INTRODUCTION
The Joint Public Service Commission, the precursor of the Punjab Public Service
Commission, with its writ running from the Khyber Pass to the Jamuna near Delhi, was born at
Lahore on May 1, 1937. In the wake of Partition, the Punjab Public Service Commission
resurged in February, 1948, at Shimla with its revised jurisdiction extending over the then
province of East Punjab. Following the merger of the States of Punjab and Pepsu, it shifted to
Patiala. Its area of jurisdiction now covered the domain till then under the Pepsu Public
Service Commission. Consequent upon the reorganisation of Punjab in 1966, its bounds were
compressed accordingly.
PUNJAB STATE CIVIL SERVICES COMBINED COMPETITIVE EXAMINATION, 2009
A combined competitive examination for recruitment to the Punjab State Civil Services will be
held at Patiala in 2009 by the Punjab Public Service Commission.
The Examination will consist of two successive stages:
i) Preliminary Competitive Examination; and
ii) Main Competitive Examination (written and viva voce).
Overview of the Examination:-
(1) Candidates equal to thirteen times of the total vacancies determined by the Government
under sub-rule (1) of Rule 13-A shall qualify for the main competitive examination.
(2) A candidate shall specify in his application the optional subjects which he desires to take
in the preliminary competitive examination.
(3) Unless otherwise directed, a candidate shall answer the paper in English medium or
Punjabi medium.
(4) No candidate shall be eligible to appear in the Main Competitive Examination unless he
obtains 45 per cent marks in aggregate of the two papers with minimum 40 per cent
marks in each subject.
(5) The marks obtained in the preliminary examination by the candidates who are declared
qualified for admission to the main Competitive Examination will not be counted for
determining their final order of merit by the Commission.
(6) The question shall be answered by candidates on an Optical Marks Reader (OMR)
sheet;
(7) Ex-servicemen candidates need to appear in the General Studies paper only, LDESM
category candidates, however, must appear in all the papers, including optional.

ELIGIBILITY CONDITIONS
1. EDUCATIONAL QUALIFICATION
1. The candidate should possess a degree of bachelor in any discipline from a
recognised university or institution; Provided that the candidate may be permitted to
take preliminary examination while studying for his degree. However, the candidate
shall be required to produce proof of passing the degree course for being eligible to
take the final examination during that year.
2. No candidate shall be eligible for appearing in the preliminary examination, unless he
has passed the Matriculation examination with Punjabi as one of the compulsory or
elective subjects or any other equivalent examination in Punjabi language, which may
be specified by the Government from time to time.
Explanation:- In this rule, the expression "recognised university" or "institution" shall have
the same meaning, as assigned to it in the Punjab Civil Services (General and Common
Conditions of Service) Rules, 1994.
IMPORTANT NOTE:- The candidates who have also opted for the Punjab Police Service
and who qualify the main competitive examination shall have to qualify the physical
test. A candidate is required to fulfil the following physical standards:

2. AGE LIMIT
a) A candidate should have attained the minimum age of twenty one years and should
not have attained the age of thirty five years on the first day of January of the year, in
which the last day falls for submission of application to the Commission;
(i) Provided that in the case of Punjab Police Service, a candidate should have
attained the minimum age of twenty-one years and should not have attained the age of
twenty-eight years on the first day of the year, referred to above.
(ii) Provided that in the case of Deputy Superintendent of Police, candidates belonging
to Scheduled Castes and Backward Classes of Punjab are relaxed in age upto 5 years
as per Punjab Government Instructions.
b) The upper age limit for a Punjab Government employee, including that of a court, who
has not less than four years continuous service under the Government, will be
relaxable up to 45 years.
c) The upper age limit prescribed above will be relaxable up to a maximum of five years
for Schedules Castes and Scheduled Tribes of all States and Backward Classes of
Punjab.
d) The upper age limit for widows, divorcees and certain other categories of women of
Punjab will be relaxable up to 40 years.

