The undersigned hereby tender and offer (subject to the CSPDCL's conditions of tendering) the CSPDCL to supply the plant, machinery and materials and execute and to the several works and things which are described or referred to in the Details of Technical Particulars attached to tender document No.02-03/ED(S&P)/334 and its enclosures and in Schedules to the side Details of Technical Particular copies of which are annexed here to and which under the terms thereof are to be supplied, executed and done by the contractor and to perform and observe the provisions and agreements or the part of the contract contained in or reasonable to be referred from the said tender documents for the sums and at the rates sets out in Schedule-III annexed here to. The questionnaire enclosed with this tender document has been fully answered and is enclosed herewith (if the questionnaire is not answered in full, the answer to various question may be taken so as to be advantageous to the CSPDCL unless contrary is mentioned in the body of the tender). SPECIAL CONDITIONS/INSTRUCTIONS TO THE TENDERERS
(IMPORTANT: Except as otherwise provided in any subsequent modification/LOI/Order, the provision of this Annexure shall have effect notwithstanding anything inconsistent therewith contained in any other Schedule/ Annexure/ Clause/ Terms/ Condition of this tender document) 1. Sealed offers in duplicate are invited for SUPPLY, INSTALLATION, TESTING AND COMMISSIONING OF AUTO-SWITCHED 11KV CAPACITOR BANK AND UPGRADATION & AUTOMATION OF EXISTING CAPACITOR BANKS on turnkey basis as per the specification attached, as indicated hereunder:Package A- NEW AUTO-SWITCHED 11KV CAPACITOR BANKS AT 33/11 KV SUB STATIONS. Package B- UPGRADATION & AUTOMATION OF EXISTING 11 KV CAPACITOR BANKS AT 33/11 KV SUB STATIONS 2. The Chhattisgarh State Power Distribution Company Ltd., Raipur (or any authority designated) - hereinafter called 'OWNER' or CSPDCL or Company - will receive bids as per the accompanying specification. All bids shall be prepared and submitted in accordance with instructions, terms and conditions stipulated in the tender. 3. Date of submission of tender is 16.09.2011 upto 3.00 PM and tender will be opened on same day at 3.30 PM in the Office of ED(S&P), CSPDCL, Danganiya, Raipur. 4. Pre-Qualifying Requirement:- The offer of those tenderers, who fulfill following criteria, will only be considered: (a) (i) Bidder shall be manufacturer of 11 KV Capacitor Banks of offered make. Necessary documentary evidences attested by Notary should be submitted. OR (ii) The bidder should have successfully supplied and commissioned minimum 50 Nos. of 11 KV Automatic multiple steps switched outdoor capacitor banks on turnkey basis. b) 11 kV Capacitor banks of offered make having atleast total capacity of 100 MVAr should have supplied and installed during last five years in any State Electricity Board/ Power Distribution Company. c) The bidder should have sound financial capability. Only such bidders (bidder/joint venture) will qualify to participate in the tender, who have annual turnover not be less than Rs.30.00 Crores during any two financial years from FY09 to FY11. The bidder is required to furnish Notary Attested copies of audited Balance Sheets certified by Chartered Accountants for having required turnover. In absence of this the offer shall be out rightly rejected and will not be considered for opening of Price Bid. Joint Venture Joint Venture is allowed subject to following conditions:a) The Joint Venture members should not be more than 2 members. One of them, should be manufacturer of 11 KV Capacitors Bank of offered make.

b) The Bid shall fulfill all the requirements as per above PQRs from (a) to (d). c) The bid shall be signed so as to be legally binding on both the partners. d) One of the partners, responsible for performing a key component of the Contract, shall be nominated as Lead Partner. This authorization shall be evidenced by submitting with the bid a power of attorney signed by legally authorized signatories of other partners. e) The Lead Partner shall be authorized to incur liabilities and receiver instructions for and on behalf of other partner of the Joint Venture, and the entire execution of the Contract shall be done by lead partner and payment shall be made exclusively to the Lead Partner. f) All partners of the Joint Venture shall be liable jointly and severally for the contract in accordance with the Contract awarded. 5. Prices:- Prices and price components under subject package shall be FIRM and shall not be subject to any price variation or adjustment on account of any price escalations throughout the execution of the contract. Price bid has to be submitted in prescribed format only as per Schedule-III. The Price bid must be without any assumption, condition, qualification, reservation or variation. Conditional tender offer or offers at variance from prescribed specification would be ineligible to compete for the tender. 6. Taxes & Duties:(A) SUPPLY:-

6.1 FOR BOUGHT OUT ITEMS: All customs duties, excise duties, sales tax and other levies payable by the Bidders in respect of the transaction between the bidders and their vendors/sub-suppliers while procuring any components, subassemblies, raw materials and equipment shall be included in basic unit rates and no claim on this behalf will be entertained by the Owner. No variation in taxes and duties for bought out items will be paid. However, Entry tax as applicable for destination site/state on all items of supply including bought out finished items (as identified in the Contract), which shall be dispatched directly from the sub-vendors works to Owners site (sale-in-transit) shall not be included in the bid price. The applicable Entry tax in respect of the said items of supply will be paid by the CSPDCL directly. 6.2 FOR DIRECTLY SUPPLIED ITEMS BY CONTRACTOR TO OWNER: Sales Tax, excise duties, local taxes and other levies in respect of the transactions between the Owner and the Contractor under the Contract, if any, should be indicated separately wherever applicable in respective columns in the Price Bid Proposal Sheets. Wherever ex-works price / basic unit rate is quoted exclusive of Excise duty applicable on the transaction between the Owner and the Contractor, then the due credit under the MODVAT (Modified Value Added Tax), scheme as per the relevant Government policies wherever applicable, shall be taken into account by the Bidder while quoting price. 6.3 In respect of transactions solely between the Owner and the Contractor (for dispatches made from the Contractors works under the Supply Contract), Sales Tax, Excise Duties, local taxes and other levies shall be paid/reimbursed by the Owner at the applicable rate at the time of dispatch subject to following:

a) No upward variation in statutory levies is paid upto the maximum slab of normal tax-structure applicable on the date of tender opening. b) No upward variation shall be payable beyond the contractual delivery/work schedule. In case supply/work against the contract is completed late i.e. beyond contractual schedule and rate of Excise duty/Sales Tax undergoes upward revision, the payment will continue to be made only on the basis of rates prevailing during the contractual schedule. However, in case the rate of statutory levy (ies) undergoes downwards revision then the delayed supply/work beyond contractual period will attract reduced rate of statutory levy (ies). c) Downward revision in statutory levies shall always be passed on to CSPDCL. d) No payment shall be made in any case, on account of upward revision of statutory levies due to change of taxation slab. 6.4 Concessional Sales Tax declaration forms, as admissible, would be issued to the Contractor, on request for all items (as identified in the price schedule of the bid) to be supplied directly by the Contractor as well as for the items to be supplied by the subsupplies as sale in transit. 6.5 Any other Taxes: Duties if any applicable extra on finished material shall be specifically brought out in the offer. It will be presumed that while quoting the F.O.R. Destination prices, the bidder has taken into consideration all the taxes pertaining to the Central, State and local bodies. Implication of VAT in the State of Chhattisgarh should be considered. Any variation in statutory taxes within stipulated completion period shall be in the account of CSPDCL. (B) CONSTRUCTION :6.6 Work Contract Tax :- The erection part of the contract is work contract, therefore Work contract tax as applicable will be recovered. The bidders are requested to offer their rates inclusive of Work Contract Tax as applicable. 6.7 Service Tax :- Service tax, if applicable, for the service rendered by the Contractor to the Owner shall also be indicated separately and shall not be included in bid price and same would be reimbursed to the Contractor separately by the Owner subject to furnishing of documentary proof. No upward variation in statutory levies is paid upto the maximum slab of normal tax-structure applicable on the date of tender opening. 6.8 Cess under Building and other Construction Workers Act,1996 :- The contractor for carrying out any construction work in Chhattisgarh State must get themselves registered from the Registering office under section 7(1) of the Building and other Construction Workers Act,1996 and rules made thereto by the Chhattisgarh Govt. and submit certificate of Registration issued from the registering officer of the Chhattisgarh Govt. (Labour deptt) for enactment of this Act. The constructor shall be required to pay cess @ 1% of the cost of construction work to be deducted from each bill. 6.9 Any other tax: - If any other taxes or duties except Work Contract Tax and Service Tax become payable during the completion period of contract, the same shall be paid extra by CSPDCL to the contractor as per actual on submission of documentary evidence, having paid the same as per the rules. Any variation in statutory taxes within stipulated completion period shall be in the account of CSPDCL.

6.10 The contractor shall be solely responsible for all taxes, duties, license fee etc. if any, for all the equipments and materials covered under this contract to the concerned authority as applicable time to time. 7. The notarised copies of all the desired type test certificates from the Govt. standard test laboratory / Govt. approved laboratory alongwith approved drawings of type tested equipments, shall be submitted alongwith the tender, failing which the tender will be liable for rejection. The type test certificate of tendered item / materials shall not be more than 5 years old from the date of opening of the tender. The tenderers are required to submit type test certificates for all the tests as per requirements prescribed in Technical Specification from reputed / recognized Govt. lab alongwith the offer. We may also ask for the original test certificates for verification, if we desire so. 8. Award of Contract:- Lowest bidder will be considered for awarding contracts at lowest quoted rates for each package. It is mandatory for the bidders to offer rates for full tender quantity of a package of work. 9. Performance Guarantee:- The contractor shall provide guarantee for faithful execution of Contract and replacement guarantee performance of the 11 KV Capacitor Bank. 11 KV Capacitor Bank shall have a guarantee for 36 months. If during the course of 36 months subsequent to the date of handing over of work, any of the goods found to be defective in materials or workmanship or develops defects during service, they will have to be replaced by the contractor, free of all charges. The suppliers will make all necessary arrangements on these accounts. Further, it is clarified that all the charges towards carrying out replacement including packing/forwarding loading/unloading and transportation shall be borne by the Contractor. The amount deposited under security deposit clause shall also cover the performance guarantee of the material replaced In case of premature failure, Contractor shall replace the defective capacitor Banks at site within a period of 15 days from the date of receipt of failure information. Contractor will maintain an office at Raipur with telephone and Fax number alongwith a ready stock of spare Capacitor Banks. In case delay in replacement of Capacitor Banks, penalty @ 0.5% of Capacitor Banks value per week will be charged. After replacement of defective capacitors with new ones, the defective capacitors would be returned to the manufacturer. In the event of the suppliers inability to adhere to the aforesaid provisions, suitable penal action will be taken against them, which may interalia, include forfeiture of Security Deposit/pending bills and debarring/ blacklisting of the firm for future business with the Company for a certain period. 10. Earnest Money:- Each tenderer, except those who are exempted, should submit an earnest money of Rs.5.0 lacs (Rs.Five lacs only) in a separate envelope (PART-I) super-scribing EMD. The tenders not accompanied with EMD or accompanied with inadequate EMD will summarily be rejected and returned unopened. EMD should be submitted in the form of BANK DRAFT in favour of Manager (CAU), CSPDCL, Raipur payable at Raipur. The bank draft shall be issued from the nationalized/ scheduled bank. 11. Security Deposit:- The contractor shall furnish security deposit either in form of DD drawn in favour of Manager (CAU), CSPDCL, Raipur or FDR pledged with the Manager (CAU), CSPDCL, Raipur or in the form of Bank Guarantee from Nationalised/Scheduled Bank for an amount of 10% value of the

order for faithful performance of the order and to cover the guarantee on supplied and installed material. The SD shall be submitted within 30 days of receipt of individual work order and shall be kept valid for period covering the schedule completion period and the period of performance guarantee plus 6 months claim loading period. In the event of extension of completion date, the validity of the bank guarantee shall also be suitably extended. The bank guarantee shall be executed in stamp paper worth Rs. 250/- or as per the prevailing legal requirements. No interest shall be payable on the Security Deposit. Without acceptance of security deposit by ED(S&P) office, no payment will be released to the Contractor. Provision of Permanent Security Deposit shall not be applicable to the contracts issued under this tender. 12. TERMS OF PAYMENT:- The payment to the contractor will be made by the owner as per the guidelines and conditions specified hereunder:Qty of material Of min. 20% Sites Payment Terms 70% of the cost of the major items such as capacitor bank, VCB and its accessories shall be paid (normally within 30 days from the date of submission of bill) against receipt of material issued by the consignee or officer-in-charge as the case may be. 70% of the cost of the major items such as capacitor bank, VCB and its accessories shall be paid within 30 days from the date of receipt of contractor bill on completion of installation work of 20% quantity of capacitor bank (supplied in previous lot). 70% of the cost of the major items such as capacitor bank, VCB and its accessories shall be paid within 30 days from the date of receipt of contractor bill on completion of installation work of 60% quantity of capacitor bank (supplied in previous lots). Balance 30% of the cost of the major items and other charges towards the supply of balance material shall be made with erection charges within 30 days from the date of receipt of contractor bill on completion of work. iii) The inspection and/ or T.C. approval iv) Detailed packing list, if required. 12.3 The original bills should be forwarded to the paying authority and should be marked "ORIGINAL". 12.4 The following documents will have to be forwarded to the paying authority alongwith bills in triplicate:i) Bill/ Invoice. ii) Zerox copy of despatch documents i.e. RR/MTR. iii) Despatch clearance/instructions. iv) A certificate issued by the Incharge of the location where capacitor bank is installed regarding completion of the work and taking over of the possession of duly commissioned Capacitor Bank by the CSPDCL. 12.5 The Material Receipt Certificate will be forwarded by the consignee to the paying authority for payment, as well as to the suppliers towards acknowledgement of receipt of material including part consignment to the extent it is received in good condition and is serviceable. 13. Time-Schedule for Completion of Work:- Time Schedule shall be as under: Survey Survey & BOQ of 100% Sites within 2 months from dt. of detailed order. Material offer for Inspection Capacitor bank & other main accessories min. 20% qty. within 4 months from dt. of detailed order. Capacitor bank & other main accessories min. 40% qty. within 7 months from dt. of detailed order. Capacitor bank & other main accessories min. 40% qty. within 10 months from dt. of detailed order. Erection, installation and work completion. Min. 20% sites within 4 months from date of DI or handing over of work site whichever is later. Min. 40% sites within 6 months from date of DI or handing over of work site whichever is later. Min. 40% sites within 6 months from date of DI or handing over of work site whichever is later.

