Cost Consulting
The genesis of our focus on highly specialized cost analysis is a direct result of client feedback. Every project requires reliable and often highly specialized costing solutions. Atlas offers cost standardization for facility owners, architects and construction managers. Managers of construction programs with a portfolio of multiple buildings, either in a campus environment or across regions of the U.S., apply Atlas models and databases for uniform construction design and corporate-wide construction budgeting. Cost modeling is useful for third party validation, negotiating contractor's bids and monitoring as-built costs. Cost modeling drives the life cycle decision process in the early design phase. Atlas creates custom client models from actual client schematics and building plans that incorporate construction budgets and cost history. Atlas uses benchmark databases that are applied to the models to project costs forward in time, historically, and across various geographic locations

Conceptual Estimating
Conceptual (parametric) estimating refers to a technique which utilizes the statistical relationship that exists between historical data and a particular delineated list of variables. Examples of these variables can include square footage in a construction project, building type, and other variables. This information is then used for the purposes of calculating and demonstrating a reliable estimate for the project at hand. One valuable aspect of parametric estimating is the high level of accuracy that can achieved. Accuracy levels of this method are, of course, dependent on the quality of the original data that is provided. Atlas long history of estimating a plethora of construction projects has provided a blueprint to guide other projects still in preliminary design. Our seasoned estimators can bring exceptional value by knowing what concepts to introduce into pricing as the design phases progress forward. Owners and architects can rely on Atlas documented history of being involved as active participants every step during the design phase. This long standing practice of Atlas is now an individual service being provided as a specialization by its APS staff. There are two key steps in this service: The identification step addresses project scope and development process at a conceptual level to include asset solution alternatives The feasibility step addresses schedule planning and development, cost estimating, resource planning, value analysis/engineering and risk management again, at a conceptual level of detail.

QC/QA Program
The main objective of the APS QC/QA program is to ensure the quality and accuracy of cost estimates. The cost estimating principles and processes provided here may be used to meet Federal requirements while utilizing industry standards and best practices. Atlas Project Supports Best Practice Estimating Controls Process:
1. Define the estimates purpose 2. Develop an estimating plan 3. Define the project (or program) characteristics 4. Determine the estimating structure [e.g., Work Breakdown Structure (WBS)] 5. Identify ground rules and assumptions 6. Obtain data 7. Develop a point estimate and compare to an independent cost estimate 8. Conduct sensitivity analysis 9. Conduct risk and uncertainty analysis 10. Document the estimate 11. Present the estimate for management approval 12. Update the estimate to reflect actual costs and changes

PROFESSIONAL EXPERIENCE 04/2009-Present Principal Consultant Consistently demonstrated sound judgment and experience in the application of scientific principles and techniques to problems of business and program planning; cost estimating; economic and financial analysis; cost engineering; program and project management; planning and scheduling; Earned Value cost and schedule performance measurement, and change control. Develop strategies and identify funding sources for renewable energy generation and energy conservation projects working with Utilities such as PG&E, SDG&E, and SCE. Draft and assist with negotiations with cross-functional team for complex contractual arrangements; negotiate terms of letters of understanding including inclusions, exclusions and qualifications. Perform comprehensive cost estimates using a variety of software including MCACES II and ACEIT for Federal clients. Knowledgeable in DOD technical expertise, knowledge of defense acquisition, and experience across a wide range of defense systems, system architectures and information technology platforms while adhering to TINA and FAR requirements. Use MS Project and Primavera P6 to create work lifecycles, allocate resources, create baselines, create WBS and assigned activities, and develop Master Project Schedules identifying major milestones, and administering resource pools. Provide Independent Cost Estimates for Clients to use as an analytical tool to validate, cross-check, or analyze estimates developed in proponency channels. The independent cost estimate also serves as a basis for verifying risk assessments. Perform Senior Estimating duties managing estimating staff of 3-4 persons. Been counted upon to work with various engineering, planning and surveying firms from the initial land acquisition/feasibility stage, through construction management supporting the entire development process, which included entitlement and regulatory permit processing including environmental clearance, engineering, Department of Energy (DOE) and CEC applications for NEPA and CEQA compliance issues.
