1 Introduction
The following document describes the six basics steps to optimize your network using GSM Forte.

The six basic steps are as follow: Import your network environment using the IMPORT Run the MODELER based on Mobile Statistics. tool.

Evaluate your current Frequency Plan using EVALUATOR Run the NEIGHBOR OPTIMIZER to generate a new Neighbor List Run the FREQUENCY OPTIMIZER to generate a new Frequency plan EVALUATE your new freq Plan & compare it to the Baseline

One additional step could be to run the RAN feature Optimizer Run the RAN OPTIMIZER to implement or optimize Overlay/Underlay feature and TCh Allocation Priority

Before starting the optimization process, it is recommended to read the ALCATEL PRE PROJECT REQUIREMENTS document, which explains how to collect the required data from the Alcatel OSS.

2 Create your Environment using Importer


2.1 How to organize switch data on your C: drive
Beneath your C: drive you will find a SCHEMA\GSM-Forte folder, in which the switch dumps and the mobile statistics data needs to be stored. Beneath the Forte folder create a Project folder (Environment for example), which will contain an MS folder.

2.1.1 Project Folder


The project folder should contain the following: A folder for each OMCs upload (ex: OMC_1, OMC_2...). In each OMC folder - the Switch dumps (Upload files), ex: Cell.csv that belong to the corresponding OMC. Your own coordinates file, which contains the lat/long, azimuth and LAC CI of all of the cells. The MS folder

2.1.2 MS Folder
The MS folder should contain sub-folders, which reflect the date in which the data they contain was collected (YYYYMMDD). Each of the folders should contain the following: An OMC folder for each OMC (see 2.1.1.2) The PMRES31 files for the corresponding measuring day. The upload files (Switch Dumps) of corresponding measuring day.

2.2 Import The Environment


1. To Start the Import Process click the Importer button on the toolbar. The following window will appear with three empty fields:

2. In the top field, you will be asked to browse for the Environment folder. 3. In the middle field, you will be required to browse to the Coordinates file in the Environment folder. In the bottom field, you will be asked for a Schema properties network file. This last option is not used for Alcatel (Schema format Only) and can be left blank. 5. Click OK.

3 Create a Model using the Modeler


3.1 Collect MS statistics
In order to collect MS statistics, Forte allows you to automatically create a measurement plan. For more details, please refer to section 10.

3.2 Create a model


The Modeler will process the Mobile Statistics and RxQual data into an Interference Matrix. To Start the Modeler Process, click the Modeler button on the toolbar. Before proceeding you will be asked to save your network. The following window will appear, in which you are required to select the MS folder that you prepared in advance.

Click OK on the above window. The next window will specify which dates of Mobile Statistics are available under the MS folder. You can select/ deselect the dates, that you want the modeler to process. You are not required to select a traffic file on the bottom of the window, as the traffic data will be extracted from the PMRES data. Nevertheless, you can always import an external traffic file using the following 2 fields: Sector and Traffic

Press OK to start the Modeler. In Forte 3.6 and higher, the model will be automatically filtered according to the Modeler default settings. All small impacts below 0.1% of affected traffic will be removed:

3.3 Check the model


After your model is created, you can double check that all small impacts were filtered from the interference matrix. 1. Go to Network > Filter Model as shown in the figure below.

The filter model window will open. Search the recommended filtering criteria and select the estimated % of affected traffic. Choose the option is less than 0,1. 2. Click the Add button, then Search and then click OK.

The number of deleted impacts will appear at the bottom of the window. It should be 0!

3.4 Model Statistical Validation


Using Forte report, it is important to check we have enough recordings sample to validate the model from a statistical point of view. This will not ensure that the model is good, but that it is statistically valid. The accuracy of the model will be checked in Section 4, through Correlation to real Rxqual data.

4 Evaluate your plan using the Quality Evaluator


4.1 Select the Optimization area
Select the sectors in your optimization area (the area which you would like to retune). There is more then one way to select your optimization area in the tool. This document elaborates only one: Load Selection From File. 1. Prepare in advance a text file with the list of all the sectors in your optimization area. 2. Go to SelectionLoad Selection

The selection window will open and you are required to browse to the Selection file that you prepared in advance.

