Objectives
? Serve the interest of all intellectual property owners in
all industries and all fields of technology.
? CII - National Committee of Intellectual Property (IP) Owners: This was headed
by Mr. Malvinder Singh, (2008-2009), CEO & MD, Ranbaxy Laboratories Ltd. The
Committee is represented by CEOs & Heads of IPR from Indian Industry & has special
Invitees from Academic Institutes & Law firms.
Four Task forces were constituted under the National Committee of IP owners to have a special
focus:
? Task Force on IP Policy - Chaired by Ramesh Adige, President Corporate Affairs & Global
Corporate Communications, Ranbaxy Laboratories Ltd.
? Task Force on Anti Counterfeiting & Piracy - Chaired by Anubhav Jain, Brand Protection
Manager, South Asia, Mercedes-Benz India Private Limited
? Task Force on Capacity Building & Service Facilitation - Chaired by Suprio Dasgupta, Director & General
Counsel - HTS & Assistant General Counsel - IP, and Honeywell Asia Pacific Operations.
? Task Force on Centre of Excellence in IPR - Chaired by Rakesh Bakshi - Director Legal &
Corporate Affairs Microsoft Corporation (I) Pvt. Ltd.
? The Task Force on IP Policy focused its activities this Year on: IP courts, Data
Protection and Utility Models of Patent Protection. It was actively engaged in
finalizing Indian Industry' View Points on designing exclusive IP courts in India;
Recommendations for data protection; and the feasibility of the utility model in
India's IPR regime. A discussion papers on these issues closely examined challenges
and opportunities such policies pose in India.
? In July/ August 2008, the Members had a Series of Interactions with Department of
Industry Policy & Promotion (DIPP), Govt. of India on Patent Manual. These
Interactions were held in all four metros. The Interpretation of Patentability Criteria
especially on Software Patents was debated extensively and CII' Detailed
recommendations on Patent Manual &Patent Prosecution issues in India was
submitted to the Controller General of Patents, Designs & Trademarks.
CII in Collaboration with Department of Science & Technology, Govt. of India launched on

on the 24 April 2008 on the eve of World Intellectual Property Day Celebrations.
National Dialogue on Leveraging Knowledge Arbitrage for India's Innovation Economy, 24 April, 2008, New Delhi
The programme was held concurrently (video-linked) in New Delhi, Pune and Bangalore. The
forum was graced by Kapil Sibal, Minister for Science & Technology & Earth Sciences,
Government of India .Delivering the inaugural address, Mr. Sibal urged the Indian Industry to
step forward and collaborate more actively with the government and academia to encourage
research and innovation and to enable India to leverage its knowledge in today's globalizing
economy. Some of the eminent Policy & Industry thought leaders linked through the National

India. The session was moderated by Dr. Prabuddha Ganguli, CEO - VISION-IPR.
CII in collaboration with Department of Industrial Policy and Promotion (DIPP) under the
Ministry of Commerce and Industry and the Office of the Controller General of Patents, Designs
and Trademarks (CGPDTM) organized a nation wide Awareness Campaign on Intellectual
Property Rights for various stakeholders, focusing the attention of the Industry on the role &
importance of Intellectual Property in their business. As a part of the campaign, awareness
sessions are being organized in 14 different locations from January to March 2009: Indore, Pune,
Mysore, Bhubaneswar, Cochin, Madurai, Trichy, Goa, Chandigarh, Mumbai, Bangalore,
Ahmedabad, and Vizag & Hyderabad. More than 1500 Stakeholders participated in this
Campaign.

