Dear Editor,

The Senate has just approved HB2880 and it is on its way back to the house. The supporters of this bill
claim this will improve voter registration. In fact this will move us further away for the Oregon
Constitutional requirements which are that those who vote be American citizens, at least 18 years of
age and residents of this state. Currently a declaration of citizenship is sufficient on the voter
registration card. No proof of citizenship is required.
This bill is about the voter act of 1993, which is a brain child of Cloward and Piven. The voter act of
1993 puts into place numerous regulations and a council to get voter registration into as many
government offices as possible, especially those that offer services to the community. It prohibits
anyone from discouraging anyone to register to vote for any reason including question their citizenship.
Further a statement that no services will be denied because of the application, must be declared to the
individual making application for those services. The act also restricts the amount of information that
goes to the elections division. Is this an attempt to get more non citizens services? It at least 'muddies
the water' in these departments as they are restrained from reporting non citizenship.
Registering to vote is a very simple process. If anything we should require citizenship proof of a birth
certificate, passport or naturalization papers so that we can abide by the Oregon Constitutional
requirements of citizenship. If someone needs assistance to pay for their certificate to prove these
requirements then we should provide them, so it would not be considered a poll tax. Thus our
Constitution would be honored and we would truly be helping Americans who are at a disadvantage to
get registered to vote.
I would encourage everyone to contact the representatives and ask them to remove “The voter act of
1993' from HB 2880 and replace it with “The Oregon Constitution”. We don't need to dilute Oregon
voters by providing voter registration and other services to non citizens.