Target period for completion of all installation and commissioning work is 18 months. No extra time shall be given for completion the contractual formalities. 14. Penalty :- If the contractor fails to complete the supply, erection and commissioning work within the specified schedule specified in the work order or any extension granted thereto, the CSPDCL shall recover from the contractor as penalty a sum of one half of one percent (0.5%) of the contract price of the incompleted portion of the work for each calendar week of delay. For this purpose, the date of commissioning/taking over shall be reckoned as the date of completion. The total penalty shall not exceed 10% (ten percent) of the contract price of the incompleted portion of work. Alternatively, uncompleted work may be got done through other agency on account and at the risk of the contractor; OR CSPDCL may cancel the

contract for the uncompleted work, with liability recoverable from the supplier, as assessed by the CSPDCL. 15. Agreement :- An agreement shall be signed between Contractor and designated officer/officers of the CSPDCL on judicial stamp paper worth Rs.250/16. Variation in quantities:- Overall quantity of capacitor banks may vary upto 10% to be installed against the Contract. However, quantities of individual equipments/component and other items mentioned in the tender document may also subject to change. CSPDCL reserves the right to increase or decrease the quantity of goods / services specified in the Price & Quantity Schedule based on actual requirement at the time of award of contract / at the time of execution of work without any change in price or other terms and conditions. Therefore, inter-item adjustment is not allowed. Tenderers are advised that prices of an item should not be adjusted in the prices of others in the price bid. Price of each item should be quoted on its own because quantity of any item may increase or decrease at the time of award/execution of work and, in such a case, unit price of each item will be the basis of the payment. Also, CSPDCL reserves the right to ask the contractor to supply individual item for the use in another work/package which is not contracted to him. CSPDCL also reserve to procure VCBs (not the C&R Panel) directly from other vendor and provide to Contractor for installation and delete it from the scope of the Contractor. 17. Evaluation of Price bid:- Price bid will be evaluated on basis of prices offered for one complete package (for quantities as indicated in the Price Schedule) including supply and installation of all kind of capacitor banks. 18. Licence for Electrical Work:- Contractor/sub-contractor, who is executing the erection, testing and commissioning work at site should mandatorily have valid A Class electrical license issued by Chief Electrical Inspector, Govt. of Chhattisgarh. If contractor has license issued by other states, it should be endorsed from Chief Electrical Inspector, Govt. of Chhattisgarh. Copies of the license shall be submitted to ED(S&P) and engineer-in-charge before commencement of the work. 19. Brand Names:- The specific reference made in this tender specification to any material/ equipment by reputed brand names, make or catalogue number shall be construed as establishing standards of quality and performance. Normally, material of specified brands, if any, shall be preferred. However, bidders may offer other similar material/equipment also provided such material / equipment meet the specified standard, design, quality, market reputation and performance requirements. The Bidder shall furnish adequate technical information about such alternative material/equipment to enable CSPDCL to determine its acceptability. ED(S&P) CSPDCL Raipur or technical committee, if any, appointed for the purpose shall be the sole judge on the acceptability or otherwise of such alternative material /equipment. CSPDCLs decision in this regard shall be final and binding. Please note that in case such alternative material /equipment offered by a bidder is not accepted by the purchaser, he has to offer material /equipment of referred/recommended make(s) otherwise price bid of his offer shall not be opened. 20. Performance of earlier supplied Capacitors & VCB: - Bidders should submit performance reports about the performance of Capacitors & VCBs supplied by them to SEBs / Power Companies (Genco/Transco/Discom). Such reports should have been issued by the user SEBs / Power Comapnies. Performance Reports may be considered during the evaluation of bids.

However, notwithstanding to performance reports submitted by the bidders, contracts shall not be awarded to those bidders, performance of whose offered equipments is not found to be satisfactory in CSPDCL and their offers shall be rejected before opening of price bids. In case bidder chooses to submit his offer on downloaded tender document, they will be required to deposit specified tender fee (cost of tender documents- non refundable) in form of DD in favour of Manager (CAU), CSPDCL, Raipur payable at Raipur. The bank draft shall be issued from the nationalized/ scheduled bank. DD should be enclosed with the part II of the tender offer. A N N E X U R E -II DISCRIPTION OF WORK 1.0 SCOPE OF TENDER:1.1 The scope of the tender shall be as under:Package A:- As per tender the scope of the work of new capacitor bank installation consist of two parts as under. (a) Supply of complete set of equipment/structure etc. as per schedule-III(A)-1 for 12.1 KV 1815 KVAR capacitor bank and schedule-III(B)-1 for 12.1 KV 1089 KVAR capacitor banks (b) Erection, testing and commissioning works as per schedule-III(A)-2 for 12.1 KV 1815 KVAR capacitor bank and schedule-III(B)-2for 12.1 KV 1089 KVAR capacitor banks. Package B:- As per tender the scope of the work of up-gradation and automation of existing capacitor bank shall be as under. (a) CSPDCL has installed 11 KV 1200 KVAR capacitor bank on 5 MVA 33/11 KV power transformer having mounting structure, VCB, Control Panel, CTs, RVT, Isolator with earth switch structure for isolator, LA etc. The number of locations where capacitor units/bank and allied material are found faulty/not working during survey shall be reported by the successful bidder to CSPDCL after issuance of work order with requisite specifications. The replacement of faulty/ not working capacitors and allied material required to complete the job will be in the scope of work of bidder. Details of Existing Capacitor bank:- 11 KV 1200 KVAR capacitor bank consist of 12 single phase capacitor units of 121 kVAr. Each phase have 4 units in parallel which are connected in ungrounded star. (b) (c) The bidder should submit BOM/BOQ after detailed survey. The scope of work includes supply of complete set of equipment/structure etc. as per schedule-III(C)-1/BOM for upgradation and automation of 12.1 KV 1452 KVAR capacitor bank. for

(d) Erection, testing and commissioning works as per schedule-III(C)-2 upgradation & automation of 12.1 KV 1452 KVAR capacitor bank 1.2

Though the offers have been invited to execute the work on turnkey, but CSPDCL reserves the right to place order for part of the tendered quantity for supply of material covered in Schedule-III(A)-1, Schedule-III(B)-1 and schedule-III(C)-1. This may be noted by the bidders specifically. The galvanized steel mounting structure to be supplied, for 12.1 KV 1815 KVAR, 1089 and upgradation of existing 1452 KVAR capacitor bank and associated equipment shall be hot dip galvanized. The charges towards erection and commissioning work shall include transportation, storage, erection (labour), insurance, service tax and all other applicable taxes.

The offers submitted for any one of the above scope shall not be considered and shall be summarily rejected. The bidders have to indicate their capacity/capability for (i) supply portion (complete set with associated items) and for (ii) supply, erection, testing and commissioning on turnkey basis from the next month of placement of order. The scope of work envisages installation of new auto-switched 11 KV capacitor bank and up gradation and automation of existing 11 KV capacitor bank at 33/11 KV sub-stations of CSPDCL, complete with associated equipments. The bidders will have to manufacture/ supply power capacitors, current transformers, VCBs, isolators, control and relay panels, residual voltage transformers, lightning arresters, capacitor switch, series reactor galvanized steel structures for all equipments and all associated interconnections and accessories to make each installation complete in all respects. The work shall also cover supply of civil material like cement, sand, metal etc. required for casting of civil foundations for capacitor bank and all its associated equipment, construction of cable trenches, supply and laying of armoured copper control cables, supply of earthing materials and provision of earthing including pit digging etc. in each sub-station. Scope of work will also include design of installations, complete erection of all equipments and accessories, testing and commissioning of installation. CSPDCL will not supply any material or accessory for completing the installation. Each and every item will have to be organized by the bidder. This scope of the tender also covers following:-

a)

Transportation and delivery of equipments and material at project sites.

b) Supply of fabricated galvanised steel structures for equipments including galvanized nut-bolts, washers, earthing material viz. M.S. flats, earthing rods/ pipes etc. c) Erection of structures for all equipments. The relevant drawing of structures shall be got approved by the bidder immediately after placement of order. d) Installation of outdoor electrical equipments in the 11 KV yards and also of indoor equipments in the control room building. e) Inter equipment connections/Jumpering.

f) Laying of control cables on the cable racks/angles in the outdoor switchyard and in the control room building and laying of cables in buried cable trenches. g) h) Construction of earthmat, earthing pits including work of grounding electrodes. Erection of other equipments and material required for the installation.

i) Any such associated work not specifically brought out above but may be necessary to complete the capacitor installation.

(j) Providing 11KV supply up to the 11KV Isolator shall be within the scope of the CSPDCL. Any bus-bar material like suitable connectors/clamps, post insulators or any other items required for erection and commissioning of the capacitor & its associated equipments shall be arranged by the bidders. (k) Existing 11 KV CT , PT of power transformer protection may be utilize for APFC relay. However, in case of 11KV VCB, 11 KV CTs shall be supplied by bidder. (l) Pre-commissioning test shall be done on all the equipments at the work site by the Contractor in the presence of CSPDCLs authorised representative / engineer. (m) After energisation of the capacitor bank, a certificate regarding completion of work shall be forwarded to the Manager (Bills), Raipur by the incharge of location for release of payment. (n) The extent of installation/ construction works covered under this contract include all items mentioned in specification or its schedules, not-withstanding to the fact that such items may have been omitted from the specification or schedules. Such of the items not specifically indicated in the specifications or drawings but which are required to complete the work shall also be deemed to be within the scope of work of the contractor. (o) Contractor shall complete the work in every respect in accordance with the contract and to the satisfaction of the CSPDCL and the manufacturer's representative where the services have been provided by the CSPDCL.. SURVEY: 2.0 The Contractor alongwith CSPDCL engineer/staff will be required to conduct a detailed survey of the proposed sites (33/11 kV S/S) of the capacitor bank installation. (i) In case of package A- The Contractor is required to furnish to the owner the location of the proposed capacitor units in identified 33/11 kV S/Ss along with associated equipments and materials. (ii) In case of package B- The contractor is required to conduct a detailed survey of existing 11 KV 1200 KVAR capacitor bank at identified 33/11 kV S/Ss. Contractor will also check/test the healthiness of existing equipments. In case, any unit of existing capacitor bank or any other equipment found faulty/not working during the survey, same is to be replaced by the contractor, accordingly the contractor will prepare Bill Of Material and furnish to the engineer along with location of the proposed capacitor unit along with associated equipments and length of cables. The time period for the same shall be specified in the contract depending upon the quantity and details, the owner will communicate approval to the same at earliest. The quantities of materials required for the installation and shall be based on this approved location & BOM. Successful contractor shall take action for their procurement, supply and installation. The Contractor is required to note that the quantities indicated in the bid volumes herein are only tentative for purposes of bid submission and bid evaluation.

3.0

DISMANTLING & RETURN OF SCRAP / PARTIALLY USED MATERIALS OF OWNER: All dismantled equipments / materials either serviceable or scrap shall be accounted jointly by representative of Engineer in charge and representative of agency. The details of returned material duly received by CSPDCLs officer shall be enclosed alongwith bills. Completeness of work at S/S and package :The offers will be accepted for the complete scope of work of a package The work may be distributed substation-wise, if considered necessary. It is again clarified that the works in all the locations will have to be done simultaneously, so that all the banks get commissioned within scheduled time.

