1. INDRODUCTION
Company proposes to have scaffolding & Insulation contract for a period of two years at Oman
Polypropylene Plant as per the below scope of work. This is a call basis contract on as and required
basis

2. DEFINITIONS
• COMPANY : Oman Polypropylene LLC, Sohar Port area.
• Company : Oman Polypropylene LLC in this case.

3. BIDDERS SCOPE OF WORK

CONTRACTOR SCOPE OF WORK- SCAFFOLDING SERVICES
3.11 Contractor’s scope of work includes providing various required Scaffolding along with required
skilled manpower, Scaffolding materials on rent basis to COMPANY, Sohar at our premises on as &
when required basis to the satisfaction & acceptance of the Company.
3.12 The contractor’s scope will start from mobilization/demobilization of skilled & experienced
manpower, required scaffolding materials, equipments, tools & tackles to COMPANY site for
erecting or dismantling of Scaffolding as per COMPANY Scaffolding procedures and permit
requirements.
3.13 The entire scaffolding operatives will be “CITB” certified, fully conversant with the technical
requirements and standards for performing the job at COMPANY site.
3.14 The scaffolding materials like components, Couplers, tubular section, cross bracings, base plates,
clips, pins etc will be in accordance with BS 1139 or ANSI A10.8 free from corrosion, major or
minor indentations with square ends & duly painted. The planks for the platform shall be of timber
free from knots, splits and cracks. The raw materials for all fabricated structure will be in
accordance with A36 or S275JR. The contractors will produce test certificates for all the major
scaffolding materials & load test certificates before commencing of Contracts.
3.15 For high level scaffoldings (3 meters & above) & overhang, the contractor will have to prepare and
submit approval to the Company with design calculations & back-up documents for obtaining
necessary work permit before commencing of job.
3.16 For all the onsite jobs, contactor will be designating a responsible person who will be completely
responsible for the completion of the jobs, for collecting & returning of work permit, Company raw
materials, and safety requirements & for conduct of Contractor’s people within the premises of
COMPANY. He will be coordinating & taking the necessary work instruction from COMPANY user
department & update the job progress on a daily basis.
3.17 On erecting, the scaffolding will be inspected and certified for ‘ready to use’ by competent & well
experienced contractor’s inspector.

CONTRACTOR SCOPE OF WORK- INSULATION SERVICES

3.21 Contractor’s scope of work includes providing insulation removal and restoration services along
with required skilled manpower, insulation materials, equipments, tools & tackles for providing
insulation services to COMPANY, Sohar at our premises on as & when required basis.
3.22 The contractor’s scope shall start from mobilization/demobilization of skilled & experienced
manpower, required insulation materials if found damaged and requested by COMPANY for

replacement, equipments, tools & tackles to COMPANY site for removal of insulation as per
COMPANY insulation removal & restoration procedures and permit requirements.
3.23 Contractor is committed to restore insulation immediately as and when required.

4. General instruction to bidders

TENDER SUBMISSION REQUIREMENTS
4.11 The bid must be submitted in two parts, one for technical and the other for commercial in
two separate envelops with the above details & tender reference mentioned on it, without
revealing the identification of Contractor.

4.12 Alternative bid is not acceptable & the contractor must submit the bid in the prescribed
format without any deviation, explicitly declaring the conformity with the tender
documents.

4.13 The bids must have the details of time of completion of the job along with time required to
for mobilisation of resources to start the job. These details shall be clearly and distinctly
mention in the bid document.

4.14 All the pages of the bid documents shall be stamped and signed by the Bidder.

4.15 All received Bids shall become COMPANY’s property and will not be return back to the
bidders.

TECHNICAL TENDER
The technical bid shall contain following information

Arrangement in Sohar for manpower and equipments

Details as per the attached Scope of work.

List of available Facilities with reference to scope of work.

COMMERCIAL TENDER
The commercial tender shall contain following details

a). The envelop shall be marked as”Commercial” with ITB” reference.

b). Please fill the rates in the below rate chart which will be inclusive of all the taxes, duties,
overtimes & extra working hours. Please ensure not to change or alter the below rate
chart. Bids received with change in format may or may not be accepted & will solely
depend on the discretion of the Company.