e) Age relaxation in upper age limit, upto 10 years to the disabled persons of Punjab.
f) An ex-serviceman of Punjab domicile shall be allowed to deduct the period of his
service in Armed Forces of the Union from his actual age and if the resultant age does
not exceed the maximum age limit prescribed for direct appointment to such a vacancy
in the Service Rules concerned by more than three years, he shall be deemed to
satisfy the condition regarding age limit.
3. NUMBER OF ATTEMPTS AT THE EXAMINATION
a) Unless covered by any of the exceptions, which may from time to time, be notified by
the Government in this behalf, every candidate appearing for the examination after the
commencement of these rules, shall be permitted to avail four attempts at the
examination.
Explanation:- For the purpose of this rule, an appearance of a candidate in the
Preliminary Examination, shall be deemed to be an attempt at the examination.
b) A Punjab Government servant, including that of court, who is otherwise eligible , and
has not less than four years of continuous service on the last date fixed by the
Commission for submission of applications and who has not availed of three chances
in addition to those which he might have availed of in any other capacity, is eligible to
apply under this category;
c) Ex-servicemen category candidates are permitted only three attempts at the
examination.
4. NATIONALITY
A candidate shall be a:
a) Citizen of India; or
b) Citizen of Nepal; or
c) Subject of Bhutan; or
d) Tibetan refugee who came over to India before the I
st
January. 1962, with the intention
of permanently settling in India; or
e) A person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka and East
African countries of Kenya, Uganda and United Republic of Tanzania (formerly
Tanganike and Zanzibar) Zambia, Malawi, Zaire, Ethiopia and Vietnam with the
intention of permanently settling in India;
Provided that a candidate belonging to categories (b), (c), (d) and (e) shall be a person in
whose favour a certificate of eligibility has been issued by the Government of Punjab in the
Department of Home Affairs and Justice.

PLAN FOR PRELIMINARY COMPETITIVE EXAMINATION
HOW TO APPLY
i) Applications for the Preliminary Competitive Examination are to be made on the
prescribed pre-folded OMR application form. The prescribed Optical Marks Reader (OMR)
application form supplied in the pre-addressed envelope with the Information Brochure is
to be filled by candidates in their own hand. Applications filled in on the format of OMR
form will not be considered. Please read the instructions given on page 76-78 and the
sample on page 199-200 filled in OMR application form before filling the form. The form
will be processed by a computerized system and, therefore, the candidates must take
care that all entries in the form are filled correctly and as described in the instructions.
ii) Candidates are NOT required at this stage to submit along with their application
any certificates in support of their claims regarding age and educational
qualifications, which will be verified only at the time of the Main Competitive
Examination. Therefore, please DO NOT enclose such certificates with your OMR
application form under any circumstances. THESE ARE NOT NEEDED AT THIS STAGE.
iii) The candidates applying for the examination should ensure that they fulfil the
eligibility conditions for admission to the examination. Their admission at all stages
of the examination for which they are admitted by the Commission-Preliminary
Competitive Examination, Main Competitive examination and viva voce test-will be
provisional, subject to their satisfying the prescribed eligibility conditions. If on
verification at any time it is found that they do not fulfil any of the eligibility
conditions, their candidature for the examination will be cancelled. The mere fact
that an ADMIT CARD has been issued to a candidate will not imply that his candidature
has been finally cleared by the Commission or that the entries made by the candidate in
his application have been accepted by the Commission as true and correct. The
Commission will take up the verification of eligibility conditions of a candidate, with
reference to original documents, only after the candidate has qualified for the Main
Competitive Examination. Unless the candidature is formally confirmed by the
Commission, it continues to be provisional. The decision of the Commission as to the
eligibility or otherwise of a candidate for admission to the examination shall be final.
iv) All candidates, whether already in Government Service, or in Government owned
undertakings, or other similar organisations or in private employment, should submit their
application direct to the Commission and inform their employer of their intention to take
the examination. If any candidate forwards his application through his employer and it
reaches the Commission late, the application-even if submitted to the employer before the
closing date-will not be considered.
HOW TO PAY EXAMINATION FEE
The candidates seeking admission to the Preliminary Competitive Examination must pay to
the Commission a fee of Rs.1500/-(Rupees one thousand and five hundred only).
a) The candidates belonging to the Scheduled Castes of all States and Backward Classes
categories of Punjab shall pay an examination fee of only Rs.375/-.
b) Only Ex-servicemen of Punjab are exempted from paying the examination fee.
c) Lineal Descendent of Ex-servicemen (LDESM) category candidates, however, MUST
pay the required examination fee.

