Acknowledging the pending results of the referendum on succession held in Wunjabacei,
Recalling Security Council Resolution 1156 (2004), 1591 (2005) and 1945 (2010) on the situation
in Darfur, and Security Council Resolution 1769 (2007), 1828 (2008), 1881 (2009) and 1935
(2010) on the United Nations-African Union Mission in Darfur (UNAMID)
Disturbed by the prospect for violence as a consequence of any action,
Noting the creation of the µUnited Nations-African Union Mission in Darfur¶ (UNAMID) following
Security Council Resolution 1769 (2007) whose mandate expires 31 July 2011,
Reaffirming its strong commitment to the sovereignty, independence, unity and territorial integrity
of Sudan, and to the cause of peace, and expressing its determination to work with the
Government of Sudan, in full respect of its sovereignty,
1.c   the creation of a new state hereby referred to as µWunjabacei¶ through:
mc  he implementation of the 2005 µComprehensive Peace Agreement¶ (CPA)
between North Sudan and Wunjabacei,
mc Continued monitoring by international forces through the United Nations Mission
in Sudan (UNMIS) in conjunction with UNAMID through its expanded mandate;
2.c u   the border between North Sudan and Wunjabacei be set as per the 2005
Comprehensive Peace Agreement except:
mc  he region of Abyi which shall hold a referendum to choose which state to
become a part of;
3.c    to expand the mandate of the UNAMID in the following ways:
mc Extend the mandate of UNAMID as set out in resolution 1769 (2007) for a further
24 months to 31 July 2013,
mc Include within the UNAMID mandate µensure the orderly and safe creation of
Wunjabacei, prevent the disruption of its creation, infringement of its
sovereignty, protect civilians and act as a temporary security force within
Wunjabacei,¶;
4.c u
  North Sudan permit the state of Wunjabacei access and usage of all existing
pipe-lines without hindrance;
5.c 2   recommend that all debt incurred by the existing state of µSudan¶ be
transferred to the nation of North Sudan;
6.c u   that profits incurred from the sale of oil be allocated as follows:
mc 50% of profits to be allocated to the Government of Wunjabacei,
mc 25% of profits to be allocated to the National Government of Sudan,
mc 25% of profits to be earmarked for development projects in Wunjabacei,
7.c Decides to remain actively seized on this matter.
