1. INTRODUCTION

This report explains in detail the wastewater treatment process for Pitesti City wastewater
treatment plant.

2.1. GENERAL DESCRIPTION OF PROCESS

The Pitesty City WWTP is an activated sludge plant and will achieve the standards set by
the EU Urban Wastewater Directive 91/271/EEC for discharge to a "sensitive water body.
n order to meet these process requirements, the works has been based on a maximum re-
use of the existing assets with a complete replacement of the electrical, mechanical and
SCADA equipment as appropriate.

2.2. WASTEWATER TREATMENT

The general treatment process is an aeration activated sludge plant.
The design flow to the wastewater plant shall be twice the hourly maximum dry weather
flow Q

The incoming flow to the wastewater treatment plant (WWTP) shall be continuously
measured downstream of the overflow weir.

All flows above 2 Q
max
, after overcoming the overflow weir, shall be automatically diverted
to the retention tanks, using a flow controlled automated penstock. All diverted flows to the
retention tanks shall be screened by n1 automatic coarse screen (15 mm).

The retention tanks will work in sequential (from tank 17B to 17A or from 17A to 17B) or
parallel way. f either retention tank is out of service, then provision shall be made for the
storm water to flow directly from the overflow weir to the tank in service and then overflow
into the existing storm drain.
Each tank is equipped with two mixers that shall operate continuously whilst stormwater
remains in the tanks. When the incoming flow is below 900 litres/sec the Stormwater tank
shall be automatically pumped back to the inlet works, upstream of the flow measurement
chamber.

shall be normally screened to 20 and 6 mm, de-gritted de-
greased, before primary settlement.
All flows less than Q

shall go forward to be treated biologically , to remove BOD and
ammonia and shall include a denitrification stage to comply with the required water quality
of 10 mg/l nitrogen. These flows shall also be dosed with Ferric Chloride to achieve a final
effluent phosphorus concentration of 1 mg/l.

The biological treatment stage shall be two separate biological treatment lines (anoxic and
aeration tanks), designed such that either can be isolated for emptying whilst the other
continues to treat incoming wastewater.

Each tank shall have a separate anoxic zone equipped with two mixers to ensure the
internal recycle is well mixed with the return sludge and settled wastewater from the primary
tanks, at all flows.

2.3. SLUDGE TREATMENT
The primary and biological excess sludge (SAS) shall be thickened separately in the
existing gravity thickeners and new mechanical thickeners respectively.
The SAS and primary thickened sludge are pumped in two circular storage tanks complete
with stirrer to ensure complete mixing.

The thickened sludge is pumped to the anaerobic digesters.
The digested sludge is sent by gravity into two new covered storage tanks and after is
pumped to the dewatering treatment with centrifugal extractors to remove a part of the
sludge water; before dewatering the sludge is conditioned with polyelectrolyte.
Reject water returns to the inlet pumping station via new internal sewerage.

2.4. DESIGN DATA

The design load for the plant is based on a 320.000 population equivalent (PE) in the year
2022. The design flows and loads are summarised on table 3.1

Referring to the TSS, in order to consider all the condition of loads of the WWTP, the
following medium quantities have been added:

The quantities have been calculated making the following assumptions:

For the flow of the storm water tank it's been considered a dilution coefficient of 3,5.
For the liquor flow, a medium literature concentration of 3.270 mg/l has been
considered.
For the flow from the sludge storage area, it's been supposed a washout of 20% of
the sludge dewatered in 1 day.

2.5. DISCHARGE GUARANTEE
The effluent is discharged into River Arges through two concrete outlet pipes. The effluent
from the upgraded plant shall achieve the standards of the EU Urban Wastewater
Treatment Directive 91/271/EEC for "Sensitive Areas as set out on table below:

3. WASTEWATER LINE
3.1. D101 - INLET CHAMBER

The incoming flow to the wastewater treatment works (WWTW) is continuously measured
downstream of the inlet chamber D101. All flows above 8.200 m/h (2,280 litres/sec) shall
be automatically diverted to the retention tanks, using a automated penstock 101-MP-101
and a overflow weir located at the entrance of the channel of the storm water.
The supply pipes of the two storm water tanks have interception valve so that when a tank
is under maintenance it gets closed and the sewage fills the other one. It is necessary that
at Ieast the suppIy tube of one of the tanks shouId aIways remain open, so that in
case of rainstorm, the wastewater could always fill a storm water tank and, if the rainstorm
continues, through the overload level weir placed inside the tank, they move towards the
discharge end of the plant through the general by-pass pipe
All diverted flows to the storm tanks are subjected to 12 mm by self cleaning screenings.
The time cleaning of the grid is normally set by the operator. A differential level sensor
(upstream-downstream) starts the automatic cleaning of the grid. When the cleaning of the
grid starts, automatically activates also the screened material compactor, that compacts
and removes the screened material pouring it in an appropriate container bag
The operator shall select control of the penstock in auto or manual at the SCADA.
The inlet chamber equipments and instruments is shown on table 3.1.

