It also enables them to demonstrate the process of developing government policies and how these policies impact on the public services. Task One (P1, P2, M1) Individual Task A: Create a diagram or flowchart that explains the structure of Government in the United Kingdom. With each of the three levels of Government you must discuss the role of that level. (P1). B: Provide notes that outline three Government Departments with responsibility for the Uniformed Public Services. Describe who has overall responsibility, what services are managed by the department and what the departments responsibilities are (P2). C: Analyse the responsibilities for two levels of Government in the UK. For this, you will need to evaluate the current organisational structure for your chosen two levels of Government and draw conclusions as to why they have been structured in this way (M1). Considerations Levels of government and their responsibilities: European Parliament; central government; devolved parliaments, local authorities; regional governments; other local authorities; other institutions in the government process, e.g. the monarchy, House of Commons, House of Lords; branches of government (Executive, Legislative, Judicial); main roles at government levels e.g. prime minister, government ministers, members of parliament, mayors, council members; London Assembly To know the responsibilities of government departments and other levels of government for specific public services you should include some of the following: Ministry of Defence, Home Office, Ministry of Justice, Department of Communities and Local Government. You should also consider: Accountability of public services: inspectorates used to monitor public services activities e.g. HM inspectorates (constabularies, prisons, probation, Independent Police Complaints Commission, Care Quality Commission, defence vetting agency); local organisations e.g. police authorities, health authorities, fire and rescue authorities Task 2 (P3, M2, D1) Individual Task Describe the process of a General Election and ensure that you clearly identify to which level of government it relates. You may want to use photographs and a flowchart, and include a description to identify the complete process from the initial application to stand for election to the declaration of the vote (P3). Once this is complete, you are to compare the election process for two different levels of Government (M2). Considerations In order to understand the democratic election process for each level of government in the UK you should consider the following: Democratic election processes: who is entitled to stand for election; candidate selection processes; the influence of the party system on elections; representatives; period of election; publicity and electioneering activities undertaken; the voting processes e.g. personal, postal, electronic; election day activities for different elections, e.g. general elections, local elections e.g. parish, district, county, metropolitan boroughs elections; responsibilities of elected bodies; voting systems used e.g. first past the post, single transferable vote, alternative vote, proportional representation Task 3 (P4, M3, D2) Group Work/Class Presentation Government has to create legislation that deals with events or provides new rights & responsibilities to particular groups. In class, you are to describe two pieces of legislation that have impacted upon the Uniformed Services (P4), and, using examples, explain how these services have been affected (M3). In addition, considering the upheaval that new

legislation causes, you are to evaluate the impact of these pieces of legislation upon the uniformed services (D2). You will need to provide evidence of your research. Considerations To assist you in completing this task you should consider policies affecting different public services: policies that influence all services, e.g. environmental, civilian, equal opportunities, human rights, financial reductions or increases; policies affecting the military services e.g. declarations of war, increased use of reserve forces, increased use of technology; links with other international services (NATO, United Nations, combined services activities); policies affecting the emergency services e.g. fire and rescue station closures in some areas, target setting standards (attendance times, petrol usage, financial targets) Task 4 (P5) Group work Occasionally, Government makes decisions, or makes new laws, that are unpopular or controversial. When there are large protests, or acts of civil disobedience, it is the uniformed services that have to manage the situation. In groups, you are to create a poster that highlights three differing types of social response to Government Policies (P5). Considerations You should consider the following social responses to government policies: how government actions affect the public services e.g. civil disobedience, demonstrations involving the police and ambulance services, terrorism affecting all the services, meetings that require police attendance, picketing of sites such as military bases and closing companies, sit-ins to prevent road building Task 5 (P6, M4) Group work/ Class Presentation In groups, you are to produce a flowchart that explains how Parliament creates new laws. The flowchart should be simple and concise (P6). Include additional information that explains this process. In addition you will be questioned are to analyse this process and decide whether it is effective or not. (M4). Considerations In order to assist you, you should consider a number of the following in your response to this task. Development processes: meetings that will occur to create policies e.g. cabinet meetings, parliamentary committees and subcommittees, the use of white papers and green papers in Parliament, consultation meetings, public meetings or enquiries; representations from outside government e.g. from opposition members of parliament (MPs), letters to MPs, MPs constituency surgeries. The legal processes used to create legislation: the drafting of the statute; laying before parliament; parliamentary readings; voting in House of Commons and House of Lords; signature by the monarch; setting dates of implementation; issuing guidance and directives to public services to support the implementation and identify their accountability; advertisements in media to publicise the law; financing of charities and organisations to assist in the implementation of policies e.g. Princes Trust, NACRO, the crime reduction charity, probation services.