4.0

OTHER REQUIREMENTS TO BE NOTED BY BIDDERS:4.1 Bidders are requested to go through technical requirement carefully and it may be noted that furnishing of all information as required in various schedules enclosed is a must. In case any of the schedules, duly filled-in, is not furnished or confirmation as required in the Annexure is not given, the tender will be treated as incomplete and may be liable for rejection without any correspondence. A list of all the associated equipments which will be supplied along with the capacitor bank should be furnished. While furnishing the list of equipments, items which will be manufactured by the bidder and balance items which will be procured from sub-suppliers should be clearly identified and stipulated in the tender. It is obligatory on the part of bidder to ensure that supply of all equipments and erection and commissioning work of capacitor bank is completed properly and un-interruptedly with proper co-ordination. The responsibility for obtaining timely supplies of bought out items will rest on the bidder and only on this basis, delivery period will be offered in the tender. For bought out items, responsibility for guarantee and obtaining immediate replacement, in case any defects are noticed and in case defective supply of any item is reported, will rest on the bidder. In case for attending to defect in any equipment or inspection/ replacement of the equipment, which may be bought out item for the bidder, services of engineer of original manufacturer is required, the same will be organized on immediate basis by the bidder at his cost. TYPE TEST CERTIFICATES:The bidders are compulsorily required to submit complete set of following type test reports including type tested drawing of offered Capacitor Unit, Capacitor Switch of our specification as per relevant ISS from CPRI, ERDA or Recognized

Purchaser reserves the option to ask for submission of Test Certificates at any time before or during the execution of the work. 6.0 AGREEMENT:An agreement shall be entered into between the contractor and the CSPDCL within 15 days from the date of receipt of order for the due performance and observance of the terms & conditions of the contract. 7.0 COMPLIANCE WITH OTHER CONDITIONS:Although all other conditions have clearly been spelt out in the tender document, it is once again brought to the notice of bidder that they should go through the tender document carefully and comply all other conditions also, like furnishing of type test report, list of past supplies and Sales Tax clearance Certificate, Profit and loss account, Balance Sheet for last three years etc. with drawing and write-up of the manufacturing process. In the nut-shell, the offer at the time of submission of technical, commercial and price bid should be complete in all respect. It should not be expected that in case of lack of any information, the CSPDCL will make any correspondence with the bidder. The documents and details as called for in the tender must be submitted without making any reference to submission of such certificate against past order, tender or past experience of supplies with the Company. All tenders wherein these conditions are not complied with may run the risk of rejection without any correspondence from our side. 8.0 BIDDER'S CAPACITY TO UNDERTAKE TURNKEY JOBS:Please note and confirm the following:a) The bidder shall have adequate plant and capacity available to perform the works properly and expeditiously within the time period specified. The evidence shall consist of written details of capacities and present commitments (excluding the work under this specification) of the bidder. b) The bidder should have adequate tools and plants, financial and technical resources and infrastructure backed with qualified agencies to execute the work properly and expeditiously within specified time frame. c) The bidder should have experience of complete erection, testing and commissioning of capacitor installations of large rating or minimum 10 Nos. of 11 KV Automatic multiple steps switched outdoor capacitor banks on turnkey basis. The bidder having experience of installation of similar equipments shall also be given due preference. d) It may please be noted that the experience of individual or any employee of any firm or of electricity utility, will not be considered. The experience of the bidder, who is submitting the offer, will only be considered. e) The experience of the bidder will be considered even as a sub-contractor to the main contractor provided the experience certificate is issued by the ordering authority of the power utility on the main contractor. The experience certificate issued by the local authorities of the utility, i.e. other than the order placing

authority will not be considered. Similarly, a certificate from the main contractor or copy of the order placed by the main contractor will also not be considered. This may please be specifically noted. It is reiterated that experience certificate in respect of sub-contractor shall be valid only if the same is issued by the order placing authority of power utility for whom the work has been executed. f) The bidder in a separate schedule shall submit the required details in respect of the above requirement with the documentary evidence. The bidder shall indicate clearly order-wise list of works completed with quantum of each type of work done so far. If against some orders work is yet to be completed or works are to be commenced against a recent order, the present position of work/commencement shall be indicated. In the nut-shell, it would be bidders responsibility to furnish all details with explanation and documentary evidence, to prove their capability to undertake turn key jobs. In the absence of these details their offer may run the risk of rejection. 9.0 QUANTITY:The quantity called for in the Price Schedule is only provisional. The CSPDCL reserves the right to increase or decrease the quantity to any reasonable extent while placing the orders. QUALITY OF CABLE AND ITS LAYING:The Control cable required for inter-connection of various equipments and control panels shall be of 1.1KV grade multi core, PVC insulated, PVC innersheathed, armoured, PVC outer-sheathed of solid copper conductor (made from high conductivity copper rod complying with IS:613-1958), conforming to IS:1554 (Pt-I) with different number of colour coded cores as per requirement/schedule of the equipment to be connected to make installation of capacitor banks complete in all respect. The cable shall be suitable for laying in cable trenches and underground buried installation with chance of flooding of water. The Cable shall be designed to withstand mechanical, electrical and thermal stresses developed under the steady state and transient operating conditions. The contractor shall supply, install, test and commission the cables in accordance with the cable schedules approved by the CSPDCL. Cables shall be laid on cable racks/ directly in ground. The contractors scope of work includes supply, unloading, laying, fixing, jointing, bending and termination of cables. The contractor shall also supply necessary materials for jointing and termination of cables. Identification tags shall be attached to each cable with non-corrosive wire. The wire must be of non-ferrous material. Sharp bending and kinking of cables shall be avoided. Jointing of cables shall be in accordance with relevant Indian Standard code of practices and the manufacturer's special instructions. Materials and tools required for cable jointing work shall be arranged by the contractor. Special tools, clips and saddles, glands, lugs, seals, PVC sealing compound, locknut etc. for the connection and termination of cables shall be arranged by the contractor. Armour of the cables shall be welded to the earthing system of the sub-stations.

All new cables shall be meggered before commissioning using a 1000 Volt megger. Cable core shall be tested for :(a) Continuity (b) Insulation resistance to earth (c) Insulation resistance between conductors The contractor shall arrange for all testing kits and instruments required for field testing.

12. 12.1

SPECIFICATION FOR INSTALLATION OF EARTHING SYSTEM:The contractor's scope for installation of earthing system associated with the sub-station shall include: (a) Supply of required materials for installation of earthing system including transportation the materials to the location of installation. (b) The joints/connections in the earthing system shall be welded only, except the connections which require opening for testing/maintenance. Such connections should be bolted tightly, using spring and ring washers for proper contact pressure. (c) The M.S. flats to be provided for the horizontally laid earth grid should have overlap welded joints, with length of welding at least twice the width of the flat, e.g. 100 mm for 50x6 mm M.S. flats. (d) There should not be any dirt, grease, oil, enamel, paint or any such non-conductive coatings on the surface being joined / connected. Only the finished joints / connections above ground may be provided with red-oxide or any other protective coating. (e) Underground earth electrodes and earth grid elements, when laid, should have a clean metallic surface, free from paint, enamel, grease or any such nonconductive coatings. (f) As far as possible, pipes or rods used as electrodes should be in one piece with a minimum allowable length of 3 mtrs. (g) Except where rock or hard stratum is encountered, the pipe/rod electrodes should be driven into the ground to a minimum depth of 3 mtrs. (h) The strip electrodes, forming the horizontal grid should be buried underground to a minimum depth of 0.5 mtrs. (i) The path of earth wire should be out of normal reach of any person, as far as possible. (j) For high resistivity soils, above 100 Ohm-mtrs, attempts should be made to bring the soil resistivity in the range of 50 to 60 Ohm-mtrs. by digging and treating the soil mass around the earth grid/electrodes with a mixture of salt and charcoal.

(a) The earth mat shall consist of 50x6 mm MS flat laid underground to a minimum depth of 0.5 metres. (not to be painted enameled greased etc.) The work shall include excavation and back-filling, laying the MS flats, welding the joints.

(b) The earth rods (4 Nos.) shall be 3 mtrs long, 25mm dia, GI rods, driven into the ground (not to be painted, enameled, greased etc.) (c) The earthing pits (2 Nos.) shall consist of 3 mtrs. long 40 mm GI pipes buried vertically inside the ground (not to be painted, enameled, greased etc.) (d) All joints in the earthing grid shall be welded only. The MS flats in the earth mat should be joined by overlap welded joints, with welding length at least twice the width (i.e. 100 mm). 12.3 The contractor shall install earthing conductor required for the system and individual equipment earthing. All work such as cutting, bending, supporting, soldering, coating, drilling, brazing, clamping, bolting and connecting into structures, pipes, equipment frames terminals, rails or other devices shall be in the contractor's scope of work. The contractor shall also carry out the excavation and trenching work involved. The contractor shall be responsible for maintaining excavation, bracing shoving, pumping and disposal of water without damage to the property. The CONTRACTOR shall also back-fill and reinstates the trenches after installation of earthing conductors. Metallic frames of all electrical equipments shall be earthed by two separate and distinct connections with earthing system. An earthing pad shall be provided under each operating handle of the isolator. Operating handles of the isolator and supporting structure shall be bonded together by a flexible connection and connected to the earthing grid. A separate earth electrode bed shall be provided adjacent to structures supporting lightning arrestor. Earth connections shall be as short and as straight as practicable. On completion of the installation, continuity of all conductors and efficiency of all bonds and joints shall be tested. The earth resistance shall be tested in the presence of the CSPDCLs representative. All equipments necessary for the test shall be arranged by the contractor. The welding equipments and consumable items such as welding rods required for installation of the earthing system shall be arranged by the CONTRACTOR. The earthing installation for the complete 11 KV capacitor installation as described above shall finally be connected to the main earthmat of the existing 33/11 KV sub-station earthing system by the contractor. The connections to main earthing system will have to be done at minimum of TWO points between the earthing system of capacitor installation and main earthmat of 33/11 KV sub-station. PRICES: Contract price shall also include all traveling expenses to and fro the site, allowances, living expenses, wages, salaries, overtime, benefits and all compensations for his skilled and unskilled workmen, supervisors, engineers, clerical staff, watch and ward staff, storekeepers etc. Insurance carried by contractor for his workers, workmen's compensation, third party liability and any other insurance required by the specification, cost of all licenses and permits, loading, transport and unloading of all his material, tools and tackles, instruments and construction aids to and from the site, cost of providing office,

FIRM PRICES:The contract price shall remain FIRM throughout the period of contract and no increase/variation in these rates shall be allowed under any circumstances. IDLING CHARGES:No idle charges will be payable by the CSPDCL for any reason whatsoever, to the contractor for stoppage of work. This may please be noted. INSPECTION FEE:Any fee to be paid to statutory authorities including Electrical Inspector for testing & inspection shall be paid by the CSPDCL. COMPLETENESS OF TENDER:Each section of the tender should be complete and include all associated works not specifically mentioned in the Schedule/ Specification etc. but essential for the completeness of the work. The contractor shall not be eligible for any extra charges in respect of such minor works though not specifically included in the tender or contract. DEPARTURES FROM SPECIFICATION:If the bidder wishes to depart from the specification in any respect, he shall draw attention to such points of departure, explaining fully the reasons thereof, so that the relative merits of the proposals may be considered. Unless this is done, the requirement of this specification will hold good. Such departures from specification shall be indicated in the respective schedule along with supported documents. Tender not supported by the information desired in the specification or not complying with the specification is liable for rejection. PAST EXPERIENCE:Past experience of the bidder will be taken into account while deciding the tender. The bidder shall give a list of such execution of works carried out by him in the past in relevant schedules. TECHNICAL RESOURCES:The bidder shall furnish full details of Engineer, skilled, semi skilled persons and unskilled labour along with supervisory staff with their experience who would be employed by him to carry out the proposed erection work. The qualification and experience of such manpower shall be furnished in relevant schedule. RESPONSIBILITY FOR OBTAINING INFORMATION AND TAKING ACTION IN TIME:Whenever any information or clarifications in respect of construction of substation have to be obtained from various authorities the contractor shall be responsible for taking action well in time, so that there are no delays on this account. The completion period offered in the tender shall be deemed to include the time taken for such incidental works. Requests for extension of the completion dates on such grounds will not be entertained. PERMITS AND PRIORITIES/ LICENCE :Necessary permits/ license, if any, required for the execution of the contract shall be arranged by the contractor himself. The CSPDCL may, however, furnish to the contractor such certificates as may be required for the necessary permits/ priorities/ license for the execution of works, if the CSPDCL considers the demand justified. The CSPDCL will, however, not be responsible for the delay in execution of contract, if permits/ priorities/ license are not granted in time. UPKEEPING OF WORK SITE:During installation, the contractor shall without any additional payment at all times keep the working and storage areas used by him free from accumulated or loose or combustible and waste materials. If contractor fails to comply with these requirements inspite of instructions from the CSPDCL, the areas will be cleaned by the CSPDCL at contractor's cost and cost of the same will be deducted from the contractor's due amounts. On completion of work, the contractor shall be responsible for the removal of all scaffoldings, temporary structures and safety devices used by him during installations. The waste and debris collected will also be cleaned from the installation site, so that the whole area is clean and ready for operation. The contractor shall possess or obtain a valid working license from the concerned State Electricity Authority/ Inspectors for carrying out the Electricity Installation work in the region before commencing the work. The contractor shall pay compensation or bear the expenses towards replacement/ repair of the equipment/ materials arising out of improper handling of the equipment/ material by the contractor.

LAY-OUT OF SUB-STATION/ DRAWINGS:The contractor will be supplied all relevant layout drawings for the proposed installations at sub-stations. The CSPDCL reserves the right to make minor additions or deletions or modifications to the particulars and details given on the drawing depending on actual site requirement as and when necessary. Contractor shall carry-out the installation work in accordance with such requirements. All specialized equipment/ services necessary for proper installation of all equipment covered in this contract shall be provided by the contractor.

