BACKGROUND
The Board of Education receives an annual summary of discipline data. Below and attached
pleasefindthatinformation.
SUMMARYOFFINDINGS
Overall,8589infractionswerecommittedbystudentsduringthisschoolyear.Atotalof8069,
or94%,wereClassIIinfractions,thesecondleastseriousclassofinfractions.Thisclassincludes
offensessuchasfailingtoservedetentions,truancy,anddefiance.Thesenumberscontinuea
trend that highlights the fact that in this large, suburban public high school, most of our
disciplineissuesareattendanceanddefiancerelated.
Despitewhatismentionedabove,therearecertainlysomethatwarrantattention.Belowisa
summarytablethatdisplaysthenumbersforsomeofthemoreseriousinfractionscommitted
thisyearandinpreviousyears.

acontrolledsubstance,fighting,andmobaction.Anincreaseisseenintheinfractionsofunder
the influence of an illegal substance, possession of an illegal substance, distribution/intent to
deliveranillegalsubstance,andbattery.
RECOMMENDATION(ORFUTUREDIRECTIONS)
Inanefforttohaveadeeperunderstandingofstudentsindividualsituationsandtohelpthem
experiencegreatersuccesshereatOPRF,theDeansemployvariousinterventions,utilizeboth
inschoolandcommunityresources,andofferalternativestosuspensions.Manystudentsare
referred inhouse to our resource managers and substance abuse counselor. Also, the
suspension alternative partnership continues with Thrive Counseling Center and Concordia.
With this partnership we are able to send students to receive counseling services from these
twocommunityresources.19studentsinvolvedinveryseriousdisciplineinfractionshadtheir
suspension days reduced by completing an agreedupon number of counseling sessions with
thesecommunitypartners.9homevisitswereconducted,aswellasover200conferenceswith
studentsandteachersand/orparents.Eachyearweworktoexpandthenumberofstudents
who receive counseling services through our community partnerships and will continue to
explore more ways for students to spend more time in class and less time suspended from
school.
AgendaItemNo.VI.B.
plantoimplementasystemwherestudentsextracurricularprivilegeswillberestricted
if they have outstanding detentions to serve. This plan was a recommendation of the
JointCommitteeonStudentBehaviorandDisciplinewhichwasapprovedbytheBoardof
Education.WefoundthispracticeatotherschoolsthatusePlasco.Therationaleisthat
students should be restricted from some of their extracurricular privileges until they
have fulfilled their student obligation of serving detentions earned from tardiness or
misbehavior.
The number of students involved in drug and alcoholrelated offenses has increased
from last year. This underlines the work the school is doing to try and combat this
problemduringtheschoolday.
ThesteadydecreaseinthenumberofinfractionscommittedbySPEDstudentsisdirectly
relatedtopositionoftheBehaviorInterventionistandtheworkthatisdonetoincrease
theirlevelofsuccess.

BACKGROUND
The information below provides specific summary and analysis of data shown on the
proceedingtables.
SUMMARYOFFINDINGS
5697(66%)infractionswerecommittedbymalesofallraces.
2892(34%)infractionswerecommittedbyfemalesofallraces.
3506(41%)ofallinfractionswerecommittedbyAfricanAmericanMales.Thisisan
increasefromlastyear,wherethisgroupcommitted36%ofallinfractions.
6140(71%)infractionswereforfailingtoserveadetentionfromPlascooradean
1976(23%)infractionswerecommittedbySpecialEducationStudents,whocomprise
15%ofourtotalhousedstudentpopulation.Thisdownwardtrendcontinues.In
20082009,SPEDstudentscommitted48%ofallinfractions.In20092010,SPED
studentscommitted30%.
RECOMMENDATION(ORFUTUREDIRECTIONS)
As mentioned in the Semester One report, with the implementation of Plasco, we
experienced some outcomes that were not predicted. While the overall number of
tardiesdecreasedandtherewasavisible,positivedifferenceinourhallways,theamount
of students choosing not to serve detentions increased significantly. Hundreds of
detentionsweregivenouteachweek,whichmeansmorestudentshadtheopportunity
tochoosenottoservethosedetentions.Tohelpcombatthisproblemfornextyear,we

SUMMARYOFFINDINGS
WehaveseenadramaticincreaseintheoverallnumberofISSforthisschoolyear(1382from692),likely
duetotheincreaseinClassIIinfractionscommitted,asmentionedearlierinthisreport.Thenumber1382
includesthenewhalfdayISSconsequencethatwasaddedsecondsemester.Inreviewinghowthenew
Plasco tardy procedure was working, we found many students who chose not to serve their detentions
werelandinginISSveryquickly,whichmeantmoretimeoutofclass.ThehalfdayISSwasusedsecond
semesterinanattempttodecreasetheamountofmissedclasstimeduetosuspensionforfailingtoserve
detentions.295ofthe1382wereforhalfdayISS.Thefollowingshouldalsobenoted:
90%ofallISSsissuedwereforClassIIinfractions,theclassinwhichwehaveexperiencedthemost
significantincreaseininfractionssuchasfailuretoservedetention,defianceanddisruptive
behavior,asmentionedearlierinthisdocument.
WesawadecreaseintheoverallnumberofISSsforourmoreseriousclassesofinfractions,Class
IIIandClassIV:
In20092010therewere105ISSsforClassIIIinfractionsand5forClassIV.
