The difficult situation has developed during an epoch of rapid development of
pharmaceutics, bio- and nanotechnologies. Last years the quantity of persons at the
young productive age, occupied in research-and-production sphere, was sharply
reduced, the rhythm of reproduction of specialists, continuity of generations in a science
and industrial sphere was broken. At the same time the requirement for young highlyskilled personnel in the field of working out and manufacture of new medical products
was generated.

Novosibirsk State Medical University (NGMU) has begun training of graduates


from among students of pharmaceutical faculty for The State Research Center of
Virology and Biotechnology VECTOR. The educational system consists in fulfilment
term papers, graduation theses by the students, as well as expanded practical training on
the base of SRC "Vector". Students actively and successfully take part in student's
scientific conferences, and also in competitions of the young scientists at various levels.
It has appeared that there isn't enough simple cooperation NGMU with "Vector".
Today for the purpose of increase of efficiency of scientific research, and also
improvement of the training process of highly-skilled personnel in the field of
pharmaceutics and biotechnology the scientific-educational center (SEC) is created
between NGMU, the Siberian Center of Pharmacology and Biotechnology, The
Scientific Research Lymphology Institute of the Russian Academy of Medical Science.
It has allowed to unite in this sphere intellectual and material resources of a high school,
academic science, to involve huge potential of the research-and-production companies.
A possibility of participation in innovative projects is given to students and young
scientists participants of SEC, beginning from working out of a medical product and
finishing its manufacture and realizations.

REALISATION OF EDUCATIONAL PROJECTS IN THE FRAMES OF EU


PROGRAMME TEMPUS

The Tempus history lasts more than 20 years. A generation of Russian higher
education teachers from universities, participated in the programme, can not image their
professional activity without Tempus workshops, possibility to discuss actual professional
problems with EU colleagues and friends, to collect new experience during business trips to
EU.
University of Koblenz-Landau (UKOLD) started its participation in the
programme (Tempus II that time) from 1996, with a Pre-JEP project Teaching
Simulation in Economics and Social Science. Very simple structure, only 3 partners
it is remembered now with nostalgia. Average Tempus consortia size is now about 20
partners. It is much more difficult now to prepare application and to manage team. But,

of cause, experience of Tempus teams has been grown also, and they can reach the new
heights.
UKOLD is one of important regional German universities. The university's
academic profile today is marked by a combination of Computer Science together with
the traditional Departments of Education, the Humanities, and Natural Science.
Research at Koblenz-Landau University is above all oriented towards practical
application. The transfer of academic work through co-operation with partners from
industry, commerce and administration is of great importance.
Corresponding topics are in the focus of Tempus applications of the university.
Naturally, there are many aspects of the Tempus activities, which can be understood
from personal experience. After more then 15 years of Tempus participation, UKOLD has
accumulated corresponding experience. And it is happy to share this experience with partners.
At the moment UKOLD participates in 5 Tempus projects. One of these project
is REHAUT: Reform of Higher Education in Biotechnology: Development and
Modernization of BSc/MSc curricula, started in 2010 and leaded by D.Mendeleyev
University of Chemical Technology of Russia. Additionally to using its managerial
skills, UKOLD can contribute to introduction in biotechnological curricula of IT
disciplines.

BOLOGNA PROCESS AND EDUCATION OF BIOTECHNOLOGY IN THE


CZECH REPUBLIC

Higher education in the Czech Republic is regulated by the law 111/1998 which
introduced the three-level system already before ratification of the Bologna Declaration.
Czech Republic was one of the original ratifying countries in 1999. Between 2000 and
2005 the principles of the declaration were implemented into higher education. Except
for a few specific fields (such as medicine, pedagogy, law) all degree programs and
fields of study were adapted. Currently (January 2012), the Bologna principles are fully
implemented and new programs are accredited only according to them. Obligatory
accreditation is granted by Accreditation Commission for limited period (up to ten
years); approved prolongation is possible.
During the studies students gain the ECTS credits; one academic year equals to
~60 credits. Nostrification of subjects accomplished abroad is carried out individually
by the Ministry of Education, Youth, and Sports according to recommendation of the
university. Graduates gain the Czech-English diploma supplement in accordance with
conclusions of the 2003 Berlin conference.
In December 2011 the national qualification framework for tertiary education
(Q-RAM) was finished and it describes knowledge, skills, and competences of
graduates. The Q-RAM is compatible with the competence framework in the European
higher-education area and the European qualification framework for lifelong learning
(EQF).

