ne of my favorite things to do when giving a speech is to first ask the crowd to name the three branches of American government. Inevitably several people begin to list off the Executive branch and the Legislative branch; and if they consider themselves highly informed citizens, they also can list the Judicial branch. This however is the wrong answer. How could this be? From a very young age we are taught in school about the balance of powers and the three branches of government. The problem with this answer of Executive, Legislative, and Judicial is that those are the three branches of the federal government. And in most cases this answer is even correct for listing the three branches of our individual state governments. Yet the three branches of American government are none other than these: the federal government, the state governments, and We the People. You see it is We the People that created the States. It is We the People that allowed the States to create our federal government. And it is We the People that demanded a Bill of Rights including the Tenth Amendment in order to adopt the Constitution creating our federal government. Our system of government is formed on the foundation of checks and balances. Unfortunately we have been taught and grown accustom to believing that only the branches of the federal government need to be balanced amongst themselves. There has been quite a bit of excitement within the grassroots for a return to the Tenth Amendment and

States rights as it is commonly called. The truth is that States have no rights, just as the federal government has no rights. We as individuals have certain God-given, Constitutionally-protected rights. It is clearly stated in the U.S. Constitution that the federal government and even the States have certain powers, however the rights remain with We the People. We have the RIGHT to keep and bear arms. We have the RIGHT to freedom of speech. We have the RIGHT to petition our government for a redress of grievances. Whereas the federal government has the power to maintain a Navy, coin money, and other listed powers; the Tenth Amendment clearly states that all other powers remain with the States or with the People. While I greatly value the Tenth Amendment and am boldly working to revive and restore it in my home state of Oklahoma, I must admit that I am often disappointed at how many people seem to bypass the Ninth Amendment and solely jump to the Tenth. These two amendments are intertwined and must be used together if we are to stop the ever-growing federal intrusion into areas not expressly granted to our federal government. The Ninth Amendment is short and concise when it states: The enumeration in the Constitution, of certain rights, shall not be construed to deny or disparage others retained by the people. Thats right, the enumeration. The Founders are basically saying that just because they only listed (enumerated) certain rights, that cant be construed to deny other rights. CONTINUED ON PAGE 8

Tulsa Beacon Endorses Nathan Dahm for State Senate District 33

Nathan Dahm believes in the U.S. and the Oklahoma constitutions. Dahm is so determined to uphold both of those documents that he is running for the District 33 seat in the Oklahoma Senate. Due to the redrawing of district lines after the 2010 U.S. Census, that is an open seat (incumbent Sen. Tom Adelson, D-Tulsa, is in another district). A former Christian missionary in Eastern Europe, Dahm has been the president of the Tulsa Area Republican Assembly. He voluntarily stepped out of that office to run for the Senate.

Dahm strongly supports the Second Amendment right to bear arms. That right needs to be supported from federal intrusion by state law. Dahm believes in a balanced budget and thinks the Rainy Day Fund should be held for genuine emergencies not in the regular budget process. Oklahoma badly needs to reform its public education system and Dahm favors a free-market approach rather than a one-size-fits-all government strategy. He wants more money in the classroom and less to administrative bureaucrats. Dahm supports more choices for families in education and is an advocate of private schools

and home schooling. Dahm wants to lower the tax burden for Oklahomans. Tulsa County has the highest property taxes in the state and Dahm would like to see the sales tax on groceries dropped. Staunchly pro-life, Dahm thinks Oklahoma should protect the unborn. Based on his service, the strength of his moral convictions and his ability to lead, the Tulsa Beacon is endorsing Nathan Dahm for District 33 in the Oklahoma Senate and suggests you cast a vote for him.

A Personal Letter From Nathan Dahm

People often ask me why I want to be a politician. I am always quick to respond that I have no desire to be a politician and I, in fact, despise politics. The truth is that politics permeates every area of life. There is politics involved in the church, in school, at work, in your family, with your friends, and in every other area imaginable.

My heart's desire is simply to serve other people. It's what I did for years as a missionary, and what I've done for years since returning home to Oklahoma. There are plenty of other candidates looking to make a career for themselves in politics. I am not. I am looking to make a life of service to God and to peoplewhether in the government realm, the Church realm, or wherever else the opportunity to serve is available. I look to Jesus as the prime example of giving one's life for others and I feel I can do nothing less. I stand on my record of years of service to others, on the plans I have presented to help turn our state and our nation around, and on the character and principles I have learned by living a life of service. As Paul told Timothy: "be an example of the believers, in word, in conversation, in spirit, in faith, in purity." That is my goal, it is my desire, and it is what I strive to do every day. Back in 2010, the Oklahoma state legislature, led by several prominent Republican State Senators and House Members, created the Oklahoma Health Insurance Exchange Trust. The OHIET, as it is called, is the key to implementing ObamaCare in Oklahoma and these Republicans created it knowing fully what they were doing. In fact, they knew there would be such a public outcry that they snuck it through in the last week of session. They even submitted it under the title of "Comprehensive Treatment of Chronic Obstructive Pulmonary Disease Act" and included it amongst a crammed agenda so that We the People wouldn't realize what they were

Many Oklahomans are worried about the economy and jobs. Government cannot create jobs, it can create a job-friendly environment however. In order to do so, we need less regulation, not more of it. We need less taxation instead of steadily increasing the tax burden. Much political theater had been made about eliminating the Oklahoma state income tax. While those politicians in office have only been

experienced it firsthand. Yet, our current President and his administration have made a great push to remake our medical field in his image through the ObamaCare legislation that was passed. Across Oklahoma, and even across the nation, the topic of ObamaCare is the number one concern for most people- young and old alike. However, most people lay the blame solely at the feet of the democrats and President Obama. While it is true that they led the charge to force this upon us, most people do not realize that there are Republicans in the state of Oklahoma that have worked extensively with the Obama administration to enact ObamaCare in our state.

