enjoyed great success in obtaining earmarks through Rep. Lewis
and the Agpropriations Committee. It is believed a number of
I _ lients were advised to hire his firm in order to better

relationship with Rep. Lewis.

Numerous interviews of clients of CLJ have demonstrated
a unified belief that CLJ and/or it's partners are productive and
effective in obtaining earmarks for their clients. Typically,
the firm's ties and access to Lewis and his staff are well-known
and weighed into the decision to hire the firm.
It is anticipated an analysis of the earmarks sponsoreq
by Lewis will demonstrate a disproportionate focus on CLJ's
clients.
Currently, the FIG, Los Angeles, has assigned one
analyst, part-time, to assist with this investigation. The
analyst has been tasked to conduct CART review of a voluminous
amount of electronic evidence provided by CLJ. The analyst has
worked for approximately one year on the review and completed
less than one-tenth of the review. Requests from the FIG for
additional analytical help have been denied. In addition, the
analyst working on the review has not been allowed to work full-
time on the review.

Intelligence Analyst, PC/CRIU, regarding the potential topics for
analysis and possible products. A final decision will be made
after discussion with the assigned analyst but it is anticipated
a search of open sources could provide the data necessary to
compile a list of earmarks sponsored by Lewis and those who
benefitted from the earmarks.
