler Medal: ferro iis libertas preventient
—“they won their freedom with the bayonet!”