MANUFACTURER'S DRAWINGS, LITERATURE & INSTRUCTION MANUALS:Manufacturer's, drawings and literature should be submitted alonwith the offer, Manufacturer's, drawings instructions and recommendations shall be correctly followed in handling and setting of equipment and extreme care shall be exercised in handling equipment to avoid distortion to stationary structures, the marring of surface finish, damage to delicate instruments and electrical parts. In accordance with the specific installation instructions as indicated on manufacturers drawings or catalogues or as directed by the CSPDCL, the contractor shall handle, assemble, install, wire, test and put into commercial use all equipment and works included in this contract. The equipment shall be installed in a neat manner, so that it is level plumb, square and properly aligned and oriented. Tolerance shall be as established in manufacturer's drawing or as stipulated by the CSPDCL. No equipment shall be grouted or permanently bolted down to the foundation or structure until the alignment has been checked and found acceptable to the CSPDCL. In case of any doubt/mis-understanding as to the correct interpretation of manufacturer's drawings or instructions, necessary clarifications shall be obtained from the manufacturer. The contractor shall be held responsible for any damage to the equipment consequent to the non-following of manufacturer's instructions correctly. SUPPLY OF TOOLS, TACKLES AND OTHER MATERIALS:For full completion of the work, contractor shall, at his own expense ensure availability of all necessary erection tools, machine tools, power tools, tackles, hoists, cranes, derricks, cables, slings, skids, scaffolding, work benches, tools for rigging, cribbing and blocking, welding machine and all associated protective equipment, instruments, appliances, materials and supplies required for unloading, transporting, storing, erection, testing and commissioning that may be required to accomplish the work under contract unless otherwise provided for. Adequacy of such tools will be subject to final determination of the CSPDCL. The CSPDCL may furnish to contractor for use on the project, such equipment, tools and tackles that could be spared by him at the time of request for the same by contractor, at his standard rental charges. Such rental charges shall be deducted by the CSPDCL from contractor's bill and net payment shall be made. Contractor shall also furnish all necessary expendable devices like anchors, grinding and abrasive wheels, raw plugs, hacksaw, blades, taps, dies, drills, reamers, chisels, files, carborundum, wire, brushes, necessary bamboo scaffolding, ladders, wooden planks, timbers, sleepers and consumable material like oxygen, acetylene, argon, lubricating oils, greases, cleaning fluids, cylinder oil, graphite powder and flakes, fasteners, gaskets, temporary supports, stainless steels shims of various thickness as required, cotton waste, cheese cloth and all other miscellaneous supplies of every kind required for carrying out the work under the contract. Contractor shall be responsible to provide all reasonable facilities including tools, personnel etc. and ensure co-ordination with the CSPDCL and equipment

supplier's erection supervisors to enable them to carry-out all supervision, measurements, checks etc. in a satisfactory manner, entirely at Contractor's cost. 30.5 Contractor shall not dispose or transport or withdraw any tools, tackles, equipment and material provided by him for the contract without taking prior written approval from the CSPDCL and CSPDCL at all times shall have right to refuse permission for disposal, transport or withdrawal of tools/ tackles, equipment and material if in his opinion, the same will adversely affect the efficient and expeditious completion of the project. CONSTRUCTION ELECTRIC POWER, AIR & WATER:Electric power, air and water will be available for use by contractor free of cost. These supplies will be made, where available, at one central point in the site convenient to the CSPDCL and all piping for air and service water to work area, office ware-house, store room, canteen, labour rest room, welding and fabrication sheds, etc. and lodging area for labour shall be furnished, installed and maintained by contractor at his own expense. He shall also furnish, install and maintain at his cost the power lines, junction boxes and any other electrical receptacles, apparatus or equipment from the central point to his work area including office, warehouse, storeroom, canteen, labour rest room, welding and fabrication shed etc. and lodging area for labour. CSPDCLs built accommodation, if any, to be rented to contactor shall have electric power and drinking water supply unless otherwise specified. The CSPDCL will not charge contractor for his own un-rented ground. CSPDCL shall, on no account, be responsible for the expenses incurred by contractor for hired ground or water obtained from elsewhere. STORAGE OF MATERIAL:The contractor shall be required to set-up stores at suitable place(s) to receive and stores the materials. The contractor shall make arrangements to take delivery of all the materials and stock them properly. The work contractor shall notify receipt of material at site-store in writing to ED(S&P) and prepare a detailed statement showing receipt of materials at their site stores jointly with representative of CSPDCL as deputed by ED(S&P). This document shall be used for certification of receipt of material. This statement shall include details of Order, Source of Supply, Lorry Receipt details, Inspection remarks of received materials, Excise Duty, Sales Tax, State Taxes etc details, Pre-dispatch Inspection report and validity of insurance coverage (Transit, Store & Erection insurance etc.) as per contract. Materials received at site, which are not specifically detailed in the Bill of Materials but are required to execute the work and are included in the scope of work shall also be recorded in the site store records of the agency. However, their MRCs are to be prepared by agency concerned. CSPDCL joint certification of receipt etc in such cases need not be required. 32.3 Packing and transportation of material to work sites, storage & conservation of equipments at the site will be in the scope of the contractor.

Yards and stores for stocking provided to the contractor shall be open for inspection by the CSPDCLs staff as and when desired. UNLOADING, INSPECTION AND STORING OF LIGHT/ HEAVY CONSIGNMENT:Contractor shall promptly unload from the carriers all the materials/ equipment covered under this contract. It is contractor's sole responsibility to keep in touch with the CSPDCL and others to inform himself of the expected date and time of arrival of the carriers at site and ensure that his men and aids are available in time to unload the materials/ equipment. Any demurrage charges incurred due to the delay in un-loading the material/ equipment and releasing the carriers shall be to contractor's account. Contractor shall plan in advance his requirements of jacks, cranes, sleepers etc., required to unload the material/ equipment promptly and efficiently. Contractor shall safely transport the material/ equipment to the storage area and store the same in systematic manner with tags for easy identification and retrieval. He shall also maintain all required stores records and furnish all required reports. WORKMEN TRANSIT & STORAGE-CUM ERECTION INSURANCE/ INSURANCE:The contractor shall take all the necessary precautions for safe transportation of equipment/ materials and during storage-cum-erection. In the event of loss damage to any equipment/material during transit or storage-cum-erection all liabilities shall be to contractor's or bidder's account. All insurance policies for the purpose shall be taken by the contract at his cost. Contractor shall promptly report in writing to CSPDCL all cases of accidents and damages however, caused and wherever occurring during execution of the contract and shall make adequate arrangements to render all possible aids to the victims of all such accidents and damages at his cost. Contractor shall ensure compliance with all status, laws, rules and regulations of the Central or State Government or any other authority such as the Workman's Compensation Act 1923, Payment of Wages Act 1948, Employees State Insurance Act, Employees Provident Fund Act etc. and any and all statutory modifications thereof in connection with employees engaged by him or his subcontractors in the work. Contractor shall conform to the provisions of Indian Factory Rules, Indian Electricity Act and any other acts of legislature relating to the work and to the regulations and by laws of any authority and of water, lighting and other companies and/or authorities with whose systems the Plant/ Structures is proposed to be connected and shall, before making any variations from the Drawings or Specification that may be necessitated by so conforming, give to CSPDCL written notice, specifying the variations proposed to be made and the reason for making it and apply for instructions thereon. Contractor shall arrange to give all notices required by the said Acts, Regulations or Bye-laws to be given to any authority or to any Public Officer and pay all fees that may be properly chargeable in respect of the works and lodge the receipts

with the CSPDCL. Obtaining all permits and licenses required there upon is the responsibility of contractor. 34.6 The contractor shall be responsible for safety of his or his sub-contractors property/ men. Any loss or damage injury etc. for any reasons whatsoever, the same is not the responsibility of the CSPDCL. INSPECTION: Inspection of main items like Capacitors, VCBs and Capacitor Switches will be carried out at the place of the manufacturer unless otherwise especially agreed upon by the manufacturer and the purchaser at the time of purchase. The manufacturer shall afford the inspector representing the purchaser, all reasonable facilities, without any charge, to satisfy him that the material being supplied is in accordance with the specification. For other items also purchaser reserves the right to carryout testing before dispatch/ acceptance of material. The purchaser has the right to get the tests carried out at his own cost from an independent agency, whenever there is a dispute regarding the quality of the supply. The manufacturer shall be responsible to pay penalty of Rs 20,000/- for each occasion at which the fake inspection call has been made or the material is rejected during testing/inspection by the authorized agency/representative of the CSPDCL. This penalty would be in addition to the expenses incurred by the CSPDCL in deputing the Inspecting Officer, carrying out such inspection. 36. EXTRA WORKS:The rates for work not included in the schedule will be decided upon, when any necessity arises during the execution of the work, by negotiations between the CSPDCL and the contractor. The contractor shall perform the work on the terms and conditions as mutually agreed upon.

TECHNICAL SPECIFICATION FOR 11 KV CAPACITOR BANKS & AUXILARY EQUIPMENTS FOR AUTOMATIC STEPSWITCHING ARRANGEMENT 1. SCOPE Scope of this specification covers design, engineering manufacture, testing at manufactures works, supply and delivery, erection, testing and commissioning of new 11 KV Automatically switched capacitors bank and Up gradation of existing fixed type Capacitor Banks to Automatically switched banks along with Civil Works involved in all 33/11 KV S/Ss. under CSPDCL 1.1.1 The scope of Work shall include up-gradation of fixed type capacitor banks to automatic switched capacitor bank along with the civil work involved at various 33 KV substations under O&M Circles of CSPDCL, on turnkey Basis. CSPDCL has installed 11 KV, 1200 Kvar (1452 Kvar, at 12.1 KV) Fixed Capacitor bank on 5 MVA , 33/11 KV Power transformer having Capacitors, Isolator with earth switch, structure for isolator, VCB and C&R Panel for VCB. Bidder has to use existing Healthy equipment in up-gradation of existing fixed type bank to Automatic switched. However, Damaged /Faulty material are to be discarded and new material are to be provided on extra cost as approved in Bill of Material. Scope also include to add additional 300 Kvar,11 KV capacitor bank while up-gradation of 1200 Kvar Bank. 1.1.2 The scope of works shall also include design, engineering manufacture, testing at manufactures works, supply and delivery, erection, testing and commissioning of 11 KV outdoor types 3 phase capacitor banks at site for out door installation on structure along with necessary equipments in all respect. The specification covers 3 phase, 50 Hz, Outdoor type automatically switched capacitor bank intended for installation at 11 KV side of 33/ 11 KV power transformers in various sub-stations. The other components such as VCB panel, & other auxiliary equipments shall comply with the latest version of latest Indian/International standards. 4. CAPACITOR BANK The capacitor banks are for use in a 3 phase 50 Hz 11 KV system. Capacitor bank shall consists of small units of capacitor cells series/parallel combination per phase, each with an output rating of 121 kVAr, 6.98 kV single phase. Capacitor units should be connected in externally star with appropriate number of capacitors in parallel as per requirement. For Example 3 single units of 121 kVAr connected in star to obtain 363 kVAr, and 2 capacitors units of 121 KVAr in parallel per phase with 3 phase connection in star to obtain 726 KVAr. Necessary number of steps should be provided to meet requirement given in the schedule. Each capacitor unit should be provided with external expulsion fuse 12 kV class and suitable current rating. TEMPERATURE CATEGORY: The capacitor shall be suitable for upper limit of temperature category 500C as per IS: 13925. RATED VOLTAGE: The rated voltage of 3 phase capacitor banks shall be 12.1 KV (phase to phase). RATED OUTPUT: The rated output of 3phase capacitor banks shall be 1089/ 1815 kVAr at the maximum operational voltage of 12.1 KV intended for use on power transformers ratings of 3.15 MVA, 5 MVA. The standard basic unit capacitors (single phase) shall be 121 kVAr at 6.98 KV. The unit connected in externally star formation with floating neutral. PERMISSIBLE OVERLOADS: For capacitor covered in this specification, the maximum permissible overloads with regard to voltage, current and reactive output shall not exceed the limits specified in IS:13925. CONTRUCTION OF CAPACITOR UNIT CONTAINER: The container shall be built from stainless steel of sufficient thickness (not less than 1.6 mm) to avoid damages to the tank in case of internal fault. be of fabricated construction with all joints properly welded and designed to withstand rough handing and should be hydraulically tested before assembling the internal elements. It shall be adequately epoxy pointed. The lid of container shall be properly welded to the container. The capacitor unit shall be hermetically sealed after the entire assembly has been dried and impregnated with suitable liquid (Dielectric.) The capacitor elements shall be thoroughly dried and impregnated with an impregnant which has been completely refined and degasified so as not to have any impurities or gas which may cause deterioration of the dielectric. The impregnant used shall have low viscosity and high chemical stability and should be non-PCB oil. The steel container shall be adequately insulated from capacitor elements. Sufficient Wall insulation shall be provided so that the capacitor units meant for use of 11 KV nominal system can be place directly on grounded steel structures. The metallic surface of capacitor units shall be epoxy painted making capacitor units suitable for installing outdoor under moist tropical climatic conditions. 4.8 CAPACITOR UNIT The capacitor unit shall have aluminium foil as conducting layer. The dielectric used shall be all polypropylene (APP) film by using layers of polypropylene film shall have the following compatibility criterion: (i) Polypropylene film shall conform to standard specification with latest amendments, for plastic film for new generation. (ii) Compatibility between oil film (after thermal aging at 115oC for 96 Hrs.) The impregnant used shall be non-PCB liquid with low be accumulating, rapid bio degradation and low toxicity. Adequate number of such elements shall be assembled and enclosed in the enclosure to form a single phase unit with terminal bushings. The air in the enclosure and moisture absorbed by the paper shall be removed under high vacuum at elevated temperature and replaced by suitable impregnating medium having high permeability, high dielectric strength and non-inflammable properties. FUSES : Each capacitor element shall be protected by internal fuse of suitable rating and interruption capacity so that a faulty capacitor element shall be disconnected by fuse. The fuse shall satisfactorily operate under ambient conditions. The following requirements shall be considered while selecting the right size of fuse. a. Ability to withstand the maximum discharge current from healthy capacitor element. b. Capability of handing fault current so as to Blow off before the in case rupture takes place thereby avoiding damage to adjoining capacitor elements/capacitor units. BUSHINGS: Bushing shall be of porcelain or polycrete and shall be jointed to the case by welding method (Weldable type bushing) to ensure adequate and permanent seal. Leads shall be brought out through one-piece bushing and welded to the

terminal stud to make a strong and positive electrical contract. Bushing terminal shall be of stainless steel. Capacitors to be tested for cyclic Over voltage and 3 G test for mechanical shock & vibration, and these tests shall be routine test for each lot of capacitors, bidder has to clarify / confirm these points in GTP 4.11 POWER LOSS: The power loss in capacitors shall not exceed 0.2 watt / KVAR

