GENTEXT/REMARKS/1. REQUEST WIDEST DISSEMINATION POSSIBLE ‐‐ PASS TO ALL
COMMANDS. IT IS ESSENTIAL FOR ALL SAILORS/EMPLOYEES MOVING HHG TO SUBMIT
THEIR SHIPMENT APPLICATION AS SOON AS THEY RECEIVE THEIR OFFICIAL ORDERS.
THE EARLIER THE APPLICATION IS SUBMITTED THE MORE LIKELY MEMBERS WILL
OBTAIN THE REQUESTED PACKING, PICK‐UP, AND DELIVERY DATES. REMEMBER
REQUESTED DATES ARE NOT GUARANTEED. DO NOT PLAN TO CANCEL OR ENTER INTO A
RENTAL AGREEMENT, LEASE, BUY, OR SELL A HOME UNTIL YOU HAVE VERIFIED WITH
YOUR TRANSPORTATION OFFICER (TO) AND THE TRANSPORTATION SERVICE PROVIDER
(TSP) THAT YOUR REQUESTED HHG PACKING, PICK‐UP, AND DELIVERY DATES ARE
CONFIRMED.
2. MEMBERS SHOULD AVOID REQUESTING A PICKUP BETWEEN 1 JUNE AND 15 JULY IF
POSSIBLE. TRANSPORTATION SERVICE PROVIDERS (TSP) CAPACITY IS STRETCHED TO
ITS LIMIT DURING THIS TIME FRAME. SHORT NOTICE CANCELLATIONS ARE COMMON
DUE TO LACK OF TSP PERSONNEL AND EQUIPMENT. AN UNEXPECTED CANCELLATION CAN
PUT YOU IN AN UNTENABLE SITUATION WITH OTHER ACTIVITIES SCHEDULED AROUND
YOUR HHG MOVEMENT. REPEAT; IT IS HIGHLY RECOMMENDED MEMBERS AVOID
REQUESTING A HHG PICKUP BETWEEN 1 JUNE AND 15 JULY. BUILD FLEXIBILITY
INTO YOUR SCHEDULE.
3. HHG SHIPMENT APPLICATIONS MUST BE SUBMITTED USING THE DEFENSE PERSONAL
PROPERTY SYSTEM (DPS). DPS ALLOWS MEMBERS AND SPOUSES TO SELF COUNSEL,
REQUEST HHG PACKING, PICK‐UP, DELIVERY DATES AND FILE NECESSARY DAMAGE
CLAIMS DIRECTLY WITH THE TSP. TO REGISTER TO USE DPS GO TO WWW.MOVE.MIL.
REQUEST PCS SERVICE MEMBERS REGISTER NOW; DO NOT WAIT, AS ORDERS ARE NOT
NEEDED TO REGISTER. ONCE YOU ARE REGISTERED, GO TO THE MAIN PAGE OF
WWW.MOVE.MIL AND CLICK ON THE LINK UNDER DOD SERVICE MEMBERS AND CIVILIANS
*BEFORE YOU MOVE* AND REVIEW ALL THE INFORMATION VIA THE LINKS ON THE LEFT
SIDE OF THE SCREEN. AFTER YOU REGISTER, IT COULD TAKE UP TO 72 HOURS TO
RECEIVE A DPS USER NAME AND PASSWORD TO SCHEDULE YOUR MOVE. IF YOU ARE

4. UPON RECEIPT OF ORDERS PERSONNEL SHOULD REVIEW THE "ITS YOUR MOVE"
PAMPLET AT HTTP://WWW.TRANSCOM.MIL/J5/PT/DTRPART4/DTR_PART_IV_APP_K_1.PDF.
5. EXCEEDING HHG WEIGHT LIMITS IS THE NUMBER ONE REASON MEMBERS PAY OUT
OF POCKET COSTS FOR HHG SHIPMENTS. TO AVOID PAYING EXCESS COSTS, MEMBERS
MUST BE AWARE OF THEIR AUTHORIZED PCS WEIGHT ALLOWANCES (SEE ITS YOUR MOVE
PAMPHLET). A WEIGHT ESTIMATING TOOL IS AVAILABLE AT WWW.MOVE.MIL.
REMEMBER; NEITHER THE WEIGHT ESTIMATING TOOL OR AN ESTIMATE PROVIDED BY
THE TSP IS BINDING. AFTER YOUR HHG HAVE BEEN PICKED UP, CONTACT THE ORIGIN
TRANSPORTATION OFFICER TO GET YOUR ACTUAL CERTIFIED HHG WEIGHT. IF YOURE
HHG WEIGHT EXCEEDS YOUR AUTHORIZED WEIGHT ALLOWANCE, REQUEST A WITNESSED
REWEIGH AND ASK THE ORIGIN TRANSPORTATION OFFICE FOR ADVICE. KNOW THE
WEIGHT OF YOUR SHIPMENT(S) BEFORE THEY ARE DELIVERED. MEMBERS ARE
ENCOURAGED TO DISPOSE OF UNNECESARRY ITEMS PRIOR TO PACK UP DAY.
