SUBJECT: APPROVAL OF RESOLUTION ACCEPTING DRAFT PLAN FOR REDISTRICTING OF HISD BOARD OF EDUCATION TRUSTEE DISTRICTS AND CONFIRMATION OF PUBLIC HEARINGS

Federal law requires that election districts for governmental officials who act in a representative capacity have approximately equal populations. With the completion of the 2010 Census, HISD must analyze and adjust trustee district boundaries to comply with federal law. Redistricting must be done in compliance with the Voting Rights Act and the Equal Protection Clause of the Fourteenth Amendment of the United States Constitution.

To achieve a successful redistricting process, the District has retained legal counsel and a demographer. HISD has also adopted a set of Priorities and Principals to guide the redistricting process. After reviewing statistical data related to HISD and conferring with individual trustees, a draft redistricting plan has been put forth. The draft or preliminary plan is intended to serve as the starting point for receiving public input regarding redistricting and HISO's Trustee Districts. Public hearings will be held to solicit comments from the public.

The following resolution accepts the draft plan for redistricting of the HISD Trustee Districts and schedules four public hearings to be held to receive comments from the public. No action will be taken toward adopting a redistricting plan until public comment is received and the Board of Trustees formulates a Final Redistricting

Plan. '

Resolution Accepting Draft Plan For Redistricting Of HISD Board Of Education Trustee Districts and Confirmation of Public Hearings

WHEREAS, the Houston Independent School District Board of Education ethe Board") is in the process of drawing new lines for its nine Trustee Districts based on 2010 Census data; and

WHEREAS, the Board has engaged legal counsel and consultants to assist in the redistricting process; and

WHEREAS, the Board has received reports and presentations from its legal counsel and consultants on a redistricting plan as authorized by the Board; and

WHEREAS, after making such reports and presentations to the Board, legal counsel and consultants have presented the Board with a draft plan for redrawing the nine Trustee Districts as described in Exhibit A hereto; and

WHEREAS, the Board has proposed and presented a schedule of four public hearings to be held for the purpose of presenting and receiving public comment on the draft redistricting plan, at the dates, times and locations as described in Exhibit B hereto; and

WHEREAS, formal notice of the foul' hearings will be made by publication; IT IS THEREFORE

RESOLVED that the Board hereby accepts the draft redistricting plan as prepared and presented by its legal counsel and consultants; and

RESOLVED FURTHER that such draft redistricting plan shall be presented to the public for comment at four public hearings; and

RESOLVED FURTHER that public hearings shall be held at the dates, times and locations as described in Exhibit B hereto in order to receive public comment and input on the draft redistricting plan.
