1 Introduction
The following document describes the six basics steps to optimize your network using GSM Forte.
The six basic steps are as follow: Import your network environment using the IMPORT Run the MODELER based on Mobile Statistics. tool.
Evaluate your current Frequency Plan using EVALUATOR Run the NEIGHBOR OPTIMIZER to generate a new Neighbor List Run the FREQUENCY OPTIMIZER to generate a new Frequency plan EVALUATE your new freq Plan & compare it to the Baseline
One additional step could be to run the RAN feature Optimizer Run the RAN OPTIMIZER to implement or optimize Overlay/Underlay feature and TCh Allocation Priority
Before starting the optimization process, it is recommended to read the ALCATEL PRE PROJECT REQUIREMENTS document, which explains how to collect the required data from the Alcatel OSS.

2.1.2 MS Folder
The MS folder should contain sub-folders, which reflect the date in which the data they contain was collected (YYYYMMDD). Each of the folders should contain the following: An OMC folder for each OMC (see 2.1.1.2) The PMRES31 files for the corresponding measuring day. The upload files (Switch Dumps) of corresponding measuring day.

2. In the top field, you will be asked to browse for the Environment folder. 3. In the middle field, you will be required to browse to the Coordinates file in the Environment folder. In the bottom field, you will be asked for a Schema properties network file. This last option is not used for Alcatel (Schema format Only) and can be left blank. 5. Click OK.

Click OK on the above window. The next window will specify which dates of Mobile Statistics are available under the MS folder. You can select/ deselect the dates, that you want the modeler to process. You are not required to select a traffic file on the bottom of the window, as the traffic data will be extracted from the PMRES data. Nevertheless, you can always import an external traffic file using the following 2 fields: Sector and Traffic
Press OK to start the Modeler. In Forte 3.6 and higher, the model will be automatically filtered according to the Modeler default settings. All small impacts below 0.1% of affected traffic will be removed:

The filter model window will open. Search the recommended filtering criteria and select the estimated % of affected traffic. Choose the option is less than 0,1. 2. Click the Add button, then Search and then click OK.
The number of deleted impacts will appear at the bottom of the window. It should be 0!

To Start the Quality Evaluator Process, click on the Evaluator button on the tool bar. Before proceeding you will be asked to save your network. Then the following window will appear, in which you are required to follow a 4 steps process:

The following parameters (DTX DL, Power control DL, Intra cell HO) can be set to Network Settings, which is the default value. Network settings will use the Network value extracted from your CNA Export file and available in the Sector properties. The Channel type priority should be set according to the value used in your network.

The following section will explain how to create an additional report, which is a visual report. This report will allow the user to display the Bad RxQual for the current Frequency Plan on the screen for a visual analysis. In the above window, Click New and the next window will pop up: Set this window exactly as in the example below. Then click OK and continue to Step 4.

1. Right-click on the new Evaluation, in our case, the Market Baseline that was created under the Calculations panel. 2. Select Compare To Measured RxQual as follows:
The Application will notify you that none of the sectors have RxQual data.

3. Click OK and Import your RxQual data by browsing the MS folder containing a copy of all your PMRES files. You can select one particular day or all days by adding all PMRES file in one directory.
4. When the Import is finished, right-click on the Evaluation and select Compare To Measured RxQual again. This time the correlation window will appear as follows. Forte 3.6 now includes correlation for both Uplink and Downlink, as well as by traffic or Percentage. It is recommended to use Traffic.
Any Traffic Correlation above 0.7 is good correlation. Above 0.8 is excellent correlation and you can trust the model to reflect the bad quality in your network accurately. The predicted vs. Measured Bad Quality Ratio should be as close as possible to 100% in order to assure the model is neither under or Over-predicted.

Under Layers, a new layer will appear with the name RxQual 95. You can disable this layer by unselecting it. Below, you can view the quality of 95% of the samples of each sector. For example if 95% of the samples has value 2, then this sector perform quite well. But if 95% of the sector samples fall on the 5-7 range of bad quality then a frequency retune is necessary.

Remark1: the Use Shadowed histograms option is only use when doing a BCCH retune for the first time. It allows the tool to consider Shadowed impact, meaning impacts between 2 cells who were not measured because they were using the same BCCH in the current plan. When doing a second plan, third or so on we recommend creating a model based on new MS recordings as well as some old recordings (collected prior to first plan) in order to get rid of shadowing effect. Remark2: The Minimize number of Changes option should only be use if we want the tool to perform a smaller scale retune, not allowing it to change all the existing channels allocation. It could be useful when adding new sites in order to allow minimal changes on existing sectors.

After choosing the TCH allocation method, you need to define your MAL settings. If you decided to choose AD-Hoc planning, Click on MALs and the window below will appear. In this window you are requested to set the MAL length for each possible number of TRXs in a sector/Site in your network. In the example below, sectors with a number of TRXs less or equal to 6 will be assigned a MAL with a number of frequencies equal to the number of TRXs plus 1. On the other hand, sector with more than 6 TRXs will be assigned a MAL with a number of frequencies equal to the number of TRXs.

Frequency restrictions can be imported prior to running the Optimizer through the Import Menu: The frequency restriction files is a simple txt file including cell name and list of forbidden frequencies Allowed this type of restriction can be by-passed against a penalty measured in % of the affected traffic that the Spectrum Optimizer afflicts whenever the restriction is violated.