DISCHARGE DEVICE: Suitable discharge device shall be connected across the capacitor unit in accordance with IS:13925. The discharge device shall reduce the residual voltage from the crest value of the rated voltage to 50 V or less within 10 Minutes after the capacitor is disconnected from the source supply. EARTHING CONNECTION: The container of each capacitor unit shall be provided with suitable earthing terminal clearly marked with Earth symbol. PROTECTIVE FUSES: The capacitor units shall be provided with external Expulsion fuses together with fixing accessories. GENERAL REQUIRMENT: The capacitor shall be of non-PCB type, using polypropylene film as the dielectric. Complete mounting brackets supporting insulators and all other components for formation of capacitor banks racks shall be supplied along with the capacitor units. Necessary foundation bolts I nuts shall also be supplied. The outside of the capacitor container and other structures should have smooth and tidy look and should be coated with the weather proof, corrosion-resistant paint of white or light grey. MARKING: The capacitor unit shall be provided with a rating plate and terminal markings as stipulated in IS: 13925. The bidder shall submit the type test report along with the bid. TESTS: Routine/Acceptance Tests:- Each capacitor units will be subjected to following routine/acceptance tests at the manufacturers works as per IS:13925:98 (Part-I) with its latest version/amendments, if any, and shall be witnessed by our representative at the time of inspection at manufacturers works if so, desired by us :(i) Visual examination. (ii) Measurement of capacitance. (iii) Voltage test between terminals.

AUTOMATIC CONTROL UNIT: SWITCHING ARRANGEMENT: The Automatic control unit shall be provided inside the control room to continuously monitor Power Factor on secondary side of the transformer and shall automatically switch ON or switch OFF the capacitor banks through the operation of 12 KV Capacitor Switch in accordance with the parameter given in table no.1. Overriding Provision shall also be made for electrical switching ON or OFF of the capacitor switch by the operator from the ACU control box. The control unit should have microcontroller-based APFC Relay of reputed make preferably referred in this tender. TIME DELAY: The switching ON operation will take place after period of 10 minutes. The switching OFF operation of relevant steps will be instantaneous. CONTROLS: The Automatic control unit shall instantly switch OFF the incomer VCB of capacitor bank in the following contingencies occurring in any of the phases. a) Voltage increased by 10% above the rated voltage of 11 KV. b) Power transformer current impedance (due to single phasing and for any other reasons) between any of the two phases exceeding 20% of the lowest. c) Current increases in any capacitor unit by 30% above the rated current (only the relevant capacitor switch will open). Current between any of the two phases of the capacitor bank differs more than 15% of the lowest current of the 3 phases (only the relevant capacitor switch will open).

MONITORING FACILITY: A suitable display should be provided to indicate the capacitor current in each phases of the complete capacitor bank on the ACU panel inside the control room. Indications shall also be provided to indicate ON & OFF status of each capacitor bank. CONTROL POWER: The DC control voltage for operation of the ACU shall be taken from substation battery. The required control voltage shall be 30 V DC. TEMPERATURE VARIATION: The control equipment and associate circuitry shall be suitable for operation at an ambient temperature in the range of + 5 deg C to (+) 50 deg C. PROTECTION OF ACU : Besides in-built protection against lines surges and transient over voltages, suitable fuses/MCB shall be provided for protection against over current. The ACU shall remain fully functional during and after line surges and transient over voltages. CONTROL UNIT CASING: Except for the terminals, the ACU shall be enclosed in a suitable casing so as to avoid ingress of dust. CAPACITOR SWITCH: This specification covers 11 KV, 50 Hz, outdoor type automatic Capacitor Switch suitable for switching capacitor steps of 300/600 KVAR.

Each capacitor unit may be suitably packed in the first instance to prevent ingress of dust and moisture and than placed in cushion cartoon of suitable material to prevent damage due to shocks during transit. The lid of cartoon may be suitably sealed. A suitable number of sealed cartoons may be packed in a case of adequate strength with extra cushioning, if considered necessary. The cases may than properly sealed against accidental opening in transit. The packing cases may be marked to indicate the fragile nature of the contents. ii. The following information shall be furnished with the consignment: a. Name of the consignee. b. Details of consignment. c. Destination. d. Total weight of consignment. e. which their equipment complies-with. A copy of such standard, may also be enclosed. GENERAL:The circuit breaker shall be of porcelain clad vacuum type. The breaker, complete in all respect, shall be supplied with all accessories in place and all internal wiring installed and terminated in the mechanism housing and the equipment shall be complete in all respects. The circuit breaker shall provide rapid and smooth interruption of current under all conditions, completely suppressing all undesirable phenomena, even under the most severe and persistent short-circuit conditions or when interrupting small current or leading/lagging reactive currents. The details of any device incorporated to limit or control the rate of rise of re-striking voltage across the circuit breaker contacts shall be stated. The over voltage caused by the circuit breaker switching on inductive or capacitive load shall not exceed 3.2 times the normal phase to neutral voltage. The total break-time for the circuit breaker, throughout the range of breaker operating duty, shall be stated in the tender and shall be guaranteed. The breaker shall be fit for capacitor switching (breaking) capacity atleast for 2.0 MVAR Bank for 11 KV system. The breakers shall be provided with trip free mechanism. Circuit breakers shall be suitable for mounting on steel structures. The cost of necessary frames for mounting the circuit breakers shall be included in the offered prices. Strongly supported bracket or frame for mounting associated 3 nos. 11 KV CTs. (being procured separately), shall also be provided. All the structures shall be hot dip galvanized with 3 dips. Please note that cantilever type supports for mechanism box are not acceptable. The mechanism box shall have firm supports from bottom. This is necessary to minimize vibration of mechanism box, which in turn may disturb various settings. The mechanism box shall be centrally mounted in front of the middle pole, Breaker with mechanism box mounted by the side of one of the extreme poles is not acceptable. The purchaser intends to operate the rural 11 KV feeders with automatic reclosing scheme, the arrangement envisaged is as under:On the occurrence of a fault the concerned protective relay will open the circuit breaker as per its own characteristic. Thereafter, the breaker shall reclose but after pre-set time delay, which shall be adjustable(say range 4-10 sec. Or near about).There shall be no further automatic reclosing. A simple type of reclosing relay (reputed make) for this purpose shall be provided under this kind of operation. It is also necessary that the breaker shall be suitable for this reclosing duty.

SPECIFICATIN FOR CIRCUIT BREAKER:The circuit breakers shall consist of three identical phase units with a common operating mechanism. While offering the circuit breaker, the following details should be confirmed and furnished:i) Complete construction details of the equipment offered. It should be noted that the breakers should be suitable for outdoor duty, indoor breakers accommodated in outdoor kiosks are not acceptable.

Type, Make & source of vacuum bottles with relevant details shall be indicated in the offer, clearly. The capacity of breaker to interrupt inductive and capactive currents shall be indicated in the offer (rating of capacitor bank should be stated and type test report shall be furnished).

VACUUM INTERRUPTER :The design of the vacuum interrupter shall be such that it gives trouble free operation under normal load and fault conditions throughout the life of the equipment. As the efficiency of the breaker depends on the degree of vacuum inside the interrupter manufacturer shall ensure that the same is maintained consistently during service. To know the Residual life of vacuum interrupter, an indicator to indicate the status of contact erosion shall be provided. The insulating ceramic body of the interrupter should have high mechanical strength and it should be capable of withstanding high temperature without any significant deterioration in its mechanical and electrical properties. The metal/alloy used for the fixed and moving contacts shall have very low resistively and low gas content. They should be resistant to arc erosion and the contact should have no tendency to get cold-welded under the high vacuum in the interrupter. The interrupter design should ensure rapid de-ionization of the gas so that normal electrical strength of the gap is restored instantaneously. The metallic bellow or any other similar vacuum sealing arrangement should be provided at the moving contact and should have a long fatigue life. Manufacturers catalogue on vacuum bottle, indicating all the details shall essentially be submitted with the tender.

MOUNTING OF 11 KV CTS:- The offered steel structures for breakers, to be supplied by the tenderer should have adequate strength to accommodate 3 Nos. 11 KV CTs on it with provision of suitable supports from ground. TEMPERATURE RISE:The maximum temperature attained by any part of the equipment, when in service, at site, under continuous full load conditions, exposed to the direct rays of the sun, shall not exceed 45 degree centigrade, above ambient temperature. The limits of temperature rise shall be as per relevant standards. The corrections proposed shall be stated in the tender and shall be subject to approval of the purchaser.

INSULATION OF THE CIRCUIT BREAKER :- The insulation to ground, the insulation between open contacts and the insulation between phases of the completely assembled circuit breaker shall be capable of withstanding satisfactorily di-electric test voltage corresponding to specified basic insulation level in the standard. INSULATORS:- The basic insulation level of the Insulator and insulating porcelains shall be as specified and porcelain shall be homogenous and free from cavities and other flaws. They shall be designed to have ample insulation, mechanical strength and rigidity for satisfactory operation under conditions specified above. All insulator of identical ratings shall be interchangeable. The puncture strength of the insulators

shall be greater than the flash over value. The insulators shall be type tested from independent Govt. Lab. As per relevant standards. 11. OPERATING MECHANISM:11.1 The circuit breaker shall be designed for remote control from the control room and in addition there shall be provision for manual operation of circuit breakers during maintenance and for local tripping and closing by the normal means. 11.2 The circuit breakers shall have operation control and mechanical open closed indicator in addition to facilities for remote electrical indication. 11.3 The operating mechanism shall be of the spring charging type by electric control under normal operation. The mechanism shall be trip free electrically and mechanically. The mechanism shall be capable of performing satisfactorily, the reclosing duty cycles indicated above, within the time specified. All working parts in the mechanism shall be of corrosion resistant material and all bearings which require greasing shall be equipped with pressured grease fittings. The mechanism shall be strong positive quick in action and shall be removable without disturbing the other parts of the circuit breaker .The mechanism and breaker shall be such that the failure of any spring will not prevent tripping and at the same time will not cause any false tripping or closing. The operating Mechanism should be motor operated spring charged type preferably without chain drive. The motor for spring charging shall be suitable for operation on 230 volt A.C. supply .The A.C. Motor should have overload protection. Provision should also be made for Mounting of Mechanism Box at an adequate height and gear ratios shall be so chosen that one man should be able to charge the spring, without any additional efforts. Please note that providing d.c. motor with rectifier / universal motor is not acceptable. CONTROL CUBICLE:A common control cubicle shall be provided to house electrical, Controls, monitor devices and all other accessories except those which must be located on individual poles. The cubicle shall be IP 55 gasketted and shall have weatherproof construction fabricated from sheet steel of minimum 2.5 mm. thickness. The type test report on degree of protection test (IP--55) shall also be furnished. The cubicle shall have front access door with lock and keys, Space heater, internal illumination lamp, 3 pin 5A socket with individual ON-OFF switches shall be provided in the cubicle. a) b) 11.5 For local operation following shall be provided:LOCAL/Remotes selector switch TRIP/NORMAL/CLOSE control switches with pistol grip handle. The control circuits shall be designed to operate on 30 V DC as indicated in the schedule and it shall be possible to adopt to work on other voltages by simply changing the operating coils. The closing and tripping coils shall be designed to operate satisfactorily at any control voltage from 80% to 110% of the specified normal DC voltage. AC Power supply for auxiliaries will be available at 230 volt single phase 50 C/s.