3.1.1. MONTORNG FUNCTON AND ALARMS OPERATED

1 - SENSORS
The inlet chamber is provided of the following sensors which provide continuous
monitoring of
Ph and Temperature (101-PHT-101)
Phosphorus Control (101-PT-101)
Automatic sampler (101-SP-101)

Those measures are continuously recorded by the Supervisor and available for
historical trends.

2 - ELECTRICAL PENSTOCKS
Electrical penstocks are equipped with AUMATC drives and local command panel for
manual mode operation.
When not in manual mode the Penstocks will be operated from the SCADA System.

The local control commands the penstock to regulate the incoming total flow, in order to
limit it so that no more then 8200 m
3
/h are allowed.
The incoming flow is measured by the ultrasonic flow meter 101-FT-101.
The automation is carried out by an ON/OFF control, which commands the opening of
the penstock in case of measured incoming flow below the lower threshold of 8200 m
3
/h
value, and the closing of the device in case of flow exceeding 8200 + F m
3
/h, where
F is a range defined to avoid chattering fenomenous of the drive command. This range
is set to be 5% of the maximum flow by default, but it can be modified by the operator
as well as the lower threshold value.

3.2. D102A/B - STORM WATER RETENTION TANKS

From the inlet chamber, downstream of the storm overflow, flows above 8.200 m/h (2.300
l/sec = 2 Q
max
) will screened by n1 automatic coarse screen and, after, stored in the
retention tanks. f either retention tanks are insufficient the storm water can flow directly into
the existing storm drain to the river.
When the incoming flow is below 3.240 m/h ( 900 l/s ), storm water tank shall be
automatically pumped back to the inlet works, upstream of the flow measurement chamber.
f the flow to the works exceeds, whilst any storm water is being returned, then both return
pumps shall be switched off until the measured flow is less than 3.2040 m/h.
Every tank will be provided with n 3 submersible mixers to maintain solids in suspension.
The storm water tank equipments is shown on table 3.2.

Coarse Screens are equipped with local command panel for manual mode operation.
When not in manual mode the Screens will be operated from the SCADA System.

2 - DEWATERING HYDRAULIC PRESS

SCADA System.

3 - TANKS LEVEL SENSOR
The retention basins are provided of the following sensor which locally control the
activation of the tanks mixers according to the measured tank level:
Ultrasonic level indicator (102A-LT-101), to control mixers 102-MX-101A, 102-MX-
101B, 102-MX-102.

A warning alarm will be rised if both manual penstocks located at the entrance of the
retention tanks are closed.

4 - SUBMERSIBLE MIXERS
Submersible Mixers are equipped with local command panel for manual mode
operation. When not in manual mode the Submersible Mixers will be operated from the
SCADA System.

5 - HORIZONTAL CENTRIFUGAL PUMPS
Horizontal Centrifugal Pumps are equipped with local command panel for manual mode
operation. When not in manual mode the Horizontal Centrifugal Pumps will be operated
from the SCADA System.

The retention tanks emptying pumps can be remotely operated.
The local control allows the pumps to be activated if the following conditions are
verified:
The stormwater retention tanks are not empty
The incoming flow to the inlet channel is below 3240 m3/h.
On the other hand, the local control will stop the pumps if the retention tanks level is
too low or if the incoming flow to the inlet chamber is too high.

6 - AIR EXCHANGE FAN

Air Exchange Fan is equipped with a local control switch on TD for manual mode

3.3. D103- COARSE SCREENING

The coarse screening is constructed with three channels each capable of receiving the
maximum design flow of 8.200 m/h (2 Q
max
).
The central line is the by-pass screening and the coarse screen (i=20 mm) installed will be
manually cleaned.
Each line have a clear spacing between bars of 20 mm and is provided with a mechanical
penstock.
The two automatically raked coarse screens will operate on differential level controlled by
ultrasonic level sensors upstream and downstream of the same.
An adjustable timer over-ride will provide to maintain regular screen operation at low flows.
The automatic coarse screen equipments is shown on table 3.3.

n case of absence of electricity, the power generator 103-UPS-101 opens the 2 penstocks
(the one of entry and the one of exit) of the emergency central channel in order to guaranty
a coarse screening. This generator gives power to the interception penstock D101-MP-101,
in case of emergency. When the power returns, the operation which took place before blak
out must be manually reset.

