ABSTRACT

Terrorism is the act of making someone afraid. Sometimes terrorism uses violence as the
political purpose. The person who does terrorism is called by a terrorist. A terrorist will
apply the violence in order to make chaotic situation or unstable condition. There are
many ways to carry out terrorism, for example: by spreading chaos, suicide bomb, and
many others. Nowadays, terrorism is considered as inhumane action. Many innocent
people were killed during the act of terrorism. Police as the law enforcer is trying hard to
safe people from terrorism act that threatening people’s life. In order to prevent the
terrorism act, police always develop the technique to stop terrorism act. One of them is
by improving the coordination among international police departments. As we know that
the terrorist has a good network in all over the world, so by increasing the harmonization
among international police departments we hope that the police will spot the terrorists’
weaknesses and stop the terrorism act forever. One way to improve police coordination is
through an international conference. In South East Asia region, the Joint Communique of
the 28th ASEAN Chiefs of Police Conference was held in Brunei Darrusalam, 25-29 May
2008. The objectives of the conference were to enhance police professionalism and
promote lasting friendship amongst police officers of ASEAN countries. By doing so, we
hope that police officers will find a way to prevent terrorism. As our security coordinator
and facilitator, the Indonesian National Police (INP) should improve their organization in
order to prevent the terrorism act in Indonesia. As we know that Indonesia is a potential
target for the terrorists. So in order to better INP, police should analyze the weaknesses
and the barriers inside INP, examining the structure of Indonesian terrorist itself,
investigating the terrorists’ characteristics, choosing the right strategy to prevent
terrorism, and then goes into an optimal resolution.