6. PROFESSIONAL BOOKS, PAPERS, AND EQUIPMENT (PBP&E), ALSO KNOWN AS PRO
GEAR, SHOULD ALWAYS BE DECLARED EVEN IF YOU DONT BELIEVE YOU WILL EXCEED
YOUR WEIGHT ALLOWANCE, BECAUSE IT REDUCES YOUR TOTAL WEIGHT POUND‐FOR‐
POUND. ENSURE THE ESTIMATED WEIGHT IS REFLECTED ON YOUR DD FORM 1299
PRIOR TO PICKUP. SEPARATE THE PBP&E BEFORE PICK UP DAY. THE MOVERS MUST
MARK AND WEIGH THE PRO GEAR SEPARATELY. CHECK YOUR INVENTORY FORM
PERIODICALLY TO ENSURE THE PBP&E IS ANNOTATED. PBP&E THAT IS NOT
SEGREGATED, MARKED AND WEIGHED SEPARATELY WILL NOT RECEIVE CREDIT. PRO
GEAR MAY NOT BE CLAIMED AFTER THE FACT.
7. PERSONALLY PROCURED MOVES (PPM). IF YOU ARE GOING TO MOVE YOURSELF OR
DIRECT HIRE A TSP YOU MUST HAVE ORDERS IN HAND AND COMPLETE A DD FORM 2278
IN DPS AND HAVE IT SIGNED OFF BY YOUR PERSONAL PROPERTY OFFICE PRIOR TO
TAKING ANY ACTIONS. YOU MUST ALSO ENSURE THAT YOU GET CERTIFIED WEIGHT
TICKETS (BOTH EMPTY AT ORIGIN AND LOADED AT DESTINATION). FAILURE TO
COMPLY WITH ALL PROVISIONS OF THE PROGRAM WILL RESULT IN NONPAYMENT. YOU
WILL LEARN MORE ABOUT PPMS DURING YOUR SELF‐COUNSELING IN DPS. MEMBERS
SHOULD USE THE WEIGHT ESTIMATING TOOL AVAILABLE AT WWW.MOVE.MIL WHEN
ESTIMATING THEIR PPM WEIGHT.
8. UPON ARRIVAL AT YOUR NEW DUTY STATION CONTACT YOUR TSP. LOG INTO DPS
AND UPDATE ANY CONTACT INFO AND CHECK STATUS OF YOUR SHIPMENT(S). YOU
SHOULD ALSO BE ABLE TO VERIFY THE WEIGHT OF YOUR SHIPMENT(S). YOU ARE
ENTITLED TO 90 DAYS OF PAID STORAGE. AFTER THAT YOU WILL BE BILLED,
UNLESS AN EXTENTSION FOR AN UNUSUAL CIRCUMSTANCE IS APPROVED BY YOUR
PERSONAL PROPERTY SHIPPING OFFICE.
9. PLEASE ENSURE THAT UPON DELIVERY OF YOUR HHG YOU COMPLETE THE CUSTOMER
SATISFACTION SURVEY (CSS). THE CSS PROCESS IS SIMPLE AND IS USED TO
DOCUMENT POSITIVE AND NEGATIVE PERFORMANCES. YOU WILL RECEIVE AN EMAIL
WITH INFORMATION ON HOW TO ACCESS THE CSS, AND A COMPUTER GENERATED
PASSWORD. YOUR EMAIL ID NUMBER WILL BE THE CSS LOGIN ID NUMBER. MEMBERS
SHOULD TAKE NOTES OF ANYTHING, POSITIVE OR NEGATIVE, THEY WOULD LIKE TO
INCLUDE IN THEIR CSS THAT OCCURRED DURING PACKING, PICK‐UP, OR DELIVERY.
YOUR PARTICIPATION IN THE CSS HELPS ENSURE ONLY QUALITY MOVING COMPANIES
ARE USED TO MOVE MILITARY MEMBERS AND THEIR FAMILIES.
10. DAMAGE CLAIM SUBMISSION IS THE RESPONSIBILITY OF THE MEMBER.
SHOULD A TSP OFFER TO SUBMIT A CLAIM ON YOUR BEHALF, RESPECTFULLY REFUSE
THE TSP AND REQUEST ALL DOCUMENTATION ASSOCIATED WITH YOUR MOVE. SUBMIT
YOUR CLAIM YOURSELF VIA DPS. SUBMIT EITHER THE NOTIFICATION OF LOSS OR
DAMAGE AT DELIVERY OR NOTIFICATION OF LOSS OR DAMAGE AFTER DELIVERY.
11. FULL REPLACEMENT VALUE (FRV) PROTECTION NOW APPLIES TO ALL HHG
SHIPMENTS. IT IS IMPORTANT THAT SERVICE MEMBERS UNDERSTAND THE TERM FULL
REPLACEMENT VALUE. THIS DOES NOT NECESSARILY MEAN THAT A MEMBER WILL
RECEIVE THE FULL REPLACEMENT COST FOR EVERY ITEM DESTROYED, DAMAGED OR
LOST. THE LIMITATIONS FOR PERSONAL PROPERTY LOST, DAMAGED, OR DESTROYED
WHILE IN THE CARE OF THE TSP ARE AT LEAST 5,000 DOLLARS PER SHIPMENT OR
4.00 DOLLARS TIMES THE NET WEIGHT OF THE SHIPMENT, WHICHEVER IS GREATER,
UP TO A MAXIMUM OF 50,000 DOLLARS. IF ADDITIONAL COVERAGE IS NECESSARY,
IT IS RECOMMENDED THAT THE MEMBER PURCHASES IT FROM A PRIVATE INSURANCE
COMPANY.
12. SAILORS MAY SUBMIT QUESTIONS ABOUT THEIR HHG MOVES VIA EMAIL TO
HOUSEHOLDGOODS(AT)NAVY.MIL.
13. COMMANDS ARE TO ENSURE ALL MEMBERS DEPARTING PCS RECEIVE A PRINTED
COPY OF THIS MESSAGE, AND THAT ALL ARRIVING MEMBERS COMPLETE THE CSS.