3.4. D103- FINE SCREENING

Each line will be divided in two channels everyone equipped with a fine screen clear
spacing between bars of 6 mm.
The self-cleaning belt type screens will operate on differential level controlled by ultrasonic
level sensors upstream and downstream of the same. An adjustable timer over-ride will
provide to maintain regular screen operation at low flows.
The screenings washing and dewatering unit will stop at an adjustable period after
cessation of the screen operation and the screenings will be discharged to a skip.
The automatic fine screen equipments is shown on table 3.4.

1 - PENSTOCKS
Electrical penstocks are equipped with AUTOMATC drives and local command panel for
manual mode operation.
n case of absence of electricity, the power generator 103-UPS-101 will provide the power

to open the 2 penstocks of the emergency central channel (the one of entry, 103-MP-102,
and the one of exit, 103-MP-105) in order to guaranty a coarse screening.

The SCADA enables continuous monitoring of
Operational State of the Penstocks (full open, full closed, fault status).

2 - COARSE AND FINE SCREENS
Coarse and Fine Screens are equipped with local command panel for manual mode
operation.

3.5. D103- ODOUR TREATMENT

The exhausted air extracted from:
the building which will contain coarse and fine screening channels and the 4
containers dedicated to the storage of the material kept from the screens
the grease pumping station of the great and grease removal compartment,
will be subject to a forced ventilation and to the odour treatment.

The scrubber capacity will be able to guaranty an air renewal rate of 67 volumes per hour.
Pollutants in the exhausted air treated by the scrubber are absorbed by chemical reaction
through washing with reducing reagents. Air is pushed through the scrubber by a standard
fan and once treated is released into the atmosphere.

The internal air of the screening room is changed through a suction system connected to a
scrubber that cleans through washing with acidic solutions the foul-smelling air and expels
it through a fan connected to an expulsion chimney.
The system of air treatment is provided with its own automatic package.

3.6. D104 - AERATED GRIT AND GREASE REMOVAL CHANNEL

The aerated channel for grit and grease removal are equipped with two "to and from bridge
to the collecting the sands to the hoppers, set in head of the tank.
The sands is extracted with submersible pumps and sent to proper sectors of sand
separation to facilitate the disposal. The functioning of the sand pumps is set manually by
the operator.
The floated material collected in the lateral calm zone of every line, is sent to a pumping
station (D104B ) equipped with submersible pumps, controlled by 3 float switches (1=stop,
2=start, 3=alarm). Foams are pumped to the sludge thickening station D115A,B.
After an event of interruption of electricity, the restart of the two "to and from scraper, is
automatic.

3.7. D105 - PRIMARY SETTLEMENT TANKS

The three primary settlement tanks were refurbished with new scraper arms, surface
scrapers, scum collection box, bridge, adjustable castellated weirs and automatic
desludging. The auto-desludge pumps were connected directly to the sludge outlet pipe
from each tank. Each primary tank has one scum box directly connected to the primary
sludge PS .
The primary tanks are desludged automatically, an operator controlled time setting in the
SCADA system. All primary sludge are pumped directly to the gravity thickeners in the
sludge plant. The three primary settlement tanks working separately and in parallel.
The primary settlement tanks equipments is shown on table 3.7

2 - SENSOR
The tank is provided of a switch level sensor (105A/C-L-101) which provide continuous
monitoring of the level of the tanks and rise a Low level warning alarm.


3.8. D106 - HIGH FLOW PS

After primary settlement tanks flows greater than 2.100 m/h (1,140 litres/sec) shall be
diverted to a pumping station for return to the storm retention tanks. f both tanks are full,
the pumps shall be stopped and the flows envoy directly to the exit chamber through the
overflow weir.

3.9. FLOW SPLITTING & FLOW METERING BEFORE BIOLOGICAL TREATMENT

The biological treatment is composed by two lines, D107A and D107B. Two weirs of the
same length located at the entrance of the two tanks equally divide the water flow arriving
from the primary clarifiers in two parts. The maximum flow that can be sent to the biological
treatment is 4.100 m/h (2.050 m/h for every line). The exceeding flow overflow and it is
pumped back to the retention tanks by the High Flow pumping station D106.
The position of the penstocks 107-MP-101A and 107-MP-101B will be regulated by the
PLC local control in order to ensure that the incoming flow to the biological tanks is equally

divided in two, balancing possible asymmetry of the flows in the biological tanks inlet
channels.
Every penstock is controlled by a feedback control, regulated by a pre-defined PD block.
The set-point for the two loop control will be defined in the following way:
-. f the actual WWTP incoming flow exceed 4.100 m