You should then Save your selection in the Environment in order to be able to load it easily. The selection will be then associated to the Environment and will not need to be loaded from the txt file.

4.2 Run Quality Evaluator on your Current Frequency Plan


Running the Evaluator on your current frequency plan will achieve two goals: Build the confidence in your Model Create a baseline to compare to your new frequency plan

To Start the Quality Evaluator Process, click on the Evaluator button on the tool bar. Before proceeding you will be asked to save your network. Then the following window will appear, in which you are required to follow a 4 steps process:

4.2.1 Step 1: General


Name your Evaluation and select the accuracy level (for comparison purpose, Channel Group accuracy level is recommended).

4.2.2 Step 2: Settings and parameters


Tune your vocoder ratio between EFR and AMR, according to your network distribution. Make sure than HR and AMR HR have been activated, if necessary, under the Network/Network Properties/Advanced/RF features: Half_Rate_Allocation_OK= YES or NO Half_Rate_AMR_Allocation_OK= YES or NO

The following parameters (DTX DL, Power control DL, Intra cell HO) can be set to Network Settings, which is the default value. Network settings will use the Network value extracted from your CNA Export file and available in the Sector properties. The Channel type priority should be set according to the value used in your network.

4.2.3 Step 3: Reports


In this step you can create your own reports in addition to the three default reports. Reports can be generated for the whole Evaluation set (global report) or on a cell, subcell or channel group level for a detailed analysis. They can use C/I, Rxqual or FER KPIs. They can be used to analyze quality problems due to interference or coverage. Interference report will analyze quality problems for traffic served with sufficient SS. Coverage report will show bad quality issues at low SS. Each report can be saved and loaded for future use.

The following section will explain how to create an additional report, which is a visual report. This report will allow the user to display the Bad RxQual for the current Frequency Plan on the screen for a visual analysis. In the above window, Click New and the next window will pop up: Set this window exactly as in the example below. Then click OK and continue to Step 4.

4.2.4 Step 4: Summary


In Step 4 the Quality Evaluator will run a consistency check on your data. Please review the Errors/Warning and troubleshoot accordingly if necessary. If there are no Errors, select the Allow Auto Recovery of Consistency Check option and then click Finish. The Evaluator run is launched and a corresponding entry will be displayed in the Calculations panel on the lower left side of the window.

4.3 Model validation: Compare The Model to the Measured RxQual


The main advantage offered by the Quality Evaluator is to allow you to compare your predicted Rxqual to the network measured RxQual.

1. Right-click on the new Evaluation, in our case, the Market Baseline that was created under the Calculations panel. 2. Select Compare To Measured RxQual as follows:

The Application will notify you that none of the sectors have RxQual data.

3. Click OK and Import your RxQual data by browsing the MS folder containing a copy of all your PMRES files. You can select one particular day or all days by adding all PMRES file in one directory.

4. When the Import is finished, right-click on the Evaluation and select Compare To Measured RxQual again. This time the correlation window will appear as follows. Forte 3.6 now includes correlation for both Uplink and Downlink, as well as by traffic or Percentage. It is recommended to use Traffic.

Any Traffic Correlation above 0.7 is good correlation. Above 0.8 is excellent correlation and you can trust the model to reflect the bad quality in your network accurately. The predicted vs. Measured Bad Quality Ratio should be as close as possible to 100% in order to assure the model is neither under or Over-predicted.

4.4 Visual Analysis of Bad Quality


In order to load the RxQual analysis on the screen, Right-click on the Evaluation, in our case, the Market Baseline that was created under the Calculations panel and select Load Evaluation Layer:

Under Layers, a new layer will appear with the name RxQual 95. You can disable this layer by unselecting it. Below, you can view the quality of 95% of the samples of each sector. For example if 95% of the samples has value 2, then this sector perform quite well. But if 95% of the sector samples fall on the 5-7 range of bad quality then a frequency retune is necessary.

5 Neighbor List Optimization


In order to perform Neighbor Optimization, you need to follow the following workflow. Only then can you run the Neighbor Optimizer.

