FINANCE AND AUDIT COMMITTEE APPROPRIATION TRANSFERS ALLOCATED CONTINGENT FUND File No. 12-1/12-615 (Journal, December 15, 2011)

Action Required Finance Committee County Board (2/3 Vote) WHEREAS, your committee has received from the Department of Administration, Fiscal Affairs, the following department requests for transfer to the 2012 appropriations from the allocated contingent fund and finds that the best interests of Milwaukee County will be served by allowance of such transfers; THEREFORE, BE IT RESOLVED, that the Director, Department of Administration, is hereby authorized to make the following transfers in the 2012 appropriations from the allocated contingent fund: From To 3010 Election Commission $490,000 50,000 $540,000

A transfer in the amount of $540,000 is being requested by the Department Administrator of the Election Commission to increase the appropriations relating to the recall general and primary elections for the offices of Governor and Lieutenant Governor. In accordance with Wisconsin Statute Sec. 5.68(2) and 7.03(1)(bm), Milwaukee County is responsible for all election related costs for County, State and Federal elections. The Government Accountability Board has affirmed that counties are responsible for ballots, programming, publication, and election supplies. Part of this request includes funding for emergency printing of ballots for the April recall primary. Election Commission staff has provided documentation for bills related to the two elections totaling $40,117 for publication of required notices and $490,185 for ballot printing, supplies, and election machine programming, for a total cost related to the recall of $530,302. Of this total, $210,156 was for the re-printing of primary ballots in April. Election Commission staff indicate some bills for advertising remain outstanding. As of July 2, the Election Commissions budget for ballots and election supplies (object 6403) of $550,000 had $515,537 in actual expenses and an additional $80,773 is encumbered, the vast majority of which was for the recall primary and general elections, leaving a deficit in this account of $46,310. This fund transfer would provide adequate funding for the fall elections, in which high turnout is expected due to the Presidential election. There is no tax levy impact from this transfer.