/h, then the set-point for the two
loop will be 2.050 m

/h, allowing the tanks to receive the maximum flow possible, optimizing
the quantity of sludge treated, and assuring that the flow is equally divided in two.
- if the actual WWTP incoming flow is lower than 4.100 m

two loops will be half the value of the measured incominc flow.
- if one of the two tanks is not operative (for maintenance) than te set-point of the
control loop regulating the penstock of the other thank, will be 4.100 m

/h, and exactly equal to the actual
measured incoming flow, if this is lower than 4.100 m

/h.

The instantaneous and cumulative flow are continuously be recorded on the SCADA
system to automatically control the ferric dosing, internal recycle flow (for denitrification)
and the returned activated sludge (RAS) flow. The combined flow is split equally between
aeration tank D107A and D107B at all flows.

3.10. D107 - BIOLOGICAL TREATMENT

The biological treatment lines is composed of two separate biological treatment stage (
anoxic and aeration tanks) designed such that either can be isolated for emptying whilst the
other continues to treat incoming wastewater. Each tank shall have a separate anoxic zone
equipped with a minimum of two mixers to ensure the internal recycle is well mixed with
the return sludge and settled wastewater from the primary tanks, at all flows. The anoxic
zone is separated from the aeration tank by a complete partition wall to ensure no back-
mixing between the aerobic section and the anoxic section.

The return activated sludge (RAS) and the internal recycle for denitrification shall be
controlled automatically using variable speed pump motors.

n the oxidation-nitrification phase, the air necessary to the biological treatment is provided
by volumetric air blowers and is diffused in the tanks by membrane disk diffusers set in the
bottom of the tanks.
The oxygen is given in accordance to the real need of the biological process through the
use of sensors of dissolved oxygen (2 for each tank through which is calculated the
average value, 107-OT-101A/B/C/D).
The operator sets the standard of dissolved oxygen to be kept in the tank (on average 2
mg/l), when this level falls the blowers are asked to produce more air, that through inverter
increases the number of engine speed.

A part of the aerated mixture, at the end of each tank of oxidation-nitrification, is sent again
to the entrance of the biological tanks with an intubated pump (D107A3-B3). An
electromagnetic flow meter, installed on the delivery pipe DN900 due to the recirculation of
the nitrates, allows to measure the actual recirculated nitrates flow.

The engine of the pumps has an inverter so the operator, can choose the range which is
most proper to the process, with a variability range from 2700 m/h to 4000 m/h depending
on the instantaneous flow value, measured before the biological treatment, recorded in a
cumulative manner by the SCADA.

All the flow from both aeration tanks (other than internal recycle flow) shall be split
proportionately to each of the three secondary tanks (DS2, DS3 and DS4) at all flows.
The recycle pumping station are fitted with a minimum of 1+1 R e 2+1R variable speed
pumps and controlled automatically by the SCADA system as a function of solids
concentration measured in the oxidation tanks with MLSS measurement tool
This internal recycle is measured and the total flow recorded continuously. This internal
recycle is returned to the anoxic tanks

At the entrance of each tank of oxidation is also installed a sensor of Ph control, and at the
ending a suspended solids sensor (MLSS), for measuring the actual sludge concentration
in the tank. Another level meter is installed on each channel of alimentation of the two
biological lines and checks the actual value of the flow pumped to the line.
The main features of each line are:

Volume oxidation-nitrification = 10.100 m

4 - BLOWER FOR AERATION TANKS
The Blowers motors will be operated through frequency converters of the latest
generation and will provide manual and automatic operation. When in manual mode the
Blowers will be operated from the command panel located on the door of the TD3B
distribution Panel.

on the basis of the dissolved oxygen (DO) measured by the DO measurers 107-OT-
101A/B/C/D. The actual DO concentration will be set by the operator on the basis on

the requested DO concentration.
The blowers are divided in two groups, one for each biological tank, in order to operate
the two tanks independently, allowing one to run if the other is off for maintenance.