Education in biotechnology in the Czech Republic is carried out in accordance to


Bologna principles. Degree programs and fields of study in biotechnology are
accredited on six universities. Together there are 32 fields of study in 18 degree
programs, out of them 21 in full-study, one in combined study, and 11 in both studies.
Three fields are educated in English, others in Czech. Leader in biotechnology
education is the Prague Institute of Chemical Technology, which is also the sole
university educating in general biotechnology. Contrary other universities educate
specialized branches of biotechnology; predominantly agriculture and food.
As a support for research and education the new Biotechnology and Biomedicine
Center will be launched by 2015 in Vestec near Prague. The common project of Charles
University and Academy of Sciences of the Czech Republic will involve top research
teams as well as junior scientists. Close cooperation with business partners will
facilitate application of the results.

EVALUATION OF THE CURRENT SITUATION IN BIOTECHNOLOGICAL


EDUCATION IN GERMANY AND UNITED KINGDOM

Analysis of the higher education (HE) system and its modernization in
accordance with the principles of the Bologna Declaration was made for Germany and
United Kingdom, the leading European countries in biotechnology industry.
Great Britain is a country where two-level system of HE (Bachelor (BSc)/
Master (MSc)) has long been established. It has facilitated the introduction of the new
education system based on the principles of Bologna Declaration. In Germany, with its

historical classical system of education, such modernization has required significant


resources and retraining of teachers.
Educational programs on biotechnology in the aforementioned countries are
strongly focused on individual training of students and practical work, including the
possibility for one year work in industry in the middle of the BSc programme. A high
specialization of the disciplines in the curricula for biotechnologists is characteristic for
German and especially for British HE system, even at the bachelor level that requires
180 ESTC-credits. The curriculum for Master (MSc) includes further specialization and
based mostly on individual training of students. The MSc program in British
universities is quite compact and requires only 90 ESTC-credits. Its duration is 1 year,
which is less than that for most other European countries, including Germany, where the
MSc programme requires 120 ESTC-credits. In European countries, modern methods
and technologies for education are used more extensively and effectively.

NEW EDUCATIONAL PROGRAMS IN MEDICAL BIOTECHNOLOGY, AND


THEIR INTERRELATION WITH CLINICAL MEDICINE: DIAGNOSTICS,
THERAPY AND RESEARCH

Traditional serological methods of diagnosis are gradually supplemented and


replaced by modern advances in medical biotechnology. They are the development of
universal diagnostic biomarkers and methods of their early identification and processing
of results. This enables to improve the possibilities of stream screening early clinical

diagnostics of parasitologic and infectious diseases, as well as the diagnosis in the


chronic stage. A special perspective direction in medical biotechnology is the use of
universal buffer biomarkers in modern methods of diagnosis of cancer and focal
inflammatory processes. The technique is based on extraction of formed elements of the
leukocyte fraction of blood by means of nanofilters, followed by radioactive labeling
with ultra short living isotopes.
A new curriculum in medical biotechnology is proposed, which gives the
overview on state of the art in modern scientific and clinical diagnostic developments in
the aforementioned area. The curriculum also creates a virtual platform for managing
and promoting the proposed technologies for advanced training of medical staff. This
platform should help to ensure direct contact with manufacturers of diagnostic
equipment and their educational resources, including those based on their distance
educational training programs (E-Learning). A similar approach in teaching should
contribute to comprehensive understanding of modern methods in multi-dimensional
diagnosis of various diseases as well as continuously improve the skill of staff for its
application in clinical/outpatient practice (Long-Life-Learning).

