G. V. Gubko. Optimization of resources of the organization. In this paper the mechanism is suggested for an integrated
efficiency assessment coupled with the algorithms for resource allotment optimization. The resource allotment algorithm applies the
rules of priority and harmonization to the normalized tree of integrated estimates convolution matrices. The algorithms suggested
solve the problem of optimal resource allotment under the budget
constraint by determining the top-priority directions of growth while
keeping acceptable performance of the rest of enterprise activities.

of subjects of business and their organizational structures. On

megacity St.-Petersburg are opened, the list of the diagnosed

Production of the improved quality pays back additional expenses
while in service. To estimate the given effect it is possible qualitative
and quantity indicators. As quality standard safety, durability, constructive durability, ergonomics and ecological compatibility of objects of real estate can serve. The quantitative estimation can be
expressed cost indexes of economy of the consumer while in service
on the expenses connected with elimination of discrepancies (correction of defects); with more effective power savings, water consumption and others. Distinction of techniques existing for today
according to quality of building production is caused by necessity of
perfection of theoretical and methodical bases of an estimation of
quality which would consider the basic requirements of the market
dictated, in turn, by the solvent consumer of building production. It
causes necessity of perfection of methodological bases and methodical approaches to an estimation of quality of building production.

L. N. Medvedeva. Average cities at the Russian modernization space. The author works out the idea of further development of cities, as well as determining their place in the innovation

B. S. Saparova, . . Saparova. World practice of foreign investments attraction in the conditions of financial crisis.
The article forms a purpose of using the experience of attracting
direct foreign investments to Russia and Republic of Kazakhstan on
the basis of the world practice. It considers the factors and principles
impacting the inflow of foreign investments. The article also prioritizes targets of the countries, using the widest set of instruments, in
particular, one of the effective tools of state investment policy in the
whole world is a creation and functioning of free economic area (further FEA). Main task of FEA is a quick inclusion of the country into
the international division of labour. For instance, success of chines
FEA is based on the factors inherent only to that country. Distribution
of investment flows among the regions. The article emphasizes attention to the factor of transnationalization, as an important channel
of financing foreign investments. However, some countries have
restrictions, which is one of the reasons of active development of
securities market. Article reveals problems of attracting foreign investments, makes conclusions about that experience of the world
practice can influence positively investment policies of Russia and
Kazakhstan.