3.11. D111 - PHOSPHATE REMOVAL EQUIPMENT

The solution of ferric chloride( FeCl3) used for to delete the phosphorus , is stocked into
two tanks in the local D111. A level switch bar indicates the reaching of minimum level
inside the tank and with a light signal indicates the state of empty tank. When both tanks
are empty the dosing pumps of the solution stop working.
The three points of dosage, each with two pump (1+1R), are: at the end of the grit chamber
D104, at the inlet of biological treatment D17A,B, and in to tank flow splitting from both
aeration tanks to the three secondary tanks (DS2, DS3 and DS4).
At the entry and at the exit of the WWTP (position D101 and D109), are installed
phosphorus measuring probes (P).
f the measure of phosphorus in exit is higher than the limit fixed by the law, the remote
control warns the operator by SCADA to increase the quantity of ferric chloride to be dosed.
The process is set by the operator who decides the quantity in the position (before
primaries, before aeration tanks and before final settlement tanks ), of solution to set, in
order to be able to regulate the value of the needed flow depending on the instantaneous
flow value.

3.12. D108 - SECONDARY SEDIMENTATION TANKS

All three of the existing final settlement (DS2, DS3 and DS4) tanks are refurbished with new
bridges, sludge scraper arms and scum boards and valves. The scrapers shall be designed
to operate during periods with frost must not have a restrictive impact on the operation of
this equipment.

The bottom sludge shall automatically be withdrawn from each tank separately and new
manual valves provided.

Biological sludge deposited on the bottom of the final sedimentation tanks are withdrawn by
the blade of the bridge ad sent to the central collecting tank by two siphons.
These ones are started with a vacuum pump. The vacuum pump is needed only for making
the process start, then it is turned off. A floating level sensor, set inside the central tank,
reports to the SCADA if the collecting system of the sludge is working or not (= alarm).

The Scraper Bridge will be operated from the command section's door for manual mode

2 - VACUUM PUMPS

3.13. D109 - EXIT CHAMBER

Flows arriving from secondary sedimentations will pass through an area velocity type flow
measurement on the open channel.

The flow measurement system will be complete with a refrigerated 24-hour programmable
composite sampler, which will operate on a flow proportional basis.
The sampler will be complete with weatherproof/lockable enclosure and composite bottles
(duty/stand-by).
The equipments for the exit chamber is shown on table 3.13

On the discharge tube of the clarifiers D108B-C, is connected a proper pumping station
D110 for service water use.
The pumps start/stop regulated by a level sensor.
The washwater pumps to provide water to:

Grit/grease chamber

All sludge pumping stations
Digester heat exchanger houses
All the sludge thickeners
Sludge dewatering station

4. SLUDGE LINE
4.1. D112 - PRIMARY SLUDGE P.S.

The primary sludge extracted periodically by primary clarifiers (D105A,B,C) by 2 pumping
stations are sent to the mechanized pre-thickening (D115A,B).
One pumping station (D112B) is made with 1+1R submersible pumps and the other
(D112A) with 2+1R submersible pumps. Each pumping station is controlled by 3 floating
switches (1=stop, 2=start, 3=alarm).
Each pumping station is equipped with a submersibles pumps for drainage.
The timed extraction of primary sludge is done by setting by remote control (SCADA) the
opening up of the extraction valve (112-A,B-eV-101) installed on the tube that connects the
central hopper of the primary clarifiers.
The Primary sludge flow is measured and recorded on SCADA.

4.1.1. MONTORNG FUNCTON AND ALARMS OPERATED

1 - ELECTRICAL VALVE
Electrical valves will be fitted with motors and command panels mounted on
equipments with AUTOMATC type drive. The valves will be operated from the
command panel for manual mode operation. When not in manual mode the Electrical
valves will be operated from the SCADA System. The operator will have the possibility
to remotely command the Electrical Valves.

4.2. D113 - RETURN ACTIVATED SLUDGE (R.A.S.)

Sludge collected by the bridges of the secondary clarifiers are sent by gravity to the two
load tanks of the return activated sludge pumping station. One (D113A) is made with 1+1R
pumps with horizontal axis and the other (D113B) with 2+1R pumps with horizontal axis.
Each pumping station is controlled by 3 floating switches (1=stop, 2=start, 3=alarm).
The pumping stations are equipped with changeable speed motors, in order to be able to
regulate the value of the needed flow depending on the instantaneous flow value,
measured before the biological treatment.
The RAS flow from each pumping station is continuously measured (and recorded on
SCADA) and split equally between each aeration tank.