One of the most prospective directions of Russias cooperation with the


countries of the European Union is the realization of the international projects on the
foundation of regional pilot zones of the system of higher education harmonization.
These ideas are in line with the European Union initiatives in the sphere of higher
education and science, Bologna declaration and European area of higher education in
particular. Generalization and spread of the practices, the knowledge of the main
achievements and prospects of the international activity development must lead to the
foundation of consortia of education and research establishments which speed up
internationalization of higher education and science.
Since 2000 more and more international educational programmes have been
started in Finland. There are about 400 such programmes taught in English. Most of
them are based on the achievements of science, engineering and education owing to
which Finland won international recognition in the fields of information technologies,
biotechnology, chemical engineering, forestry and ecology, architecture and design. In
the programmes universities network cooperation in the EU countries and Russia is
reflected. bo Akademi University (Turku) founded by Swedish Queen Christina in
1640 is one of the universities which actively develop international cooperation in
educational sphere.
Since 2008 Tver State Technical University on the basis of the Institute of Nanoand Biotechnologies and the Department of Biotechnology and Chemistry together with
the Department of Chemical Engineering has been carrying out a 6-year international
educational programme in the sphere of biotechnology.
Under the programme students get basic higher education with an advanced
study of English and a Bachelors degree in engineering (Biotechnology) and then a
degree Master of Science in Technology (chemical engineering) after training and
defending the thesis in bo Akademi University.

THE IMPLEMENTATION OF THE EDUCATIONAL PROJECT "SELFLEARNING UNIVERSITY" BASED ON THE PRINCIPLES OF LEAN
PRODUCTION IN ASTRAKHAN STATE UNIVERSITY

The project goal is to integrate educational technologies in the university with
the system of lifelong learning in accordance with the principles of lean production as
set out in the book written by Jeffrey Liker Dao Toyota (Liker, 2005) and with
elements of Bologna educational system. Modern training can be efficient if it is

integral involving methodology of different knowledge systems. Teaching experience


at the university as well as the knowledge we have obtained in regular educational and
scientific activities in several European universities and companies and educational
technologies in the field of lean production comprised the basis for the development and
implementation of educational activities of the project "Self-learning University" in
Astrakhan State University (ASU). An important stimulus for the project
implementation and development at the university was joint research doctorate of ASU
with Ca' Foscari University (Venice, Italy) in the field of Biotechnology, Chemistry and
Environmental Protection launched several years ago. That resulted in the necessity not
only to enhance language skills of the graduate students and the staff significantly but
also to master a range of disciplines in related scientific fields.
The project structure includes a number of educational programs focusing on
both the staff and students. The project involves lecturers, professors, employees of
various university departments studying in real student groups (let us call them
"students") and students who are interested in the "lean production" system. Project
mechanisms for the university staff and professors include the choice of a subject for
study during the semester as "students" attending classes in real student groups for one
semester and then taking credits (exams, etc.) in accordance with the requirements of
the training program of the selected discipline. According to the training program the
project includes externships for students at different departments of the university,
training courses on "lean production" and possibility of extra training in selected
disciplines with other student groups.
Owing to the project being realized at the university it was noted that
responsibility and quality of the classes held by the teachers have increased, teachers
and staff from various departments "students" who were of supreme concern have
obtained new knowledge, the students have become more disciplined (while studying
with senior, experienced specialists); teachers treat their own work and training the
teachers-students with more responsibility (Egorov, 2011). The desire of the staff and
students to gain knowledge with the help of the project "Self-learning University" is a
good reason for us to keep on developing the program.

FORMATION OF THE MODULAR STRUCTURE OF STUDY PLAN FOR

Creation of the modular structure of Master program "Biotechnology" requires
accounting the characteristic of medical biotechnology, agrobiotechnology, industrial
biotechnology and other educational programs. However, it seems expedient to create
general module Basic research methods and modern problems of biotechnology for
all Master programs which are represented by such disciplines as Modern problems of
biotechnology and Methodological bases of researches in biotechnology. In
association with a humanitarian part of an educational program this module accumulates
40% of total educational credits. The module of specialized disciplines in Master
program makes 30% of a all credits. The others 30% of educational credits are provided
by elective disciplines. Chosen trajectory of study plans formation in "bachelor-master"
education system provides principles of modularity, variability of training, mobility of
students, individualization of the educational route and internationalization of
educational space. At the same time in conditions of modular programs realization the
role of the university in general education is changing: the union of the separate
universities efforts leads to creation of joint programs which provide intrauniversity
educational regulations with strengths.

