The School Board has identified the following qualities for the superintendent

of schools.

Please respond to each of the qualities stressing your experience, strengths, and abilities in each area, limiting your responses to between 200 and 300 words for each item.

1. A leader, who solicits, respects and values the input of stakeholders at all levels of the organization and who has demonstrated leadership in utilizing that input to create and sustain a culture of shared decision-making. Creating a culture of respect is one of the critical components to the success of the organization. Dignity has been a word that I use to describe the foundation of my leadership. The dignity of all individuals must be preserved and emphasized. This dignity comes in the form of accepting and seeking out all opinions perspectives and thoughts. An effective leader creates trust through this process and makes decisions based on what is best for children and families of the communities. I have modeled this leadership behavior throughout my career. Going back to the days as a classroom teacher I always played the part of a facilitator for learning in the classroom. The shared responsibility of learning and leading has been part of my day, to day operating character. As a principal, area director and superintendent I included community through meetings and discussion on every critical issue that came before me. I have been involved in areas and decisions ranging from core curriculum, innovative programs, budget development, labor negotiations, teacher evaluations, student management and all daily functions of operating both urban and suburban school districts. At all times stakeholders were involved with input in the decision making process. 2. A leader who supports and empowers principals, teachers and staff to improve organizational and student performance outcomes. In Broward County I was recognized as a "turn around principal". This comes out of a track record of great success in raising FCA T scores and decreasing incidents of student discipline and violence. As both a Principal and Superintendent I have felt those closest to the situation are best suited to effect and improve organization and student performance. The selection of the Principal is a function I consider extremely important to the leadership role. Members of the community must be part of this process and the Principal and staff must be empowered to move the school forward. The combined leadership organization work to implement programs of enhanced instruction in basic skills. Strategies such as, double dosing in math, reading and language arts have resulted in greater student achievement. I have also implemented opportunities for extended learning. Finally I have always worked with staff advisory boards, committees, and provided opportunities for open communication. 3. A proactive visionary, able to consider, plan and implement systemic change that increase the district's ability to recognize and respond to current and future challenges as they arise. Having a vision is critical to school leadership. The vision of a leader will shape the road map for a community educational plan and product. The vision must be clearly articulated and understood by the community. Once the vision is shared it becomes the inspiration for all stakeholders. The opportunities and outcomes I have produced in my schools, areas, and districts have produced great success for students throughout my career. Vision comes from ideas and values relating to people. Vision comes from strong leadership. Vision must encompass the future. Finally, vision must be in terms of the contest and culture of the community, (real and practical.) I have established a vision form many schools and districts. From the vision a school community moves on to the mission. The mission then sets out the values and actions that need to take place to achieve the vision.

4. Someone with strong organizational and leadership skills, able to collaboratively align and focus internal and external stakeholders' efforts to accelerate progress on achieving the district's goals for student and organizational performance. My success in having strong organizational ability comes through collaborative influence. Positional power often results in a difficult outcome. The use of collaborative leadership has allowed me to implement new and creative ideas and programs to veteran staffs and all community stakeholders. To bring systemic change to school communities is an easier task when done in collaborative fashion. The practice of a leader commanding and controlling usually ends up in a difficult battle. Authority to lead comes from your ability to communicate engage others and be convincing. I always model and demonstrate behavior that I wish to see in others. When dealing with others I always attempt to identify the leaders in the group. There is much to be done in this day of accountability and I know I will need the assistance of other leaders with the skill and capacity to help me. 5. A person of integrity who is trustworthy and whose relationships, with the board and across the district, are predicated on honest and open communications. People will engage you in whatever relationship is at hand if they trust you. A leader must be able to prove that they are knowledgeable, skilled at the task at hand and can get along with others. Trust and integrity are closely related. Trust requires more than one person. It is, believing or having faith in what one person says or does. Integrity is the act of one person. That person keeping their promises dong what they say they will do and acting as they profess to act. Integrity increases trust between people. When you read the reference letters that I have provided you can see the integrity and trust factors that I developed with the school districts and communities that I have served. Throughout a career of over forty years I have fixed broken schools. I have fixed broken school districts. As a leader I have helped individuals through both professional and personal trials of life. I have served as a teacher, a counselor, a mentor, and a leader. Throughout I have always preserved the dignity of the individual. The school boards that I have served know that I can be trusted as my personal integrity is a total commitment. My door, my mind and my heart are always open to those that I serve.
