BIG PICTURE RESPONSIBILITY Under the direction of the Division Dean, Mathematics, Sciences and Engineering, the Project Director has the overall administrative and supervisory responsibility for the Upward Bound program. Administers a federally-funded, educational opportunity program for low-income, potentially first-generation, high school students. Performs a variety of complex and specialized functions related to the operations and outreach of the Upward Bound Program grant. Oversees the staff and support services to successfully retain students through high school graduation to postsecondary enrollment. Within the scope of this position, new components may be added or deleted based on district needs. This position is funded by a five year Upward Bound grant. The continuation of this position during the duration of the grant and beyond five years is based upon available grant funding.

ESSENTIAL DUTIES The duties listed below are intended only as illustrations of the various types of work that may be performed. Develops, implements, and supervises the activities of the program, including hiring, training and providing direction to assigned personnel such as program counselor, project assistant, faculty, laboratory assistant, and tutors. Evaluates staff in accordance with established standards. Provides and administers recommendations relative to staff wages, hours and working conditions. Recommends revisions to staff job descriptions and assignments. Administers the Upward Bound program which includes: coordinating day-to-day activities and instruction in mathematics, laboratory sciences, composition, literature, and foreign language, reviewing and evaluating the results of program activities, ensuring that continuing contractual obligations are being fulfilled and allocating resources for greater program effectiveness and efficiency. Develops, prepares and manages program budget and audit compliance procedures. Analyzes and forecasts budgets, processes budget transfers, salary account code changes, purchase requisitions and other financial related items. Oversees the maintenance of comprehensive accounting records and reports on program progress and expenses in order to comply with local, state and federal budgetary reporting requirements. Coordinates the compliance with District Auditor requests and meets with auditors as needed. Develops and maintains student database system to track participants, including test scores, financial aid eligibility and related items. Plans, organizes and supervises the offering and delivery of academic enrichment and tutorial services, supplemental out-of-class instruction, counseling and other support services at the District, high school, and off-campus sites. Consults with faculty and staff to identify needs for the program and develops plans to improve the program.

Plans, conducts and evaluates program outreach efforts at the District site, participating high school site, and all off-campus excursions. Develops both written and event related outreach publicity and materials for the program. Acts as liaison to the participating high school and works cooperatively with the MESA Program Director and students. Serves on relevant campus-wide committees, including Management Advisory Council, College Planning Team, Enrollment Management, Presidents Advisory Council on Budget and other teams that contribute to the overall strategic planning process for the district, and District hiring committees. Represents the District by attending and serving on a variety of local civic and/or community organizations as well as other educational and professional organizations. Serves as Night Administrator on a rotational basis per established procedures. Performs other related duties as assigned. MINIMUM REQUIREMENTS Education: Possession of a bachelors degree from an accredited institution, preferably in educational leadership, educational administration, social work, guidance and counseling or a related field. Experience: At least two years full-time equivalent leadership experience reasonably related to this assignment in directing an educational program or a similar program, OR At least three years of high school teaching or counseling experience. DEMONSTRATED KNOWLEDGE AND ABILITIES Position requires knowledge of: Academic, economic, social, and cultural needs of disadvantaged students. The mission of California Community Colleges, including philosophy, objectives, organization, functions and services. High School philosophy, objectives, organization, function and services. Federal regulations related to the program. Program or project management and supervision. Position requires ability to: Work effectively within the community college collegial consultation process. Work effectively with the local high school district to develop and implement programs and services. Relate well and work effectively with faculty, staff, diverse populations of students and community members in a manner that reconciles divergent views.

Design, implement, and evaluate comprehensive programs. Facilitate staff meetings and workshops. Communicate effectively and persuasively orally, in writing, and using technology. Perform budget projection, monitoring, and maintenance. Work effectively and demonstrate currency of knowledge with computers and specialized technology utilized in business and/or industrial settings. Demonstrate clear sensitivity to, and respect for, the diverse academic, socio-economic, ethnic, cultural, disability, religious background and sexual orientation of community college and high school faculty, students and staff. Be a dynamic member of several college teams. Use data analysis to plan and evaluate program effectiveness and re-design. SALAry PLAcEmENT The classified administrator position is grant-funded and will be on an individual contract and exempt from overtime and compensatory time accumulation. The continuation of this position during the duration of the grant and beyond five years is based upon available grant funding. PhySIcAL chArAcTErISTIcS Position requires sitting and viewing a computer monitor for extended periods of time plus frequent periods of standing and walking, which may include climbing staircases; dexterity of hands and fingers to operate a computer keyboard and related equipment; reaching, bending, stooping kneeling, and crawling; handling and working with various materials and objects; frequently exert 10 to 20 pounds of force to lift, carry, push, pull or otherwise move objects; must be able to lift and stack objects up to 50 pounds; hearing and speaking to communicate and provide information to others; vision to read printed material and computer monitor; may be exposed to occasional contact with dissatisfied individuals; and travel from site-to-site.
