When will the CPE does the encryption in HO procedure. Does it need to do complete authentication? It is
not clear here. And if keys are not present then for me there is no HO it is NRE.

One possible way is to find a solution on how to share the keys.

One approach could be the AAA gives an index during the INE and this index is sent from BS upper MAC
to AOC and AOC based on this maps to some key.

Then during HO this index is sent over the HO message between BS to ASN-GW to the tBS and the tBS
sends to the AOC and AOC now knows what key to be used for decrypting;

Without key sharing if HO can work then explain clearly how?

SAME way has to be mentioned for Idle mode.

My understanding is that “Privacy Key Management Version 2 (PKMv2)” transfer message only will be
used and not the actual State machine of PKMV2. PKMv2 transfer will be used for transferring EAP
messages. And PKMv2 authenticating SM shall not be triggered in the BS when custom security is
enabled, this has to be explicitly mentioned.

This has to be mentioned explicitly that when custom security is enabled, the generic WImax security will
be OFF.