NOTE: The candidates entitled to examination fee concession/exemption MUST submit with
their OMR application form an attested copy of the certificate verifying their claim for
examination fee concession/exemption.
For example, an Ex-servicemen category candidate must submit a certificate stating that
he belongs to the Ex-servicemen category. Specimen copies of such certificates and the
authorities competent to issue such certificates are given in the Brochure. Those candidates
concerned who do not submit such a certificate shall not be entitled to examination fee
concession/exemption under any circumstances.
The Examination fee must be submitted along with the completed application form
through a crossed Bank Demand Draft in original, drawn in favour of the Secretary, Punjab
Public Service Commission, and made payable at Patiala. The applications received without a
valid Bank Demand Draft or with inadequate examination fee shall be summarily rejected. The
examination fee is non-refundable. Candidates must write their Brochure No., name and
address in BLOCK LETTERS on the reverse of the Bank Demand Draft.
SUBMISSION OF APPLICATION FORM
i) Applications on the prescribed OMR form, complete in all respects, must reach the
Secretary, Punjab Public Service Commission, Baradari Gardens, Patiala 147001 before
5.00 PM on or before the last date fixed i.e. 28
th
December 2009, along with examination
fee. Applications can either be submitted by post or personally at the Reception counter of
the Commission.
ii) The pre-folded OMR application form is supplied in a pre-addressed special envelope and
the candidates MUST dispatch the completed form in the same envelope. The OMR
application form is to be folded in the same manner as it is supplied. No new fold should
be made under any circumstances.
iii) Nothing is to be pinned, stapled, pasted or tagged to the OMR application form. IN CASE
YOU HAVE TO ATTACH/STAPLE AN ACKNOWLEDGEMENT DUE (AD) SLIP TO THE
ENVELOPE, PLEASE DO SO IN THE SPACE PROVIDED ON THE ENVELOPE. THIS
IS IMPORTANT AS THE OMR APPLICATION FORM HAS TO BE PROCESSED BY A
COMPUTER SYSTEM.
The candidates are required to PLACE in the centre-fold of the OMR application form
ONLY the Bank Demand Draft and the proof of claim certificate for examination fee
concession/exemption, where applicable. The bank draft and the proof of claim certificate
are not to be pinned, stapled, pasted or tagged to the OMR application form. No other
certificate, or documents are to be submitted with the OMR application form as such
documents shall be verified only at the time of the Main Competitive Examination.
iv) Due care should be taken by the candidates to fill their application form correctly.
No column should be left blank. Incomplete or wrongly filled application forms shall
be summarily rejected. No representation or correspondence regarding such rejection
shall be entertained under any circumstances.
v) The candidates should note that the Commission will in no case be responsible for non-
receipt of their applications or any delay in receipt on any account whatsoever. No
application received later than the prescribed last date will be entertained under any
circumstances and all the late applications will be summarily rejected. No request for
withdrawal of candidature received from a candidate after he has submitted his
application will be entertained under any circumstances.