Necessary cable glands for the cables of the operating mechanism shall be provided. The cables used for operation are all un-armoured 2.5 sq. mm copper control cables of 1100 V grade. The cable glands shall be suitable for 1 no. 8 core and 2 nos. 4 core cables. The Circuit breaker shall be provided with trip free Mechanism so that tripping instructions could over-ride the closing instructions. An additional tripping coil shall also be provided in the trip circuit. The second coil shall have separate tripping lever arrangement in the mechanism so as to avail advantages of second trip coil.

11.9 The circuit diagram of Control circuit of VCB alongwith operating instructions (DOS/DONT) shall be embossed on metallic plate duly laminated and the same shall be fixed on the rear door of the Control cubicle from inside. 12. WIRING:-Wiring shall be completed in all respects to ensure proper functioning of the control, protection, monitoring and interlocking schemes. All the wiring shall be carried out with 1100 V grade, PVC insulated stranded copper conductor of 2.5 Sq.mm. Each wire shall be identified at both ends with permanent markers bearing wire numbers as per wiring diagram. Wire termination shall be done with crimping type connectors with insulating sleeves. Wires shall not be spliced between terminals. All spare contacts of auxiliary switches etc. shall be wired upto terminal blocks in the control cubicle. 13. TERMINAL BLOCKS:Terminal blocks shall be of 1100 V grade box clamp type ELMEX 10 Sq mm or approved equivalent not more than two wires shall be connected in and terminal, Spare terminals equal in number to 20% of active terminals shall be provided. Terminal block shall be such located as to allow easy access. Wiring shall be so arranged that individual wires of an external can be connected to consecutive terminals. 14. TERMINAL CONNECTORS:6Nos. Terminal connector suitable for Dog conductors for 30 V breaker shall be supplied with each breaker. For ensuring uniformity and quality, the CSPDCL may decide to specify the design of terminal connector ,the material and thickness of clamps. Further the compliance of which will have to be done by the supplier without any extra cost. Suitable earth connector for earthing connections shall also be supplied. interlocking. Special contacts for use with trip coils which permit for relative adjustment with respect to the travel of the circuit breaker contact shall also be provided, wherever required. ACCEPTANCE AND ROUTINE TESTS:18.1 All acceptance and routine tests as stipulated in relevant standards shall be carried out by the supplier in presence of purchaser representative. 18.2 Immediately after finalization of the programme of type testing, the suppliers shall give fifteen days advance intimation to the purchaser, to enable him depute his representative for witnessing the tests. 19. SCHEDULE OF IMPORTANT TECHNICAL SPECIFICATION / REQUIREMENT FOR 11KV VCBS TO BE ORDERED AGAINST THIS TENDER Certain important technical specification requirements have been described hereunder. The requirement may please be studied and incorporated carefully in the equipment. 1/Please note that support structure shall be hot dip galvanized and this should be incorporated on OGA Drawing. Ensure furnishing details of loading on the structure both vertical and horizontal in normal condition as well as in broken wire condition at plinth level to develop foundation design of your make VCBs. This information should be indicated in general arrangement drawing. 2/Please note that all breakers shall be provided with trip free mechanism. In order to ensure full proof trip free operation of circuit breaker the design should ensure that the stored energy is definitely available for tripping operation before closing operation of circuit breaker is performed. In the absence of stored tripping energy closing operation is to be prevented. 3/In order to improve reliability, circuit breaker shall be provided with double trip coil. However, as far as possible efforts should be made to provide both trip coils at different locations to actuate individual trip latch. Independent DC circuit may be provided for the two trip coils and a separate DC circuit for the closing coil. These two trip coils shall be electrically wired upto control cubicle so that healthiness of both trip coils could be checked individually. 4/The circuit breaker shall be designed for remote control from the control room and in addition there shall be provision for manual operation of circuit breakers during maintenance and for local tripping and closing. In addition there shall be provision for mechanical arrangement for emergency trip. 5/The circuit breakers shall have a mechanical Open / Close indicator in addition to electrical indication. It shall be visible to operating personnel standing on the ground level. 6/An operation counter shall be provided with the operating mechanism.

7/The terminal connector for connection of conductor should be suitable for single Dog conductor for 30 V breaker with Universal take off arrangement. In case if required one L shaped clamp may be provided to facilitate horizontal as well as vertical take off arrangement. Terminal connector shall be manufactured out of Aluminium alloy grade LM 9 OR LM 25 as per IS and by gravity die casting process only and should have six bolts to hold the conductor and conductor hold length shall be 100 mm approximately. All nuts and bolts shall be stainless steel and no part of the terminal connector clamps shall be less than 12 mm thick.

For bimetallic connector bimetallic strips of electrical grade copper of adequate thickness well amalgamated surface to surface with aluminum sheet should be provided. Following drawings are required to be submitted on priority for scrutiny and approval incorporating above observations / requirement positively:i) General arrangement drawing indicating location of control cubicle, mechanical ON-OFF indicator, operation counter, device for manual / emergency trip upper and lower terminal connector, and bushing creepage distance (atleast 500 mm for 11 KV). ii) Detailed structure drawing clearly indicating the foundation details, details of loading on the structure as explained above, various dimensions details of various members of structure and weight of circuit breaker etc. iii) Schematic diagram indicating details of auxiliary contacts, ON, OFF healthy trip and spring charge indication, double trip coil arrangement, antipumping and trip free mechanism feature etc. iv) Wiring diagram for above schematic diagram.

v) Details of auxiliary contacts utilized for various internal scheme and details of auxiliary contacts available for customer use. vi) Packing details drawing indicating total number of package and content of each package. vii) The name (rating) plate shall be engraved / inodise in which apart from basic details following information may also be incorporated. a) b) c) Capacitor bank switching off capacity in MVA, Applicable standard IES/ IS, Interrupting capacity of the breaker in MVA

Practice of colour coding / feruling / bunching etc. shall be followed to present a neat installation. All glands / cable entry points shall be provided with suitable blanking plates to prevent entry of moisture / vulture. At least 20% spare terminals shall be provided. Three-pin power plug shall be of control panel grade with removable lid. 11/- Backup mechanical tripping arrangement should be provided to facilitate tripping of circuit breaker for the condition when DC is not available or tripping coil is burnt and

other similar emergencies. Suitable lever device may be provided for trip operation under these conditions. 12/- Please ensure that no wire / cable is left exposed to atmosphere directly. In case if any connection is required from circuit breaker operating box to control cubicle etc, these connections should be taken through cable but through proper guided channel with sliding covers rigidly fixed on support structure. Please note that both ends of this connecting cable shall be properly sealed to prevent ingress of rain water / moisture. 13/- The support structure should have proper Earthing arrangement and this should be indicated in the drawing. 14/- In case if cementing of porcelain bushing is required, please ensure that proper cementing process has been adopted. 15/- The auxiliary switches shall be properly designed wherein change of contacts takes place by snap action and change of status of contact is visible physically. 16/- Identification mark may be done on the each breaker pole to co-relate the serial number of bottles engraved on breaker poles with that of circuit breaker Sl. No. 17/- For spring charging operating through operating handle it is desired that mechanism box may be mounted at adequate height and gear ratio shall be so chosen that one man is able to charge the spring without any additional efforts. Suitable latching arrangement shall be provided such that during manual charging operation, if power supply gets restored, jerk to operating personnel is avoided. The handle shall be either at normal operable height or otherwise a suitable foldable ladder shall be provided to facilitate manual charging of spring. Suitable arrangement for storage of handle in the box shall be provided. 18/- Please ensure furnishing of 25 sets of drawings and instruction manual on priority after drawing approval.

S C H E D U L E II(C) TECHNICAL SPECIFICATION 11 KV INDOOR CONTROL PANELS FOR 11 KV VCB

1.

SCOPE: This section contains the technical specification for the Indoor Control, indication, relay and metering panels associated with the outdoor switchgear and equipment associated with 11 KV capacitor bank for use at various sub-stations. The control and relay panels and other requirements specified under this section shall be complete in themselves with all main and auxiliary relays, fuses, links, switches, wiring, labels, terminal blocks, earthing terminals, foundation bolts, illumination, cable glands etc. 2. PANEL FINISH AND COLOUR: The colour finish shall be opaline green as per colour No.275 of BS: 381 C (1948). Equivalent colour as per relevant Indian Standards or any other standard shall be acceptable. This colour finish shall be applied to all the exterior steel work of the panels. The exterior finish shall be semi glossy only and shall not be fully glossy. The interior of the panels shall be painted with egg shell white. 3. PROTECTIVE RELAYS AND INSTRUMENTS: The protective relays shall be manufactured, tested and supplied with the guaranteed particulars, as per following Indian Standard Specifications with latest amendment thereof:.

The equipment meeting any other authoritative standard which ensures equal or better quality than the standards mentioned above shall also be acceptable. Equipment for which Indian Standards are not available the relevant British Standards and IEC recommendations will be applicable. 4. TYPE TEST CERTIFICATES FOR RELAYS: The supplier should have the following type test certificates in respect of relays offered by them for their control panels. Purchaser reserves the option to ask for submission of Test Certificates at any time before or during the execution of the work :5 KV Impulse peak voltage test on the relays. This type test report is essential for over current and earth fault relays. ii) Type test report for vibration test to prove the stability of relays under vibration normally encountered and also vibration under abnormal condition. iii) Type test report for overshoots time for relays. NOTE: Regarding testing of the relays, reference may please be made to BS-142-19.

5. PANEL CUT OUT AND DIMENSIONS: (i) The 11 KV Panels shall be fabricated from 14 SWG steel sheets free from all surface defects. The panels shall have sufficient structural re-enforcement to ensure a plain surface to limit vibration and to provide rigidity during despatch and installation. All control panels and switchgear cubicles shall be made absolutely vermin proof and subjected to the approval of the purchaser. Pre-treatment and painting of panels shall be done as per the procedure detailed in schedule. (ii) The panels shall have the following dimensions: -

Height : : 1475 mm Depth : 300 mm Width : 600 mm No deviation in height / depth will be permitted. However, width can be increased depending upon the actual requirement, which shall be subjected to approval from the purchaser. (iii) The preferred panel cut out dimensions for mounting of the relays shall be as per Indian Standard Specification IS-4483 (Part-I & II). (iv) Design, material selection and workmanship shall be such as to present a neat appearance, outside and inside with no works of welds, revits, screw or bolt heads apparent from the exterior surface of the control panels. 6. PANEL LIGHTNING: - (a) For interior illumination, an incandescent lamp / 2 feet fluorescent tube operating at 230 Volt 50 Hz with switch shall be provided in each panel. The lamp / tube shall be located at the ceiling and guarded with protective cage. The switch shall be mounted on one of the sidewalls and shall be easily assessable. (b) One 5 Amp. 3 Pin receiptable with plug, switch and fuse shall be provided in each control panel. 7. AUXILIARY SUPPLY: a) For each Control Panel, the purchaser will provide the following: i) ii) 230 V Plus 10% minus 20%, 50 Hz neutral grounded A.C. supply. 30 V Plus / minus 10% D.C. supply. b) H.R.C. fuses shall be provided by the supplier for both the A.C. and D.C. power supplies.

c) All H.R.C. fuses and links shall be with holder. The base of fuse holder shall be mounted on slant support and with identification labels. 8. CONTROL WIRING: a) The supplier shall provide complete wiring upto the terminal block for the equipment, instrument devices mounted in the control panel strictly according to the wiring diagram prepared by the supplier based on the purchasers information and schematic diagram and get approved from the purchaser. b) The wiring shall be completed in all respects s as to ensure proper functioning of control. All spare contacts of relays and switches shall be wired upto the terminal block. Control Panels shall be supplied completely wired ready for purchasers external connections at the terminal block. For CT circuits, the wiring shall be carried out with 1100 Volt grade PVC insulated stranded copper conductor of size 2.5 sq. mm. Each wire shall be identified at both ends with wire designation number by plastic ferrules, as per wiring diagram based on latest revision of IS-375 to denote the different circuit functions. The supplier shall take approval for the system of wire numbering. All wire termination shall be made with compression type connectors. Wires shall not be tapped or spliced between terminal points. All wire shall have crimp type termination and direct connection at any place is not at all required. All series connected devices and equipment shall be wired-up in sequence. Loop-in/ loop-out system of wiring shall be avoided as far as possible and the common bushes shall normally be made through the terminal block for better reliability of testing and maintenance. Fuses and links shall be provided for isolation of individual circuit from the bus wires without disturbing the other circuits and equipments. The DC trip and DC Voltage supply and wiring to main protective gear shall be segregated from these for back up protection and also for protective apparatus for special purposes. Each such group shall be fed through separate fuses, either direct from main supply fuses or the bus wires. Since, a number of wires will run from one point to another, it is desired that the support arrangement should be adequate and neat. The conventional method of bunching of wire should not be adopted, since; the same may create problems in case any wire is to be removed. The wires should be accommodated in plastic channel with sliding plastic cover mounted inside the panel, suitably, inspection / removal of wires should be possible by sliding the covers. Blank plastic channels should be provided by the sides of the panel to accommodate the incoming cables from switchyard through the cable glands. The circuit diagram of control circuit alongwith operating instructions (DOS / DONTS) embossed on metallic plate duly laminated shall be provided on rear side of the door.