The collection of surplus activated sludge is on the DN800 pipe of return activated sludge,
which are pumped by 2+1R submersible pumps to the dynamic pre-thickening sludge
(D116). The SAS flow from the pumping station is continuously measured, and recorded on
SCADA, in the building D116 SAS Dynamic thickening and chemical conditioning

4.4. D115 - PRIMARY SLUDGE THICKENING

The primary sludge is pumped directly to the two gravity thickeners D115A, D115B.
n the two thickeners is dosed a mixture of polyelectrolyte.
A polymer dosing point is provided to each thickener to reach a thickened sludge dry
concentration value of 5%, prepared by a local unit of preparation in the building D116.
nside each thickener a mechanical sludge thickener bridge that runs slowly allows the
separation of water from sludge.
Each thickener has a level transmitter to transmit to the SCADA the filling of the tank
(empty / full).
The thickened sludge is pumped with eccentric screw pumps (2+1R) to mixing tanks
D117A,B .
Liquors from the thickener will be collected into the internal sewerage and returned by
gravity to the rejected liquor storage tank D126.
An electromagnetic flow meter, installed on the output pipe DN200, allows to measure the
liquor and recorded in a cumulative manner by the SCADA.

4.5. D116 - DYNAMIC THICKENER

This system is composed by n.2 drum thickeners completed of the flocculation reactor
installed in the dewatering building D125.
The dry concentration of the sludge after the dynamic thickening has a value of 6%,
Liquors from the thickener will be collected into the internal sewerage and returned by
gravity to the new return liquor storage tank.
Every mechanical thickener has his own eccentric screw pump to transfer the thickened
sludge to mixing tank D117.
For the production and dosing of polyelectrolyte will be installed n 2 automatic plant with a
capacity of 2.800 l/h each.
Liquors from the dynamic thickener will be collected into the internal sewerage and returned
by gravity to the rejected liquor storage tank D126.
An electromagnetic flow meter, installed on the output pipe DN200, allows to measure the
liquor and recorded in a cumulative manner by the SCADA.

4.6. D117 - THICKENED SLUDGE MIXING TANK

n order to make homogeneous primary and surplus thickened sludge, the sludge is
pumped in two circular tanks covered D117A, D117B.
Each tank is equipped with mixer to ensure complete and continuous mixing of the sludge.
The mixed thickened sludge is pumped to three of the existing digesters with the eccentric
screw pumps.
An electromagnetic flow meter, installed on the output pipe DN200, allows to measure the
sludge pumped to digesters and recorded in a cumulative manner by the SCADA.
The motorized valve ensures to not exceed the height of the overflow of the tank.
The level of sludge is controlled by a ultrasonic level indicator.
Surplus liquors will be collected into the internal sewerage and returned by gravity to the
liquor storage tank D126.

4 - SENSORS
The tanks are provided of the following sensors:
switch level sensors (117A/B-L-101) which provide continuous monitoring of the
level of the tanks allowing the local automation to start/stop the mixers (117A/B-MX-
101A/B), to start/stop the pumps filling the tanks (115-ESP-101A/B/R) and to
open/close the electrovalve of the filling pipe (117A/B-EV-101).

the outflow pipe of the sludge.

mounted at the end of the heat exchanger

4 - DIGESTER SENSOR
The digesters are provided of the following sensors:
preassure transducers (118A/B/C-L-101), which provide continuous monitoring of
the preassure of the tanks and rise High level alarm.
temperature measurer (118A/B/C-TC-101A/R), which have Profibus PA interface
and communicates with the Supervisor through Profibus PA/DP Coupler.

4.8. D119 - DIGESTED SLUDGE STORAGE TANKS

The digested sludge is stored in two circular covered thickeners.
This compartment allow the accumulation and the blending of the digested sludge before
the following sludge dewatering and it is equipped with mixers to ensure a continuous
mixing of the sludge.
Liquors from the thickener will be collected into the internal sewerage and returned by
gravity to the new return liquor storage tank.

4.9. PLANT FOR THE ADSORBITION OF H2S FROM BIOGAS

n anaerobic fermentation of waste for biogas production, the methane produced contains
high levels of hydrogen sulphide which is highly corrosive to the energy production unit.
Desolf equipment reduces the quantities of hydrogen sulphide with a 90% efficiency and
through careful chemical cleaning of the biogas.
Venturi stage: n the Venturi stage, the biogas is sucked in under dynamic high pressure,
caused by the strong turbulence in the high velocity throat, and is forced into contact with
the wash solution for optimal pre-filtering.
First Tower Stage: n the first tower, the biogas from the Venturi is backwashed at low
velocity over an ample static contact surface (biogas - wash solution) obtained through
alveolar exchange packs with a high specific surface area.
Second Tower Stage: n the second tower, the biogas is scrubbed in the same way as in
the first tower and then passes through a demister: alveolar packs to separate droplets
which prevent the reagent solution carry-over.

4.10. D121 - COMBINED HEAT & POWER
4.10.1. POWER UNIT (CHP)
n order to produce electric energy from the biogas product from the digestion process, N 2
CHP engines is installed in a technological building.