In Russian Federation modern bioindustry formation and development,


personnel quality and training play a crucial role to accomplish the tasks of different
levels.
For the recent decades, in the Western organizations the consultation practice
testifies to serious strategic turn of administrative approaches of the most of successful
firms towards attention strengthening to human, first of all, the professional and cultural
aspects of human activity. And it demands complex consideration in the sphere of
human resource management. The improvement of industrial, information and
administrative technologies as well as global revaluation of individual and universal
values have allowed approaching most close to the successful solution of the central
problem in the large enterprises: to contradiction overcoming between the person and
the organization.
For more synchronous, effective organization of administrative system and
finally to get the right results by the personnel it is required to consider what type of
management decisions matches the organization form:
1) a linear organizational structure is often called as pyramidal, bureaucratic,
is strictly hierarchically organized, characterized by division of responsibility zones and
one-man management. 2) A functional organizational structure is formed according to
the principle of functions distribution within the organization and creation end-to-end
substructures for division management. 3) Adaptive organizational structure is a flexible

structure, capable to change (to adapt) according to environmental demands (by analogy
to living organisms). These are the adaptive organizational structures that are capable to
function successfully in constantly changing world using all the effective aspects of
linear and functional structures.
Therefore, having analyzed these forms of organization and administration for
effective human resources management in bioindustry it is important to consider forms
of the internal environment, the organization of human resource management structure
(linear, functional, adaptive), level of adaptable resources, types of interaction and
features of the involved personnel that further influence on successful accomplishment
of tasks and objectives.

EDUCATIONAL CLUSTER IN THE FIELD OF MICROBIAL


BIOTECHNOLOGY: TEACHING OF ANAEROBIC TECHNOLOGIES WITH
BOLOGNA PROCESS REQUIREMENTS

Educational cluster on anaerobic methods and technologies in Biotechnology is
very important for the education of Baccalaureates and Magisters. Courses on microbial
physiology, biochemistry and ecophysiology of anaerobic microbes must be in all the
curriculums of university biotechnological courses. Importance of this underestimated
and underexplored group of microbes, included members of Archaea and Bacteria
domains of phylogenic lineages, was proved by recent development in the field of
renewable energy obtaining. In the current technologies of biogas production from
organic wastes the main obstacle lay in the poor understanding of methanogens
physiology and, in part, biochemistry. Almost nothing is known about ecophysiology of
syntrophes, recently discovered group of anaerobes; which provide difficult reactions of
transferring higher fatty acids into acetate, substrate of methanogenesis. The new
knowledge about this group of microbes is indebted and must be included into the
programs of students education on all the levels of biotechnology education. All the
old processes of renewable fuel obtaining (fuel ethanol, butanol, acetone, H2) required
new knowledge on gene expression and regulation, gene-engineered producers for the
targeted processes this materials should be included in textbooks of modern
biotechnologists as well.
Another important knowledge students should obtain during course of study is
the study of thermophiles, growing at 110-120oC, an emerging group of mostly
archaeal prokaryotes which will dominate the next generation of biotechnological

processes of enzymes, organic acids, combustible gases, amino acids, industrial solvents
etc. obtaining. In these new trends in biotechnology the new poorly described, but very
promising microbial strains and processes will dominate, as it will be more reliable and
more easy to control industrial processes, less acceptable to contamination and,
therefore, more practicable and economically feasible.
With Bologna process requirements the programs of education of new
generation of biotechnologists on the BSc and MSc levels should be compatible with
other programs in Europe and world. It will bring the new possibilities for the students
and teachers exchange and reciprocal approval of graduation documents by different
countries and governments, based on the new knowledge included in the teaching
programs on biotechnology.

