About MISSION The National Telecommunications Commission (NTC) shall maintain and continuously improve a regulatory regime conductive

to the development and provision of an affordable, visible, reliable and accessible telecommunications infrastructure and services. VISION By 2015, the National Telecommunication Commission (NTC) is a strong and pro-active regulatory agency able to steer the telecommunications and Information and Communication Technology (ICT) sectors as the primary engine for national progress and development.

FUNCTIONS:
ADMINISTRATIVE AND FINANCE DEPARTMENT (AFD) The Administrative and Financial Department shall be responsible for undertaking activities relative to personnel, operational budgeting, accounting, management improvement, financial reporting, general services and other related supportive services. PERSONNEL Advise management on personnel policy and administration Develop and administer a personnel program which shall include selection and placement, classification and pay, career and employee development, performance ratings, employee relations and welfare services Attend to all matters concerning attendance, leaves of absences, appointments, promotions, transfers, resignations and retirements and other personnel transactions Prepare and conduct a continuous training program in the Commission and its Regional Offices Keep and maintain plantilla of personnel and related records and statistics and Perform such other functions as may be provided by law. FINANCE Advise management on budgetary and financial matters Develop plans and programs relative to the financial and budgetary requirements in carrying out the work programs and projects of the Commission Attend to the technical preparation of the annual budget estimates including special or supplemental budgets Prepare annual financial work plans, and take charge of budget execution, control and reporting, including monthly reports of operations and income Provide technical advise/assistance to budget units of the Regional Offices Responsible in the processing of requisitions and financial disbursements, and in the certification

of availability of funds and obligation thereof Maintain basis and subsidiary accounting records and the books of accounts reflecting financial transactions and income of the Commission, and keep and maintain all such records including supporting papers Undertake management survey and study of the administrative organization and make recommendations for staffing standard and manpower requirements and introduce work simplification techniques, controls and procedures for the Commission Develop plans and programs objectives relative to management improvement in the Commission Maintain and update the Commission's organization and other related manuals and Perform such other functions as may be provided by law. LEGAL DEPARTMENT The Legal Department shall be responsible for the quasi-judicial functions of the Commission by providing legal advice or assistance to the Commission & the units & Regional Offices under it. It shall conduct formal hearings on applications for Certificates of Convenience and Necessity for the operation of communication utilities & services, radio communication systems, wire or wireless telephone or telegraph systems, radio and TV broadcasting systems & other similar public utilities & petitions for authority to charge rates, increase of capitalization, loans & other related matters. It exercises supervision over the Adjudicative and the Administrative Litigation Divisions. Prepares legal opinions on questions of facts & law, as well as legal briefs & position papers on cases concerning telecommunication authorization & operations. Prepares drafts or rules & regulations that may be issued by the Commission, including bills or treaties for legislation affecting the telecommunications industry. ADMINISTRATIVE LITIGATION DIVISION

Holds pre-hearing conference with parties & counsel for possibility of amicable settlement, simplification of issues, stipulation of facts & such other arrangements as may be conducted for the speedy disposition of cases. Executes acknowledgement of agreements, evaluates evidence presented, issues subpoenas/subpoena duces tecum to parties and witnesses and swears in those who are to testify, rules upon questions of pleadings and procedures, drafts orders and/or reports with recommendations and pens separate concurring or dissenting opinions. Conducts administrative investigations including the review of administrative charges, against erring employees of the Commission. Files formal charges, investigates and hears administrative cases on personnel & renders decisions and/or reports with recommendations. Prosecutes cases involving violations of the radio laws & NTC rules and regulations. ADJUDICATIVE DIVISION