The Format currently supported by GSM forte for that module is the Schema Format. The import file should include 3 columns: Serving Sector Target Sector HO Attempts

5.2 Reselect Your Optimization Area (Repeat stage 4.1) 5.3 Handover Planning
Start the Handover planning by going to OptimizationHandover Plan

To start the Handover planning process click on the OptimizationHandover Plan button on the tool bar. Before proceeding you will be asked to save your network again. Then you are required to follow three steps in three consecutive windows.

5.3.1 First Step General


The first step required you to enter the Handover plan name (choose any name).

5.3.2 Step 2 Parameters


Set the Optimization parameters in step 2 as follows: Max. Number of NBR per Sector default set to 16. This parameter will allow the maximum number of handover per sector in the optimization area. Target HCS Threshold (dBm) This parameter is relevant only for dual band network in which the HO signal threshold defines the HO criterias from the higher band (1800,1900) to the lower band (850, 900). Distance Factor - This parameter set the minimum distance threshold for addition of new HO as follows: an interfering sector that located further than the average distance to defined neighbors multiplied by this distance factor will be excluded. Allow handover changes - when this parameter is set as Minimum then less handovers will be deleted as well as less handovers will be added to the network during the optimization process. And vice versa when it is set as High.

5.3.3 Step 3 Summary


Step 3 shows the summary on various statistics in your optimization area. It will also provide details on the warning/errors, which exists in this run. If you dont consider any of the warning/error as significant, you can check the auto-recovery check box and click Finish.

5.4 Review Handovers Report


Click with the right click of the mouse on the new HO icon Handover Plan 1 that was created under Calculation on the bottom part of the navigator explorer. Select Open Reports as follows:

5.5 View Handovers Changes


In order to view the handovers changes, you can use the icon each sector to view the suggested changes. on the tool bar and then click on

6 OFP Frequency Planning


6.1 Reselect Your Optimization Area (Repeat stage 4.1) 6.2 Start Optimizer
To start the OFP process, click on the Optimizer button on the tool bar. Before proceeding you will be asked to save your network again. Then you are required to follow seven steps in seven consecutive windows.

6.2.1 Step 1 - General


The first step required you to enter the frequency plan name (choose any name). You can also browse to load a frequency plan setting from a template. Such a template can be created during step 7, in which you can save all the settings for your previous steps.

6.2.2 Step 2 Goals


Define your optimization goals: FER, RxQual or BER. In the example below the Goal is to maximize the amount of traffic below RxQual of 5%. This will depend on the type of hopping you are using. SFH will require you to use FER while non-hopping network can use RxQual. Then check the optimized domain: BCCH, TCH or both.

Remark1: the Use Shadowed histograms option is only use when doing a BCCH retune for the first time. It allows the tool to consider Shadowed impact, meaning impacts between 2 cells who were not measured because they were using the same BCCH in the current plan. When doing a second plan, third or so on we recommend creating a model based on new MS recordings as well as some old recordings (collected prior to first plan) in order to get rid of shadowing effect. Remark2: The Minimize number of Changes option should only be use if we want the tool to perform a smaller scale retune, not allowing it to change all the existing channels allocation. It could be useful when adding new sites in order to allow minimal changes on existing sectors.

6.2.4 Step 4 BCCH/TCH domains


Step 4 will allow you to define separate spectrum for BCCH and TCH. The advanced BCCH/TCH domain defines more complex configuration Example1: when different BCCH TCH domains are required in different areas of your network. Such scenario may happen near the border of your network for example, when it is forbidden to use some of your frequencies. Example2: when using different frequencies for Indoor and outdoor cells. Sector selection can be loaded to define which group of cells can use a specific band.

6.2.5 Step 5 SFH Plans only


If SFH is not used in the network, this step will not be available
Step 5 defines your TCH allocation method. The following options are available: Ad-Hoc Per Sector each sector will be assigned a unique MAL: a different set of frequencies. Ad-Hoc Per Site each site will be assigned a unique MAL: a different set of frequencies. Fixed Per Sector Fixed MALs will be defined, and each sector will be assigned one of them. Fixed Per Site - A fixed MAL will be defined, and each site will be assigned the same one.