TERMINAL BLOCKS: a) Multi-way terminal blocks complete with necessary binding screws and washers for wire connections and marking strips for circuit identification shall be provided for terminating the panel wiring and outgoing cables. The terminal block shall

be suitable for receiving atleast 2x7/0.737 mm stranded copper or Aluminium conductor wire per terminal. b) Terminal blocks shall have shorting and disconnection facilities. The panelside and outgoing wires should be disconnectable just by opening the disconnecting links which slide up or down without dislodging the wires from their position. AseaKirlosker type sliding links shall be provided. c) The terminal blocks shall be grouped according to circuit functions and each terminal block group shall have atleast 20% spare terminals. 10. CABLE ENTRY: a) The control panel shall have provision of cable entry from the bottom. Necessary cable glands should also be provided. The purchaser will arrange for necessary floor opening, below the panels to suit the suppliers requirement. b) The wiring through terminal blocks shall be such located so that it is convenient for floor opening. c) The control panel shall have provisions inside for fixing the multi-core cable glands, which shall be included by the supplier in scope of supply. For fixing these cable glands detachable gland plates of 4 mm thickness shall be mounted atleast 200 mm above the floor level. d) The cable gland plate and rear door shall be properly gasketted. e) Rigid supports shall be provided along the terminal block for holding plastic channel. Suitable clamps may also be provided in plastic channel for holding cables. 11. GROUNDING: a) 25 mm x 6 mm copper ground bus shall be provided extending alongwith the entire length of the panel and effectively grounding all metal structures. b) Each continuous length of ground bus shall have provision of two terminals at two separate points for connection to main ground grid of the sub-station. c) Potential and current transformer neutrals shall be grounded only at the terminal blocks where they enter the control panel from the instrument transformer. d) Wherever a circuit is shown grounded in the drawings a single wire for the circuit shall run independently to the ground bus and connected to it. 12. DOORS: Each panel shall be completed with end enclosing sheets on both sides and door in the back with connector strips at eye level. There will be one door with handle and also turn twist locks at top and bottom. Proper gasketing shall be provided on the door. A type test report from the recognized Govt. laboratory on degree of protection test (IP-55) shall also be furnished with the tender. 13. CONTROL AND RELAY PANELS: 13.1 The 11 KV Control Panels required for installation at all the Sub-stations shall be of simplex type. The control and indication apparatus, all meters and relays shall be mounted in the front. The instruments and relays shall be flush pattern. 13.2 The labeling for the circuits shall be provided at the front control panel, as well as on the inside wall. All indicating instruments, meters and important components shall have identification labels from inside also, in addition to outside. The terminal block shall have identification labels attached to them, clearly indicating phases identifications and also circuits and instruments identification. For example, the terminal connector shall have an identification indicating that CT Circuit for metering, for protection etc.

13.3 Some of the control panels are required for installation at the existing substations. These panels will be required to match with the existing panels in respect of colour shade, height, depth and width. The colour shade at the existing sub-stations is opeline green and gray. 14. CONTROL AND INDICATING CIRCUITS FOR 11 KV CONTROL PANELS: 14.1 The 11KV Control and relay panels shall have the following instruments, relays and accessories: 1 no. Horizontal version of over current and earth fault relay, having individual 3 phase units which are separate and can be changed independently (ALSTOM/EASUN REYROLLE/ABB/JVS make)electro static type. Illumination lamp with associated ON-OFF SWITCH. Space heater with thermostat and switch Power type 3 pin 5 Amps plug and socket with ON-OFF switch and fuse. ON-OFF and all indicating lamp indication has to be provided with clustered type LED (set of 4 LEDS) with holder of dia 22.5 Sq.mm DC buzzer should be provided inside the panel. A trip healthy lamp shall be provided for each circuit breaker and connected in such a way as to indicate the healthy condition of the trip circuit. The lamp should have the indication on demand when breaker is on. Such indication is also necessary when the breaker is off, but it should be possible to check the trip circuit condition before closing the circuit breaker. In brief, pre and post close trip supervision facility on demand is required and shall be included. The automatic tripping of the circuit breaker due to operation of protective relays shall be indicated by a common audible alarm. 15.4 The burden of current potential circuits of the relays shall be as practicable, Each relay shall be practically free from ordered due to normal variation in frequency, power factor and temperature effects. The current characteristics and internal wiring diagrams of all the relays shall be furnished. Tools necessary to carry out maintenance/recalibration shall be mentioned. Any additional accessories such as test plug etc. required to carry out routine testing shall be mentioned. 15.5 All relays (static) shall be mounted in the L.V. compartment of breaker panel. The make of relays catalogs for every type shall be furnished with the bid. 15.6 Relays shall have following protection features for breaker panel. High speed tripping feature shall be built in basic feature for all relays. CAPACITOR PANEL Capacitor panel shall have one real with individual following protection features. 1. INSTRUMENTS:-

16.1 All indicating instruments shall conform to IS-1248 and shall be of type and sizes specified under subsequent section. They shall be capable of carrying their full load currents continuously without heating. They shall have long clearly divided and indelibly marked scales of engraved or enameled metal and the pointers shall be of clean outline. The pointers and scales shall be subject to approval. The marking on the dials shall be restricted to the scale marking. All indicating instruments, shall be provided with non-reflecting glass type fronts. All indicating instruments shall be of class 1.0 accuracy. 16.2 Type test certificate for Ammeter and Voltmeter shall be submitted. The following may be carefully noted i) The component of alarm scheme shall be strictly in accordance with Tender Specification and shall be explained very clearly. ii) The scheme incorporated should ensure that flag resetting of relay is selfhand operated type. Thus it should not be necessary to reset the flag, at the time alarm/ annunciation is accepted in case of fault. It should be possible to separately reset the flag, after the fault is attended. 16.3 The automatic tripping of the circuit breakers due to operation of protective relays shall be indicated by audible alarm. The offered alarm scheme shall be complete in all respects including one DC bell for trip alarm with a contractor/auxiliary relay suitable to handle breaking of DC bell current. The contractor/auxiliary relay will get energized through the self reset alarm contact of protective relay and will remain actuated by its own seal-in contact. A push button shall be provided to accept the alarm by breaking the seal-in circuit.

TESTS:17.1 Each control panel shall be completely assembled, wired, adjusted and tested at the factory, prior to dispatch. 17.2 The tests shall include wiring continuity tests, insulation tests and functional tests to ensure operation of the control scheme and individual equipment. 17.3 The test procedures shall have prior approval of the purchaser. 17.4All instruments, meters and relays shall be tested and calibrated in accordance with relevant standards. 17.5 All auxiliary instrument transformer shall be tested in accordance with procedure as laid down in relevant standards. TEST WITNESSING:The tests shall be performed in presence of purchasers representative, if so desired by the purchaser. The supplier shall give atleast Fifteen (15) days advance notice of the date when the tests are to be carried out. TEST CERTIFICATE:Purchaser reserves the option to ask for submission of Test Certificates at any time before or during the execution of the work. PRE-TREATMENT AND PAINTING PROCESS The control panel Sheet steel shall be subjected to pre-treatment process before painting. The process shall be carried out as under. The procedure can broadly be devided as Metal treatment and Painting.. METAL TREATMENT:i) DEGREASING:This can be achieved either by immersing in hot alkaline degreasing bath or in hot dry chlorothelene solution. In case, degreasing is done by alkaline bath, rinse with cold water thoroughly. ii) PICKLING :This is to remove rust and metal scales by immersing in diluted sulphuric acid (approximately 20%) at nearly 80 degree centigrade until scale and rust are totally removed. iii) Rinse in cold water in two tanks to remove traces of acids. iv) Treat with phosphoric acid base neutralizer, for removal of chlorine from the above acid pickling and again wash with running water. v) PHOSPHATING:Immerse in gre-nodine Zinc phosphate solution for about 20 minutes at 80 to 90 degree centigrade. The uniform phosphate coating of 4 to 5 gms per sq. meter shall be achieved. vi) Swill in cold water:vii) Rinse in decxy to bath at 70 to 80 degree centigrade to neutralize any traces of salts.

viii) Seal the above phosphate coating with hot dilute chromate solution. ix) Dry with compressed air. 21. PAINTING: i) Spray one coat wet on wet specially developed, High Lusture Zinc chromate primer and stove at 150 to 160 degree centigrade for 25 to 30 minutes. Alternatively, Re-Oxide primer with chromate content may be used. However, former process is preferred. i) Rubbing and putting:Apply putty to fill up the scar, if any, to present smooth surface and stove15 to 20 minutes. Apply putty several times to get the perfectly smooth finish. ii) Surfacing:Sand down with mechanical abrasive and stove for 20 minutes. iii) Primer:Spray second coat of primer as per (i) above or grey primer surface wet on wet and stove for 30 to 40 minutes at 150 degree centigrade. iv) Finish Paint:Rub down dry and spray first coat of synthetic enamel finish paint wet on wet and stove for 30 minutes. v) Surfacing:Sand down or rub dry to prepare for final finish. Spray 2 coats of synthetic enamel finish paint wet on wet and stove it at 150 degree centigrade for 30 minutes. i) ii) iii.) NOTE:Necessary stiffeners may be welded between large cut outs to provide rigidity before painting process. Painting process shall be done within 24 Hrs. of completion of metal treatment. TECHNICAL SPECIFICATION FOR 11KV SINGLE PHASE OUTDOOR TYPE CURRENT TRANSFORMER 1. GENERAL REQUIREMENT:1.01. This specification covers design, manufacture, assembly, testing at works and delivery at destination of 11KV Single Phase current transformers for outdoor type, suitable for 11KV 3 phase 50 cycle solidly grounded system. 1.02. The outdoor type 11KV CTs shall be of resin cast type. Resin cast CTs will however, be enclosed in a housing to avoid direct exposure of the epoxy material to the sun. Accordingly, incoming and outgoing terminals will have to be brought out through porcelain bushings. Outdoor type CTs are required to be mounted on an outdoor structure in the switch yard. CTs, will, therefore, have suitable mounting holes at the base for clamping it on to the structure. This specification does not cover supply of mounting structures. 2. TECHNICAL REQUIREMENT::2.01. Current transformer winding to be used for protective relay shall be of accuracy class 10 P 10. Core shall be designed for minimum saturation factor of 10 for the highest setting. The magnetisation curves for these cores shall be furnished. 2.08. The rating of the secondary windings shall be 5 Amps. The secondary terminals shall be brought out in such a way that these are easily accessible. The secondary terminals shall be provided with suitable shorting links. 2.09. The maximum temperature attained by any part of the equipment when in service under continuous full load conditions and exposed to direct rays of sun shall not exceed 45o above ambient. 2.10. The CTs shall have di-electric strength corresponding to a maximum 1 minute power frequency voltage of 28 KV (rms) and impulse withstand voltage of 75 KV peak. 2.11 The tenderer shall furnish complete details of the fillers, resin and the hardner used and also the manufacturing process employed by him to obtain a high grade of casting free defects, blow holes etc.

2.12. The primary terminals of CTs shall be of non-ferrous corrosion proof material and shall be provided with suitable bi-metallic terminals connectors to receive Raccoon Type ACSR Conductor. 2.13. The terminals of primary and secondary winding shall be suitable marked according to relevant standard. All exposed ferrous parts shall be either hot- dip galvanised conforming to IS: 2633 or painted with corrosion resistant paint. For the secondary connections threaded studs shall be permissible. 2.14 11KV current transformers meant for outdoor type which shall be enclosed in a steel tanks and shall be suitable for mounting on steel structures to be arranged by the purchaser. Necessary flanges, bolts etc. for the base of CT shall be supplied and shall be galvanised. Thickness of steel tank plate shall be more than 3mm. 2.15. REQUIREMENT:- CTs offered by the tenderer shall be outdoor type comply with the following requirements :(a) Thermal ratings:- Short- time thermal current CTs for the rated time of 1 second shall be 18.4 KA. ratings assigned to the

(b) Dynamic ratings:- The peak value of the rated dynamic current which CT can withstand without damaged electrically or mechanically with the secondary winding short circuit shall not be less than 2.5 times the rated short time thermal current. (c) Temperature rise:- Temperature rise of the CT winding when carrying a primary current equal to the rated continuous thermal current at a rated frequency and at a rated output connected to the secondary winding shall not exceed the value specified in IS:2705:1992. During inspection this test should be conducted on one of the CT. 2.16. Outdoor type CTs offered by the tenderer should be type tested as per IS:2705:1992, with latest amendment if any, from recognised Govt. Lab and shall be submitted alongwith the type tested drawings for approval to the purchaser. The following shall constitute the type test :(a) Short- time current test. (b) Temperature- rise test. (c) Lightning Impulse test. (d) High- voltage power frequency wet withstand voltage test.

For any change in design purchaser reserves the right to get one CT Type tested at bidders cost at any independent Govt. Lab. 2.18. Each current transformer shall be subjected to following routine test as specified in IS:2705:1992 in presence of purchasers representative, if so desired by the purchaser. 1. SCOPE: This specification calls for design, manufacture, stage testing, inspection and testing before dispatch, packing and delivery of ISI-marked Copper Control Cables. It is not the intent to specify completely herein all the details of design and construction of Control Cables. However the material shall conform, in all respect, to the high standards of design and workmanship and be capable of performing the duties specified herein. The Control Cables shall be ISI marked, 1.1 KV Grade. The cores shall have a size of 16x2.5 Sq.mm. Copper Control Cables using stranded Copper Conductor. 2. STANDARDS: The Control Cables shall conform to the latest applicable Indian Standards. In case bidders offer Control cables conforming to any other International Standards, which shall be equivalent or better than IS, the same is acceptable. However, the cables meeting any other authoritative International Standard which ensures equal or better quality than the standards mentioned shall also be acceptable. Cables for which Indian Standards are not available, the relevant equivalent International Standards will be applicable. Please attach photocopy of all such standards according to which the cables have been offered. In this bid, the Bidders will have to furnish confirmation in regard to compliance of our entire technical requirement. The bid should clearly describe various technical particulars of the Control Cables as per detailed given in this specification.