Holds pre-hearing conference with parties and counsel for stipulation of facts for the speedy disposition of cases making it less cumbersome. Prepares & issues subpoenas/subpoenas duces tecum to parties & witnesses & swears in those who are to testify, rules upon questions of pleadings and procedures, drafts orders or reports with

recommendations and pens separate concurring or dissenting opinions. Conducts formal hearings on application for Certificates of Public Convenience and Necessity for the operation of communication utilities & services. Prepares legal opinions on questions of facts & law, as well as legal briefs & position papers on cases concerning telecommunication authorization & operations. Prepares drafts or rules & regulations that may be issued by the Commission, including bills or treaties for legislation affecting the telecommunications industry. RADIO REGULATIONS AND LICENSING DEPARTMENT (RRLD) The Radio Regulation and Licensing Department shall assume the functions relative to the implementation of issued Certificates of Public Convenience and Necessity, registration of radio transmitter/transceiver equipment, licensing of all radio stations, issuance of Safety Radiotelegraphy/Radiotelephony Certificates for ocean-going vessels or ships, recognition of radio training schools and the examination and licensing of radio operators. RADIO OPERATOR TRAINING SCHOOLS DIVISION

Develop, formulate and implement policy guidelines for the examination and licensing of radio operators and the recognition and operational standards for radio training schools Conduct regular and special radio operator examinations Act on all applications for the examination and licensing of commercial and non-commercial radio operators and for station licenses and certificates of recognition of radio training schools, including certificates to teach Make a study for any desired change or revision and the updating of the curricula and method of instructions to improve the standard of radio training schools Keep and maintain up-to-date lists of licensed radio operators and recognized radio training schools Maintain liaison and coordination with the Ministry of Education and Culture and other offices or agencies and Perform such other functions as may be provided by law. FIXED AND LAND MOBILE SERVICES DIVISION

Develop, formulate and implement policy guidelines for the operational licensing of all radio stations within the fixed and land mobile services Act on all applications for permits to purchase, possess, own, transfer, sell and construct or manufacture radio transmitter/transceiver equipment, as well as for radio construction permits and licenses for the installation and operation of stations within fixed and land mobile services. Assign call-signs and frequencies in coordination with the Frequency Management Division and make reports to said Division of assignments made for recording and recording and registration to the International Frequency Registration Board Keep and maintain an up-to-date list of stations and registered radio transmitter/transceiver equipment for which licenses and permits are issued; Provide advisory or consultative technical services on matters relating to the licensing of radio stations and

SPECIAL

RADIO

SERVICES

DIVISION

Develop, formulate and implement policy guidelines for the operational licensing of radio stations within the broadcast, maritime, aeronautical, and amateur services, as well as satellite and space communication services, paging system and other similar special radio services or stations Act on all applications for permits to purchase, possess, own, transfer, sell and construct or manufacture radio transmitter/transceiver equipment, radio construction permits and licenses for the installation and operation of stations within the broadcast, maritime, aeronautical, and amateur services, satellite and space communications services, paging systems and other similar special radio services or stations Assign call-signs and frequencies in coordination with the Frequency Management Division and make reports to said Divisions of assignments made for recording and registration to the International Frequency Registration Board; Keep and maintain an up-to-date list of stations and registered radio transmitter/transceiver equipment for which licenses and permits are issued; Provide advisory or consultative technical services on matters relating to the licensing of radio stations and Perform such other functions as may be provided by law. TELECOMMUNICATIONS PLANNING AND DEVELOPMENT DEPARTMENT (TPDD) The Telecommunications Planning and Development Department shall be responsible for providing the Commission with economical, efficient and effective service relating to planning, programming and project development. It shall attend to the development of an effective radio frequency spectrum management program and shall provide technical service for the formulation of standards for the regulation and authorization of telecommunications systems or services, stations, operations, and equipment. PLANNING AND PROGRAMMING DIVISION

Prepare plans and programs to carry out the functions and operations of the commission Formulate basic policies and guidelines for budget preparation and resource allocation Provide technical services relating to planning and programming and project development Undertake study for the development and formulation of standards for the regulation and authorization of telecommunications systems or services; Plan broad programs for the development of telecommunications in the country Conduct feasibility study in terms of economic and financial viability for policy formulation guidance in the operation of public telecommunications services or stations Provide advisory or consultative technical services or assistance to other agencies on matters relating to telecommunications planning and operations Operate and maintain electronic data processing machines and equipment Maintain liaison and coordination with the Planning Service of the Ministry of Transportation and Communications, NEDA and other proper agencies and Perform such other functions as may be provided by law.