ADMIT CARD
i) The candidates shall be sent an ADMIT CARD by post, which they must bring to the
examination hall, failing which they shall not be allowed to take the examination.
ii) THE CANDIDATES MUST PASTE (NOT PIN OR STAPLE) A LATEST PASSPORT
SIZE PHOTOGRAPH ATTESTED BY A GAZETTED OFFICER IN THE SPACE
PROVIDED ON THE ADMIT CARD. THE CANDIDATES MUST SIGN ON THE FRONT
SIDE OF THE PHOTOGRAPH.
iii) THE CANDIDATES MAY NOTE THAT THEY SHALL HAVE TO SUBMIT THREE
ATTESTED PHOTOGRAPHS IDENTICAL TO THE ONE PASTED ON THE ADMIT
CARD ALONG WITH THEIR MAIN COMPETITIVE EXAMINATION APPLICATION
FORM. THIS IS TO ENSURE THAT ALL PHOTOGRAPHS SUBMITTED BY THEM AT
VARIOUS STAGES OF THE EXAMINATION ARE IDENTICAL. IF, ON VERIFICATION
AT ANY STAGE, ANY VARIATION IS FOUND IN THE PHOTOGRAPHS SUBMITTED
BY THEM, THEIR CANDIDATURE IS LIABLE TO BE CANCELLED.
The ADMIT CARD, among other things, will contain the roll no., examination centre, subject
option and the timetable of the examination.
INELIGIBLITY CONDITIONS
The following conditions, among others, shall render the candidates ineligible for the
Preliminary Competitive Examination:
a) Insufficient examination fee;
b) Examination fee deposited by means other than a crossed Bank Demand Draft;
c) Late receipt of application form;
d) Wrong/incomplete information given in application form;
e) Candidates debarred by the PPSC/other Commissions;
f) Non-fulfilment of any of the eligibility conditions, including those of age and educational
qualifications.
DISCIPLINARY ACTION
A candidate who is or has been declared by the Commission to be guilty of-
i) Obtaining support for his candidature by-
a) Offering illegal gratification; or
b) applying pressure; or
c) blackmailing, or threatening to blackmail any person connected with the conduct of the
examination; or
ii) impersonating; or
iii) procuring impersonation by any person; or
iv) submitting fabricated or tampered documents; or
v) making statements, which are incorrect or false or suppressing material information; or

vi) resorting to the following means in connection with his candidature for the examination,
namely:-
a) obtaining copy of question paper through improper means; or
b) finding out the particulars of the persons connected with secret work relating to the
examination; or
c) influencing the examiners; or
vii) using unfair means during the examination; or
viii) Writing obscene matters or drawing obscene sketches in the scripts; or
ix) misbehaving in the examination hall including tearing off the scripts, provoking fellow
examinees to boycott examination, creating a disorderly scene and the like; or
x) harassing or doing bodily harm to the staff employed by the Commission for the conduct
of their examinations; or
xi) violating any of the instructions issued to candidates along with their admission
certificates permitting them to take the examination; or
xii) attempting to commit or, as the case may be abetting the Commission of all or any of the
acts specified in the foregoing clauses, may, in addition to rendering himself liable to
criminal prosecution, be liable-
a) to be disqualified by the Commission from the examination for which he is a
candidate; or
b) to be debarred either permanently or for a specified period by the Commission, from
any examination or selection held by it; and
c) if he is already in service under Government of India, a State Government or a Public
Sector Undertaking, to disciplinary action under the relevant rules;
Provided that no penalty under clause (a) or clause (b) , as the case may be, shall be
imposed, except after-
i) giving the candidate an opportunity of making such representation in writing as he may
wish to make in that behalf; and
ii) taking the representation, if any submitted by the candidate, within the period allowed to
him, into consideration.
EXAMINATION CENTRES
Both the Preliminary and Main Competitive examinations will be held at centres located in
Patiala city. The venue of the examination centre shall be indicated on the Admit Card, which
will be sent to the candidates admitted to the examination. An Examination centre or optional
subject once allotted will not be changed under any circumstances.

Questions on the Geography of India will relate to physical, social and economic Geography
