Draft Swan Street Structure Plan V2 (DSSSP) Special Meeting of Council. Monday 6th August 2012. 7pm. Richmond Town Hall. 333 Bridge Road, Richmond

Agenda Item 10.4. (DSSSP V2) Page 20 RECOMMENDATION 1. That Council: (a) notes the summary of submissions to the Draft Swan Street Structure Plan; and (b) advise submitters of the Council resolution passed on 3 July 2012, to defer further decisions on the Swan Street Structure Plan, while Council seeks the participation of the Minister of Planning in a public meeting to discuss planning issues in the City of Yarra.

Ordinary Meeting of Council 3 July 2012 [Minutes] Item 12. Urgent Business. 12.1. Minister for Planning Determinations COUNCIL RESOLUTION Moved: Councillor Main. Seconded: Councillor Jolly 1. That:

(a) Council condemns in the strongest possible terms, the decision by Planning Minister Matthew Guy to approve Amendment VC92 which facilitates major development around the Richmond Station Precinct; (b) this decision was made without any consultation with the local community or the Council. Despite the approval, the Minister has still not announced the specific area to be covered by this Amendment; (c) Council calls on the Minister to immediately reverse this undemocratic decision and to leave all planning decisions in the hands of the elected Council, which will allow residents to participate in the planning process rather than decisions being made over their heads; (d) Council states that if the Minister fails to reverse his decision we will refuse to take part in this undemocratic process; and (e) Council direct the Chief Executive Officer to write to all relevant stakeholders including upper and lower house Members of Parliament, the Port Phillip City Council and relevant State Government authorities, and further, to set up a working party to develop a proposed strategy to be presented to the next meeting of Council for determination. Council has budgeted for the establishment of a Resident Planning Advisory Service. What is the status of this initiative? Response: The Director City Development advised that officers are awaiting feedback from Councillors on the issue. Check you are enrolled to vote in October's Council Elections