International Conference on Counterfeiting & Piracy, Mumbai from 12-13 November 2008
Special focus of the conference was two exclusive roundtables with the Customs & the Indian
patent official's .The roundtable was attained by the members of CII-National Committee of IP
owners & the members of Quality Brand Protection Committee, China. The agenda for the round
table was to share the best practices. The Principal Sponsor was Microsoft India and Corporate

One of the objectives of CII initiative against Counterfeiting & Piracy is to facilitate a conducive
climate for IPR enforcement by building strong & prolonged partnership between industry and
enforcement agencies and to strengthen coordination between various enforcement agencies.
As a follow up of this objective, CII organized an interactive session with the custom officials at
NACEN on Custom rules / IPR rules with the Industry representatives and on product
identification on 5 September 2008. Representative from auto, FMCG & Pharmaceutical sector
were present to discuss the custom related issues and to help Custom officials in recognizing &
identifying the original & Counterfeited products.
? Patent Protection for Micro Small & Medium Enterprises:Elico Ltd an electronic
and instrumentation company in the field of spectrophotometers based at
Hyderabad has filed 15 no's of IPR's. Dairy Den a start up company in Ice Creams &
frozen foods has sought International Patent Protrction in USA, Europe & China
for it's Innovative way of Packaging and presentation of Ice Creams in the form of
Scoops.

The summit was a Platform for eminent Indian & International Bureaucrats, Hon'ble Judges,
Industrialists & academicians to deliberate on important national & international issues on IPR.
The Swiss delegation shared with CII their experiences in setting up and executing the Stop Piracy
project. It is a very laudable initiative in the anti-counterfeiting and anti-piracy arena, and is an
example of how innovative solutions can be found in challenging markets. From an Indian
perspective, while the Swiss experiences offer a model to be developed upon, CII has to factor in
distinctive socio-economic circumstances within India that demand tailored methods to tackle the
menace of piracy.
An emerging challenge in IPRs in Indian industry relates to how SMEs can be encouraged to
recognize IP as an independent company asset, and how it can be appropriately valued and
leveraged upon for business profitability. CII, on its part, pro-actively offers IP support for SMEs
in the form of various services and capacity building programmes. In this context, CII learnt of
the Swiss Institute's ongoing studies on establishing linkages between IPRs and the success of
SMEs. CII keenly awaits the results that these studies will bring forth.
The delegation was then guided to an interaction with members of CII's National Committee of
IP Owners, at the Global Corporate Headquarters of Ranbaxy, in Gurgaon. Mr. Ramesh Adige,
Executive Director; Ranbaxy welcomed all members present and initiated the discussions.
The members represented an array of IP Owners, including Ranbaxy, Pfizer, Microsoft, Hewlett
Packard, as well as law firms Singh and Singh, and Anand and Anand.

Confederation of Indian Industry (CII) & Andhra Pradesh Technology Development and
Promotion Centre organized an IP Capacity Building Programme on FTO Analysis on 29-31
August 2008 at Hyderabad.
India is growing in technology in leaps and bounds yet there exists a dearth of professionals who
understand the dynamics involved in the field of Intellectual Property. To bridge this lacuna,
APTDC under the aegis of CII has organised a series of IP Capacity Building programmes. The
skill building programme aims to enhance the practical skills of practitioners and to demonstrate
the possibilities of Patent Analytics.
The programme was well attended by members of the India representing sectors such as
Pharmaceutics, Agri Biotech & Automobile Industry.
CII- APTDC in association with the A.P. Judicial Academy conducted a one day workshop on IPR
for State level Judicial Officers on 18th October 2008 in Hyderabad.

7. Research Publications
The manual was released on 5th December 2008. It is designed for brand owners, to provide a
comprehensive and objective appraisal of currently-available anti-counterfeiting technologies;
and also a pointer on how to proceed in identifying the right technology, and the pitfalls to avoid.
The manual lists five critical Golden Qualities to help brand owners assess technologies and
assesses the different technology solutions along the five Golden Qualities. The manual concludes
with a database of anti-counterfeiting and brand security companies, and the category of
technology solutions they offer.

The Task Force on Centre of Excellence under the CII National Committee of Intellectual Property has taken the
pioneering initiative to formulate a Proposal to establish a Centre of Excellence of IPR Based on last five years of
extensive work done by CII for the industry, it is evident that there is a huge need of industry across the country in the
areas of Policy Reforms, capacity development, IP Management, IP protection. The current industrial growth,
presence of leading Global MNCs in India and growing needs from various stakeholders have necessitated
establishment of a state of the art Centre of Excellence of IPR that will work primarily for the benefit of Indian
industry.
