Functions of the District Industries Centre Identification of entrepreneurs by conducting motivational campaigns throughout the district, especially in Panchayat union headquarters. A. Selecting projects by conducting survey on the potential of industries. Factors to be considered: Availability of resources material and personnel Infrastructure Demand for the product and so on. B. Preparation of techno-economic surveys of the identified products. C. Potential entrepreneurs are assigned suitable projects. Provisional and permanent registration under SSI and issue of the certificate. Recommendation of the loan application for land and building acquisition to State level institutions and nationalized banks.

To guide an entrepreneur in selection of the appropriate machinery, equipment and raw material. Issue of certificates for import and export. Under Rural Industries Project (RIP), sanction margin money for the purchase of plant & machinery and recommend applications to state and central institutions and nationalized banks. Pursue with the electricity board for power connection. Scrutinizing and recommending to SIDCO, Power Tariff Concession in the form of power subsidy at the rates of :  30% for the 1st year  20% during the 2nd year  10% for the 3rd year Recommendation of interest free sales tax loan at 8% of the total fixed assets to SIDCO

Sponsoring applications for subsidy under Industries Rural Development Project (IRDA) at 33 1/3 % of the cost of capital for the project subject to a maximum of Rs. 3000 /unit. To disburse the interest subsidy for engineers for setting up industries in the rural areas. To assist entrepreneurs in marketing , export promotion and assess ancillarisation feasibilities . To conduct artisan training programmes and provide sheds. To prepare an action plan to implement DRDA, IRD, TRYSEM and other schemes from time to time. Though DICs were envisaged as a single window clearance agency and entrepreneur-friendly, entrepreneurs often are forced to run from pillar to post in order to get some clearances or for starting new projects. The support organizations are yet to adopt an entrepreneur-friendly climate.