While other candidates claim to be tough on the issue, I have been working with other grassroots leaders for over a year and leading the charge to stop ObamaCare and the OHIET in Oklahoma. As your next state senator, I have pledged to submit legislation repealing the Health Insurance Exchange to stop ObamaCare in its tracks before it gets forced upon the people of Oklahoma.

talking about it for the last three months, others have been looking at it and suggesting it for years. In fact, of our current state budget, only 20-25% comes from income tax revenues. That same amount goes back out as income tax credits and repayments. This money is not going to fund our schools, roads, bridges, infrastructure, etc. By eliminating the state income tax it would bolster our economy in multiple ways. First of all, we would have more money in our own pockets to invest and help our economy, or to spend and cause an increase in sales tax revenue without having to raise the tax rates! Secondly, it would create a huge job market for companies looking to relocate to more taxfriendly states, such as the eight other states with zero income tax. Actually, Oklahoma would be the most enticing state to any company looking to relocate, because we would not have to increase our property taxes like Texas has done to make up for the lost income tax revenues. This is a win-win solution for Oklahoma that would boost our economy as well as our job market and would quickly make us a leading economic force in our nation.

The Deterioration of State Education

Apart from the economy and jobs, the number one concern people in Oklahoma have is the future of our education system. While the Constitution of Oklahoma requires a free public education system and includes certain provisions for textbooks, for funding, etc., there are two major problems confronting our education system: mandates and budgets. The federal government has become intrusive in our state education system. In fact, the U.S. Constitution has no provisions at all for the federal government to be involved in education, and Ronald Reagan had the abolishment of the Department of Education as a key plank in his policy platform. Federal mandates, most of which are unfunded or underfunded, are tying our teachers hands and prohibiting them from being effective. Rather than teaching children how to think, learn, and reason, our teachers are being forced to teach our kids how to pass proficiency tests so that specific mandates are met. Regarding our budgeting problem for schools, teachers and parents agree that we have too much administrative costs. By consolidating superintendents for some of the rural districts, we could save millions of dollars per year that could be redirected to our classrooms and for increases in teachers' salaries. In Oklahoma, we currently have three times as many school districts as the state of Colorado, even though we only have 3/4 the population they have. Our children deserve better. Our teachers deserve better. We can no longer let our education system dilapidate at the expense of future generations. It can be fixed, but we need strong leadership willing to propose the necessary changes to best benefit our state and our students.

Redistricting Oklahoma
Most people don't realize that many of the precincts, state house, and state senate districts have changed and been redrawn due to the 2010 census. While only half of the State Senate seats are up for election this year, all 101 State House seats are also up for election; so it is very important that people are made aware if any of their districts have changed. The change in districts is just one of the major changes taking place this year; the primary election date has also move up and will now be on June 26th, 2012. The reason for changing the voting date is to comply with new federal law requiring more time between the elections so that our troops will have time to vote by absentee ballot in each election. If you have any questions regarding potential changes to your precinct polling place, your State House district, State Senate district, or early voting methods, please call our District 33 hotline at (918)-615-2335. The Three TRUE Branches of American Government Continued...

Construed is not a word we commonly use in our day and age. However, if one were to look up the definition of the word construed the very first definition would be: interpret. How often have we heard that the Constitution needs to be interpreted? How often is that argument thrown out for those wishing to claim more power than that which is expressly listed in the Constitution? The Ninth Amendment forbids interpreting the Constitution, and yet we so often bypass the Ninth in preference of the Tenth. We should also take note that the Ninth Amendment says these rights should not be denied (how many of our rights are currently being denied by the federal government?) nor should they be disparaged. Disparage- yet another word that has lost usage in our modern world; the definition of which is this: to regard or represent as being of little worth. Sound at all familiar? How many of our rights are being denied and/or regarded and represented as being of little worth. We the People are starting to get engaged in governmental affairs. We are starting to turn the tide of the political process; and the powers that be know their grasp on power is slowly slipping away. The best way to return our government to the people is by returning We the People to government. I see a groundswell of citizen-statesmen taking root in every area of government, from local city councils to state houses and across the board on the federal level. And it gives me great hope for the future of our nation. So those are the three true branches of American government- federal, state, and We the People. If we take the time and commit to returning our nation to this balance of powers, then we will have a glorious future ahead of us. It is a future of following the Constitution, of restoring the Republic, and of We the People representing and serving each other as the Founders originally intended.
