Clays Championship Event by placing 2nd in a close shoot off. Master class shooter Todd
Simmons shot his way to a M1 finish in the 5 Stand event and finished
M4 in the Kreighoff Cup event. Top ranked Zoli junior shooter Ian
Anderson finished a respectable 5th in class.

limited edition M40A1 Commemorative United States Marine Corps
sniper rifle packages in honor of the Marine Corps and the legacy of the
military sniper.
The M40A1 rifles are being built to the exact configuration as those
originally issued. McMillan is calling the series Project 8541—the
number used to designate Marine Corps snipers.
Gale McMillan, founder of McMillan, worked with the Marine Corps in
1975 to develop the M40A1 sniper rifle, recognized today as the first rifle
designed as a true sniper rifle. The M40A1 is credited with the birth of
the modern sniper rifle as well as ushering in a new era of rifle
technology. For Gale McMillan’s contribution, in 2000 the Marine Corps
presented him with a Service Award, a used dewatted M40A1. Each of
the commemorative rifles is a replica of Gale McMillan’s original M40A1

rifle.
To further ensure the authenticity of the M40A1 Commemorative Rifle,
McMillan traveled to Quantico Marine Corps Base and interviewed
Marine armorers on specifications and gunsmithing procedures.
Each rifle is equipped with a MST-100 scope, period correct base and
rings, Wichita swivels, leather military sling, and a numbered certificate
of authenticity. The package comes in a custom inlet olive Pelican case.
In addition to the rifle, each package includes an original returned
M40A1 stock from an actual USMC M40A1 service rifle. The Marine
Corps issued 20 original stocks, each as unique in appearance as the men
who used them. They come complete with the actual swivels and bottom
metal they were received with, some matching some simply attached, but
all original.
“The original rifle stocks have seen combat in places like
Panama, Granada and Desert Storm. We only have 20 stocks
available for the commercial market. It is a great rifle package
for anyone who honors the Marine Corps and the sniper
program. McMillan is proud to be part of our military
history,” said Kelly McMillan, director of operations for
McMillan .
According to Ryan McMillan, vice president of McMillan Firearms,
“Collectors will appreciate owning a piece of history when purchasing the
M40A1 Rifle Package.”
M40A1 Commemorative Rifle Specifications:
• The 25” barrel utilizes conventional rifling with a 1 in 12” twist and
has a M40A1 spec barrel contour. It is finished off with a deep
recessed target crown matching the rifle given to Gale McMillan.
• The action is a blue-printed Remington 700 short action that
includes surface ground recoil lug; trued receiver face, threads,
receiver lug shoulders and bolt head, and finally lapped bolt lugs.
The receiver is machined with the correct stripper clip slots along
with the ejection port modification and is marked “U.S.” above the
serial number to match the original issue M40A1.
• The stock is a McMillan plain HTG with molded-in forest camo,
like the original, no stippling or checkering is present. Correct
Wichita 1 1/4” sling swivels are anchored into the stock by internal
molded-in steel inserts per the original contract. The 1/2” brown
Pachmayr basket weave recoil pad is fitted for the 13 1/2″ LOP. The
action is hand bedded along with the 1 1/2” of barrel cylinder
forward of the recoil lug. The remainder of the barrel is free-
floated.
• The bottom metal is steel Winchester Model 70 style two-piece
modified for the M40A1. Socket cap bolts, not factory slotted guard
screws hold everything together. Like the originals, the BDL
magazine box is welded to the receiver.

• The scope is a continuation of the original contract steel tubed
MST-100 10x furnished on the M40A1s. US Optics picked up the
scope contract after it ran out with Unertl and performed all
upgrades and refurbishing, as well as supplying new optics.

• The scope base is hand fitted to the receiver just as the originals
were. The one piece period correct U.S.O. base and rings are a true
match to the original Unertl mounts. The trigger is a Remington
trigger tuned to a crisp 3 pounds.

