AD 2.20 LOCAL TRAFFIC REGULATIONS

LRBS AD 2.21 NOISE ABATEMENT PROCEDURES

Each aircraft operator using the airport shall ensure at all times that the aircraft is operated in a manner calculated to cause the least disturbance practicable in areas surrounding the airport. In order to ensure noise abatement during night-time, between 22.00-06.00 LT, the following rules and operating procedures shell be applied:

1. RUN-UP TESTS

1.1. Ground running of aircraft engines is only permitted between 06.00-22.00 LT on stands 31, 32, 33 or, eventually, on

other stands designated by the marshaller. Run-up test shall be kept to the minimum consistent with operational needs. Ground running of aircraft engines is prohibited on stands A1 and A2.

1.2. The Airport Director may approve engine test runs at idle thrust in special circumstances, but not later than 23.00 LT.

2. PREFERENTIAL RUNWAY SYSTEM

2.1. Between 22.00-06.00 LT, runways shall be used preferentially, as follows:

- for landings : RWY 25 ;

: RWY 07.

- for take-off

2.2. Compliance with published noise abatement procedures shall not be required in adverse operating conditions such as:

a. if the runway is not clear and dry, i.e. it is adversely affected by snow, slush, ice or water, or by mud, rubber, oil or

other substances;

b. in conditions when the ceiling is lower that 150 m (500 ft) above aerodrome elevation, or when the horizontal

visibility is less than 1.9 km;

c. when the cross-wind component, including gusts, exceeds 28 km/h (15 Kt);

d. when the tail-wind component, including gusts, exceeds 9 km/h (5 Kt);

e. when wind shear has been reported or forecast or when adverse weather conditions, e.g. thunderstorms, are

expected to affect the approach.

3. REVERSE THRUST

3.1. Reverse thrust other than idle thrust shall only be used to an extent unavoidable for safety reasons.

4. NIGHT-TIME RESTRICTIONS

4.1. Pilots will avoid the use of auxiliary engines or auxiliary power unit (APU) between 22.00-06.00 LT.

4.2. Between 00.00-07.00 LT the following operations are not permitted:

a. technical or training flights (except MTOW < 5700 Kg);

b. planning of scheduled flights of aircraft with MTOW 50 tones.

4.3. All operators who plan scheduled commercial flights and/or charter flights between 22.00-06.00 LT need prior approval

by the Airport Director and these operations shall be subjected to an administrative charge as detailed in AIP Romania GAN

4.1-1.

4.4.

Scheduled and charter flights with ETDs and ETAs between 06.00-22.00 LT, but which, due to operational reasons, are

subjected to delays which become unavoidable, will also be charged as specified in AIP Romania GEN 4.1-1 in case take-off or landing occur between 2200 - 0600 LT.

ADMINISTRATIVE CHARGES

1. LANDING CHARGES

In order to reduce the number of turbo-jet aircraft which land or take-off between 22.00-06.00 LT, the landing charges on BUCUREŞTI / B<neasa are established in accordance with the MTOW of the aircraft and the applicable ICAO Annex 16 previous, as specified in AIP Romania GEN 4.1-1.

AD 2.22 FLIGHT PROCEDURES LOW VISIBILITY PROCEDURES (LVP)

1.

Description of facilities

1.1

Runway 07 is equipped with ILS and is approved for CAT II operations. Runways 07/25 are approved for LVTO.

2.

Criteria for the initiation and termination of LVP

2.1

Approach and landing

a)

The preparation phase will be implemented when visibility falls below 1500m and is deteriorated to 800m or ceiling is 500ft and is deteriorated to 200ft and CAT II operations are expected.

b)

The operations phase will be commenced when the RVR falls below to 600m (visibility falls below 800m) or ceiling is below 200ft.

c)

LVP will be terminated when RVR is greater than 600m (visibility is greater than 800m) and ceiling is greater than 200ft and a continuing improvement in these conditions is anticipated.

2.2

Take-off

a)

LVP operations will be provided when requested by an aircraft operator to conduct LVTO when the RVR is below 400M.

b)

If LVP operations are not in force, LVTO must be requested a minimum of 30 minutes in advance to permit the appropriate preparations.

3.

Details of runway exits

3.1

Runway exits are equipped with green / yellow coded taxiway centerline lights. After landing on RWY 07, BSA TWR shall instruct the pilot to vacate the RWY via TWY A or TWY D or hold in turning bay.

4.

Any ground movement restrictions

4.1

Upon receiving taxi clearance, aircraft must only proceed when a green centreline path is illuminated.

4.2

During LVTO, taxiing is normally restricted to one aircraft movement at a time. Operation of vehicles on the manoeuvring area is not permitted when LVTO is in progress.

5.

Description of LVP

5.1

CAT II Approach and Landing

a)

Pilots will be informed by ATIS or RTF when LVP are in operation;

b)

The localizer sensitive area will be protected when a landing aircraft is within 4 NM from touchdown and when

c)

an aircraft is conducting a guided take-off. ATC will provide suitable spacing between aircraft on final approach to achieve this objective.

5.2

Low Visibility Take Off

a)

Pilots wishing to conduct a guided take-off must inform ATC on start-up in order to ensure that protection of the localizer sensitive area is provided.

6.

Other information

Aircraft movements on the apron must be carried out with the direction of a “FOLLOW ME” car.

1.1

Pista 07 este echipat cu ILS i este autorizat pentru desf urarea opera iunilor CAT II. Pistele 07/25 sunt autorizate pentru LVTO.

2.

Criterii pentru ini ierea i terminarea LVP

2.1

Apropierea i aterizarea

a)

Faza de preg tire va fi implementat atunci când vizibilitatea scade sub 1500m i are tendin a de 800m sau plafonul este de 500ft i are tendin a de 200ft i sunt prev zute declan area opera iunilor CAT II.

b)

Faza opera ional va fi declan at atunci când valoarea RVR scade sub 600m (vizibilitatea orizontal scade sub 800m) sau plafonul este sub 200ft

c)

Procedurile în condi ii de vizibilitate redus vor fi incheiate atunci când valoarea RVR este mai mare de 600m (vizibilitatea orizontal este mai mare de 800m) i plafonul este mai mare de 200ft si este anticipat îmbun t irea continu a acestor condi ii.

2.2

Decolarea

a)

Opera iunile în condi ii de vizibilitate redus vor fi declan ate când exist solicitarea unui operator aerian s decoleze când valoarea RVR este mai mic de 400m.

b)

Dac procedurile în condi ii de vizibilitate redus nu sunt declan ate, LVTO trebuie solicitat cu 30 minute înainte pentru a permite preg tirile corespunz toare LVTO.

3.

Detalii privind eliberarea pistei

3.1

Racordurile pistei cu c ile de rulare sunt echipate cu lumini axiale codificate verde/galben. Dup aterizare pe pista 07, BSA TWR va da instruc iuni pilotului s degajeze pista prin TWY A sau TWY D sau s a tepte în buzunarul pistei.

4.

Restric ii privind mi carea la sol

4.1

Dup ob inerea autoriz rii de rulare, aeronava trebuie s înceap rularea doar atunci când luminile axiale au fost aprinse.

4.2

În timpul LVTO rularea pe suprafa a de manevr este restric ionat la o singur aeronav . Operarea vehiculelor pe suprfa a de manevr nu este permis când LVTO este în desf urare.

5.1

Apropierea i aterizarea CAT II

a)