While quoting Contractor must furnish below documents for evaluating the quotations
commercially. Bids received without the below details will be disqualified.

2. Commercial registration of the company quoting.
3. Details for the owner of the Contractors Company and the associated staff
member related to this contract with complete telephones, mobile nos, fax &
email addresses.
4. Nominated contract Holder details with complete telephones, mobile nos, fax &
email addresses.
5. Previous executed contract details and no of years of experience.
6. Details for no of employees.
7. Compliance to commercial terms and condition.

COMPLIANCE WITH INSTRUCTIONS

4.41 The bidders must submit its bid in strict accordance with the requirements of this Tender
Document. Additional or supplementary information, data, descriptions and explanations for
clarification of the Tender or Tender Document are desirable and will be considered in the
applicable context.

4.42 Any deviations from the requirements or instructions of this Tender Document or
modifications to the Draft Agreements shall be clearly indicated and explained by the
bidder. Deviations and modifications are discouraged and COMPANY reserves the right to
reject any Tender as non-compliance in its sole discretion.

CONFIDENTIALITY
4.52 Tender Document, including all information contained herein and all documents provided by
COMPANY is confidential. This Tender Document shall not be released to third parties
without the prior written consent of COMPANY.

4.53 Notwithstanding the above, a bidder may disclose the contents of this Tender Document
only to the extent that such disclosure is necessary for the preparation of its Bid. Bidder
shall ensure that such third parties keep such information confidential. Unauthorized
disclosure of any information contained in the Tender Document (or attached documents)
is ground for disqualifications.

REQUEST FOR CLARIFICATIONS

If a Bidder has any doubt as to the meaning or intent of any clauses or sections of this Tender
Document or requires additional information, such bidders may in writing by email, can ask for
the clarification to the following address
DEADLINE FOR SUBMISSION OF TENDERS
4.71 The sealed original of the bid must be received by COMPANY at the address specified above
not later than the date and time specified in COMPANY tender Invitation Letter. A “late”
Tender will not be considered even if it becomes “late” as a result of circumstances beyond the
bidder’s control.

4.72 The bid submitted shall remain valid for ninety (90) days from the Deadline for Submission of
bids. COMPANY will reject a bid valid for a shorter period.

4.73 COMPANY may request the bidder consent to an extension of the period of validity of the
Tender. Both the request for extension and the response shall be made in writing. A bidder
may refuse or agree to the request. A bidder that agrees to such request shall not be required
nor permitted to modify its Tender.

4.74 No bid may be modified after the Deadline for Submission of Tenders.

4.75 The bidder may withdraw its bid after its submission to COMPANY provided that COMPANY
receives a written notice of the withdrawal request at least 48 hours prior to the Deadline for
Submission of Tenders.

4.76 COMPANY will not return the original bid submitted by any bidder.

GENERAL INSTRUCTIONS
4.81 COMPANY reserve the right to award the complete job to one contractor or break
up the work among various Contractors without giving any reason or explanation. COMPANY
decision in this regard will be full and final without any despite.
4.82 After opening of the bids, no information relating to the clarification,
determination of responsiveness, evaluation and comparison of bidders and recommendations
concerning the award of the Project shall be disclosed to bidder or any other person not
officially concerned with such process until the award of the Project to the Successful bidder
has been announced by COMPANY.

4.83 The contractors are advice to visit the site prior to submitting the Bid. For site
visit, Contractor can contact on below address for necessary gate passes.

4.84 The contractor must provide the confirmation that they have current insurance for
the people & equipment which will be deployed in COMPANY as per the Oman laws for workmen
& equipments.

CONTRACT TARGET VALUE

The target valve of the contractor for one year will be @ 15000 OMR, which is tentative and is
anticipated considering last two years job volume. This target value is an induction, which may or
may not be the final contract value and will depend on the actual jobs coming in the year, on call
basis. In the eventuality of less work than the target value, COMPANY doesn’t guarantee to the
pay the target valve amount.