After choosing the TCH allocation method, you need to define your MAL settings. If you decided to choose AD-Hoc planning, Click on MALs and the window below will appear. In this window you are requested to set the MAL length for each possible number of TRXs in a sector/Site in your network. In the example below, sectors with a number of TRXs less or equal to 6 will be assigned a MAL with a number of frequencies equal to the number of TRXs plus 1. On the other hand, sector with more than 6 TRXs will be assigned a MAL with a number of frequencies equal to the number of TRXs.

6.2.6 Step 6 Frequency Restrictions


Step 6 defines the list of restricted frequencies for each sector in your network. Example: All sectors maybe able to use the same exact spectrum, but some frequencies may be restricted for some cells (airport or army regulations).

Frequency restrictions can be imported prior to running the Optimizer through the Import Menu: The frequency restriction files is a simple txt file including cell name and list of forbidden frequencies Allowed this type of restriction can be by-passed against a penalty measured in % of the affected traffic that the Spectrum Optimizer afflicts whenever the restriction is violated.

6.2.7 Step 6: Advanced Options


Step 6 also defines the logical constraints on the plan, such as co-cell frequency spacing due to hardware constraints. It is recommended to use the default values of constraints and separations but you can also choose to modify them by clicking Advanced in the above window. Then choose the relations, which you would like to edit. Remark1: Accessibility should be used (Accessibility check box) for BCCH only: From BCCH to BCCH, From BCCH to TCH (NH/BB or SFH)

It is used to simulate the fact that a BCCH channel is always transmitting (and therefore interfering), while a TCH is only transmitting when it is carrying traffic. Remark2: Handover should be used (Handover check box) for BCCH only: From BCCH to BCCH,

It is used as logical constraints to forbid two neighbors of using the same BCCH.

6.2.8 Step 7 Summary


Step 7 shows a summary of various statistics in your optimization area. It will also provide details on the warning/errors, which exists in the environment. 6.3 Optimizer is running


The optimizer engine will start running and find new solutions. The progress bar below will show how many solutions the Optimizer has found so far (every red dot is a solution). Each time the Optimizer finds a better solution, it will appear on the progress bar. The Y-axis will show the cost of each solution, or in other words, what will be the affected traffic (due to bad reuse) for each solution. The goal, of course, is to minimize the affected traffic. Click the Stop button when the progress graph flattens, which means the solutions are not getting significantly better than the previous one.

After applying the new BSIC plan, you should always use the BSIC Reuse Report to check for the BCCH/BSIC reuse. The report will give you all the reuses by distance. You can then check for the closest one.

Remark: the BSIC Reuse report is available as soon as the Environment has been created for the existing plan. It is a good and easy way to check for the quality of your BSIC plan on your current network.

6.5 Use Frequency plan report:


Forte generates several reports related to the new plan. Two reports should be checked first: Violated constraints on new plan Violated constraints on existing plan

The violated constraints on the existing plan will show you constraints that were apply to the new plan but which were not respected in the existing plan. For example: frequency restrictions, neighbors using co-channel BCCH It will also tell you if those constraints were forbidden (forbidden frequencies used on the existing plan) and if not forbidden, what was their cost n term of Erlangs affected by bad quality.

An additional report has been added in order to show the BCCH reuse by distance. It can be use to check the closest reuses.

7 QE Evaluate Your New Freq Plan


7.1 Run Evaluator
Run the Evaluator again by repeating stage 4 using a new name. Dont check the correlation again. The correlation is only used to validate the model and is related to the quality of the existing plan. Compare previous report to the new one for Evaluation set first, then eventually on a per cell or channel group basis.

7.2 Visual Analysis Of Bad Quality


After loading the RxQual 95 layer, you can visually compare your new plan to your current one. Check each time one of the checks box and view the differences in quality between the plans.