It is used to simulate the fact that a BCCH channel is always transmitting (and therefore interfering), while a TCH is only transmitting when it is carrying traffic. Remark2: Handover should be used (Handover check box) for BCCH only: From BCCH to BCCH,

After applying the new BSIC plan, you should always use the BSIC Reuse Report to check for the BCCH/BSIC reuse. The report will give you all the reuses by distance. You can then check for the closest one.

Remark: the BSIC Reuse report is available as soon as the Environment has been created for the existing plan. It is a good and easy way to check for the quality of your BSIC plan on your current network.
The violated constraints on the existing plan will show you constraints that were apply to the new plan but which were not respected in the existing plan. For example: frequency restrictions, neighbors using co-channel BCCH It will also tell you if those constraints were forbidden (forbidden frequencies used on the existing plan) and if not forbidden, what was their cost n term of Erlangs affected by bad quality.
An additional report has been added in order to show the BCCH reuse by distance. It can be use to check the closest reuses.

Forte is making calculating of the time required for the measurement, Sectors to be measured, BCCH to measured and after a few seconds the following screen appears:
The graph is describing the duration in days for the completion of MS collection of what percentage of the Networks sectors. For example in the attached print screen we see that only by day 3 we will complete measuring 100% of the sectors (ie. before that none of the sector will be completely modeled). Please click Details... to see errors and warnings found in the network before you continue. After revising the problems and correcting/ignoring them click Accept parameters for measurement plan and then Finish

11 Appendix
11.1 Appendix A - Adding a New Site
You can either add a single sector or import a cluster of new sectors to your environment.
Stand on the map where you would like to add a new Site. Right click and select New Site. You dont have to stand on the exact location on the meter since you can (on the new site window) change the site coordinates to the exact one later

In the above window you can insert the BSC name, site name and you can fix the lat and long. Then press OK and the following New Sector window will appear. In general you dont need to fill in any information besides the channel groups. The Frequencies tab on this window will appear in red, which indicates that you need to fill in this information. Press on the Frequencies tab.

The Frequencies tab window appears as follows: Press New to add a new channel group. If, for instance, this sector is RF hopping, then you need to add one channel group for the BCCH TRX and a second channel group for the hopper TRXs. A channel group is a group of TRXs with a common denominator.

The New Channel Group will appear and you are required only to fill in the Contains BCCH field (yes or no), the No. of TRXs filed and the Hopping Method. The following example is for adding a new Channel group for BCCH:

When you are done adding all the TRXs to your new sector, click OK. The tool will ask if you would like to add another sector to this site and you can repeat this stage again.

11.1.1.2
Update Model
If you have mobile statistics data for the new sector, you can simply run the modeler again as described in section 3. However, if the new site is not on the air yet, and you would like to find a clean frequency for this new site, you can use the Update Model feature.
The next window will pop up and you should choose Update model according to network changes (site addition, subcell removal, etc).
In order to find a new frequency for your new site, you can run the frequency planner as described in section 5 (eventually using the Minimal changes Option to allow changes on existing sites)

However, if you need to find only a few frequencies (BCCH and a few TCH), it is better to use the Noises option as shown below.
The following noise report will show which is the cleanest BCCH to use based on the level of interference. You can switch to another Channel group ID and find clean TCH as well. When choosing a new frequency, do not violate the restrictions and neighbors constraints. If you added neighbors to the new sector, then you can click on Details>> and check if the selected frequency is being used in one of the sectors neighbors.

NewHandoff.txt - Also a schema format file. This may not be possible if HO were not planned yet. In that case, the Neighbor List Optimizer could be use to plan for neighbors for new sites after the Model has been updated (see Update Model).
Remark: We recommend using the Keyword option to mark those new cells as New for example in the NewSectors.txt file, in order to select them quickly and easily though the Selection/Select Sectors by Keyword option.
After preparing those 3 files (only 2 are really necessary), you can import the new sites to your network. Go to FileImport to NetworkSectors and Channel Groups
The following window will pop up, in which you are required to browse to the sectors file and channel groups file that you prepared in advance.

Then you can import handoff again in the same way (if you have them planned already): Go to FileImport to NetworkHandovers. In the Import Handovers window you can select whether you would like to add new handoff to the system or replace all handoffs with a new one. Then you can browse to the handoff file that you prepared in advance.

Update Model
If the new sites are not on the air yet, and you would like to find clean frequencies for those new sites, you can use the Update Model feature as described before When clicking on the Modeler button, you should choose Update model according to network changes (site addition, subcell removal, etc), to create a model for the new cells only. Apply the model and check that it looks accurate.

If the new sectors do not have neighbors planned, Forte can be used to plan them for you. Select the new sectors only (through selection or by using keyword). Repeat the same process than in Section 5.

Two methods are available to plan for new sectors. They can be planned by: Finding frequencies (BCCH and/or TCH) for new sectors without modifying the existing sectors FP Finding frequencies (BCCH and/or TCH) for new sectors while allowing changes and the existing plan through a complete or partial retune.
Method 1: new sectors only. New sectors should be selected and the Frequency plan Optimizer will be run for those sectors only according to Section 6. Advantages: No changes on current network and easy integration of new cells. Disadvantages: High constraints due to existing plan
Method 2: new sectors and existing ones. New sectors and existing ones should be selected and the Frequency plan Optimizer will be run for all those sectors according to Section 6. The minimal Changes Option can be used to minimize the impact on the current plan. Advantages: fewer constraints due to existing plan. Disadvantages: Changes will occur on current network and the integration of the new cells will have to be coordinated with frequency changes on existing sites.
