Similar to the past years, the NGO Consortium maintained close cooperation with the Somali Aid Coordination Body in pro-
duction of this year’s edition of the NGO Handbook representing both local and international NGOs working in Somalia. More
organizations were included in this edition while minor changes were reflected on the layout.
As part of the achievement made by the consortium, the NGO Security Preparedness and Support Programme (NGO-SPAS) is
operational and carried out number of workshops tailored to the Somalia operating environment. In line with the aim of raising
security awareness within the Somali operating environment, weekly security reports and other relevant advisories were sent on
regular basis to the consortium members. Despite an unpredictable security environment, the NGO community remained com-
mitted to deliver services to the people of Somalia.
There was a beehive of activity from the end of last year ranging from security coordination to partnership issues, emergency
matters related to Tsunami as well as long-term strategies. The fruits of these momentums will only be realized if the high-level
coordination and active participation of both the local and international members of the Somali NGO Consortium remain in
place.
Finally, thanks must go to all the NGOs who forwarded information for this year’s edition of the handbook as well as those who
have shown relentless effort and unfading spirit in our past discussions.

1: Agricultural Development and Research Program project.
Agricultural Development and Research Project is aimed to
introduce to the agricultural sector in Somalia, new produce

Hiran Women Action on Advocacy for Peace and Human
Rights, also known as Hiran Women Association (HIWA), was
established in 1997 in Beletweyne, the capital of Hiran
district, 335 kilometers north of Mogadishu in west-central
Somalia near the border with Ethiopia. The group has
recently opened a branch office in Mogadishu, and has
received the assistance of a consultant from NOVIB for the
past Nine months (November 2003 – June 2004). The acting
chairperson is Fadumo Adan Abdi.