10 Planning MS recordings for Alcatel


Alcatel Mobile Statistics are collected by collecting the PMRES31 file from RNO. RMS data collection should be activated on a BSC basis and generates a PMRES31 file per BSC per day. The PMRES31 file contains RxLevel, RxQual and C/I data of all neighbor cells to a given sector. By configuring virtual adjacent cells to all sectors we can obtain data of all interferers for each sector. Forte is providing an automatic Mobile statistics planning using RMS, and also generates command files for Alcatel OSS to implement this plan. The files contain: 1. New virtual cell (ExternalOMCCell) definition. 2. New neighbor relations definitions between existing cells and recently created virtual cells. 3. Rotation BCCH frequencies on virtual cells. 4. A summary report for each sector how many free places in the adjacency list it has (these will be used to create Handovers to the virtual cells), how many frequencies will be recorded, what frequencies those are and what frequencies will not be measured (includes the sectors own BCCH frequency).

10.3.2Recording Sectors Analysis


For each sector what frequencies will be measured in each day.

10.4 Command Files to Alcatel OSS


The output of this process is command files to Alcatel OSS. Those can be found under the directory set in Step 1.

10.4.1Recording flow day 1


During the first day, the virtual cells and the neighbor relations between the actual cells in the selection and the virtual cells should be created. In addition, the change of neighbor relation field in real cells should be performed.

10.4.2Recording flow day 2N


During the following days, the virtual cells should be updated with new BCCH frequencies. The BCCH frequencies should be updated according to the frequency rotation procedure.

10.4.3Recording flow day N+1 (after data collection completed)


Upon completion of mobile statistics data collection, all definitions that are related to collection procedure should be deleted from the network. All neighbor relations to virtual cells and all virtual cells should be deleted.

Update Model

If you have mobile statistics data for the new sector, you can simply run the modeler again as described in section 3. However, if the new site is not on the air yet, and you would like to find a clean frequency for this new site, you can use the Update Model feature.

The next window will pop up and you should choose Update model according to network changes (site addition, subcell removal, etc).

In order to find a new frequency for your new site, you can run the frequency planner as described in section 5 (eventually using the Minimal changes Option to allow changes on existing sites)

However, if you need to find only a few frequencies (BCCH and a few TCH), it is better to use the Noises option as shown below.

The following noise report will show which is the cleanest BCCH to use based on the level of interference. You can switch to another Channel group ID and find clean TCH as well. When choosing a new frequency, do not violate the restrictions and neighbors constraints. If you added neighbors to the new sector, then you can click on Details>> and check if the selected frequency is being used in one of the sectors neighbors.

In order to add a cluster of new sites you need to prepare 3 files in advance (the attached files to this document are in XL, but they need to be saved as text files): NewSectors.txt This file should be in the Schema format file (Sector.txt). For example: coordinates, azimuth, etc. Any other field that is not important you can just fill in with N/A. NewChannelGroups.txt - Also a schema format file

If the new sites are not on the air yet, and you would like to find clean frequencies for those new sites, you can use the Update Model feature as described before When clicking on the Modeler button, you should choose Update model according to network changes (site addition, subcell removal, etc), to create a model for the new cells only. Apply the model and check that it looks accurate.

Plan New neighbors for new sites

If the new sectors do not have neighbors planned, Forte can be used to plan them for you. Select the new sectors only (through selection or by using keyword). Repeat the same process than in Section 5.

Plan Frequency for new sites:

Two methods are available to plan for new sectors. They can be planned by: Finding frequencies (BCCH and/or TCH) for new sectors without modifying the existing sectors FP Finding frequencies (BCCH and/or TCH) for new sectors while allowing changes and the existing plan through a complete or partial retune.

Method 1: new sectors only. New sectors should be selected and the Frequency plan Optimizer will be run for those sectors only according to Section 6. Advantages: No changes on current network and easy integration of new cells. Disadvantages: High constraints due to existing plan

Method 2: new sectors and existing ones. New sectors and existing ones should be selected and the Frequency plan Optimizer will be run for all those sectors according to Section 6. The minimal Changes Option can be used to minimize the impact on the current plan. Advantages: fewer constraints due to existing plan. Disadvantages: Changes will occur on current network and the integration of the new cells will have to be coordinated with frequency changes on existing sites.
