The CPP/NPA/NDF - constitute the local communist movement in the Philippines; beforehand, itshould be emphasized that not everybody in the three organization are communist. CPP - everybody is a full blooded communist since they are full members of the communistparty NPA - only about thirty (30) percent are members of the communist party; while the main bulkof seventy (70) percent are grievance guerillas who join the NPA for various reasons otherthan communism. NDF - only about three (3) to five (5) percent are members of the communist party; while theoverwhelming majority of about ninety five (95) to ninety seven (97) percent are not.

1. Vanguard - the party serves as the leading element of the revolutionary forces that
shallprovide leadership and crowns of the whole edifice of the revolutionary organization. In thisrole, the most important task of the party is the formulation or conceptualization andoperationalization/implementation of the strategy of the revolutionary war.2.

2. General

Staff - the party is likewise the general staff of the revolutionary war, it includes:keeping the leadership informed, making estimates/studies, making recommendations,preparing and issuing orders upon approval and supervising the implementation of the orders ordirectives.

3. Cadres- the party with its committed, professional, iron-willed and highly disciplines
communist revolutionaries, shall serve as the nucleus around which the revolutionary forces

will gradually expand and carry out the task of a revolutionary war, as conceptualized and rectifiedin the strategy. Structure/Principle The structure of the CPP is based on the principle of democratic centralism; centralism based ondemocracy and democracy under centralized leadership. Rectification Campaign This is the continuing effort of the party to rid its ranks opportunist, maintain party unity,estimate challenges to party leadership, and correcting and avoiding repetition of the same mistakes.