USE OF ACTIVE METHODICS OF LEARNING FOR PREPARATION OF


BACHELORS-BIOTECHNOLOGISTS AT COURSE THE PRINCIPLES OF
BIOTECHNOLOGY

The learning students to the independent solution of the problems arising during
their professional work is one of the main problems of modern higher education. The
course "The principles of biotechnology can be considered as the first course forming
at students practical professional competences. Its learning is based on the fundamental
knowledge received by students during studying the natural-scientific and mathematical

module. In a course "Principles of biotechnology the students master practical skills


in application their knowledge at the decision of practical questions. The formation
corresponding competences is impossible without application of active methodics of
learning. The purpose of the given work has been methodical elaboration some topics
of a course

"The principles of biotechnology with use of modern pedagogical

methods, in particular, methods cognitive thinking of technology CoRT (Six thinking


hats) and Case-Study. The tools of cognitive thinking can be applied for trying to
understand a problem and also to search various ways of its decision. The method Six
thinking hats is applicable at discussion that topics on which in the scientific
environment and in a society there is no unequivocal estimation, for example, a theme
Preparation of transgene plants. In this paper the method Six thinking hats" for
discussion of the given topic has been offered. The method Case-Study allows to form
analytical, practical and creative skills by the analysis and uses of certain volume of the
information (a so-called case). It is expedient to apply the given technology at theme
studying Reception of biologically active substances. In this paper the method CaseStudy has been used for learning topic Manufacture of amino acids. Advantage of the
above-named methods consists that at students the skills of thinking promoting the allround analysis of a problem are formed.

An important step of harmonization of the educational process for creation of
optimal conditions of information provide with purpose to prepare highly skilled
pharmacy specialists is the introduction of virtual learning environment at the NU "Lviv
Polytechnic" based on Moodle. Modern alternatives include: models, mannequins and
simulating devices, films and videos, multimedia computer modeling, computer
simulations and virtual reality systems, students experimentation on themselves, the use
of animal carcasses prepared from ethical sources, clinical practice, laboratory work in
vitro.
New alternatives on the basis of agreement between the Department TBSPB and
organizations DAAE i InterNICH in the learning process of the department at the
training of students were introduced. Laboratory and practical work for the courses
"Biology

biotechnology, which provide an adequate basic knowledge and allow students to learn.

learning environment Lviv Polytechnic. Using online programs PASS and
PharmaExpert is also an integral part of practical work of students to evaluate the
biological activity of investigated compounds.

A WAY OF EDUCATION OF RESEARCHERS IN MODERN CONDITIONS

In connection with the establishment a Faculty of Biology at the Department of


Physiology of the Sochi Institute of People's Friendship University, with 4 departments
at its structure: biology, ecology, veterinary medicine and veterinary expertise in which
structure a need to strengthen the teaching of the latest achievements of biological
science and to expand the teaching of various areas of biotechnology and molecular
biology at both theoretical and applied level has increased. In 2011 three graduates of
the Department of Scientific-Educational Center of the M.M. Shemyakin and Yu. A.
Ovchinnikov Institute of Bioorganic Chemistry of RAS were trained. A number of
graduation thesis are carried out at the Institute of Medical Primatology of RAMS and at
the Research Center of balneology and recreation, where practical works are realized
and the students acquire practical skills.
At present, some businessmen (floriculturists) have broad opportunities to
acquire new species and cultivars of flowers. In close collaboration with laboratories at
the Department of Physiology of SI PFU they have an opportunity to implement the
production process based on scientific foundation and the students to fulfil their
research work with modern variety of flowers as well as to master principles of
marketing in today's market conditions. An important direction in improving the
qualifications of graduates is their involvement in various scientific conferences. Thus,
in 2010-2011 our students participated in the poster session competition of young
scientists of the Moscow International Congress "Biotechnology: State of the Art and
Prospects of Development, where they have been awarded by the competitive
commission.