Every engine can recuperate a quantity of thermal energy 300 kW and has a max
consumption of biogas 130 Nm3/h.

Every engine has production of electric energy of 260 kW/h.

The whole CHP group can give a recovery of electric energy of 520 kW/h.

4.10.2. HEAT UNITS
The heats units station is made of 2 boilers (1+1 for reserve). Each boiler is equipped with
a control panel mounted beside the machine that manages the operation of each single
boiler. Both the boilers during the winter are switched on and in stand-by. The boiler of
reserve may enter into operation when the electronic controller - mounted on the general
panel of the system which supervises the operation of the system - signals to the control
panel of the reserve boiler to enter in function.
The main purpose of the boilers is to maintain the sludge within the digesters at a
temperature of 35C. For this purpose have been included, on all the delivery and return
flow circuits for hot water, some temperature probes that send the signal to the control
junction box. When (for example) a temperature probe on the pipe of coming back water
from the heat exchanger of the digester refers a value of lower temperature of a certain
prefixed value, it means that it is necessary to send heat to the digester; consequently the
boiler increases its operation in order to supply the necessary heat.
The operation of each group of pumps (1+1 of reserve for each line) is set in action
manually.
n case of maintenance of a line, the group is turned off manually too.
The internal recirculation pumps of hot water, for each boiler, are instead managed from the
control panel of each boiler.
A part of the heat produced by the boilers is used to heat the local of mechanical
dewatering (D116-D125). n the cold season, the circulation pumps of warm water are
switched on, and they send it to le local.
At the same time are switched on: all the pumps of the substation, the two pumps of the
circuits of aerothermals and the one of the UTA circuit (unit of air treatment).
The internal fan of the UTA, which exchanges the air within the local of dewatering, works
all the year, while the pump for sending the warm water to the heat exchanger, works only
in wintertime.
Each aerothermal is equipped with a thermostat that, once reached the prefixed ambient
temperature, switches it off.
n this case the remote control has only the task of monitoring and supervise the operation
of each machine (start/stop/alarm).

Both within the boiler room that in the room of cogeneration, two sensors are mounted (one
for the gas and the other for the smoke) and in danger case they close the valve of
interception of the methane and of the biogas both of cogenerators and boilers.

4.10.3. PUMP FOR SLUDGE HEATING GROUP (ROOM D122)
The pumps 118A, B, C installed in the boiler room D122 heated sludge digester through
heat exchangers
When the process of digestion is started, the biogas produced fills the membrane
gasometers. The indication of the degree of filling of gasometers is indicated by a internal
probe of position. At this point you can manually select the functioning of the boiler by
biogas. When the process is fully launched you can turn cogenerators (using biogas). The
pumps 121A,B move hot water from cogenerators to the main collector of thermal station,
recovering heat from the cooling of the engines and from exhaust fumes of cogenerators.
The pumps 122 (1 1R) move the water produced by the boiler to the main collector.
The pump 125 moves hot water to the dewatering building D125-D116 for the heating of
environment. n the mechanical dewatering building the hot water coming from the thermal
station is recirculated by 125-OCP-102 to the UTA (Air Treatment Unit), that makes a
replacement of the internal air of the local. n addition there are two other circuits served by
pumps 125-OCP-103 and 125-OCP-104, one sends the hot water to the 6 aerothermic of
the mechanical dehydration, and the other one sends it to the 2 aerothermic of the local
due to the storing and dosing of ferric chloride.

Each aerothermic is equipped with a local control panel with thermometer. n case of
reaching of the set temperature, the aerothermic stops.
The UTA (Air Treatment Unit) always works (summer-winter). n the summer time the
recirculating pump of hot water is stopped.

4.11. D123 - GASHOLDERS

The biogas produced by the 3 digesters is sent through an appropriate piping to 3
membrane gasometers each with a volume of 1.000 m. An ultrasonic level allows you to
measure the movement of the membrane and therefore to determine the quantity of stored
gas.
The console of control of each gasometer allows the control of the signal with the
monitoring of the state of the gasometer (it remains to decide what to send to TLC, empty,
full, etc.).
n case of need, for the disposal of the exceeding biogas it is provided an appropriate torch
of emergency (D124).
The biogas goes out of the gasometers with a maximum pressure of 25 mbar and goes
through a division of desulfurization and dehumidification, for the cleaning of the biogas
from the H
2
S (hydrogen sulphide) and for its dehumidification (essentially making it more
dry). First the biogas passes through a scrubber tower that through a washing with a
solution of soda (sodium carbonate), it comes reduced by the component H
2
S. The
scrubber is equipped with a switchgear, mounted beside the machine, that controls and
gives power to the fan, the pumps, the tools and all the devices of process control.
At the exit of the vertical scrubber, the biogas goes through a dehumidifier, made by a
condenser powered by a water chiller.
Within the desulphurisation local (D120) two sensors are installed, one for the gas and one
for the smoke, in case of alarm they intervene on the interception valve of biogas on the
transport piping and they exclude the biogas feed to the scrubber.
At the exit from the process of desulfurization and dehumidification, having the biogas a
little pressure, it is pumped to the using devices (cogenerators and boilers) through 1+1
reserve blower in order to increase the pressure to a maximum of 150 mbar.