Planning the NTC Annual Report Prepare the Medium Term Agency Plan (The Medium Term Agency Plan serves as our basis in submitting projects and agency programs for the annual budgetary allocation. Although it has a term of 5 years, the plan is being updated annually.) Collate operational data on a monthly basis, subsequently prepare the required periodic reports for submission to DOTC NTC Accomplishment/Performance Report Submitted semi-annually. - Status Reports of Ongoing NTC Infra Projects submitted monthly Operational Accomplishments of NTC submitted quarterly. Coordinate and provide assistance to project implementation groups such as the preparation of Project Program of Work, preparation of technical specification and cost estimates. Prepare Program for Capital Outlay funds including technical specifications of all IT equipment Assist the AFD in the preparation of the annual budget and cause the preparation of the following: Project profiles of all Infra project proposals Agency Performance Measures Budget Briefing and Presentation materials Continuously provide telecommunications data to several organizations and researches. EQUIPMENT STANDARDS DIVISION

Develop and formulate technical standards for telecommunications equipment design and performance and system installation Act on applications for type acceptance and type approval for telecommunications equipment Develop an effective program for technical research and study to find out potential new users of radio as well as new or improved techniques for radio communication operations Conduct scientific studies in wave propagation, satellite and space communications Attend to the standardization and calibration of the Commission's technical monitoring equipment and laboratory facilities Compile, analyze and integrate statistical data and information regarding all telecommunication services, systems or stations, including operational statistics, and present them periodically in the forms of statistical tables, charts or graphs for the guidance of the Commission Develop projections of forecasts and prepare corresponding and related reports and Perform such other functions as may be provided by law. INFORMATION TECHNOLOGY UNIT

Make continuing studies of the frequency allocation to various radio services from the International Telecommunications Union (ITU) table of allocation to meet local requirements, as well as of new technical developments affecting frequency usage to promote nationwide and more effective utilization of the radio frequency spectrum Coordinate the assignment of call-signs and frequencies that may be made from the Local

Frequency Sub-Allocation Table and maintain a Master frequency records of assignment made c. Prepare and submit registration reports and notices to the IFRB of the International Telecommunications Union of locally assigned frequencies and call-signs, together with corresponding technical particulars including frequency changes, alterations, modifications and deletions of particulars of local stations. COMMON CARRIERS DEVELOPMENT DEPARTMENT (CCAD) The Common Carrier Authorization Department shall be responsible for the development, formulation and implementation of policies, programs and operational standards relating to the regulation and authorization of domestic and international telecommunication public utilities, including radio and television broadcasting system and other similar public utilities. DOMESTIC AND INTERNATIONAL CARRIER SERVICES DIVISION

Develop, formulate and implement policies, programs and operational standards for the regulation and authorization of domestic and international telecommunications public utilities as regards service areas, systems, services and facilities Act on all applications for authorization to operate domestic and international public radio communication services or stations, including telex, date and facsimile telecommunications services and make appropriate recommendation to the Commission Conduct staff inspection for physical appraisal and valuation of facilities and rate determination, including survey of proposed services areas, and make report to Commission Provide advisory or consultative technical services on matters concerning common carrier authorization and operations, and assist the commission in the adjudication of cases pertaining thereto and Perform such other functions as may be provided by the law. WIRE AND SPECIAL PUBLIC SERVICES DIVISION

Develop, formulate and implement policies, programs and operational standards for the regulation and authorization of radio and television broadcasting system, TV translator system, telephone services, toll stations, submarine cable systems, space and satellite communication systems, paging systems, and other similar public utilities Act on all applications for authorization to operate radio and television broadcasting system, satellite and space communication systems, TV translator system, paging system, telephone system, toll stations, submarine cable system and other similar special public utilities and make appropriate recommendation thereon to the Commission Conduct staff inspection for physical appraisal and valuation of facilities and rate determination, including survey of proposed service areas and make report to the Commission Provide advisory or consultative technical services on matters concerning authorization and operation of wire communication system or services, radio and television broadcasting system and other special public utilities, and assist the Commission in the adjudication of cases pertaining thereto and Perform such other functions as may be provided by law.