GENERAL TECHNICAL REQUIREMENTS AND CONSTRUCTIONAL DETAILS: The Cables shall be designed to withstand mechanical, electrical and thermal stresses developed under steady state and transient operating conditions as specified elsewhere in this specification. 6. COPPER CONTROL CABLES: Control cables shall be of 1.1 KV grade, multi core (as specified in Clause), PVC insulated, PVC inner sheathed, armoured, PVC outer sheathed with stranded copper conductor conforming to latest version of IS:1554 and IS:613. 7. INSULATION: The conductor shall be provided with PVC insulation applied by extrusion in accordance with latest version of IS: 5831. The average thickness of insulation shall be in accordance with the IS: 1554 (Part-I) with latest amendments. The insulation shall be so applied that it fits closely on the conductor and shall be possible to remove it without damages to the conductor. 8. CODE IDENTIFICATION: Colouring of insulation shall identify cores of the cables of upto 5 cores. Following colour schemes shall be adopted: Sl. INNER SHEATH: The laid up cores shall be provided with inner sheath applied by extrusion. It shall be ensured that the shape be as circular as possible. The inner sheath shall be so applied that it fits closely on the laid up cores and it shall be possible to remove it without damage to the insulation. The thickness of inner sheath shall be conforming to latest version of IS: 1554 (Part-I). 11. FILLER AND INNER SHEATH: The filler and inner sheath shall be of the following: Unvulcanised rubber, or Thermoplastic materials, or Proofed tape (for inner sheath only) Unvulcanised rubber or thermoplastic material used shall not be harder than PVC used for insulation and outer sheath. The material shall be chosen to be compatible with temperature ratings of the cable and shall have no deterious effect on any other component of the cable. 12. OUTER SHEATH: The outer sheath shall be applied by extrusion. It shall be applied over the armouring of armoured multi core cables. The outer sheath shall be so applied that it fits closely over insulation/inner sheath/armouring. It shall be possible to remove it without damage to the insulation/inner sheath. The colour of the outer sheath shall be black. The thickness of outer sheath insulation shall conform to latest version of IS: 1554 Part-I. 13. IDENTIFICATION: In addition to Manufacturers identification on cable as per Clause-17.1 of IS: 1554 (Part-I) with latest amendments, the cable shall be embossed through out the length with the name of the manufacturer and the letters "Property of CSPDCL, Specification No., voltage grade with cable size and the year of manufacture". The embossing shall be done only on the outer sheath, the distance between any two consecutive embossings shall not be more than 2 Meter. The cable shall also be embossed (clearly visible) for the verification of its length at intervals of 1 Meter say 1,2,3 up to full length The embossing shall be increasive, automatic in line throughout the length of the Cable and shall be legible and indelible. 14. CABLE DRUMS: Cables shall be supplied in wooden or steel of heavy construction and drum shall be properly seasoned sound and free from defects. Wood preservative shall be applied to the entire drum. Bidder shall indicate in the offer the standard lengths for each size of power and control cables which can be furnished on one drum. The cable length per drum shall be subject to a tolerance of plus or minus 5% of the standard drum length agreed between Owner and Contractor. The Owner has the option of rejecting drums with shorter lengths. A layer of water proof paper shall be applied to the surface of the drums and over the outer most cable layer. A clear space of at least 40 mm. shall be left between the cables and the logging. Each drum shall carry the manufacturers name, owners name and address, contract number, item number and type, size and length of the cable, net and gross weight stenciled on both sides of drum. A tag wit same information shall also be attached to the leading end of the cable. An arrow and suitable wordings shall be marked on one end of the reel indicating the direction in

which it should be rolled. Packing shall be sturdy and adequate to protect the cables, form any injury due to mishandling or other conditions encountered during transportation, handling and storage. Both cable ends shall be sealed with PVC/rubber caps so as to eliminate ingress of water during transportation and erection. 15. PACKING AND MARKING: Cable shall be supplied in non-returnable wooden drums or steel drums of heavy construction. The surface of the drum and outer most cable layer shall be covered with waterproof layer. Both the ends of the cables shall be properly sealed with heat shrinkable PVC or rubber caps, secured by U nails so as to eliminate ingress of water during transportation storage and erection. Wooden preservative antitermite shall be applied to the entire drums. Wooden drums should comply with latest version of IS: 10418. The following information should be stenciled on the drum: Reference to relevant Indian Standard. Manufactures name, brand name or trade mark. Type of cable and voltage grade. Number of cores. Nominal cross-sectional area of the conductor. Cable Code. Colour of cores. Length of Cable on the Drum. Number of Lengths on Drum (if more than one) Direction of Rotation of Drum by means of an arrow. Approximate gross weight. Running end of cable. Country of manufacturer and year of manufacture. As mentioned, the cable drum must bear relevant Indian Standard certification Mark. 16. STANDARD DRUM LENGTH: The standard drum length for Copper Control Cable shall be 500 Meters 5%. 17. ARMOURED XLPE CABLE 1.0 SCOPE: This specification covers design, engineering, manufacture, stage testing, inspection and testing before supply and delivery at site and testing and commissioning of ISImarked 11 kV 3x95 & 3x120 Sq.mm.XLPE Cables for use with effectively earthed distribution system. It is not the intent to specify completely herein all the details of the design and construction of material. 4.0 TECHNICAL REQUIREMENTS : 4.1 MAIN FEATURES : The Power Cable shall be of 11 KV grade, high conductivity, stranded compacted circular Aluminum Conductor, XLPE insulated, extruded inner PVC sheathed, galvanized steel strip armoured with overall separate extruded PVC outer sheathed, conforming to relevant standards suitable for 11 KV three phase 50 cycle per second earthed system. 4.2 MATERIALS AND CONSTRUCTION : 4.2.1 CONDUCTOR : The conductor shall be made from stranded aluminium to form compact circular conductor having resistance within limits as specified in Table-2 of IS: 8130 /1984 and any amendment thereof. 4.2.2 CONDUCTOR SHEILD: The conductor shall have a non magnetic semi- conducting screen, which will ensure perfectly smooth profile and avoid stress concentration. The Conductor screen shall be extruded in the same operation, as the insulation. 4.2.3 INSULATION: The XLPE insulation shall be suitable for specified system voltage. The manufacturing process shall ensure that insulation is free from voids. The insulation shall withstand mechanical thermal stresses under steady state and transient operating condition. The extrusion method shall give smooth interface between semi-conducting screen and insulation. The insulation of the cables shall be of high standard quality and conform to Clause-11 of IS: 7098 (Part-II)/1985 or latest amendment thereof. 4.2.4 INSULATION SHIELD: To confine electrical field to the insulation, insulation screening consisting of two parts, namely metallic (non-magnetic) and non-metallic (semi-conducting) shall be provided over the insulation of each core. The non-metallic insulation shield shall be extruded in the same operation as the conductor shield and the insulation by the triple extrusion process. The insulation shield shall be of bonded type and strippable on adequate heating. Metallic screening of copper tape shall be provided over non-metallic shield as per provision of clause 12.4 of IS: 7098 (Part-II)/1985 and amendment thereof. 4.2.5 INNER SHEATH: An extruded PVC inner sheath shall be provided over laid up cores. The sheath shall be suitable to withstand the site conditions and the desired temperature. It shall be of thickness as per the relevant standards. Consistent quality and free from all defects. The binding tape used over the laid up cores shall not be construed as a part of the inner sheath. The inner sheath shall conform to the provisions of IS: 7098 (Part-II) /1985 or latest amendment thereof. 4.2.6 ARMOUR: Armouring shall be applied over inner sheath with galvanized steel strip complying with the requirements of IS: 3975 1988 and amendment thereof. The armour strips shall be applied as closely as possible. The dimensions of steel strip shall be as per table 4 of IS: 7098 (Part-II)/1985 and its latest amendment there of.

4.2.7 OUTER SHEATH: Extruded PVC outer sheath of type ST-2 as per IS:5831/1984 and its latest amendment shall be applied over armouring with suitable additives to prevent attach by rodents and termites and its thickness shall be in accordance with Clause 17.32 of IS:7098 (Part-III)/1985 and latest amendment thereof. Outer sheathing shall be designed to offer high degree of mechanical protection and shall also be heat, oils, chemicals, abrasion and weather resistant. Common acids, alkalies, saline solutions etc. shall not have adverse effects on the PVC sheathing material used. 4.2.8 CONSTRUCTION: 1) The cable shall have suitable PVC fillers laid up with insulation cores to provide substantially circular cross section before the inner sheath is applied. The fillers shall be suitable for the operating temperature of the cable and compatible with the insulating material. 2) All materials used in the manufacture of cable shall be new, unused and of finest quality. All materials shall comply with the applicable provisions of the tests of the relevant standards. 3) The PVC material used in the manufacture of cable shall be of reputed make. No recycling of the PVC is permissible. The purchaser reverses the right to ask for documentary proof of the purchase of various materials to be used for the manufacture of cable and to check that the conductor is complying with quality control. 4) The cable shall be suitable for laying in covered trenches and/ or buried underground to meet the out door application purposes. 5) Minimum guaranteed weight of aluminium conductor used in the cable shall be 3x120 mm2 - 968 Kg/Km. 3x95 mm2 - 766 Kg/Km 4.2.9 CURRENT RATING : The cables shall have current ratings and derating factors as per relevant Indian Standards. The current ratings shall be based on maximum conductor temperature of 90 C. with ambient site condition specified for continuous operation at the rated current. 4.2.10 OPERATION: Cables shall be capable of satisfactory operation, under a power supply system frequency variation of +/-5c/s, voltage variation of +10% to 15%. Cable shall be suitable for laying in ducts or under ground. Cables shall have heat and moisture resistance properties. These shall be of type and design with proven record on Distribution Net work service. 4.2.11 LENGTH: The cable shall be supplied in wooden drums and the standard drum length shall be as follows :11 KV XLPE Cable (size 3x185 sq.mm.) : 250 Mts.

Non standard length of not less than 100 mts. shall be accepted . Total non standard length should not exceed 5% of the ordered quantity for each size of cable . 4.2.12 IDENTIFICATION: For identification of individual cores, coloured strips of red, yellow and blue colours respectively shall be used on the cores to identify phase conductors as per relevant ISS. 4.2.13 EMBOSSING: The manufacturer shall emboss (i) Property of CSPDCL (ii) Name of Manufacturer (iii) Year of manufacture (iv) Specification No. (v) Voltage grade and size of cores at the interval of one meter length throughout the length of the cable. The identification embossing shall be done only on the outer sheath. 4.2.14 PACKING: The cable shall be supplied on non-returnable wooden drums of heavy standard construction conforming to IS: 10418:1982 and latest amendment thereof and being suitable for transport by goods train or truck and for storage at site. The wood used for construction of the drums shall be properly seasoned and wood preservative shall be applied to the entire drum. All ferrous parts shall be treated with a suitable rust preventive finish or coating to avoid rusting during transit or storage. Each drum shall have the following information marked on it with indelible ink along with other important information including technical data: (i) Specn. No. (ii) Consignee & Destination Railway Station. (iii) Trade name or trademark, if any. (iv) Name of manufacturer. (v) Nominal sectional area of the conductor of the cable. (vi) Drum No. (vii) No. of cores. (viii) Type of cable & voltage for which it is suitable. (ix) Gross weight of the drum(approx.) (x) Length of cable in the drum with individual lengths if more than one. (xi) Net weight of the cable. (xii) ISI certification mark, if available. A layer of waterproof paper shall be applied to the surface of the drum and over the outer cable layer. A clear space of at least 40 mm shall be left between the cable and the laggings. The packing shall be adequate to protect the cable from damage in transit and contractor shall be responsible for it and make good at his own expenses any all damages due to improper packing etc. 4.2.15 GUARANTEED TECHNICAL PARTICULARS: The guaranteed technical particulars in the prescribed format shall be furnished along with the bid without which the Bid shall be treated as non-responsive 4.2.16 TEST CERTIFICATE :

The tenderer shall furnish an authenticated copy of results of successful type test and short circuit withstand (one second) test as carried out over the cable of same design, size and type to prove that the design has successfully passed through required tests. 5.0 TESTING : 5.1 Cable should be type tested and short circuit withstand test for one second should have been carried out the cable of same design, size, type and manufacturing process during last five years (counted from the date of tender opening). Cable should conform to IS:7098 (Part-II) 1985 with latest amendment thereof in respect of type and Short Circuit withstand test. 5.4 Routine and Acceptance tests as laid down in IS: 7098 (Part-II) 1985 with latest amendment thereof may be asked to be carried out by the purchaser. 6.
