The Size of ADP and its Implementation


Bangladesh is expected to have a GDP growth rate of 6.3% for FY2011. ADP to increase by 18%.Despite poor ADP performance till date, the government has announced that fund allocation for ADP will increase to BDT 827.4 billion higher than the current year s BDT 460 billion. We have seen that historically that ADP implementation rate is highest in the last month of a fiscal year 25.4% in FY2011 and 19.9% in FY2009. Total ADP implementation has increased from 69.6% in FY2009 to 83.8% in FY2011. We estimate that aggregate implementation of ADP may stand at about 82% for this fiscal year. Official estimates have put energy subsidies for FY2012 at BDT 98billion, the amount allocated in the revised budget for the current fiscal. Subsidies on power and oil imports are expected to take up more than 9% of this allocation.