4.12. D125 - MECHANICAL SLUDGE DEWATERING

The dewatering unit consist of N. 2+1 stand-by centrifuges installed with a single
maximum capacity of 650 kg TSS/h.
They is arranged in the existing dewatering building, including n 2 polymer preparation
stations, with a single capacity of 3.500 l/h (total 7.000 l/h) , with a adjustable dosing pump.

The centrifuge feed pumps are with the inverter driven variable speed progressive type:
they are adjustable to optimise the performance of the centrifugal extractor and will operate
until the signal indicating low level in the sludge storage tank causes them to stop or until
the preset time is reached.

The centrifuge feed sludge are pre-conditioned with polyelectrolyte. The polymer
preparation plant are located and arranged in a way that it will give no obstructions for filling
with polymer, service and maintenance.

The polymer solution dose rate (10 g poly/ kg SST) will be set manually and the centrifuge
feed pumps will control the dosing pumps operation.
The unit will be capable of using technical water as water source for all purposes and will
provide polymer to the centrifugal extractor through n 2+1 stand-by dosing pumps.

The feeder is of the screw type while the feeder outlet is designed for effectively preventing
moisture from reaching the polymer powder.

The polymer dosing unit are provided with own local controls and instrumentation to provide
a working installation. The unit will work automatically together with the centrifuge and
sludge feed pumps.

The extractor centrifuge will operate on a daily basis at a preset time for 6 days per week,
16 hours per day.
The centrifuges are equipped with a local automatic control panel for all internal centrifuge
control as well as for auxiliary equipment.

The centrifuges are mounted on steel frames with vibration dampers and will be equipped
with all necessary auxiliary equipment to ensure trouble free operation. An automatic torque
control system will ensure optimum control of differential speed.

The required sludge cake concentration is equal to 25%.
Liquors from this sludge treatment will be collected into the internal sewerage and returned
by gravity to the new return liquor storage tank.

4.12.1. MONTORNG FUNCTON AND ALARMS OPERATED

1 - DEWATERING CENTRIFUGES
Local command panels are provided for manual mode operation.
When not in manual mode the centrifuges will be operated from the SCADA
System.

Monitoring Functions
The SCADA system enables continuous monitoring of
Running State of the screw thickeners.
Operating hours of activated devices
Digested sludge flow treated by the centrifuges, measured by electromagnetic
flow meter 125-FT-101A/B/C
Return Liquor Flow from the centrifuges to the Rejected Water Pumping Station,
measured by flow measurer 125-FT-103.

2 - POLYMER PREPARATION UNITS
Equipements are provided with individual command panels.

3 - POLYMER DOSING PUMPS
Polielectrolite Dosing Pumps are equipped with local command panels for manual

5 - RECIRCULATION PUMPS

4.13. D127 - SLUDGE CAKE STORAGE

The dewatered sludge are stored in one new cake storage area of about 108.080 m.
This whole area is made with a concrete floor designed with slopes for water drainage and
for road vehicles.
All the drainage liquors from this cake store will be collected to the collection tank.


4.14. D126 - RETURN LIQUOR STORAGE TANK

The tank is covered concrete storage tank with an useable volume > 1000 m3 , to receive
all the drainage liquors from thickeners, dewatering building, CHP building, digester plant
rooms and the cake store.

The mixing system will guarantee complete mixing to ensure the considerable solids in this
liquor remain in suspension at all times and be on guide rails.

There is a pumping station to transfer the return liquor to the feed channels to all the
primary tanks.
The pumps will be controlled by the SCADA system and be sized to empty the full tank in
six hours into the flow upstream of the primary tanks

The equipments for the Return Liquor Storage Tank is show on table 6.14 .

3 - REJECTED WATER PUMPING STATION SENSORS
The tanks are provided of the following sensors:
return liquor electromagnetic flow meter (126-FT-103) which provide continuous
monitoring of the total return liquor pumped back to the Grit and Grease System.
ultrasonic level indicator (126-LT-101), wich allow the local automation to