Provo, Utah --(Ammoland.com)- Reactive shooting is the skill a police
officer must rely on when confronted with a suddenly hazardous
situation.
It is a critical skill that can save officer’s lives, and it is the result of
conditioned hand-eye coordination developed by training on Action
Target air-powered reactive steel systems
As we learn more and more about the human dynamics involved in
armed confrontations, we understand that physical skills that require
conscious thought or intellectual processing tend to break down rapidly
under high levels of stress. If defensive skills and responses are not
programmed in at a subconscious level, the sudden stress may cause us
to fumble, freeze or panic. It is in this environment that reactive shooting
skills are needed. Such reflexive shooting skills can be taught through the
use of extremely short time limits, thus pushing the shooter to function
at the limits of reaction and response time. This can be compared to
learning how to hit a fast moving ball with a bat or racket, or developing
the reflexes to block a punch or kick at full speed. Reactive steel targets
provide the instant feedback required to program an officer’s reflexive
shooting skills effectively and efficiently.
Over the next several months, we will be showcasing our entire Reactive
Steel line of targets. First one to be discussed is our Bobber-Xtreme
• Reactive steel with automated reset – Independent target control
• Multiple AR500 steel target plates – Variable exposure times
• Choose knock-down or “flop” heads – Computerized scenarios
The basic function of the Bobber-Xtreme will probably sound familiar. A
steel plate is presented to the shooter from behind cover. This plate can
be hit at any time while it is exposed, and a computer interface is used to
control the frequency and duration of the target exposures.
Speed - The exposure times with the Bobber-Xtreme can be as short as
a ½ second, so speed is of the essence. The whole idea behind reactive
shooting is to train the body to automatically carry out the complex
action of firing a gun without having to process the whole sequence with
your conscious mind.
Accuracy - Not only is missing the intended target inefficient and
ineffective, it is a staggering liability during an actual armed conflict.
Because the 8-inch target plates on the Bobber-Xtreme jump up from
and retreat behind total cover, only accurately placed shots will have any
effect. Painting the chest plate and assuming it to be an innocent
bystander or hostage increases the pressure for accuracy even more.
Judgment - Split-second judgment and threat analysis may be the most
important elements of the training triangle. The revolutionary Bobber-
Xtreme addresses this issue by presenting the shooter with two separate
target plates, one directly behind the other. One plate is an 8-inch circle,

and the other is an 8-inch octagon. Depending on your training scenario,
you can classify all the circle plates as hostile, and all the octagon plates
as friendly. When one of the plates jumps up from behind cover, the
shooter must quickly determine whether the plate is hostile or friendly
and then take the appropriate action. The circles and octagons look
enough alike to force the shooter to be sure.

Washington, DC –-(Ammoland.com)- The U.S. Environmental
Protection Agency (EPA) today denied a petition calling for a ban on the
manufacture and use of lead based fishing gear.
The Center for Biological Diversity, the American Bird Conservancy, the
Association of Avian Veteranarians, Project Gutpile and Public
Employees for Environmental Responsibility filed the petition on August

3 to ban the production and sale of lead based ammunition and fishing
tackle under the Toxic Substance Control Act (TSCA) of 1976.
EPA sent a letter to the petitioners today (see below) stating that they
failed to demonstrate that the rule is necessary to protect against an
unreasonable risk of injury to health or the environment. The letter also
states that the increasing number of limitations on the use of lead fishing
gear on some federal and state lands, as well as various education and
outreach activities, call into question whether a national ban on lead in
fishing gear would be the least burdensome, adequately protective
approach to address the concern, as called for under TSCA.
EPA’s letter also notes that there are non-lead alternatives currently in
the marketplace.
On August 27, EPA denied the portion of the petition relating to lead in
ammunition because the agency does not have the legal authority to
regulate this type of product under TSCA.
Seventy-eight members of the Congressional Sportsmen’s Caucus (CSC)
in September signed a letter (HERE) sent to Lisa Jackson, Administrator
of the U.S. Environmental Protection Agency (EPA), urging the agency to
dismiss the petition. The CSC members state in the letter, “There are 60
million recreational anglers in America that contribute $125 billion to
our economy annually, and penalizing these men, women and children
that are the best stewards of our environment, as well as the financial
backbone to fish and wildlife conservation in our country, would be a
terrible and unnecessary injustice.”
The CSC letter came on the heels of a similar letter to Administrator
Jackson requesting dismissal of the petition, sent on September 15, from
the Congressional Sportsmen’s Foundation (CSF) and partner members
of the American Wildlife Conservation Partners (AWCP) and
sportfishing communities (LETTER). The National Assebly of
Sportsmen’s Caucuses (NASC) Executive Council also urged EPA to
dismiss the petition in a letter (HERE) to Administrator Jackson.
CSC member and former Chairwoman, Sen. Blanche Lincoln of
Arkansas, introduced S.3850 on September 28 to protect lead based
traditional ammunition and fishing tackle from a potential ban by the
U.S. Environmental Protection Agency (EPA). This legislation would
clarify that the components used in manufacturing shells, cartridges and
fishing tackle are exempt from EPA regulation under TSCA.
“This issue is about protecting America’s 60 million
recreational anglers, and this attempt to ban lead based
fishing tackle could potentially have driven up cost and serve
as a disincentive for Americans to fish,” said CSF President
Jeff Crane. “A federal ban on lead ammunition and fishing
gear would have also negatively impacted fish and wildlife
conservation funding.”
The Association of Fish and Wildlife Agencies (AFWA), representing the
50 state fish and wildlife agencies, also sent a letter the EPA in
September, urging them to dismiss the petition.

State fish and wildlife agencies are authorized to manage most of a
state’s fish and wildlife, and therefore, closely monitor and address any
local concerns about lead based fishing tackle and any potential impacts
on local species. A federal ban on lead fishing tackle is not only
unnecessary, but intrudes upon these traditional state agencies
jurisdiction.
No scientific basis has been established to warrant any such ban on
traditional fishing equipment. A similar proposal to ban lead fishing
tackle was dismissed by the EPA in the mid-1990s because there was
insufficient data to support such a ban at that time.
