Ail Zonal Railways ‘Sub: Haulage Charge recoverable for movement of nine notified commodities (namely 10 2.0 at 22 23 24 25 Cement other than white cement, Food Grains, Chemical Manures, Iron & Steel, Stone other than Marble & Ceramic tiles, Sugar, Oil Cakes, Alumina ‘and POL products) in container In supersession of Rates Circulars No.25 of 2010 & No.28 of 2010, it has been decided that Haulage Charge for the movement of nine notified commodities namely Cement other than white cement, Food Grains, Chemical Manures, Iron & Steel, Stone other than Marble & Ceramic tiles, Sugar, Oil Cokes, Alumina and POL products (as classified in Goods Tariff No.45 Pt.I Vol.II) in container will be levied ‘as per the guidelines prescribed below, These guidelines will be applicable for Domestic container traffic only. Guidelines for recovery of Haulage Charge for notified commodities Haulage Charge for movement of notified commodities in container will be levied on the basis of ‘Applicable Class Rate (-) 10% concession’. ‘Applicable Class Rate (-) 10% ‘concession’ would be permanent ‘Container Class Rate’ for these commodities, until revised. Commodities mentioned in Para 1,0 above are the notified commodities, for which “Container Class Rate’ shall be applicable. Table showing ‘Container Class Rate’ is enclosed at Annexure-I, ‘Container Class Rate’ for the commodities which are part of the notified commodities but chargeable at lower rates as classified in Goods Tariff No.45 Pt.I(Vol.II) is enclosed at Annexure-II. When more than one notified commodity is loaded in a container, Haulage Charge will be levied on the basis of the highest Container Class Rate of the commodities loaded in the container. If some containers ina rake are loaded with any of the notified commodity and other containers are loaded with other commodities or are empty, Haulage Charge for the containers loaded with the notified commodity will be levied at Container Class Rate of that commodity and Haulage Charge. for other containers will be levied as per the rates prescribed in Rates Circular No.67 of 2009 & as amended from time to time, CTOs should declare the details of commodities loaded in containers in the forwarding note. Concerned railway staff should verify the correctness of the commodity details furnished by the CTO at the time of booking 4ARates Circular No.3¢ of 2010 26 Incase mis-declaration is detected in any container, Haulage Charge on the entire rake shall be levied at four times of the highest Container Class Rate. This will be in addition to the Haulage Charge otherwise leviable on the rake. If five cases of mis- declaration are detected for a particular CTO, suitable action may be initiated under Article 17 of Concession Agreement. 2.7 — Weightment of the rake will be mandatory as per extant guidelines 28 All other terms & conditions of Board's letter No.2008/TT-III/73/8 dt.01.07.2008 will remain applicable for these notified commodities. 29 Zonal Railways will send monthly report giving the details of the impact of the afore- mentioned instructions as per proforma enclosed at Annexure-IIT, 3.0 These instructions will be effective from 01.12.2010 and will remain valid upto 28.02.2011 4.0 This issues in consultation with Traffic Transportation Directorate and concurrence of Finance Directorate of the Ministry of Railways. \ (Aashiina Mehrotra) Jt.
